رأى&nbsp; البعض أن&nbsp; الإعلان عن وقف نشاط شركة الحديد والصلب بحلوان مجرد تحصيل حاصل فنحن نتحدث عن شركة تسجل خسائر صافية منذ سنوات طويلة، بالرغم من ذلك أثار قرار التصفية في نهاية مايو الماضي عاصفة من النقد، لا يرجع ذلك إلى غلبة العاطفة على مشاعر المتابعين لهذا الملف، ولا إلى سيطرة الإيديولوجيا على عقولهم، ولكن لأن التصفية كان لها العديد من الدلالات المهمة على أحوال الطبقة العاملة في مصر.&nbsp;نحاول في هذا المقال أن نحلل المعنى الرمزي لغياب الحديد والصلب، ما الذي يعنيه انسحاب الدولة من الاستثمار وما هي أحوال الطبقة العاملة تحت سيطرة القطاع الخاص ؟
القطاع الخاص كقائد للتنمية؟
"قبل أن يأتي شهر مايو من عام 1954 لم تكن التبين سوى قرية من قرى محافظة الجيزة" هكذا يصف الباحث عاطف فتحي عملية التحول الكبيرة في المجتمع الريفي بالتبين بفضل تأسيس شركة الحديد والصلب، في واحدة من الأعداد القديمة لمجلة قضايا فكرية (Fathy, 1987). ولسنوات طويلة ظل مجتمع الحديد والصلب في حلوان محل تقدير من قبل العديد من المراقبين، باعتباره نموذجا على استثمار الدولة في تشغيل العمالة بصناعة ذات قيمة مضافة عالية، وتأسيس مجتمع أكثر تطورا حول هذه الصناعة يكتسب الطابع المديني من حيث توفير الوظائف المستقرة والخدمات العلاجية والتعليمية والترفيهية.
ومرت الشركة بمرحلتي تطور أساسيتين، الأولى في الخمسينات والتي اعتمدت فيها على التكنولوجيا الألمانية والثانية في السبعينات.ثم تلا ذلك أعمال تطوير متفرقة خلال الثمانينات والتسعينات وعامي 2009 و2010، لكن ظلت مشكلات الشركة المزمنة مستمرة معها، وأهمها حاجة العديد من المصانع التابعة لها للإحلال والتجديد (Alborsa, 2020).&nbsp;
ملف الحديد والصلب كان واحدا من ملفات القطاع العام التي اختلف الكثيرون بشأنها، بين من رأوا أن هذا القطاع انطوى على تناقضات - بين أهدافه التصنيعية ودوره الاجتماعي -&nbsp; قادته إلى تفاقم مشكلاته المالية، وآخرون اعتبروا أن الدولة تعمدت منذ التسعينات تجفيف استثماراته لإزاحة الطريق أمام القطاع الخاص.
خلال تلك العقود كان الرهان على دور بديل للقطاع الخاص في التشغيل وتعميق الصناعة وتوفير الوظائف المستقرة، لكن الصورة الحالية تعكس الكثير من أوجه النقص في أداء هذا الدور.لاشك أن العديد من المجتمعات الصناعية الجديدة نشأت بعد القطاع العام، بجانب التوسع الكبير في النشاط الخدمي، لكن الاستثمار الجديد لم يكن كافيا لاستيعاب العمالة المتزايدة. إذا نظرنا لمعدل التشغيل، وهو المؤشر الذي يعبر عن نسبة من يعملون إلى مجمل السكان القادرين على العمل، سنجد أنه منذ بداية عقد الخصخصة في التسعينات وإلى الآن يدور هذا المؤشر حول مستوى 40% في مستوى أدنى من متوسط معدل التشغيل في البلدان التي تقع في نفس تصنيف مصر من حيث مستوى الدخل (World Bank, 2021).

في نفس الوقت، كان القطاع الخاص صاحب عمل سيء للغاية مقارنة بالقطاع العام من حيث توفير فرص العمل المستقرة ذات الامتيازات، هذا هو ما تخبرنا به بيانات الجهاز المركزي للتعبئة العامة والإحصاء، ففي الوقت الذي يغطي فيه القطاع العام نحو 92% من العاملين فيه بالتأمينات الاجتماعية، فإن حوالي 35% من العاملين في القطاع الخاص داخل المنشآت هم فقط من يتمتعون بهذه الميزة، وهؤلاء أفضل حالا مقارنة بمن يعملون في القطاع الخاص خارج المنشآت حيث تتم تغطية نحو 10% فقط.ويبدو نفس الفارق الواضح عند مقارنة نسبة من يعملون بعقد قانوني في القطاع العام، والذين يقتربون من 100% مقابل 29.3% في القطاع الخاص داخل المنشآت و1.3% في القطاع الخاص خارج المنشآت (CAPMAS, 2019a).
هذا بجانب غياب الرؤية التخطيطية للتكامل داخل القطاع الصناعي، وهو ما يعوق تطوره، يظهر ذلك بشكل واضح في آخر تعداد للمنشآت الاقتصادية أجراه الجهاز المركزي للإحصاء في 2018، والذي تناول مسألة الطاقات الصناعية العاطلة، وجاء في مقدمة الأسباب التي ذكرتها المنشآت الداخلة في هذا التعداد مصاعب التسويق، منافسة الأجانب، عدم توافر المواد الأولية وقطع الغيار، بينما أقلية بين هذه المؤسسات هي التي أرجعت سبب المشكلة إلى نقص العمالة المدربة (CAPMAS, 2019b) .
هل أهملت الدولة القطاع العام ؟
يدافع مسؤلو الدولة عن السياسات الراهنة تجاه القطاع العام، مروجين لفكرة أن الإصلاح يجري على المنشآت الممكن إنقاذها، وأن الحديد والصلب لم تكن قابلة لهذا الإصلاح. يشير مسؤولون لنموذج مثل الدلتا والصلب، والذي نجح وزير قطاع الأعمال الحالي في وضع مخططات لرفع إنتاجها السنوي من 40 ألف طن إلى 500 ألف طن.
كذلك بُذلت جهود لتخفيض مديونيات الحديد والصلب، ودراسة أهم المشكلات الراهنة للشركة والتي كانت تتوزع بين انخفاض الطاقة التشغيلية إلى نحو 11% وارتفاع تكاليف الإنتاج والاعتماد على طاقة الفحم، الذي يتم استيراده من الخارج، لكن الدولة رأت أن كل محاولات التطوير استنزفت ولا مفر من التصفية (Alshorouk, 2021).
ربما يكون من الصعب أن نصدر حكما هل كانت الحديد والصلب قابلة للتطوير أم أن التصفية كانت واجبة، نظرا لغياب الكثير من البيانات الفنية التي تمكننا من الحكم على ذلك، لكننا معنيين في هذا المقال بما كانت تمثله الحديد والصلب من حضور للدولة في مجال الصناعة والتشغيل، وعلى هذا الصعيد نستطيع أن نؤكد أن دور الدولة منذ عقود كان يتسم بالانسحاب المتعمد.
بحسب بيانات جهاز الإحصاء، انخفض عدد المنشآت التي تنتمي للقطاع العام وقطاع الأعمال العام وتعمل في مجال الصناعات التحويلية من 538 عام 2003 إلى 288 منشأة عام 2017، وتراجع معها عدد المشتغلين في هذه المنشآت من 364.1 إلى 222.8 ألف عامل (CAPMAS, 2019c; CAPMAS, 2004).
لم يسهم غياب القطاع العام في نقص الوظائف فقط، ولكن في عزوف الفئات الهشة في المجتمع عن العمل، نتحدث هنا عن النساء على وجه التحديد، واللاتي يعانين بشدة في ظل ظروف العمل غير المستقرة في القطاع الخاص التي تعكسها بيانات التأمين الاجتماعي والتعاقد القانوني التي عرضناها في الفقرة السابقة. في ظل محدودية فرص العمل لدى الدولة، وباعتبارها الفرص الأكثر استقرارا، تعزف الكثير من النساء عن العمل لدى القطاع الخاص لارتفاع مخاطر التعرض للتسريح أو لشروط العمل القاسية في الأوقات الصعب مثل فترة الحمل وما بعد الإنجاب، ربما يفسر لنا ذلك انخفاض معدلات التشغيل بين النساء لمستويات شديدة التدني وصلت إلى 12.2% في&nbsp; (CAPMAS, 2019a) 2019. غياب القطاع العام لا يعني فقط تراجع الدولة عن توفير الوظائف بشروط كريمة، ولكن أيضا غياب دور هذه المنشآت الإنتاجية في العمل لصالح أهداف قومية.
الحديد والصلب كملكية شعبية
كان القطاع العام جزءا من منظومة متكاملة، توفر له الدولة التمويل من أجل أن يقوم بضخ الاستثمارات في مجالات صناعات ثقيلة مثل الحديد والصلب أو صناعات متقدمة تكنولوجيا مثل التلفزيونات والسيارات أو لإنتاج سلع بأسعار مناسبة لطبقات شعبية واسعة مثل إنتاج الملابس.
صحيح أن هذا النموذج انطوى على تناقضات عدة كانت تعرقل قدرته على الاستمرار، مثل تراكم المديونيات وعدم القدرة على توفير العملة الصعبة لاستيراد مدخلات الإنتاج، لكن في ظل حضوره الشاحب<a href="#ref_1">[i]</a> أصبح البعد الاجتماعي غائبا عن السوق، وصرنا أسرى للعمل لساعات طويلة من أجل تدبير الحد الأدنى من ضرورات المعيشة.
ويضاف إلى ما سبق أن بناء القطاع العام قام على فكرة لها أصول في الفلسفة الماركسية وهي ملكية العمال لوسائل الإنتاج، صحيح أن التطبيق العملي لهذه الفكرة لم يكن بالصورة الوردية، في ظل ميل السلطة لسيطرة الأمن على العمل النقابي، لكن ظروف العمل المستقرة في القطاع العام جعلته بيئة أكثر تأهلا لتنظيم العمال للدفاع عن حقوقهم مقارنة بالقطاع الخاص.
&nbsp;في مقال منشور خلال الثمانينات يتحدث المؤرخ العمالي أمين عز الدين عن "عزلة القيادات النقابية" عن جماهير العاملين، وسيطرة " الشكلية الجوفاء" على تمثيل العمال في مجالس إدارات القطاع العام، لكن في المقابل "نشأت قيادات بديلة غير رسمية أثبتت قدرتها الخارقة على معايشة القواعد العريضة للعاملين والاحساس الصادق بهمومها ونبضها والتعبير الأمين عنها. كما أثبتت قدرتها على التحرك المنظم في الوقت المناسب حول مطالب العاملين، فيما اصطلحنا على تسميته بالإضرابات غير الرسمية" (Ezzeldin,1987).
وشهد نهاية هذا العقد واحدة من أهم تلك الاحتجاجات وهي اعتصام عمال الحديد والصلب لسنة 1989، والذي تعاملت معه الدولة بعنف أمني لافت للنظر. ومع انطلاق عمليات التصفية المتسارعة للعديد من المواقع الصناعية المملوكة للدولة، كانت الأجيال الجديدة تنتقل إلى القطاع الخاص، وهناك خضعت لقانون العمل الجديد الصادر في 2003، والذي يرى المؤرخ العمالي جوئل بنين أن من أهم أدواته كان ترسيخ فكرة التحول من علاقات العمل الدائمة إلى المؤقتة، وساهم هذا الطابع المؤقت في إضعاف قدرتها على التنظيم للمطالبة بحقوقها (Beinin, 2012).
باختصار فإن أكثر ما نفتقده في غياب الحديد والصلب وأخواتها من شركات القطاع العام هو نموذج المجتمع القائم على العمل الصناعي، بكل ما يعنيه هذا النموذج من توجه سياسات الدولة نحو تحفيز السياسات القائمة على التشغيل في الصناعة، وتوفير بيئة عمل مستقرة تمنح العمال الحرية الكافية لتنظيم أنفسهم وتحسين شروط عملهم.
ليس بالضرورة أن يتحقق هذا النموذج في إطار الملكية العامة للدولة، من الممكن أن يتحقق أيضا في إطار الرأسمالية الخاصة ولكن في ظل حضور حقيقي للدولة في سياسات السوق، سواء على صعيد بيئة استثمارية منحازة للصناعة، أو دعم كياناتها الرقابية وعلى رأسها وزارة القوى العاملة من أجل الحد من تفاقم اللارسمية في علاقات العمل، وأخيرا دعم الحريات النقابية.

For some, the announcement that Helwan Iron and Steel would cease operations was simply recognition of a de facto reality. This is a company that has incurred net losses for years. Even so, the decision to liquidate the company in late May sparked a firestorm of criticism that cannot solely be attributed to sentimentality<a href="#ref_1">[i]</a> or ideology<a href="#ref_2">[ii]</a>. The truth is that the company&rsquo;s closure is in many ways emblematic of the conditions of the working class in Egypt.&nbsp;Here I will attempt to explore the symbolic import of the disappearance of the steelworks, the significance of the state&rsquo;s retreat from investment, and the status of the working class under a dominant private sector.&nbsp;
<h3>The private sector as engine of development?</h3>
Describing the transformation of the rural community around Helwan Iron and Steel, Atef Fathy (1987) writes that before May 1954, Tibbin was &ldquo;just another village in the Giza governorate.&rdquo; For years, observers recognized the Helwan foundries as a model case of how state investment could be used to employ workers in a value-added industry and create a more developed, urban community around the industry through the provision of stable jobs and health, educational, and leisure services.&nbsp;
The company evolved over two main stages, the first in the 1950s, when it relied on German technology, and the second in the 1970s. Other sporadic upgrades were made in the 1980s and 1990s, and from 2009 to 2010, but chronic problems persisted, most significantly, many of the steelwork factories&rsquo; need for maintenance and further upgrades, according to the minutes of the company&rsquo;s general assembly meeting in late 2020.
Helwan Iron and Steel has been a lightening rod for proponents and opponents of a strong public sector. Some argue that the contradictions between the public sector&rsquo;s manufacturing goals and its social role exacerbated the flailing finances of public companies; others say that since the 1990s the state has purposefully starved public companies of investments to clear the way for the private sector.&nbsp;
For decades, the prevailing wisdom was that the private sector would step in to replace public companies by providing decent, stable jobs and expanding industry, but the current state of affairs clearly demonstrate the sector&rsquo;s failings in this regard. Certainly several new industrial communities were created in the private sector, along with a major expansion in services, but new private investment was not enough to absorb surplus labor. Looking at the employment rate (which measures the proportion of the working age population that is actually employed), we see that it has hovered around 40% since the beginning of privatization in the 1990s to the present day&mdash;lower than the average in countries in the same income bracket as Egypt (World Bank, 2021).

At the same time, the private sector performs much worse than the public sector when it comes to creating decent jobs. According to data from the Central Agency for the Public Mobilization and Statistics, some 92% of public sector workers are covered by social insurance, compared to 35% of workers in private sector establishments. The latter are still better off than private sector workers out of establishments, only 10% of whom are covered.&nbsp;The same pattern holds when we look at labor contracts: nearly 100% of the public sector workforce have a labor contract, compared to 29.3% in private sector establishments and 1.3% of private sector workers out of establishments (CAPMAS, 2019a).
In addition, there is no integrated planning vision within the industrial sector, which impedes further development. This is clearly demonstrated by the latest census of economic establishments, conducted in 2018, which looks at the issue of idle industrial capacity. The major problems cited by establishments included in the census are marketing difficulties, foreign competition, and the unavailability of raw materials and spare parts; only a minority cited the lack of trained workers as a significant problem (CAPMAS, 2019b).
<h3>Did the state neglect the public sector?&nbsp;</h3>
State officials defend current policies on the public sector, arguing that businesses that can be saved are reformed, but that the Helwan steelworks was beyond reform. They point to companies like Delta Steel, where the current minister of public works has drawn up plans to ramp up annual production from 40,000 to 500,000 tons.&nbsp;
Efforts were also made to reduce Helwan Iron and Steel&rsquo;s debts, and the problems with the company were critically examined, the most significant being that it was operating at 11% capacity, faced rising production costs, and relied on imported coal. The state concluded attempts to develop the company had been exhausted and liquidation was the only option (Nafie, 2021).
Given the lack of much technical date, it is hard to judge at this point whether Helwan Iron and Steel was salvageable or liquidation was inevitable. Here, however, we are interested in how the company symbolizes the state&rsquo;s role in industry and employment. In this respect, it is clear that for decades the state has intentionally retreated from the scene.&nbsp;According to CAPMAS (2004, 2019c), the number of manufacturing establishments in the public or public works sector fell from 538 in 2003 to 288 in 2017. Parallel to this, the workforce at these establishments dropped from 364,100 to 222,800.
The absence of the public sector has not only meant fewer jobs, but has contributed to vulnerable groups&rsquo; exit from the labor force, particularly women, who suffer disproportionately from the unstable working conditions in the private sector, reflected in the data on insurance coverage and labor contracts discussed above. Public sector jobs are the most stable and given their shrinking numbers, many women have chosen to leave the labor market altogether. The private sector is not an attractive alternative given the higher risks of layoffs in the sector and poor working conditions in difficult periods such as pregnancy or post-childbirth. This might explain why employment rates among women had fallen to 12.2% by 2019 (CAPMAS, 2019a). Moreover, the disappearance of the public sector means not only fewer jobs in dignified working conditions, but also the end of the role these manufacturing businesses played in furthering national objectives.&nbsp;
<h3>Helwan Iron and Steel as public property</h3>
The public sector was part of an integrated system. The state funded it so it could pump investments into heavy industry like iron and steelworks, technological industries like televisions and cars, or the manufacture of goods like clothes at prices affordable to the broad working classes.&nbsp;True, this model entailed various contradictions that made it difficult to sustain&mdash;the accumulation of debt and the shortage of hard currency needed to import industrial inputs&mdash;but as it has been eclipsed,<a href="#ref_3">[iii]</a> its social purpose has disappeared from the market entirely. We are now all prisoners of jobs that require long hours to provide just the bare necessities.
The building of the public sector was grounded in principles of Marxist philosophy, specifically workers&rsquo; ownership of the means of production. While the practical implementation of this idea did not always live up to the promise of the theory&mdash;particularly given the authorities&rsquo; predilection for police control of labor union activity&mdash;stable working conditions in the public sector made it a more amenable environment for labor organization in defense of workers&rsquo; rights than the private sector.
Writing in 1987, labor historian Amin Ezzeldin talked about &ldquo;the union leadership&rsquo;s isolation&rdquo; from the working masses and the &ldquo;hollow formalism&rdquo; of workers&rsquo; representation on public sector company boards. But, he writes, &ldquo;An alternative, unofficial leadership emerged that proved eminently capable of connecting with the broad base of workers, sincerely understanding their troubles, and giving faithful voice to them. They showed they could take organized action on workers&rsquo; demands at the appropriate moment&mdash;what I&rsquo;ve called &lsquo;unofficial&rsquo; strikes&rdquo; (p. 142&ndash;143).
The end of that decade saw one of the most important of these wildcat strikes: the 1989 work stoppage and sit-in by iron and steel workers, which the state met with remarkable violence. As the liquidation of state-owned industrial facilities gathered steam, new generations of workers moved into the private sector, which was governed by a new labor law issued in 2003. Labor historian Joel Beinin notes that one significant provision of the law effectively undermined stable employment wholesale, turning much of the workforce into temporary workers and in turn weakening their ability to organize (2012).&nbsp;
In short, the thing we most lose with loss of Helwan Iron and Steel and its sister companies in the public sector is the model of an industrial community, with everything this entails, from state policies to promote employment in industry to the climate of stable, decent work that allows workers the freedom to organize to improve their working conditions.&nbsp;This model does not require a framework of state public ownership. It could also exist in a capitalist framework, but for this, the state must play an active role in market policies, whether by fostering industrial investment, supporting regulatory entities&mdash;first and foremost the Ministry of Manpower&mdash;to put an end to informal labor relations and temp contracts, or supporting trade union freedoms.&nbsp;
