Abstract: This study aims at preparing the ground for the conduct of further research on MSME development in the SEMCs and for the formulation of policy recommendations. It looks into academic literature, structural characteristics, constraints, actors and core issues inherent in private sectors and the development of MSMEs in Egypt, Jordan, Morocco and Tunisia. &nbsp;In Egypt, only 6% of MSMEs have access to bank loans, compared to 18% of large firms. Other important constraints include cumbersome regulations and administrative procedures, corruption and other market distortions, as well as limited availability to the skills required by firms to grow and inadequate skills of entrepreneurs themselves.
