تسمح إمكانات التواصل الرقمي الحالية بتداول العمل عبر مواقع الإنترنت وبالتالي تفكيك الوظائف التقليدية إلى مهام منفصلة. وتشمل هذه المهام أنشطة، يتم معظمها اليوم بشكل رقمي، بعد أن كانت في الماضي مرتبطة بموقع محدد أو بيئة محددة. وتتباين درجة التعقيد بين تلك المهام؛ فهناك مهام مثل جمع المعلومات واختبار المنتجات والبرمجة وكتابة النصوص والتصميم وما إلى ذلك. إلا أن تداول المهام عبر&nbsp; الإنترنت يتجاوز العمل الرقمي ليشمل الحصول على الخدمات من مواقعها في المناطق المحلية&ndash; مثل تسجيل أسعار التجزئة أو تقديم الخدمات للزبائن في أماكنهم أو تقديم خدمات التنقل.
وبحسب بيانات مؤشر العمل عبر الإنترنت، تعتبر مصر من&nbsp; البلدان العشرة الأولى من حيث عدد العاملين على أربع منصات ضخمة ناطقة باللغة الإنجليزية. وفي حين أن هذا ينطوي على إمكانات مثل زيادة شفافية الأسواق وخفض كلفة التعاملات وأسلوب عمل يسمح للأفراد بالحرية في اتخاذ قراراتهم ، فإنه يمثل تحديًا مشتركًا بالنسبة للعديد من البلدان، خاصة وأن نتائج البحوث تُظهر بشكل موحد وجود ثغرات جسيمة في الحماية الاجتماعية للعاملين عبر الإنترنت .
<h3 dir="rtl" style="text-align: justify;">توسيع نطاق الضمان الاجتماعي ليشمل عالم الإنترنت</h3>
تركز المناقشات السياسية في العديد من البلدان على كيفية تحسين المعايير الاجتماعية في مجال العمل الناشئ حديثًا عبر المواقع الإلكترونية&nbsp; وزيادة الاستدامة الاجتماعية لهذا النموذج الاقتصادي بشكل عام. وقد تم تناول مفهوم "الضمان الاجتماعي الرقمي" بشكل مكثف داخل الاتحاد الأوروبي وخارجه. فيما قامت ورقة صادرة عن منظمة العمل الدولية في 2018 باستحداث "الضمان الاجتماعي الرقمي"وتم البناء عليها في ورقة بوكلار في 2019.&nbsp;
ويكمن التحدي في تأمين الحماية الاجتماعية للعاملين على المنصات الإلكترونية&nbsp; في وجود أسواق دولية متشابكة وشديدة المرونة تضم عدداً كبيراً من الوظائف الصغيرة والشركاء الذين&nbsp; يتغيرون باستمرار. وكمثال على ذلك يتم <a href="https://www.bloomberg.com/news/articles/2019-10-17/deliveroo-drivers-gig-economy-threaten-german-labor-model">ه</a>نا وصف الوضع في ألمانيا. ويطرح مفهوم&nbsp; "التضامن الاجتماعي الرقمي" كيفية استغلال الرقمنة لتنظيم التضامن الاجتماعي حتى في بيئة العمل عبر الإنترنت. ويقوم هذا الطرح على ذات الفلسفة التي من خلالها استهدفت أنظمة التضامن الاجتماعي الحالية شركات الحقبة الصناعية، وتستهدف اليوم المنصات الرقمية.
يوضح الشكل أدناه أن تطبيق الحماية الاجتماعية الرقمية يتم عن طريق تحويل نسبة من المقابل المادي للخدمة المُقدمة إلى حساب "التضامن الاجتماعي الرقمي" لكل عامل، على أن يُضاف نصف هذه النسبة للراتب المتفق عليه ويتم خصم النصف الآخر كاشتراك في شبكة الضمان الاجتماعي.&nbsp;
حساب "التضامن الاجتماعي الرقمي" لكل فرد سيكون جزء من شبكة تقوم بمراكمة المساهمات الناتجة عن كافة أنشطة المنصة الإلكترونية وتحويلها بشكل دوري إلى نظام للتضامن الاجتماعي في البلد التي يتبع لها كل عامل. ويمكن أيضَا تحويل تلك المساهمات إلى الهيئات القومية مباشرةً إن كان لديها نُظُم للتعامل مع الضمان الاجتماعي الرقمي. وهكذا تحتفظ أنظمة الحماية الاجتماعية القومية بسيادتها ومرونتها؛ فهي، مثلًا، من سيحدد كيفية توزيع الاشتراكات على فروع الحماية الاجتماعية المختلفة. وكذلك من الممكن أن تلجأ المنصات الإلكترونية لشركات التأمين الخاصة أو غير الحكومية في حال عدم وجود نظام اجتماعي قومي.شكل: تنفيذ الضمان الاجتماعي الرقمي. المصدر ويبر (2019)
<h3 dir="rtl" style="text-align: justify;">نموذج مناسب للجميع</h3>
ستستغل آلية الضمان الاجتماعي الرقمي عند دمجها في المنصة وجود جميع المعلومات ذات الصلة عن العامل والزبون والأجر المتفق عليه. كما أن المنصات تتطلب رسومًا مرتفعة وبالتالي فإنها ستكون قادرة على فرض تحويل اشتراكات الضمان الاجتماعي الرقمي. وللإرادة السياسية للهيئات التنظيمية القومية دور حاسم على هذا الصعيد. وبشكل أمثل، ينبغي مشاركة أكبر عدد ممكن من البلدان.
ويعد التزام الحكومات أساسيًا لفرض هذا النظام الجديد. فالدول تمتلك السلطة اللازمة لضمان التزام جميع الأطراف وذلك من خلال تقييد أنشطة المنصات على أراضيها. وبما أن المنصات تعتمد على الانفتاح والتواصل، فإن خطوات بسيطة مثل نزع القانونية عن تلك المنصات سيكون لها التأثير الكافِ . ويمكن التأكد من مدى الالتزام عبر اختبارات سرية عشوائية أو من خلال المعلومات&nbsp; الضريبية. وإلى جانب ذلك كله فالمنصات الرقمية لديها دوافع حقيقية للالتزام بنظام الضمان الاجتماعي، الذي من شأنه رفع الكفاءة عن طريق شفافية المنظومة الرقمية وحسابات الضمان الاجتماعي الرقمي الموحدة، الأمر الذي سيرفع من توقعات الجمهور حول الوفاء بالمعايير الاجتماعية لدى جميع الشركات في المستقبل.
وضع العاملين على المنصات الرقمية بحسب قانون العمل لا يزال يشوبه قدر كبير من الغموض. ومع ذلك، يقدم الضمان الاجتماعي الرقمي نموذجًا معقولًا في كل&nbsp; الأحوال: فهو يقدم للمصنفين كعمالة تابعة أداة فعالة لتنظيم الحماية الاجتماعية في سوق عمل ما زال يتشكل . أما الذين يعملون لحساب أنفسهم -والمنطقة الرمادية غير الرسمية الكبيرة ضمن سوق العمل- فإن الضمان الاجتماعي الرقمي يغطي فجوة حقيقية في أنظمة الحماية الاجتماعية. ففي البلدان النامية والناشئة على وجه التحديد، حيث تمثل العمالة غير الرسمية جزء كبير من الاقتصاد، أثبت وجود منظور خاص للعمل على منصات الإنترنت والضمان الاجتماعي الرقمي أهميته. وعليه، فإن المنصات الرقمية قد تمثل فرصة لمعرفة كيف يمكن جعل هذه الوظائف أكثر تنظيمًا وشفافية بهدف تطبيق معايير مثل الحماية الاجتماعية وفق مبدأ الضمان الاجتماعي الرقمي.&nbsp;
وعلى الناحية الأخرى، الأجور المنخفضة على منصات الإنترنت تشكل صعوبة في تمويل الضمان الاجتماعي. غير أن هذا لا يعني أن انعدام الضمان الاجتماعي هو الحل. بل على العكس تمامًا، ففي غياب الحماية الاجتماعية تتفاقم الأوضاع غير المستقرة في أوقات الشدة، وتتعرقل الاستثمارات المهنية الفردية المستقبلية، وتنخفض الأجور لتحت خط الاستدامة في أسواق غير منضبطة. وفي هذا الصدد، يمكن للضمان الاجتماعي الرقمي أن يقود نموا اجتماعيًا إيجابيًا وأن يساعد على توسيع نطاق إمكانات العمل على منصات الإنترنت بشكل&nbsp; مستدام.
كما أن الضمان الاجتماعي الرقمي يجعل الدفع أولًا بأول ممكنًا، ويتلافى مشكلات نقص المعلومات والتهرب من دفع الاشتراكات والمتطلبات الإضافية المفاجئة، كما أنه يضمن كفاءة عالية لجميع الأطراف؛ من المستهلكين والمنصات ذاتها، ما يجعل الضمان الاجتماعي الرقمي خيار جيد لنظام الحماية الاجتماعية ككل.
<h3 dir="rtl" style="text-align: justify;">التنفيذ</h3>
يمكن أن يبدأ تطبيق الضمان الاجتماعي الرقمي بشكل تجريبي يسمح للمشاركين في السوق وصانعي القرار باكتساب الخبرة مع هذه الأداة الجديدة. وسيكون بالإمكان توسيع نطاقه عند تأسيس الهياكل المؤسسية وتطويرها بشكل أكبر. ويوصَى بأن تبرمج الدول أنظمة الضمان الاجتماعي الرقمي بشكل يسمح بعمل تطويرات في المستقبل وإضافة المزيد من المشاركين مع الوقت وعلى الصعيد السياسي، ستقع مسؤولية&nbsp; تنظيم الضمان الاجتماعي إلى السلطة التشريعية&ndash; غير أن التحدي الجديد الذي يمثله العمل على منصات الإنترنت مشترك بين الجميع.&nbsp;&nbsp;

Digital interconnection makes it possible to trade work at online platforms, decomposing traditional jobs into single tasks. These tasks include more and more activities that are digitized today, but used to be location- or environment-specific in the past. The complexity widely varies, comprising tasks such as information collection, product testing, programming, writing texts, design, etc. Moreover, the allocation of tasks through platforms is also going beyond digital work, to include sourcing services in regional areas &ndash; such as recording retail prices, work at the premises of the customer or mobility services.
According to Online Labor Index data, Egypt ranks among the top 10 countries with the most workers on four large English-speaking platforms. Platform work is increasing worldwide. While this involves potentials such as higher market transparency, lower transactions costs and a more self-determined way of working, it also comes as a common challenge to many countries, - especially as research results uniformly show that the social protection of platform workers has serious gaps.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
<h3 style="text-align: justify;">Expanding Social Security to the Online World</h3>
In many countries, political debates concentrate on how to improve the social standards in the newly developing field of platform work and to increase the social sustainability of the business model in general. Regarding social protection, the concept of &ldquo;Digital Social Security&rdquo; (DSS) is intensely discussed in the European Union and beyond. DSS was introduced in a 2018 ILO discussion paper and further developed in a 2019 B&ouml;ckler discussion paper.
In platform work, the challenge for social protection lies in an internationally integrated, extremely flexible market with a multitude of small jobs and constantly changing contract partners. As an example, the situation in Germany is described <a href="https://www.bloomberg.com/news/articles/2019-10-17/deliveroo-drivers-gig-economy-threaten-german-labor-model">here</a>. DSS establishes a concept on how to take advantage of digitization to organize social security even in such an environment. It follows the idea that just as existing social security systems target the firm that emerged as the central actor in past industrialization, today it should directly target the new central actors of our digital time, namely the platforms. In particular, as shown in the figure below, a digital mechanism is implemented in the platforms, which transfers a percentage of the agreed remuneration to the DSS account of the platform worker each time a job is finished. The contribution could be paid half on top of the agreed salary and half as a deduction.
The DSS account is part of a digital personal account system and accumulates contributions from all platform activities. At regular intervals, the collected contributions are transferred to the social security system of the country of residence of the platform worker. Optionally, the contributions could also flow directly to the national systems, if they provide standardized interfaces for the automatic DSS mechanism. Here, claims are generated in established structures. The national social security thus retains its sovereignty and flexibility. For instance, the distribution to different social security branches is country-specific. Private / non-governmental insurances could be considered, in case no fully-fledged social security system is available, for example.&nbsp;

<h3>A tailor-made model</h3>
Incorporated into the platform, the DSS mechanism would take advantage of the fact that all relevant information is available about the worker, the customer and the agreed remuneration. The latter usually has to be deposited in advance, and platforms require significant fees; hence, they would also be able to enforce the transfer of DSS contributions. Decisive for this is the political will of the national regulator. Optimally, as many countries as possible should participate.
Commitment of governments is key in enforcing this new system. States have the power to ensure compliance through restricting the activities of platforms on their territory. Since platforms rely on openness and network effects, even a simple illegalization without further action would be a considerable lever.&nbsp; Compliance could be checked by incognito random tests or by use of tax information. Notwithstanding, platforms may also have genuine incentives to follow DSS since it offers a high level of efficiency with the digital transparent mechanism and the standardized DSS account system, and expectations of consumers and the general public that social standards are met will further increase in the future.&nbsp;
The labor law status of platform workers is still subject to considerable uncertainty. However, DSS provides a sensible model in any case: for those who are classified as dependent workers, it provides an efficient tool to organize social protection in an amorphous labor market. As for the self-employed and the large informal grey area within labor markets, DSS fills a real gap in social security systems. In developing and emerging countries specifically, a special perspective on platform work and DSS proves relevant, where informal employment represents large parts of the economy. Thus, digital platforms might represent an opportunity for how these jobs can become more organised, transparent and reachable for the implementation of standards such as social protection following the DSS principle
Remuneration in platform work is often very low, which can make it difficult to finance social security. Under such circumstances, however, no social security is not a solution either. Quite the contrary, without social protection, precarious situations are exacerbated in times of hardship, individual career investments in the future are hindered, and wages are pushed below a sustainable level in an unregulated market. In this regard, DSS can initiate positive social development and help expand the potential of platform work on a sustainable basis.
DSS makes it possible to implement a pay-as-you-go procedure for platform work. In view of high cash preference and information deficits, arrears of payment and surprising additional demands as well as contribution evasion are avoided. By the same token, it provides high efficiency for all participants, including the customers and platforms. The digital efficiency of the system also makes DSS appear to be a promising perspective for social security as a whole.
<h3 style="text-align: justify;">The Way Forward</h3>
Implementing DSS could start via experiments that would allow market participants and policy makers to gain experience with the new instrument. Once institutional structures have been established and further developed, the scope could be extended. For the full implementation, first movers (initiators) are called for. It is recommended that these countries should plan the system in a way that is open to extensions and further participants. Over time, this could grow into a multilateral settlement similar to the Consolidated Maritime Labor Convention of the ILO. Politically, organizing social security is up to the national legislator &ndash; but the new challenge of platform work is the same for all.&nbsp;
