لطالما أثار مصطلح "رائد أعمال" عددا كبيراً ومذهلاً من الصفات، فهو يبعث في الأذهان أوصافاً مثل "ناجح" و"صاحب إنجازات" و"مبدع" و"كادح". ولكن عندما يتم دمج مصطلح "رائد الأعمال" بكلمة "المرأة" تظهر صفة أخرى في هذه القائمة، ألا وهي: "خارقة". حيث تُعرض صورة المرأة الخارقة المبتسمة على أغلفة المجلات ومنصات وسائل التواصل الاجتماعي وغيرها من القنوات الإعلامية، ويتم تقديمها على إنها قُدوة يحتذى بها، فهي تمتلك مشاريع ناجحة ومدرة للأرباح أو شركات ناشئة أو شركات خاصة بها. ولكن، يوجد عالم آخر وراء هذا الخطاب، حيث المرأة الخارقة تكاد تكون ضرباً من ضروب الأساطير.
ترتبط "ريادة الأعمال" بالشباب والمرأة على وجه الخصوص، حيث يتم تشجيع كلا الفئتين على طرح أفكار لمشاريع تجارية قابلة للتنفيذ على نطاق صغير، ربما من غرفة المعيشة في منزل صغير في قرية صغيرة.&nbsp; ولقد تبنت العديد من النساء والفتيات في جميع أنحاء مصر هذه الفكرة وبدأن مشاريع بهدف زيادة دخولهن ودخول أسرهن. غير أن هناك جانب لم يدخل في حساباتهن، ألا وهو تكلفة بدء هذه المبادرات والجهود التي أُضيفت إلى الجهود اليومية المضنية. فالعديد من هؤلاء الفتيات والنساء يضطلعن بواجبات يومية لرعاية أسرهن، كما يعمل بعضهن في وظائف بدوام كامل، فيما تجمع أخريات بين هاتين المهمتين بالإضافة إلى مهام تطوير هذه المشاريع. ويحتفي المجتمع بهؤلاء النساء والفتيات بالإشارة إليهن بصفة "النساء الخارقات"، لكنه يتجاهل الأثر الذي تتركه ساعات العمل الإضافية على أجسادهن وأرواحهن وعقولهن.
<h3>ريادة المشاريع والبطالة: حل قابل للتطبيق أم حل جزئي؟</h3>
لقد تم استخدام مصطلح "رائد أعمال" بكثرة في مصر طوال السبع أو الثامن سنوات الماضية، وعلى وجه الخصوص في مجال التنمية. ومن المهم الإشارة إلى أنه يتم صياغة وتعميم واستخدام بعض المصطلحات على نطاق واسع وبسهولة، كما يتم الترويج لها من خلال التدخلات الإنمائية التي تقوم بها الهيئات الوطنية أو المنظمات الدولية أو المنظمات غير الحكومية الوطنية، وكل ذلك يحدث قبل أن نحصل على فرصة بصفتنا عاملين في المجال الإنمائي لدراسة آثار هذه المصطلحات على أهداف تلك المشاريع. ويمكنني القول أن مصطلح "رائد أعمال" هو أحد هذه المصطلحات، خاصة إذا ما أخذنا بعين الاعتبار بأنه تزامن مع الفترات التي شهدت ارتفاعاً في معدلات البطالة بين الشباب، وعلى وجه الخصوص النساء، حيث يتم تقديم ريادة الأعمال لهن على إنها إحدى الحلول المتاحة. ففي الربع الأول للسنة الحالية، بلغ معدل البطالة في صفوف الإناث غير المنخرطات في الدراسة اللاتي تتراوح أعمارهن بين 15 إلى 29 سنة 2,4 أضعاف معدل البطالة في صفوف الذكور غير المنخرطين في الدراسة (12,6 في المائة) في نفس الفئة العمرية. وهذا يعادل حوالي 000 426 شابة عاطلة عن العمل على المستوى الوطني (Ministry of Planning and Economic Development, 2021).
لا يزال يتم تقديم ريادة الأعمال للمرأة على إنها بديل لأنواع أخرى من الأعمال الصعبة التي قد تعمل بها. وتقوم العديد من الدراسات بتحديد وتحليل التحديات التي تواجهها رائدات الأعمال وتناقش الحلول المحتملة اللازمة لزيادة أعدادهن في القطاع من خلال الحصول على الخدمات المالية وخدمات تنمية الأعمال. غير إنه من المهم التدقيق في جدوى الخيار نفسه؛ بمعنى آخر، ينبغي أن نسعى لمعرفة الأسباب التي تدفع الشابات والنساء إلى اختيار أنشطة ريادة الأعمال عوضاً عن أنواع أخرى من العمل، مثل العمل المدفوع الأجر. فلقد سيطر هذا المصطلح على المشهد شيئاً فشيئاً، مما أدى إلى تقليص المساحة المتاحة لمناقشة أشكال أخرى من التمكين الاقتصادي في القطاع الخاص، مثل التغييرات اللازمة لسياسات التوظيف وسلامة مكان العمل وفرص العمل للأمهات العائدات إلى أسواق العمل والسقف الزجاجي الذي يواجه النساء اللاتي يعملن في القطاعات التي يهيمن عليها الرجال مثل تكنولوجيا المعلومات. إن شعبية ريادة الأعمال في دوائر التنمية تتطلب النظر في أبعادها المختلفة الكامنة وراء اللمعان والبريق.
<h3>عمل المرأة: تحقيق التوازن&nbsp;</h3>
يشكل عبء أعمال الرعاية التي يتعين على الشابات والنساء القيام بها يومياً أحد العوامل الرئيسية التي تدفعهن إلى بدء عمل تجاري. فبحسب ما أظهرت العديد من الدراسات والاستقصاءات خلال السنوات الماضية (Assaad et al., 2020; Barsoum et al., 2014; El-Kogali et al., 2015; Central Agency for Public Mobilization and Statistics, 2015) تقضي النساء في مصر نفس الوقت في أعمال الرعاية غير مدفوعة الأجر، بغض النظر عما إذا كن يعملن أو لا يعملن. ويشكل هذا العبء المزدوج ضغطاً على العديد من النساء ويدفعهن إلى الاستقالة من وظائفهن، خصوصاً إذا كان لديهن أطفال دون سن الدراسة، أو عدم البحث عن عمل أصلاً. وبالنسبة للعديد من النساء، يعتبر اغتنام فرص العمل من المنزل البديل المناسب الذي سيمكنهن من أداء كلا المهمتين، حيث يقمن بتأسيس أعمال تجارية مثل إنتاج إكسسوارات نسائية أو تقديم خدمات تعديل الملابس. كما تتعرض النساء اللاتي يسعين للحصول على هذه الفرص لضغوط بسبب عدم توافر خدمات رعاية كافية ومدفوعة الأجر، مما يحد من قدراتهن على تسليم بعض مسؤوليات الرعاية غير مدفوعة الأجر إلى السوق والبحث عن عمل خارج المنزل.&nbsp;&nbsp;&nbsp;
ويمثّل غياب خدمات الرعاية الكافية والميسورة التكلفة تحدياً كبيراً لعمالة الإناث، كما إنه لا يتم الإقرار بما فيه الكفاية بجهود النساء كمقدمات رعاية في بلد يصل فيه مجموع قيمة الأعمال المنزلية وأعمال الرعاية غير مدفوعة الأجر إلى مبلغ تُقدر قيمته بـ 496 مليار جنيه مصري (30,6 مليار دولار أمريكي) (World Bank, 2018). وبينما يتوقع المجتمع من المرأة أن تقوم برعاية أفراد الأسرة، سواء الأطفال أو كبار السن، لم تشهد الرعاية الكافية والميسورة التكلفة للأطفال نمواً يعادل الزيادة في عدد الأطفال في مصر (Assaad et al., 2020). وفيما ارتفع عدد الأطفال الذين تتراوح أعمارهم من صفر إلى 3 سنوات بمعدل سنوي يبلغ 3,6 في المائة في الفترة الممتدة من 2006 إلى 2017، شهد عدد الحضانات التابعة للقطاع الخاص خلال نفس الفترة زيادة لا تتعدى 1,2 في المائة فقط في السنة. وفي حين كان هناك 0,25 حضانة لكل 100 طفل تتراوح أعمارهم بين سن صفر إلى 3 سنوات في 2006، انخفضت هذه النسبة لتصل إلى 0,19 حضانة في 2017 (UN Women, 2020). فهذه التقاليد الاجتماعية تشيد بالمرأة التي تستطيع أن تؤدي جميع الأدوار: إنسانة قادرة على رعاية الآخرين وقادرة على توليد الدخل وصاحبة إنجازات اجتماعية واقتصادية.&nbsp;&nbsp;
<h3>ريادة الأعمال: ضرورة أم شغف؟</h3>
ويتمثل العامل المهم الآخر الذي ساهم في التحول إلى ريادة الأعمال في ميل السوق إلى وضع المرأة في وظائف بأجور منخفضة أو وظائف ذات فرص محدودة للتقدم، مثل العمل في مجال السكرتارية أو العمل الإداري أو العمل في إدخال البيانات أو العمل الزراعي الذي لا يحتاج إلى خبرة فنية. وهذا يثني الفتيات عن الانضمام إلى سوق العمل. وبالتالي، قد تكون أحلام امتلاك مشروع شخصي ذو عائد مالي أحلاماً مغرية، غير أن ضآلة الأرباح المكتسبة في بداية مشروع من هذا النوع قد تثني العديدات، مما سيتسبب في خيبة أمل لهن ويقلل من ثقتهن بأنفسهن. وأظهرت نتائج تقييم أجرته منظمة العمل الدولية في 2016 أن ضرورة الحصول على دخل هي التي تحرك أغلبية رائدات الأعمال في مصر، وليس فرصة بدء أعمالهن التجارية الخاصة بهن (ILO, 2017). ويعد هذا التمييز مهماً حيث إنه قد يؤدي إلى التخلي عن المشاريع في حال ثبت إنها غير مربحة على المدى القصير، مما يؤكد أيضاً إحساس المرأة بالفشل.&nbsp; &nbsp;&nbsp;
وعلاوة على ذلك، تحتاج الفتيات والنساء اللاتي ينخرطن في أنشطة ريادة الأعمال إلى حرية أكبر عند التنقل من مكان إلى آخر من أجل توسيع نطاق شبكاتهن وزيادة خياراتهن في السوق وحضور دورات التدريب والحلقات الدراسية ومناقشة المسائل المالية مع البنوك وغيرها من جهات التمويل المحتملة. وهذا يتطلب توفير السلامة والأمن في الشوارع وتغيير مواقف الزملاء وزملاء العمل.&nbsp; كما إن المرونة اللازمة للانخراط في ريادة الأعمال قد تُعرّض الفتيات والنساء إلى المزيد من حالات التحرش اللفظي والجسدي، مما قد يؤدي بدوره إلى تثبيط عزيمتهن أو قيام أسرهن بالضغط عليهن لوقف أعمالهن لتجنب أي مضايقات محتملة.&nbsp;
وإضافة إلى ذلك، تؤدي التقاليد الاجتماعية دوراً رئيسياً في التأكيد على العمل من المنزل في المناطق الريفية في مصر، حيث يُتوقع من النساء اللاتي اخترن العمل خارج المنزل أن يعملن في وظائف عامة في قطاعات محددة كموظفات حكوميات أو مدرسات. ويُنظر إلى أولئك اللاتي يشتغلن في الأعمال الإدارية في شركات تابعة للقطاع الخاص أو كعاملات في المصانع على أنهن "فقيرات" وأنهن يبحثن عن عمل من أجل تغطية احتياجاتهن الأساسية التي تعجز أسرهن عن دفع ثمنها. وبالتالي، قد تمتنع النساء عن البحث عن أعمال مدفوعة الأجر في القطاع الخاص وتتجه نحو بدء مشروع تجاري صغير خلف جدران منازلهن الآمنة لكي يتجنبن الحكم على حالتهن الاقتصادية والاجتماعية. وتعوّض النساء حماسهن للعمل من خلال بدء هذه المشاريع من المنزل حيث عادة ما تفتقر القرى إلى القدرات المؤسسية اللازمة لاستضافة أماكن العمل المدرة للدخل، مثل ورش الخياطة الجماعية ومصانع التجهيز أو التعبئة التي يمكنها تشغيل النساء. ونجحت بعض النماذج في إنشاء وحدات إنتاجية للمحاصيل الزراعية المحلية، مثل تلك المختصة بالرمان في محافظة أسيوط، حيث تستطيع النساء العمل بساعات عمل مرنة في ورش العمل التي تنتج دبس الرمان أو المستحضرات التجميلية.
وفي هذا السياق، على السياسات التي تهدف إلى تفعيل المادة (11) من الدستور المصري، التي تلتزم بتحقيق المساواة بين الجنسين وتضمن تمكين المرأة للتوفيق بين واجباتها تجاه أسرتها ومتطلبات عملها، أن تتخذ الإجراءات اللازمة لضمان رفاه المرأة وتمكين المعاملة المتساوية في سوق العمل بشكل يحقق تكافؤ الفرص. ويعد تغيير السياسات أمراً مهماً لإعادة توزيع أعمال الرعاية غير مدفوعة الأجر ولإنشاء قرى منتجة تكون وحداتها الإنتاجية قادرة على توفير ساعات عمل مرنة. وينبغي أن تؤكد السياسات على تعزيز أنظمة الرعاية النهارية، بما يضمن القدرة على تحمل تكاليفها؛ بالإضافة إلى تعديل قانون العمل لخلق بيئة عمل إعادة تشكيل العلاقة بين الجنسين. وينبغي تعديل المواد التي تتناول الإجازات وإنشاء مراكز الرعاية النهارية، حيث إن نظام إجازة الأمومة الحالي لا يقدم أي حوافز للقطاع الخاص لتشغيل النساء، فيما يمثل إلزام الشركات أو المصانع بإنشاء مراكز رعاية يومية عند وصول عدد الموظفات إلى 100 امرأة عاملاً مثبطاً لتشغيل المرأة. وسوف تؤدي السياسات التي تهدف إلى تصحيح هذه التفاوتات الهيكلية إلى تمكين المرأة من البحث عن جميع أنواع العمل، بما فيها تلك الواقعة داخل إطار ريادة الأعمال وخارجه.

It is always astonishing to count how many adjectives the word &ldquo;entrepreneur&rdquo; evokes. It brings to mind words such as &ldquo;successful&rdquo;, &ldquo;achiever&rdquo;, &ldquo;creative&rdquo;, and &ldquo;hardworking&rdquo;. When combined with the word &ldquo;woman&rdquo;, the list may also have another entry: &ldquo;Super&rdquo;. The smiling Superwoman is presented on the covers of magazines, social platforms and other media channels, introduced as role models who have their own successful and profitable projects, start-ups or owned companies. Yet behind this discourse is a world where becoming Superwoman may be closer to mythology.&nbsp;
&ldquo;Entrepreneurship&rdquo; is linked to youth and women in particular, encouraging both to come up with business ideas that can be implemented at a small scale, maybe from a living room in a small house in a small village. Many women and girls around Egypt embraced the idea and started projects aiming to increase their incomes and that of their families. What was not calculated was the cost of starting these initiatives and the efforts added to an already loaded day. Many of these girls and women have daily duties taking care of family, some of them have full time jobs and others combine the two, in addition to developing such a project. Those women and girls are marked as &ldquo;Superwomen&rdquo; as society celebrates them, ignoring that the extra working hours affect their bodies, souls and minds.
<h3>Entrepreneurship and unemployment: Viable solution or quick fix?</h3>
The term &ldquo;entrepreneur&rdquo; has been extensively used in Egypt over the last seven to eight years, especially in the development field. What is critical here is that some terms are coined, circulated and consumed widely and easily, promoted through development interventions by national agencies, international organizations or national NGOs, before we get the chance as development practitioners to study their implications on those these projects target. I would dare to say that the term entrepreneur is one of these terms, especially considering that it coincided with times of high youth unemployment, especially women, to which it is presented as a solution. In the first quarter of the current year, the unemployment rate among non-student female youth aged 15&ndash;29 is 2.4 times the unemployment rate for non-student males (12.6%) in the same age range. This corresponds to approximately 426,000 unemployed female youth nationally (Ministry of Planning and Economic Development [MPED], 2021).
Being an entrepreneur was and still is presented to women as an alternative to other challenging types of work they might engage in. Many studies capture and analyze the challenges faced by women entrepreneurs and discuss potential solutions to increase their numbers in the sector by accessing financial services and business development services. However, it is important to interrogate the viability of the option itself; in other words, we should seek to find out the reasons that drive young girls and women to choose entrepreneurial activities over other types of work such as wage employment. The term slowly hijacked the scene, shrinking spaces to discuss other forms of economic empowerment in the private sector, such as needed changes to recruitment policies, workplace safety, work opportunities for mothers returning to job markets and the glass ceiling facing women working in male-dominated sectors like information technology. The popularity of entrepreneurship in development circles necessitates looking at its various dimensions beyond the gloss and glamor.
<h3>Women&rsquo;s work: A balancing act</h3>
A major factor behind young girls and women starting a business is the load of care work they have to perform on a daily basis. As several studies and surveys in the last years have demonstrated (Assaad et al., 2020; Barsoum et al., 2014; El-Kogali et al., 2015; Central Agency for Public Mobilization and Statistics [CAPMAS], 2015), women in Egypt, either employed or not, spend the same amount of time on unpaid care work. This double burden pressures many women to quit their jobs, especially if they have children below school age, or not look for work entirely. The alternative for many of these women is to follow opportunities of working from home in order to attend to both tasks, establishing businesses such as producing female accessories or providing clothes alteration services. Women who pursue these opportunities are also pressured by the lack of adequate, available paid care services, which limits their abilities to hand over some of the unpaid care responsibilities to the market and pursue work outside of the home.&nbsp;
The lack of adequate and affordable care service is a significant challenge to female employment, and the efforts of women as carers are not acknowledged sufficiently in a country where the combined value of unpaid household and care work is estimated to be as high as EGP496 billion (USD30.6 billion) (World Bank, 2018). While women are usually expected by the society to take care of family members, either children or elderly persons, adequate and affordable child care has not grown to match the increase in the number of children in Egypt (Assaad et al., 2020). While the number of children aged 0 to 3 grew at an annual rate of 3.6% between 2006 and 2017 in the same time period, the number of private sector nurseries only increased by 1.2% per year. While there were 0.25 nurseries for every 100 children aged 0 to 3 in 2006, this dropped to 0.19 nurseries in 2017 (UN Women, 2020). Such social norms praise women who can play all roles: a person who can take care of others, an income generator and a social and economic achiever.&nbsp;
<h3>Entrepreneurship: Out of necessity or passion?</h3>
Another significant factor that has contributed to the turn to entrepreneurship is the tendency of the market to place women in low-paid jobs or jobs with limited opportunity to progress, such as secretarial or administrative work, data entry or farm work that does not need technical experience. This discourages girls from joining the labor market. The dreams of having a financially rewarding self-owned project might therefore be tempting, but the small profit gained at the beginning of such a project may further discourage many, causing disappointment and reducing their self-esteem. The results of an assessment conducted by the International Labour Organization (ILO) in 2016 showed that the majority of female entrepreneurs in Egypt are motivated by the necessity to earn income rather than the opportunity to start their own business (ILO, 2017). This distinction matters as it might result in abandoned projects if proven to be non-profitable in the short term, further emphasizing women&rsquo;s sense of failure.
Moreover, girls and women who engage in entrepreneurial activities need more freedom to move between places to widen their networks, increase their market options, attend training and seminars and discuss finances with banks and other potential funds. This requires safety and security in the streets and changes in the attitudes of male colleagues and coworkers. The flexibility needed and associated with tackling entrepreneurial work might expose girls and women to increased cases of verbal and physical harassment, which might in turn discourage them or lead their families to pressure them to stop in order to avoid any potential harassment.
Social norms also play a key role in emphasizing the work from home in rural areas in Egypt where women who chose to work outside home are expected to work in public jobs in certain sectors as public employers or teachers. Those who work in administrative work in a private sector company or as a worker in a factory are considered &ldquo;poor&rdquo; and seek work only to cover their basic needs which their families are not able to pay for. Thus, women may refrain from seeking wage jobs in the private sector to start a small business behind the safety of the walls of their homes to avoid judgment on their economic and social status. Women substitute their eagerness to work by starting these projects from home as usually villages lack institutional capacities to host income generation workplaces such as collective sewing workshops and processing or packaging plants that can host women. Few examples were successful in establishing production units of local agricultural products, such as that of pomegranate in Assiut governorate, where women can work flexible working hours in the workshops producing molasses or cosmetic products.
In this context, policies that aim to actualize Article (11) of the Egyptian Constitution, which commits to achieving equality between women and men and ensures women empowerment to reconcile the duties of a woman toward her family and her work requirements, should put in place actions which ensure the wellbeing of women and enable a level playing field in the labor market, in which there is equality of opportunity. Policy change is important to redistribute unpaid care work and to establish productive villages where production units allow for flexible working hours. Policies should emphasize enhancing the daycare systems, ensuring their affordability; as well as amending the labor law to create a gender-transformative work environment. Articles addressing leaves and establishing daycares should be changed, as the current maternity leave system does not offer any incentives for the private sector to hire women, and the obligation of companies or factories to establish daycares upon reaching 100 female employees acts as a disincentive for hiring women. Policies aimed at rectifying these structural inequalities will enable women to pursue all kinds of work, including and beyond entrepreneurship.
