لقد نجحت مصر في إصلاح هيكل الحماية الاجتماعية الخاص بها، حيث تم تحسين البرامج القائمة وإطلاق برامج ومنافع جديدة للتصدي لاحتياجات الفئات الأكثر ضعفاً. ويطلق بعض هذه البرامج، مثل "كرامة" و"تكافل" ومشروع العمل الجديد المسمى "فرصة"، ادعاءات غير مدعومة بأدلة بشأن تأثيرها على تمكين المرأة والتصدي لعدم المساواة بين الجنسين. فكيف يتم تمكين المرأة إذاً؟ ماذا تعني القدرة في سياق الحماية الاجتماعية والتدخلات الاجتماعية المماثلة؟ هل الحصول على بعض الدخل يعني الحصول على بعض القدرة؟ وما هي العتبة التي يمكن عندها استبدال الدخل بالضغط من أجل إلغاء الظلم؟ يمكن لـ"نظرية تغيير" أو حجة منطقية تربط بين التدخلات الاجتماعية والتحولات الجنسانية أن تجيب على هذه الأسئلة.&nbsp; ولكن للأسف، لم تتم مراجعة النظريات الموجودة في السنوات الأخيرة كما لم تتم دراستها من حيث صلتها بمصر.&nbsp;
عادة ما يحاول الباحثون إيجاد وكلاء للقدرة يمكن ملاحظتهم وقياسهم. فالمشاركة السياسية واتخاذ القرار داخل الأسرة المعيشية والتنقل الجسدي ما هي إلا ثلاثة أمثلة على الوكلاء المحتملين، بمعنى أنه في حال تبيّن أن الدخل المستمد من برنامج اجتماعي يتزامن مع أي من هذه المؤشرات الثلاثة، فإن هذا دليل على أن التدخلات الاجتماعية قد أدت إلى التمكين. ولعل إلقاء نظرة فاحصة على أكبر برامج الحماية الاجتماعية في مصر، الذي يقول بأنه حقق التمكين، قد يساعد في تناول هذه المسألة.
&nbsp;تمكّن برنامج الحماية الاجتماعية المسمى "تكافل"، والذي يقدم تحويلات نقدية شهرية منتظمة بمعدل 850 جنيها مصرياً (35 جنيها استرلينياً) لـ3,4 مليون أسرة، من الوفاء بولايته فيما يتعلق بتوفير الحماية للأسر الضعيفة. فلقد زاد البرنامج من قيمة استهلاك الأسر المعيشية المستفيدة بنسبة 8,4 في المائة مقارنة بالأسر المعيشية التي لم تستفد من البرنامج (حققت البرامج المماثلة في بلدان أمريكا اللاتينية نسبة بلغت 7 في المائة). كما أنها قلصت احتمال هبوط الأسر المعيشية المستفيدة إلى ما دون خط الفقر بنسبة 12 في المائة. ومكنّت التحويلات المستفيدين من زيادة استهلاك الأغذية وخفض تعرضهم للصدمات والمصاعب الشديدة من خلال تراكم مدخرات صغيرة أو من خلال تحسين جدارتهم الائتمانية. غير أن البرنامج فشل في أهدافه المتعلقة بتحقيق المساواة بين الجنسين وتمكين المرأة، على الرغم من أنه قد تم تصميمه&nbsp;بشكل صريح لتيسير ودعم تمكين المرأة والتخفيف من التفاوت بين الجنسين. ولم يجد تقييم الأثر الوطني أدلة تُذكر فيما يتعلق بالتغيير في الديناميات الجنسانية في الأسر المعيشية. حيث أفادت النساء اللاتي تمت مقابلتهن بأن قدرتهن على اتخاذ القرار أصبحت "أقل" مقارنة بما كانوا يتوقعون (ElDidi et al., 2018).&nbsp; وتدعونا هذه النتائج إلى إعادة بحث النظرية الجنسانية التي تدعم برامج الحماية الاجتماعية بشكل عام والتحويلات النقدية بشكل خاص، والتساؤل بشأن الروابط بين التحويلات المادية وآثارها على معيشة المرأة.
&nbsp;وبينما تشير الأبحاث إلى نجاح التحويلات النقدية المشروطة في تحقيق الأهداف المباشرة، كما ذُكر آنفاً، فإن الأهداف طويلة الأمد لبرامج إعادة التوزيع ليست واضحة.&nbsp; فلقد أحدثت هذه البرامج أثراً محدوداً للغاية على الأجور وإضفاء الطابع الرسمي (Levy, 2008)، وعلى التمكين (Bastagli et al., 2016) وعلى المواطنة (Latapi &amp; Gonzales de la Rocha, 2008). وتضمنّت مجموعة حررها علماء الأنثروبولوجيا تم نشرها مؤخراً (Olivier de Sardan &amp; Piccoli, 2018) أسفاً عميقاً لغياب السياق والسرد التاريخي عن عمليات تقييم التحويلات النقدية. حيث شكك المؤلفون<a href="#ref_1">[i]</a> في إمكانية فهم أو مناصرة أداة التوزيع هذه في ظل غياب فهم للسياق، والتاريخ، والسلطة، والإمكانيات.&nbsp;
&nbsp;فمن المفترض أن تكون التحويلات النقدية التي يتم تقديمها شهرياً للنساء، حتى تلك التي يتم تقديمها لأولئك اللاتي يعشن مع أزواجهن، قد أسهمت إسهاماً هاماً في تمكين المرأة. وقد وجدت دراسة لبرنامج التحويلات النقدية في البرازيل أجرتها منظمة غير حكومية نسوية برازيلية تدعى "AGENDE" أنه وعلى الرغم من أن "المبالغ النقدية الضئيلة، ولكن الأكيدة، التي تم الحصول عليها قد عززت القدرة والمكانة المنزلية للمرأة، فإن المرأة لا تزال متقوقعة في الحي والمنزل" (Suarez &amp; Libardoni, 2008, p.7). ويمكن تفسير الأثر المحدود للبرنامج المصري على تمكين المرأة ومكانتها عبر عدة طرق. فلربما كانت الأسئلة التي تم طرحها لتقييم هذا الأثر غير ملائمة للسياق المصري. ويتمثل تفسير آخر في أن النساء المستفيدات قد لا يجدن في تمكين المرأة والإجراءات المصاحبة له أمراً مرغوباً اجتماعياً وأنهن يمارسن مظهراً مخالفاً لذلك من خلال ادعاء الأنوثة الخانعة، التي تحظى بتقدير كبير في العديد من الأوساط. أو ربما تم تنفيذ البرنامج بطرق قوضت قدرته على التأُثير على صلاحيات المرأة في اتخاذ القرار. لكنه من المؤكد أن هياكل التفاوت بين الجنسين قد اعتادت إعادة توزيع الموارد.&nbsp;&nbsp;&nbsp;
&nbsp;قد يكون تمكين المرأة من الحصول على الدخل نهجاً ضرورياً، ولكنه غير كاف لتحقيق العدالة بين الجنسين. حيث تعد التحويلات النقدية وإمكانية الحصول على الائتمان الرخيص أو الحصول على الأصول في حد ذاتها مكاسب مادية، ولكنها ضئيلة للغاية بالمقارنة مع الأعباء الاجتماعية. ففي بحث أجرته المؤلفة (لم يتم نشره بعد) بشأن تأثير التحويلات النقدية على الجنسين في مصر، قالت النساء اللاتي تمت مقابلتهن أن دخلهن خفف من الأعباء المادية الملقاة على كاهل أزواجهن، ولكنه زاد الأعباء والمسؤوليات الملقاة على كاهل النساء.&nbsp;&nbsp;
فمن الصعب تصور كيف يمكن أن تقوم مبالغ مالية ضئيلة أو فرص عمل متواضعة بتغيير مؤسسات التفاوت الاجتماعي ذات القاعدة العريضة، ولا سيما النظام الأبوي. فمن الضروري الإقرار بمحدودية التدخلات الاجتماعية فيما يتعلق بتحقيق الشمول الاجتماعي، في الوقت الذي تدّعي فيه مجموعة من البرامج والمبادرات بأنها تتضمن التمكين. وفي حين أنه باستطاعة التدخلات القائمة على إعادة التوزيع، مثل الائتمانات الصغيرة، أو التحويلات النقدية، أو التشغيل المضمون، التأُثير إلى درجة ما في الشمول الاقتصادي أو الحماية الأساسية، فإن الشمول الاجتماعي هو جانب أكثر جدية وأصعب بكثير. حيث يتوجب على التحولات الاجتماعية التي تؤدي إلى تحقيق الشمول أو المساواة أو العدالة أن تقدم ما هو أكثر من مجرد إعادة توزيع لبعض الثروة. إذ أنها بحاجة لتحويل تحيزات القوى وتصحيح الاختلالات.&nbsp;
&nbsp;ويقدر الجهاز المركزي للتعبئة العامة والإحصاء أن النساء يترأسن 18,1 في المائة من الأسر المعيشية في مصر ويبين أنه لم يعد يتم إنكار عمل المرأة (الجهاز المركزي للتعبئة العامة والإحصاء، 2020). حيث لا يوجد سوى القليل من الأسر المعيشية التي باستطاعتها تحمل رفاهية الاعتماد على عائل ذكر واحد.&nbsp; وبينما تعمل المرأة وتحصل على دخل، فإن عملها رسّخ التفاوتات بين الجنسين. ولم تصبح الأعباء الملقاة على كاهلها أخف إذ أنها أضحت تتحمل مسؤوليات العمل داخل المنزل وخارجه (Hendy, 2015). فالدخل وحده ليس كفيلاً بتحقيق التحرر. حيث ينبغي لأمور أخرى أن تتغير.
&nbsp;وحددت كبير (1999) عوامل تستطيع أن تمكن المرأة من تحقيق تغيير في علاقات القوة التي تؤطر حياتها. حيث يقوم هذا الإطار بتصوير التمكين على إنه عملية، تحصل المرأة من خلالها على الموارد والفرص اللازمة لاتخاذ القرارات وتحقيق النتائج بحسب ما تراه مناسباً لها. بعبارة أخرى، يتطلب التمكين استثمارات وموارد وفرص كبيرة لتحويل هذه الموارد إلى مطالب، وإلى نطاق حقيقي يتم من خلاله تحقيق هذه المطالب. وتشمل هذه الموارد الحق في تطوير القدرات من خلال الدراسة وتطوير المهارات والحصول على الصحة والسلامة علاوة على الحقوق والضمانات القانونية مثل الحمايات الأساسية والمشاركة المدنية. ويتمثل المورد الرئيسي الآخر في إمكانية الوصول إلى شبكات الأقران والتمكين الجماعي. وبالطبع تعد الموارد الاقتصادية مهمة وكذلك الأصول المادية مثل الدخول، ولكنها وحدها لن تكون قادرة على تغيير الكثير.&nbsp;
&nbsp;وتحتاج المزاعم الحالية المتعلقة بتمكين المرأة أن تسترشد بإطار أو نظرية للتغيير لتكون مقنعة. فهل تكتسب المرأة المهارات والقدرات والتمكين والصوت والشبكات و/أو هل تحقق المرأة الشمول الاجتماعي جراء الحصول على تحويلات صغيرة الحجم أو من خلال الخروج إلى العمل في أسواق غير مستقرة أو غير رسمية؟ ينبغي على برامج الحماية الاجتماعية إما التوقف عن الزعم بأنها تؤدي إلى التمكين أو أن تعترف بدلاً من ذلك بأن المرأة تحتاج إلى أكثر من دخل بسيط للتغلب على العمليات التي تستبعدها وتثقل كاهلها وتقلل من شأنها وتضطهدها.

Egypt has successfully reformed its social protection architecture, improving existing and introducing new programs and benefits that address the needs of the most vulnerable. Some of these programs like Karama and Takaful and the new employment scheme called Forsa (Opportunity) make unsubstantiated claims to the effect that they can empower women and address gender inequality. So, how are women empowered? What does power mean in the context of social protection and similar social interventions?&nbsp; Does having some income mean having some power? What is the threshold at which income can be exchanged for leverage to overturn injustice? A &lsquo;theory of change&rsquo; or a logical argument that associates social interventions with gender transformations would answer these questions. Unfortunately the theories that exist have not been revised in recent years nor examined for their relevance to Egypt.
Often analysts try to find proxies for power that can be observed and measured. Political participation, intra-household decision-making and physical mobility are three examples of possible proxies, meaning that if income derived from a social program is shown to coincide with any of these three indicators, then this is proof that social interventions have resulted in empowerment. A closer look at the largest social protection program in Egypt that makes these claims of empowerment may help address this issue.
The social protection program called Karama and Takaful, which currently avails 3.4 million families to regular monthly cash transfers of EGP850&nbsp; (GBP35) on average, has fulfilled its mandate in terms of providing protection to vulnerable families. The program has increased the value of household consumption for beneficiary households by 8.4% compared to households that do not benefit from the program (compared to 7% for equivalent programs in Latin American countries). It has also reduced the probability of beneficiary households falling below the poverty line by 12%. The transfers have enabled beneficiaries to increase food consumption and decrease their vulnerability to extreme shocks and hardships through the accumulation of small savings or through improving their credit worthiness. The program has however failed its gender equality and women&rsquo;s empowerment aims, despite having been explicitly designed to enable and support women&rsquo;s agency and mitigate gender inequality. The national impact evaluation found little evidence of change to gender dynamics in the household. The interviewed women reported having &ldquo;less&rdquo; decision-making powers than anticipated (ElDidi et al., 2018). These results invite us to revisit the gender theory that undergirds social protection programs in general and cash transfers in particular to interrogate the linkages between material transfers and their implications for women&rsquo;s lives.&nbsp;
While research suggests that conditional cash transfers are successful in achieving direct goals, as previously mentioned, the longer term goals of redistributive programs are not as evident. These programs have had little impact on wages and formalization (Levy, 2008), on empowerment (Bastagli et al., 2016) and on citizenship (Latapi &amp; Gonzales de la Rocha, 2008). The absence of context and historical narrative from evaluations of cash transfers is poignantly lamented in a recently published edited collection by anthropologists (Olivier de Sardan &amp; Piccoli, 2018). The authors<a href="#ref_1">[i]</a> question the possibility of understanding or championing this tool of distribution in the absence of an understanding of context, history, power and the realms of possibility.&nbsp;
By giving monthly transfers to women, even those who live with a male partner, cash transfers are supposed to have made an important contribution to female empowerment. A study of Brazil&rsquo;s cash transfers program by the Brazilian feminist NGO AGENDE found that although the &ldquo;little but certain: amounts of cash received strengthened women&rsquo;s domestic authority and status, they remained &ldquo;cloistered in their neighborhoods and homes&rdquo; (Suarez &amp; Libardoni, 2008, p.7). The limited impact of the Egyptian program on women&rsquo;s agency and status may be explained in many ways. Perhaps the questions asked to assess this impact were not suitable to the Egyptian context. Another explanation could be that these women beneficiaries do not find women&rsquo;s empowerment and its related actions socially desirable and are practicing a form of dissemblance by claiming a submissive femininity which is highly valued in many circles. Or perhaps the program was implemented in ways which undermined its ability to impact women&rsquo;s decision-making powers. It is however certain that the structures of gender inequality are inured to resource reallocations.
Enabling women to have access to income may be a necessary but insufficient approach to gender justice. Cash transfers, cheap credit or access to assets in themselves are material gains that are dwarfed by social burdens. In (as yet unpublished) research by the author on the gender impact of cash transfers in Egypt, women interviewed said that their income has relieved husbands from material burdens but increased these burdens and responsibilities on the women themselves.&nbsp;
It is difficult to imagine how small amounts of money or modest employment opportunities can change broader social institutions of inequality, specifically patriarchy. An acknowledgement of the limitations of social interventions in achieving social inclusion is necessary as claims of empowerment are being added to an array of programs and initiatives. Whereas redistributive interventions like microcredit, cash transfers or guaranteed employment can affect a degree of economic inclusion or basic protection, the work of social inclusion is more serious and much more difficult. Social transformations that lead to inclusion, equality or justice must do more than redistribute some wealth. They need to shift power biases and rectify imbalances.&nbsp;
The Central Agency for Public Mobilization and Statistics (CAPMAS) estimates that women are the heads of 18.1% of households in Egypt and the fact of women&rsquo;s work is no longer denied (CAPMAS, 2020). Few households can afford the luxury of relying on a single male bread-winner. Women are working and earning, yet their work has entrenched gender imbalances. Their load is not getting lighter as they now shoulder work responsibilities inside and outside the home (Hendy, 2015). Income by itself is not a liberation. Other things also have to change.&nbsp;
Kabeer (1999) has identified factors that can enable women to realize a change in the power relations that frame their lives. This framework depicts empowerment as a process, in which women acquire the resources and opportunities to make decisions and realize the results of their stated preferences. In other words, empowerment requires significant investments, resources and opportunities to transform these resources into demands, and real scope in which these demands are realized. These resources include the right to develop capabilities through schooling, skills development, access to health and safety as well as legal rights and guarantees such as basic protections and civic participation. An additional key resource is access to peer networks and to collective agency. Economic resources of course matter and material assets such as earnings are important, but alone they cannot change much. &nbsp;
The current claims concerning women&rsquo;s empowerment need to reference a framework or theory of change so as to make their case. Do women acquire skills, capabilities, agency, voice, networks and/or realize social inclusion as a result of getting small transfers or by going out to work in precarious or informal markets? Social protection programs should either stop claiming empowerment outcomes or alternatively recognize that women need more than a small income to overcome the processes that exclude, overburden, undermine and oppress them.
