<p style="text-align: justify;">Egypt&rsquo;s annual growth rate came in at 5.6% in fiscal year 2018&ndash;2019, up from the relatively stagnant 4.3% from 2015 to 2017. This improvement has been celebrated by the government as a sign of a much-awaited recovery following the post-revolution slowdown. Although growth was projected to continue its rise the following year, the coronavirus outbreak made this unlikely, pushing down the growth rate to 3.5% with projections of a further decline in 2020-2021 (World Bank, n.d.). In addition, unemployment rates reached 9.7% in June 2020, which is 2.1% higher than it was at the same time the preceding year (CAPMAS, 2020). The pandemic has aggravated some deep-rooted labor market imbalances that challenge the creation of adequate and decent jobs. Indeed, even in the years of economic recovery, not enough jobs were being created.</p>
<p style="text-align: justify;">The Egyptian labor market is characterized by a deeprooted mismatch between population growth and labor supply on one hand and labor demand on the other. Only through bridging that gap can more and better employment opportunities arise for the growing working-age population. Policies should particularly target the sectors that have the highest employment elasticity and thus would contribute more to job creation. The manufacturing sector in particular contributes significantly to job growth. Policies therefore need to be in place to support and develop that capacity. This paper aims to provide background on historical growth and employment trends in the manufacturing sector, as well as an overview of current and historical policies and initiatives. It will then describe the main investment barriers that compromise employment growth in the sector. The final section of the paper recommends specific policy interventions or actions based on a survey of the existing literature.&nbsp;</p>
