<p style="text-align: justify;">Streets are the most important links within and between cities. More than a way to move people and goods from one destination to another, they serve multiple purposes. Streets are where children first meet the world, and they act as a site for social interaction, bringing neighbors together. Public urban spaces need to cater to the different&mdash;and sometimes conflicting&mdash;needs of users, who have divergent expectations from street usage. Pedestrians need ease of access, mobility, and the ability to safely exercise their right to use streets, whereas street vendors (whether formal or informal) use public space to display and sell their goods. Streets are also a mode of conveyance for private cars, public transportation, and emergency services (e.g., fire or ambulance). A report by UN-Habitat indicates that &ldquo;those cities that have failed to integrate the multi-functionality of streets tend to have lesser infrastructure development, lower productivity and a poorer quality of life&rdquo; (UN-Habitat, 2013).</p>

<p>This background paper recognizes that for active travelers and public transit users to enjoy safe and accessible modes of transportation, the structure and design of existing streets must be reformed to comfortably accommodate all user groups. paper therefore examines the existing design elements of Egyptian streets and provides an overview of the main governing bodies and policies relevant to street design. It starts with a review of the key concepts or frequently used terms in this area of&nbsp;study, followed by a review of the literature pertaining&nbsp;to Egyptian streets, in order to identify the areas where street design is underperforming, particularly with respect to non-motorized users. A separate section is devoted to the regulatory framework in order to pinpoint the institutions and regulations that govern street construction, maintenance, and design. The paper concludes with a summary of the main challenges, which can be used to chart the way forward.</p>
