<p style="text-align: justify;">يتعرض نظام المعاشات والتأمينات الاجتماعية الحالي لانتقادات شديدة بسبب عدم كفاية المستحقات، وارتفاع معدلات تهرب العاملين من دفع الاشتراكات. تاريخيًا، تم استبعاد مجموعة كبيرة من العمال المصريين من تغطية التأمين الاجتماعي، وتحديدًا عمال القطاع غير الرسمي، وهو قطاع ضخم ويساهم بشكل ملحوظ في الناتج الإجمالي حيث تبلغ مساهمته من 30 - 40%، ويحتوي على أكثر من نصف نسبة العاملين في مصر. ولكن على الرغم من أهمية القطاع، لا يتاح للعاملين فيه الوصول إلى أنظمة الحماية الاجتماعية التي ينبغي أن تدعمهم ماليًا في أوقات المرض وإصابات العمل والبطالة. تسبب وباء كوفيد-19 في خسارة هؤلاء العمال لدخولهم المنخفضة أصلًا ولوظائفهم. علاوة على ذلك، هؤلاء العمال هم أكثر عرضة للإصابة بالعدوى الفيروسية بسبب غياب معايير السلامة المهنية (ECES, 2020). ومن المتوقع أن تزداد أعداد العمالة غير الرسمية بشكل أكبر في ظل الجائحة.&nbsp;ما لم يتم وضع آليات الحماية الاجتماعية الشاملة لاستيعاب هؤلاء العمال، فحتمًا سترتفع نسبة وقوعهم في فخ الفقر.</p>

<p style="text-align: justify;">Egypt&rsquo;s social insurance and pension system has been strongly criticized due to its low and unequal coverage, inadequate benefits, and the high rate of contribution evasion by workers. A large group of workers has been historically excluded from social insurance coverage in Egypt - namely, informal sector workers. The size of the informal sector is huge in Egypt, contributing 30&ndash;40% to aggregate output and employing more than half of Egypt&rsquo;s working population (ECES, 2020). Despite the sector&rsquo;s significance, its workers are not given access to social protection schemes that should support them in times of illness, work injury, and unemployment. The coronavirus pandemic has exacerbated their living conditions causing them to lose earnings and jobs. Moreover, these workers are more vulnerable to infection due to the absence of occupational safety standards (ECES, 2020). And finally, the informal sector is projected to grow in light of the COVID-19 pandemic.1 Unless inclusive social protection mechanisms are put in place to accommodate and absorb these workers, they will fall deeper into poverty.</p>
