الملخص التنفيذي
لقد كان قطاع الصناعات التحويلية في مصر القطاع الأكثر كثافة من حيث التشغيل خلال الفترة الممتدة من ثمانينات القرن الماضي إلى أواسط العقد الأول من القرن الحادي والعشرين. وتتعزز إمكانات توليد فرص العمل من خلال وجود نسب أعلى للمنشآت الصغيرة والمتوسطة في قطاع الصناعات التحويلية مقارنة بالقطاع الخاص ككل. وتعتبر المنشآت الصغيرة والمتوسطة المحرك الرئيسي لخلق فرص العمل في البلدان المتقدمة النمو والبلدان النامية على حد سواء، وهي التي تميل أكثر إلى تقديم فرص عمل رسمية مقارنة بالمنشآت متناهية الصغر التي تهيمن على التشغيل في القطاعات الخاصة في البلدان النامية. ومع ذلك، وعلى مدى العقود الماضية، تراجعت حصة قطاع الصناعات التحويلية في إجمالي الوظائف، بما فيها تلك الموجود في المنشآت الصغيرة والمتوسطة التابعة لقطاع الصناعات التحويلية، مما يعكس ما يعرف بـ "الوسط المفقود".&nbsp;&nbsp;

وتبحث هذه الورقة في مدى استفادة المنشآت الصغيرة والمتوسطة المصرية في قطاع الصناعات التحويلية من مبادرات التمويل العديدة التي تم تنفيذها مؤخراً في مصر، وتقدم توصيات بشأن السياسات العامة لتحقيق تمويل أكثر فعالية يعزز قدرات هذه المنشآت فيما يتعلق بتوليد فرص العمل. وبالاستناد إلى&nbsp; مسح البنك الدولي للمنشآت للسنوات 2013 و2016 و2020 ومقابلات مع باحثين وخبراء وأطراف معنية مختلفة، تُظهر النتائج التي توصلنا إليها أن عدم كفاية إمكانية الحصول على التمويل لا تزال تشكل عقبة رئيسية أمام المنشآت الصغيرة والمتوسطة في قطاع الصناعات التحويلية، حيث لم يتم توجيه مبادرات التمويل بشكل صحيح نحو الشركات التي تواجه قيوداً ائتمانية بالغة. علاوة على ذلك، فإن التعريف الموحد للمنشآت المتناهية الصغر والصغيرة والمتوسطة &ndash; الذي يستند بشكل حصري إلى حجم الأعمال ورأس المال المدفوع، دون احتساب عدد موظفي الشركة &ndash; قد يؤدي إلى وجود تحيزات لصالح المنشآت الأكبر نسبياً فيما يخص إمكانية الحصول على التمويل.
وعلاوة على ذلك، تكون برامج تمويل المنشآت الصغيرة والمتوسطة أكثر فعالية عندما تستهدف الشركات التي تعاني من ضائقة ائتمانية والتي لديها إمكانات للنمو أو لاستخدام التمويل بشكل فعّال. وينبغي إعطاء الأولوية للشرائح التي تكون أكثر عرضة لقيود التمويل، وبالتحديد، المنشآت الصغيرة في قطاع الصناعات التحويلية التي يتراوح حجم أعمالها السنوي بين مليون و10 ملايين جنيهاً مصرياً. وبغية تعزيز هذا الأمر، يجب أن يكون موظفي البنوك مدربين بشكل جيد على اختيار الشركات الصحيحة، وإجراء تحليل ائتماني شامل والتعامل مع سمات المنشآت الصغيرة والمتوسطة.
وتم مؤخراً سن القانون رقم 152 لسنة 2020 الذي ينظم تنمية المنشآت متناهية الصغر والصغيرة والمتوسطة، ويبدو أن هذا القانون يسير في الاتجاه الصحيح، حيث إنه اعتمد تعريفاً موحداً للمنشآت متناهية الصغر والصغيرة والمتوسطة وقدم حوافز ضريبية وغير ضريبية للمنشآت الصغيرة والمتوسطة وللمؤسسات القائمة على إقراض هذه المنشآت. ومع ذلك، ينبغي أن يكون هناك استراتيجية منسقة لتخفيف القيود الائتمانية المفروضة على المنشآت الصغيرة والمتوسطة في قطاع الصناعات التحويلية؛ ويجب أن تنطوي هذه الاستراتيجية على وضع مزيج من الخدمات المالية البنكية وغير البنكية يمكن الاعتماد عليها والوصول إليها. كما يجب أن يصاحب هذا جهوداً لزيادة ربحية المنشآت الصغيرة والمتوسطة، وعلى وجه الخصوص تلك الموجودة في قطاع الصناعات التحويلية، وذلك من خلال تعزيز النظام الضريبي لبيئة الأعمال والحد من طول الإجراءات الإدارية وتعقيدها. فبدون وجود استراتيجية منسقة وبدون تحديد المالكين وأصحاب المصلحة الرئيسيين ووضع نظام صارم للرصد والتقييم، قد تتسع الفجوة في فرص حصول المنشآت الصغيرة والمتوسطة على التمويل، وقد تكون الجهود المبذولة من أجل تمويل المنشآت الصغيرة والمتوسطة بلا جدوى.

Executive Summary
In Egypt, the manufacturing sector was the most employment-intensive sector from the 1980s to the mid 2000s. The potential of employment generation is reinforced by the manufacturing sector&rsquo;s higher proportion of small and medium enterprises (SMEs) than that of the private sector as a whole. SMEs are considered a main job-creation engine in both developed and developing countries, and are more likely to provide formal employment than the microenterprises that dominate employment in the private sectors of developing countries. Yet the share of the manufacturing sector in total jobs, including that of manufacturing SMEs, has declined over the past decades, reflecting what is known as the "missing middle".&nbsp;
Limited or lack of access to finance is recognized as one of the major obstacles SMEs face; accordingly, the Central Bank of Egypt (CBE) has launched many initiatives to financially support SMEs. However, despite these numerous initiatives, there is no evidence of the funding&rsquo;s reach to SMEs in the manufacturing sector and/or its impact on their employment growth and sustainability. Access to finance from banks remains marginal among SMEs, particularly among those in the manufacturing sector. The impact of these initiatives on employment generation therefore remains questionable.&nbsp;
This paper examines the extent to which Egyptian SMEs in the manufacturing sector benefited from the numerous funding initiatives recently implemented in Egypt and puts forward policy recommendations to facilitate more effective financing that boosts their employment generation capacities. Based on the Enterprise Surveys data of 2013, 2016 and 2020 and interviews with different researchers, experts, practitioners and stakeholders, our findings show that insufficient access to finance remains a major constraint for manufacturing SMEs. Funding initiatives were not appropriately directed toward the most credit-constrained companies. Moreover, the unified definition of micro, small and medium enterprises (MSMEs)&mdash;based solely on the business turnover and paid capital, without accounting for the firm&rsquo;s number of employees&mdash;can introduce biases in access to finance in favor of relatively large enterprises.&nbsp;
Moreover, finance programs for SMEs are most effective when they target credit-constrained firms with the potential to grow or make effective use of the finance. Priority should be given to segments which are most exposed to funding constraints, namely, small enterprises in the manufacturing sector with an annual business turnover between EGP1 million and 10 million. To promote this, bank employees should be well trained to select the right firms, conduct a thorough credit analysis and deal with SMEs&rsquo; features.
The recently enacted law 152/2020, which regulates the development of MSMEs, seems to go in the right direction, as it adopted a unified definition of micro, small and medium enterprises and offered tax and non-tax incentives for SMEs and for SME-lending institutions. However, there should be a coordinated strategy to alleviate credit constraints for manufacturing SMEs; this strategy should entail developing a mix of banking and non-banking financial services that are reliable, accessible and interconnected. This should also be accompanied by efforts to increase the profitability of SMEs, especially those in the manufacturing sector, through enhancing the business environment&rsquo;s taxation system and reducing the length and complexity of administrative procedures. Without a coordinated strategy and identification of the main owners and stakeholders, as well as a rigorous monitoring and evaluation system, the gap in access to finance for SMEs could widen further, and the efforts towards SMEs finance could be for naught.&nbsp;
