مقدمة
يعد النقل البري أكثر وسائل المواصلات استخدامًا في نقل الركاب والبضائع في مصر. وينعكس ذلك على استمرار الحكومة في توسيع شبكة الطرق في أنحاء البلاد، وكذلك على الزيادة المطردة في أعداد المركبات بالنسبة إلى عدد السكان، حيث تنمو ملكية السيارات الخاصة بمعدل يبلغ ثلاثة أضعاف النمو السكاني. وبينما يزداد أيضًا استخدام الدراجات النارية وعربات التوك توك وما شابهها، خاصة خارج المدن الكبرى، فإن وسائل الإعلام في العادة تصور هذه الأنماط من المواصلات بشكل سلبي، مع أنها لم تظهر إلا من أجل سد الفراغ الذي خلفته شبكات المواصلات الرسمية المتهالكة والعاجزة عن الاستجابة لاحتياجات السكان.
أدى تعدد الجهات الرسمية المنوط بها إصدار تراخيص النقل شبه الرسمي إلى ظهور شبكات معقدة داخل المدن وفيما بينها من سيارات النقل شبه الرسمي بالأجرة، وهي الشبكات التي أصبحت تتنافس مع وسائل المواصلات العامة في سباق نحو القاع؛ حيث تؤدي مشكلات غياب العدالة في إتاحة وسائل النقل العام وتردي مستويات الخدمة والأمان إلى زيادة معدل استخدام السيارات الخاصة. وبينما تشهد وسائل وخدمات النقل العام توسعًا من الناحية النظرية، فإنها تُترك فيما بعد للتدهور في غياب خطة للصيانة الدورية، وهو ما لاحظه الباحثون في الأوتوبيسات وعربات الترام في أنحاء القاهرة. ورغم أن السيارات الخاصة هي الأكثر حظًا بين باقي وسائل المواصلات، فإن من المتوقع من سائقيها أن يدافعوا عن أنفسهم في شبكة طرق لا تقدم لهم الإرشاد أو التنظيم؛ بل تخضع القرارات الهامة بشأن أولوية المرور للتفاوض عند كل تقاطع طرق في منافسة من أجل البقاء ينتصر فيها الأقوى. وبالمثل، فإن أغلب أرصفة المشاة في حالة لا تصلح للاستخدام، أو غير موجودة من الأساس، كما يظهر في البحث النوعي الذي أجرته الجامعة الأمريكية في القاهرة&nbsp; (Ghandour, 2017). كما يعد استخدام الدراجات الهوائية ممارسة خطرة، حيث لا تبذل أي جهود تذكر من أجل توفير مسارات آمنة لها.&nbsp;
من ناحية أخرى، أدى النمو السكاني وازدحام المدن إلى التوسع في إنشاء "المجتمعات الصحراوية الجديدة"، والتي تفصلها عن القاهرة مسافات تتراوح بين 10 و50 كيلومتر ولا تربطها بالعاصمة سوى بضعة طرق سريعة. وبسبب المساحات الشاسعة لتلك المدن الجديدة وبعد المسافة بينها وبين سوق العمل في القاهرة فقد أدى التوسع في إنشائها إلى زيادة كبيرة في المعدل الإجمالي للأميال التي تقطعها كل سيارة (VMT-Vehicle-Miles Traveled). غير أن هذه المجتمعات الجديدة لم تحقق الهدف المرجو منها، فوفقًا لتقدير ديفيد سيمز فإن ثلثي سكان القاهرة ما زالوا يقيمون في نطاق 15 كيلومتر من مركز المدينة، بينما لا تجتذب المجتمعات الصحراوية الجديدة في المتوسط سوى خُمس إجمالي سكانها المستهدف. ويقدر سيمز أن نصف إجمالي وحدات الإسكان الاجتماعي المقامة في المدن الجديدة مازالت شاغرة (Sims, 2015). فيما تشير إحصائيات رسمية أكثر حداثة، قدمت في إطار الدفاع عن معدلات إشغال المجتمعات الصحراوية الجديدة، إلى أن المرحلة الأولى من القاهرة الجديدة يقطنها 65% من الإجمالي المستهدف للسكان، ويصل المعدل في مدينة الشيخ زايد إلى 50%، وفي مدينة الشروق إلي 55% وفي السادس من أكتوبر يبلغ 75%. لكن هذه الإحصائيات ليست متاحة للعامة ولا تشمل كافة المجتمعات الصحراوية الجديدة في نطاق إقليم القاهرة الكبرى، وهو ما لا يسمح بإجراء مقارنات دقيقة (Mohie, 2018a).
تعد الخدمات غير الكافية، وبعد المسافة عن مكان العمل، وارتفاع تكلفة المواصلات من بين المشكلات التي تواجه المقيمين في المجتمعات الصحراوية الجديدة، أو تصرف السكان المحتملين عن الانتقال إليها، وهو ما أثبته البحث الميداني الذي أجري في مجمع مساكن عثمان (Shalabi, 2018) وكذلك في مدينة الأسمرات (Mohie, 2018b)، والذين جرى تخصيصهما لإعادة توطين سكان المناطق غير المخططة. وفي المقابل فإن "العشوائيات" تعد أكثر جذبًا للمواطنين بسبب قربها النسبي من الوظائف والخدمات. كما تظهر مشكلات أخرى مع انتقال سكان المجتمعات الصحراوية الجديدة يوميًا إلى قلب القاهرة&nbsp; كالازدحام المروري وعدم إتاحة وسائل المواصلات.

Introduction
Road transport is the predominant mode of transport in Egypt in terms of passenger and freight movement. The national government continues to expand the road network throughout the country. Motorization rates are increasing where private car ownership is growing at triple the rate of population growth. Motorcycles, auto-rickshaws (tok-tok), and other forms of motorized transport are proliferating, particularly in secondary cities. These varied modes and forms are not always addressed in the official media. Informal forms of transport are painted in a negative light, while they exist solely to fill the gap left behind by ageing and unadapting formal systems.
The devolution of paratransit licensing across multiple public institutions resulted in complex inter-city and intra-city paratransit networks that compete with the formal systems in a race to the bottom; issues of transport justice, public transport access, service levels, and safety are leading to an increase in private car usage. Public transport vehicles and services are initiated in bona fide but left to deteriorate with no plan for maintenance, as observed by the authors on buses and trams around Cairo. Even cars, the most highly prioritized of modes, are expected to fend for themselves in a road network that neither guides nor polices their movements, leaving important decisions of right-of-way to be negotiated at every intersection in a game of survival of the fittest. Sidewalks are rarely kept in working condition, if they are at all present, as can be gleaned from the qualitative research done by the American University in Cairo (Ghandour 2017). Cycling is dangerous and little effort is made to accommodate it in the form of protected bike paths.&nbsp;
On the other hand, in response to population growth and cities&rsquo; congestion, &ldquo;New Desert Communities&rdquo; (NDCs) were built. Since their distance to downtown Cairo range between 10 to 50 km with barely any connection save for a few highways, NDCs significantly increase total vehicle-miles travelled (VMT) due to their distances to the Cairo labor market and sprawling area sizes. However, NDCs have not lived up to expectations. David Sims calculated that two-thirds of Cairo&rsquo;s residents live within 15 kilometers of the center, with NDCs attracting on average a fifth of their target population. He estimated that over half of affordable public housing units developed within NDCs remain vacant (Sims, 2015). More recent official figures given in defense of the NDC occupancy rates list the first phase of New Cairo at 65% residents to target population, El- Sheikh Zayed City at 50%, El-Shorouk City at 55%, and Sixth of October City at 75%. These figures, however, are neither publicly available nor cover the entire spectrum of NDCs within the Greater Cairo Region for an accurate comparison (Mohie 2018a).
Inadequate services, long commutes to work, and the added cost of travelling long distances are problems for existing residents and deterrents to reallocation to NDCs. This was confirmed in field research conducted in the housing complex of Masaken Othman (Shalabi, 2018), as well as the city of Asmarat (Mohie 2018b), which are intended for rehousing residents of informal neighborhoods. Instead, citizens are attracted to the &lsquo;Ashwayeat,&rsquo; which promise better accessibility to jobs and services. Moreover, new problems such as congestion and accessibility occur as residents of NDCs commute into Cairo&rsquo;s dynamic core.
This background paper serves as an accompaniment to a policy paper titled &ldquo;Towards Transit-Centric New Desert Communities in the Greater Cairo Region.&rdquo; It aims to introduce the reader to the transportation situation in Egypt in the context of its history and politics. Section 2 provides a political history of the Arab Republic of Egypt vis-&agrave;-vis its transportation policies. Section 3 gives an in-depth view of the state of the varying modes of transportation in Cairo today, while Section 4 summarizes and explains Egypt&rsquo;s official commitment to sustainable transportation growth. Section 5 lists transport projects currently under development in Cairo, and finally Section 6 defines accessibility and the cutting-edge methods for measuring it in today's data-centric world.
