تستهدف الحكومة المصرية تطوير المناطق الأكثر فقرا منذ مطلع 2019 عندما تم إطلاق المبادرة الرئاسية حياة كريمة، والتي تهدف إلى تحسين نوعية الحياة للفئات الأكثر فقرا وتهميشا. وقد استهدف المشروع في مرحلته الأولى 143 قرية من القرى الأكثر فقرا. وبمجرد انتهاء المرحلة الأولى مع مطلع عام 2021 تم إطلاق البرنامج القومي لتطوير الريف المصري، والذي يستهدف تطوير 4600 قرية في 20 محافظة، يمثلون نسبة 58٪ من إجمالي سكان الجمهورية بتكلفة تقديرية 515 مليار جنيه، وذلك على مدار ثلاث سنوات. يعمل المشروع على عدة محاور، من ضمنها تطوير الخدمات الأساسية في الصحة والتعليم والبنية الأساسية (الصرف الصحي ومياه الشرب والطرق والكهرباء وغيرها). يقوم على تنفيذ المكون الخاص بالخدمات الأساسية مجموعة عمل تتكون من وزارة التنمية المحلية ووزارة الإسكان والهيئة الهندسية للقوات المسلحة وهيئة الأبنية التعليمية ووزارة الصحة ووزارة الري ووزارة الشباب برئاسة رئيس مجلس الوزراء (Ministry of Local Development [MLD], 2020).
تشير الوثائق المتاحة حول حياة كريمة، وكذلك البرنامج القومي لتطوير الريف المصري، إلى وجود شركاء متنوعين سواء من المجتمع المدني أو القطاع الخاص بجانب الأطراف الحكومية المسئولة والمنخرطة في التخطيط والتنفيذ، ومع ذلك يتضح أن مشاركة الأطراف غير الحكومية يقتصر فقط على مجرد القيام بتنفيذ ما توكله لهم الحكومة دون أن تتجاوز المهمة ذلك إلى أبعاد أخرى ذات صلة بالحوكمة.&nbsp; كما يتضح أن التخطيط والتنفيذ ذي طابع مركزي، وأنه لا دور للأجهزة المحلية فيه، وهذا هو ذات الخطأ الذي وقع فيه مشروع تطوير الألف قرية الاكثر فقرا قبل ثورة يناير 2011.
يسعى هذا الموجز إلى مناقشة إلى أي مدى تعد الحوكمة شرطا ضروريا في تطوير الخدمات الأساسية، فأي تطوير للخدمات الأساسية دون نظام حوكمة دقيق سيؤدى إلى عدم ضمان تحقق معايير الخدمات الأساسية الرئيسة وهي الاتاحة والجودة وقدرة الفئات الهشة والفقيرة على النفاذ لها وكذلك الاستدامة، وكلها مؤشرات تقع في صلب ضمان كفاءة الإنفاق وعدالة التوزيع. لا يمكن أن تتحقق هذه المعايير دون نظام حوكمة يضمن الادارة الرشيدة من خلال تفعيل المشاركة الشعبية والشفافية والمساءلة وغيرها من معايير الحكم الجيد. وبناء على ذلك تضحى الإشكالية الأساسية التي تحتاج إلى مناقشة هي كيف يمكن وضع نظام حوكمة دقيق لتطوير الخدمات الأساسية في ظل غياب إحدى الآليات الأساسية والهامة وهي المجالس الشعبية المنتخبة؟&nbsp;
<h3>الحوكمة: البعد الغائب والمختزل</h3>
للحوكمة بعدين رئيسيين، البعد السياسي والذي يستلزم المشاركة في صنع القرار، والبعد الفني والذي يستلزم تحديد الاحتياجات والتخطيط والمتابعة وتقييم الأثر.&nbsp; يحتاج تفعيل كل البعدين إلى الشفافية ودمج كل أصحاب المصلحة في عملية تطوير الخدمات الأساسية (UN-Habitat, 2009). ربما يكون البعد الفني - وبالأخص المعني بالمتابعة - واقعا ضمن اختصاص وزارة التخطيط بالفعل، حيث أنها المنوطة بذلك وتصدر من التقارير ما يفيد ذلك.&nbsp; وعند هذه النقطة يظهر الغياب والاختزال معا، فالبعد السياسي غائبا في ظل عدم وجود مشاركة شعبية في مكون تطوير الخدمات الأساسية، في حين يتم اختزال البعد الفني في مجرد إصدار تقارير متابعة للإنجاز دون تحديد الاحتياجات أو إشراك أصحاب المصلحة في ذلك. وفى هذا الإطار يبرز مفهوم السياسات المحلية باعتباره حجر الزاوية في تعزيز كل من البعد السياسي والفني للحوكمة.
<h3>السياسات المحلية والخدمات الأساسية</h3>
تعرف السياسات المحلية بأنها كل أشكال المشاركة السياسية والانخراط المدني سواء في المؤسسات الرسمية مثل المحليات أو المؤسسات المدنية مثل الجمعيات الأهلية والتعاونيات وغيرها من التنظيمات المحلية التي تضم فئات المجتمع المختلفة، والتي تسعى إلى تحسين نوعية حياة المواطنين. تمثل اللامركزية الإطار القانوني للسياسات المحلية، حيث انه لا يمكن الحديث عن سياسات محلية قادرة على إعادة تخصيص الموارد على المستوى الرسمي ومستجيبة للمطالب والضغوط القادمة من المجتمعات المحلية دون صلاحيات مالية وادارية ممنوحة.&nbsp; ومن ناحية ثانية، بما أن قضية تحسين نوعية حياة الناس هي موضوع اهتمام السياسات المحلية، فإن لملف تطوير الخدمات الأساسية الصدارة. الخدمات الأساسية سواء صحية أو تعليمية أو بنية أساسية هي حق للمواطن مقابل ما يدفعه من ضرائب وما يعنيه ذلك حقه في مساءلة من يقدمون هذه الخدمات، وهنا يبرز دور ومسئولية المجالس الشعبية المنتخبة وكذلك تنظيمات أصحاب المصالح المدنية (Roman, 2017). وعلى صعيد أخر، فإن للخدمات الأساسية أهمية قصوى حيث إنها أول نقاط التماس بين الحكومات والمواطنين مما يجعلها من أهم مقاييس شرعية النظام السياسي (Deolalikar et al., 2015).
&nbsp;في ضوء ما سبق يتضح أن تطوير الخدمات الأساسية في البرنامج القومي لتطوير الريف المصري يتم في غياب أي شكل من أشكال المشاركة المحلية سواء عبر المجالس الشعبية الذى تم حلها بحكم صادر من محكمة القضاء الإداري في 28 يونيو 2011 (Egyptian Center for Economic &amp; Social Rights, 2011)، ولم يتم انتخابها حتى الآن بسبب عدم صدور قانون الإدارة المحلية الجديد والذى يتوافق مع دستور 2014 فيما يتعلق بتطبيق اللامركزية المالية والادارية والاقتصادية، وكذلك في ظل غياب أي شكل من أشكال المشاركة&nbsp; المحلية المدنية لأصحاب المصالح في المجتمعات المحلية المستهدفة.&nbsp;
تحتل قضية الخدمات الأساسية وكيفية ادارتها أولوية إضافية في ضوء أهداف التنمية المستدامة، فهذه الأهداف تعول بشكل أساسي على دور هذه الخدمات في الحد من الفقر، وفى هذا الإطار عاد الاهتمام لمفهوم الخدمات الصديقة أو المتحيزة للفقراء (pro-poor services).&nbsp; وتجدر الإشارة إلى أن أول ظهور لهذا المفهوم كان في تقرير التنمية البشرية عام 2004 المعنون بـ "Making Services Work for Poor People". أشار التقرير إلى أن الفقراء يعانون من عوائق تمنعهم من النفاذ إلى الخدمات الأساسية، وقد أرجع التقرير ذلك إلى وجود خلل في العلاقة بين أطراف ثلاثة: الدولة ومقدم الخدمة والمواطن.&nbsp; طرح التقرير طريقين للحل، طريق طويل المسار وآخر قصير المسار. تمثل المسار الطويل في ضرورة قيام المواطن ببذل الجهود من أجل التأثير على عملية صنع السياسة، مما يتطلب نظاما ديمقراطيا مفتوحا يتيح للمواطنين ذلك عبر آليات ومؤسسات تعبر عنهم وتستطيع القيام بمهمة التعبير عن المصالح وتجميعها، وكذلك ممارسة الضغط والتأثير عبر ما تمتلكه من قوة وما تطرحه من بدائل.&nbsp; في حيت يتمثل المسار القصير في ممارسة التأثير مباشرة على مقدمي الخدمة من خلال الاختيار بينهم، وهذا بالطبع لن يحدث إلا في إطار سوق تنافسي أو من خلال تنظيم المواطنين والمستخدمين لأنفسهم من أجل ممارسة الرصد والرقابة على مقدمي الخدمة (World Bank, 2004).
<h3>ما العمل؟</h3>
يعد سؤال ما العمل مشروعا في ظل غياب المجالس الشعبية المحلية المنتخبة باعتبارها التجلي الرسمي للسياسات المحلية الرسمية، ومن ثم يضحى التعويل على طريقين لضمان ممارسة قدر من الحوكمة: الأول ذي صلة بالضبط الإداري لأداء مقدمي الخدمة من خلال تحديث نظم إدارة الخدمات الأساسية بما يوضح لمتلقي الخدمة ماهية الخدمة، وواجبات مقدمها وشروط جودتها والمعايير الأخلاقية التي يجب أن يلتزم بها مقدم الخدمة ومدونات السلوك الواجب مراعاتها، وأن يتم إعلان ذلك بشكل واضح في أمكنة تلقي الخدمات. فمن ضمن مؤشرات تقييم الحوكمة الرئيسة وضوح الغرض من المنظمة المقدمة للخدمة والنتائج المتوقعة من ادائها لأدوارها تجاه المستفيدين والمستخدمين، وكذلك التأكد من هؤلاء المستفيدين يتلقون خدمات ذات جودة عالية. فضلا عن انخراط أصحاب المصلحة في عملية المحاسبة. &nbsp;وربما من الأمثلة التي توضح ما سبق ما يطلق عليه وثيقة حقوق المريض فيما يتعلق بالجهات المقدمة للخدمات الصحية، والتي يتم إعلانها في أماكن الرعاية الصحية. فمن ضمن البنود التي تتضمنها الوثيقة كمثال على هذه النوعية من الوثائق الحق في إتاحة الرعاية الصحية المناسبة وفقا لاحتياجات المريض والحفاظ على كرامته الإنسانية دون تمييز، وكذلك الحق في الحصول على الخدمات الصحية من خلال فريق صحي مدرب، يتبع معايير الجودة وبروتوكولات التشخيص والعلاج المتفق عليها عالميا، والحق في توفر خدمات الطوارئ وإسعاف سريعة وفعالة بغض النظر عن تكلفتها، والحق في توفير الأدوية والمستلزمات والتدخلات الفعالة والآمنة بما فيها إجراءات الوقاية والكشف المبكر والتثقيف الصحي (Sabae,2015). إن مثل هذه الضوابط تصحح علاقة مقدم الخدمة بمتلقيها.&nbsp; كما تتضمن هذه العملية إعلان طريقة الشكاوى المتاحة للمواطنين في حالة التقصير وكيفية ممارستها.
يتمثل الطريق الثاني في السياسات المحلية المدنية والتي تبتكرها المجتمعات المحلية وتتعاون مع المؤسسات الرسمية على تحقيقها. وفي هذا الإطار يأتي إلى الذهن مباشرة الدور المتوقع من الفواعل المدنية المحلية سواء كان جمعيات أهلية أو تعاونيات أو اتحادات نقابية أو غيرها في رقابة كيفية إدارة الخدمات الأساسية.&nbsp; بيد أن ضعف التجربة المصرية في هذا الشأن قد تجعل من الضروري ابتكار آليات جديدة للمشاركة الشعبية مثل منتديات أصحاب المصلحة والتي تمثل المستفيدين بكل قطاعاتهم من أجل متابعة الخدمة ومراقبة الأداء. كما أنه من الممكن إحياء آليات أخرى مثل مجالس أمناء المدارس ومجالس إدارات وحدات الرعاية الصحية الأولية، وهي آليات ذات سند قانوني سابقا، وكانت تضم التنفيذيين بجانب ممثلين عن المجتمع المحلي.&nbsp; وأخيرا من الوسائل الضرورية لضمان إنفاذ الحوكمة هي قياس مدى رضا المواطنين عن الخدمات الأساسية من خلال إجراء المسوح وغيرها من البحوث الميدانية التي تقيس مدى إتاحة الخدمة ودرجة جودتها.&nbsp; وهذه بالطبع وسائل لابد من اعتماد الجهات المنوطة بالرقابة والمساءلة عليها.

With the launch of the presidential initiative &lsquo;Decent Life&rsquo; in early 2019, the Egyptian government has been focused on the development of the poorest areas as part of the initiative&rsquo;s aims of improving the quality of life for the poorest and most marginalized. The project targeted 143 of the poorest villages during its initial phase. By the end of the first phase in 2021, the National Program for the Development of Rural Egypt was launched, with an aim to develop 4,600 villages in 20 governorates, representing 58% of Egypt&rsquo;s total population, at an estimated cost of EGP515 billion, over a period of three years. The initiative works on several pillars, including the development of basic services in health, education and infrastructure (sewage, drinking water, roads, electricity, among others). The implementation of the component on basic services is carried out by a working group headed by the Prime Minister, consisting of the Ministry of Local Development, the Ministry of Housing, the Engineering Authority of the Armed Forces, the Educational Building Authority, the Ministry of Health, the Ministry of Irrigation and the Ministry of Youth (Ministry of Local Development [MLD], 2020).
The available documents concerning the Decent Life initiative, as well as the National Program for the Development of Rural Egypt, indicate the presence of various partners, whether from civil society or the private sector, beside the responsible governmental parties engaged in planning and implementation. However, it is clear that the participation of non-governmental parties is limited to carrying out what they have been entrusted with by the government, without extending to matters relating to governance. It is also clear that planning and implementation are centralized, within which there is no role for local authorities, and this is the same mistake that befell the project to develop the one thousand poorest villages prior to the January 2011 revolution.
This article seeks to discuss to what extent governance is a necessary condition in the development and upgrading of basic services. Any development of basic services without a precise governance system will result in a failure to achieve the main basic services standards, namely availability, quality, accessibility for vulnerable and poor groups, as well as sustainability, all of which are indicators located at the heart of ensuring efficient spending and equitable distribution. These standards cannot be achieved without a governance system that guarantees good governance through initiating popular participation, transparency, accountability and other standards of good governance. Accordingly, the main problem that needs to be discussed is how to put in place an accurate governance system to develop basic services in the absence of the most important mechanism, namely, the elected popular councils.
<h3>Governance: The absent and diminished dimension&nbsp;</h3>
Governance has two main dimensions, the political dimension, which requires participation in decision-making, and the technical dimension, which requires identification of needs, planning, follow-up and impact assessment. Activating both dimensions requires transparency and inclusion of all stakeholders in the process of developing basic services (UN-Habitat, 2009). Perhaps the technical dimension &ndash; especially the one concerned with follow-up &ndash; is already within the competence of the Ministry of Planning, as it is entrusted with this, and reports are issued accordingly. It is at this point that the absence and the diminishment of governance both appear, as the political dimension is absent due to a lack of popular participation in developing basic services, while the technical dimension is reduced to the mere issuance of follow-up reports on achievement without specifying the needs or the involvement of stakeholders. In this context, the concept of local politics emerges as the cornerstone in strengthening both the political and technical dimensions of governance.
<h3>Local politics and basic services</h3>
Local politics are defined as all forms of political participation and civic engagement, whether in official institutions such as local authorities or civil organizations, such as civil society associations and cooperatives, and other local organizations that include different groups of the society which seek to improve the quality of life for the citizens. Decentralization represents the legal framework for local politics, as it is not possible to talk about local politics capable of reallocating resources at the official level or responding to the demands and pressures coming from local communities without being granted financial and administrative powers. On the other hand, since the issue of improving people's quality of life is a topic of local policy concern, the concern with developing basic services is at the forefront, in particular. Basic services, whether health, education or infrastructure are a citizen&rsquo;s right in return for the taxes he pays, and this includes his right to hold those who provide these services accountable. The role and responsibility of the elected popular councils, as well as the organizations of civil stakeholders becomes a matter of questioning and following up on accountable service providers (Roman, 2017). Additionally, basic services are of paramount importance as they are the first points of contact between governments and citizens, making them one of the most important measures of the legitimacy of the political system (Deolalikar et al., 2015).
In light of the above, it is clear that the development of basic services in the current National Program for the Development of Rural Egypt takes place in the absence of any form of local participation, whether through the people&rsquo;s elected municipalities - which were dissolved by a ruling issued by the Administrative Court on June 28, 2011 (Egyptian Center for Economic &amp; Social Rights, 2011), and have not had elections so far due to the lack of a new local administration law that complies with the 2014 constitution with regard to the implementation of financial, administrative and economic decentralization - nor through any form of civil local participation of stakeholders in the targeted communities.&nbsp;
The issue of basic services, and their sustainability, occupies an additional priority in light of the sustainable development goals. These goals rely primarily on the role these services play in reducing poverty, and in this context, attention has returned to the concept of pro-poor services. It should be noted that this concept first appeared in the Human Development Report of 2004 entitled &ldquo;Making Services Work for Poor People&rdquo;.&nbsp;The report indicated that the poor face obstacles that prevent them from accessing basic services. The report attributed this to an imbalance in the relationship between three parties: the state, the service provider, and the citizen. Accordingly, the report proposed two long- and short-term interventions as a solution. The long-term solution represents the need for the citizen to exert influence in order to shape the policymaking process, which requires an open democratic system through representative institutions that enable citizens to express and articulate their interests, exerting pressure and influence decisions with alternative proposals. Whereas the short term solution is concerned with the ability of citizens to exert direct influence on service providers by choosing between them; a plurality of service providers occurs only within a competitive market or through the organizations of&nbsp;citizens and users in order to monitor and hold accountable the service providers (World Bank, 2004).
<h3>Courses of action&nbsp;</h3>
The question of how to establish a course of action is legitimate in the absence of elected local people&rsquo;s councils to formally implement official local politics. Subsequently, there are two measures to ensure that some form of governance is practiced. The first measure is related to establishing administrative control of service providers through the modernization of basic services management systems to monitor the service providers, outline the type of service provided to recipients, and the duties of the provider, its quality conditions, the ethical standards that the service provider must abide by and the codes of conduct to be observed. The aforementioned outlines and stipulations should be clearly announced in the places where the services are provided. The main indicators of governance assessment include the clarity of the purpose of the service provider; the expected performance results toward beneficiaries and users; as well as the involvement of stakeholders in the accounting process, to ensure that these beneficiaries receive high quality services (The Independent Commission on Good Governance in Public Services, 2004)
Perhaps an example that illustrates the above is the so-called patient rights document with regard to health service providers as announced in health care centers. The rights listed in the document include the right to receive appropriate health care according to the patient&rsquo;s needs and to preserve his human dignity without discrimination; the right to access health services through a trained health team that follows quality standards and globally agreed diagnosis and treatment protocols; the right to receive emergency services and quick and effective ambulance services regardless of their cost; and the right to receive effective and safe medicines, supplies and interventions, including prevention measures, early detection and health education (Sabae, 2015). Such safeguards correct the relationship of the service provider with its recipient. This process also includes announcing the channels of complaints available to citizens in case of negligence and how to use them.
The second measure to ensure good governance is through enabling local communities to set civic local politics that are implemented through continuous cooperation with official institutions. This measure evokes the expected role of local civil actors, whether civil associations, cooperatives, union federations, or others, in monitoring how basic services are managed. However, the weak Egyptian capacity in this regard may make it necessary to invent new mechanisms for popular participation, such as stakeholder forums, which represent the beneficiaries in all their sectors in order to follow up the service and monitor performance. It is also possible to revive other mechanisms such as school boards of trustees and boards of directors of primary health care units, which were previously legally based, and included executives as well as representatives of the local community. Finally, one of the necessary means to ensure the enforcement of governance is to measure the extent of citizens' satisfaction with basic services by conducting surveys and other field research that measures the availability and quality of services. These are, of course, means that must be adopted by the accountable authorities responsible for monitoring and evaluating them.&nbsp;
