بمناسبة اليوم العالمي للتضامن مع الشعب الفلسطيني، عقد مشروعُ "حلول للسياسات البديلة" البحثي بالجامعة الأمريكية بالقاهرة، نقاشا مفتوحا حول تأثير 7 أكتوبر والحرب في غزة على القضية الفلسطينية. وأجري النقاش في قاعة إيوارت التاريخية بمقر الجامعة بالتحرير، وحضره جمهور عام كبير ضم شخصيات مصرية هامة بالإضافة إلى رئيس الجامعة الأمريكية د.أحمد دلال، وذلك يوم الاثنين 28 نوفمبر 2023، وجاء اللقاء تحت عنوان "مستقبل القضية الفلسطينية بعد 7 أكتوبر"، وكان ضيف اللقاء السيد عمرو موسى، الأمين العام الأسبق لجامعة الدول العربية ووزير خارجية مصر الأسبق، وأدرات اللقاء باقتدار الروائية المصرية البارزة د.أهدف سويف.

بدأ اللقاء بوقوف الحضور "دقيقة حداد" على أرواح شهداء غزة، ثم تحدثت د.أهداف سويف مرحبة بالسيد عمرو موسى، وسألته عن الأسباب التي أدت إلى عملية السابع من أكتوبر التي قامت بها حركة حماس ضد إسرائيل؟ ليتحدث موسى عن السياسات السلبية جدا والمستمرة من الجانب الإسرائيلي، وأنها أدت إلى ما حدث في 7 أكتوبر وقال:"توقعت أن يحدث انفجارا في غزة، خصوصا أن الإسرائيليين أرادوا تفريغ الأراضي المحتلة من الفلسطينيين، وبالتالي عند السؤال عن هذه الأرض في المستقبل، تكون الإجابة إنها إسرائيلية."
واعتبر عمرو موسى أن عملية 7 أكتوبر أعادت القضية الفلسطينية إلى الواجهة من جديد، وفرضت نفسها بقوة عالميا، بعدما أراد الإسرائيليون أن ينساها الناس. وحول سؤال د.أهداف سويف، عن قدرات حركة حماس السياسية وما إذا كان يمكنها تحويل انتصارها العسكري إلى انتصار سياسي؟ قال موسى إنه "لا يوجد شيء مضمون"، وبالنسبة للفصائل الفلسطينية، تحدث موسى عن أمنيته بتوحدها جميعا تحت مظلة منظمة التحريرالفلسطينية، وأن تكون المنظمة هي المفاوض الرئيسي لدولة فلسطين. وأضاف أن الانقسام الفلسطيني يمكن معالجته عن طريق التضامن العربي أو الإسلامي. واعتبر موسى إنه إذا ما "أردنا قيام دولة فلسطين، يجب أن توحد الأراضي الفلسطينية أولا ثم علينا خلق تضامن عربي مع القضية نفسها"، وقال موسى إن توحد الفصائل الفلسطينية "لا يكون بالأحضان والقبلات بل بالعمل على هدف واحد، وهو إقامة الدولة الفلسطينية". وسألت د.أهداف سويف: هل يمكن أن يخرج مروان البرغوثي ليكون قيادة سياسية فلسطينية؟ فرد موسى إنه من الممكن أن يحدث ذلك بضغط فلسطيني وعربي.

وتحدث الأمين العام الأسبق لجامعة الدول العربية، عن قيام عدد من الدول بمنع التوصل إلى اتفاق لوقف إطلاق النار في غزة، وردا على سؤال د.سويف حول تغيير نظام مجلس الأمن، قال موسى إن ذلك قد يتم "حينما يكبر الشباب الذين يحضرون الندوة الآن!" لكنه أضاف أنه حتى نظام الأمم المتحدة يحتاج إلى إعادة النظر فيه. وحينما سألته د.أهداف: ما الذي يجعل الإدارة الأمريكية تأخذ موقفا تجاه القضية الفلسطينية أفضل من الحالي؟ أجاب موسى بأنه إذا شعرت الإدارة الأمريكية أنها تخسر بسبب سياساتها لدعم إسرائيل، معتبرا أن الرأي العام الدولي أصبح غير داعم لإسرائيل.
وتحدث وزير خارجية مصر الأسبق عن إسرائيل، موجها سؤال إلى مواطنيها وما إذا كانوا سيظلون في الكهف الذي أدخلهم إليه بنيامين نتنياهو وبن غفير؟! وقال موسى إن إسرائيل دولة غير طبيعية لأنها "قامت بناء على مذابح واستيلاء وحتى الآن يعتبرون أنفسهم في حالة دفاع"، وأن معظم مؤيديهم من الدول الغربية. وأوضح موسى أن التشكيل الحالي للحكومة الإسرائيلية لا يصلح للتفاوض حول السلام، وأنه لا يمكن تصور سلام أو تطور أو تنمية بدون حل القضية الفلسطينية لكنه علل ما يحدث بأن تل أبيب لديها "دعم كبير من الدول العظمى".

ورأى عمرو موسى أن الارتباط المصري بالقضية الفلسطينية قديم جدا، ولم يكن وليد 1952، وأشار إلى الضغوط التي تم ممارستها على مصر مؤخرا لقبول التهجير القسري للفلسطينيين. وقال إن جيراننا المباشرين -يقصد في غزة- " إذا عاشوا بالطريقة التي تفرضها عليهم إسرائيل سيكون هناك "انفجار" كل فترة، محذرا إسرائيل من أن عدم تغيير الوضع الحالي في فلسطين سيؤدي إلى "8 أكتوبر و9 أكتوبر بظروف مختلفة".
وردا على سؤال من الجمهور حول حل الدولتين باعتباره الحل الأمثل حتى الآن؟ قال موسى إن حل الدولتين هو الحل الأمثل بالنسبة للفصائل الفلسطينية إذا اتحدت، كما أنه يلقى دعما دوليا ويمكن إقناع العالم به، وأمريكا لديها اقتناع به أيضا. وقال موسى إن صفقة القرن كانت مضحكة ومبكية ودولة فلسطين فيها قد تماثل مساحة مباني الجامعة الأمريكية بالتحرير والتجمع الخامس!.
وأجاب موسى على سؤال آخر من الحضور حول التطبيع العربي مع إسرائيل وما إذا كان يمكن استخدامه للضغط عليها من أجل القضية الفلسطينية؟، فقال إن المجتمع العربي وافق بالأساس على التطبيع الكامل والاعتراف بإسرائيل منذ عام 2001 لكن بشروط أهمها الانسحاب الإسرائيلي من الأراضي المحتلة والاعتراف بحق تقرير المصير وأمور أخرى، مضيفا أنه يستبعد تماما أن تكون المملكة العربية السعودية مستعدة للتطبيع المجاني مع تل أبيب، وذكر موسى الحضور بأنه إذا وافق الرئيس الفلسطيني الراحل ياسر عرفات على الانضمام لاتفاقية السلام المصرية إلى جانب الرئيس المصري الراحل أنور السادات لكانت هناك فرصة كبيرة للسلام. ونبه موسى العرب إلى عدم الدخول في "أي تفاوض مفتوح النهاية، لأن التنازل فيه يكون كبيرا"، وأشار إلى أن هدف كلامه دائما هو "التحذير" وليس الدعوة للاطمئنان.
وأجاب موسى على سؤال حول القرار الذي كان سيتخذه إذا كان أمينا عاما للجامعة العربية في هذا التوقيت، بأن الجامعة ما هي إلا انعكاسا للموقف العربي، مقترحا على الدكتور أحمد دلال رئيس الجامعة الأمريكية أن تقوم بإنشاء خلية عمل تتابع التغيرات التي تجري في النظام الدولي.

To mark the International Day of Solidarity with the Palestinian People, Alternative Policy Solutions, a research project at the American University in Cairo, convened an open discussion about the impact of October 7 and the war in Gaza on the Palestinian cause. Held in Ewart Memorial Hall at AUC&rsquo;s Tahrir campus on Monday, November 28, 2023, the talk, titled &ldquo;The Future of the Palestinian Cause after October 7,&rdquo; was attended by a large audience that included important Egyptian figures, in addition to the president of AUC, Dr. Ahmad Dallal. The guest of the event was Mr. Amre Moussa, former secretary-general of the Arab League and former minister of foreign affairs of Egypt; the conversation was ably moderated by the renown Egyptian novelist, Dr. Ahdaf Soueif.

The discussion opened with a minute of silence to mourn the martyrs of Gaza. Ahdaf Soueif then welcomed Amre Moussa, and asked him about the factors behind Hamas&rsquo; October 7 operation against Israel. Moussa pointed to the ongoing, negative policies from the Israeli side, saying that they had led to the events of October 7: &ldquo;I expected an explosion in Gaza, especially since the Israelis want to clear the occupied territories of Palestinians, so that when questions about the land are asked in the future, the answer will be that it&rsquo;s Israeli.&rdquo;
Moussa said that the October 7 operation had again put the Palestinian cause under the global spotlight after the Israelis had wanted it forgotten. Asked by Soueif if Hamas had the political capacity to turn its military victory into a political one, Moussa responded, &ldquo;Nothing is guaranteed.&rdquo; Speaking of Palestinian factions, Moussa said that he wanted to see them all unite under the umbrella of the PLO, which could then act as the principal negotiator for the state of Palestine. He added that Palestinian divisions could be addressed by Arab or Islamic solidarity. &ldquo;If we want to establish the state of Palestine, the Palestinian territories must first unite and then we must generate Arab solidarity with the same cause,&rdquo; Moussa said. Palestinian factions will not be united &ldquo;by hugs and kisses, but by working on a single goal, which is the establishment of the Palestinian state.&rdquo; Soueif wondered whether Marwan al-Barghouti could be released from prison to join the Palestinian political leadership, to which Moussa replied that it could happen given Palestinian and Arab pressure.

The former secretary-general of the Arab League said that several countries were preventing a ceasefire agreement in Gaza. Asked by Soueif whether the UN Security Council system could be changed, Moussa said that it might happen &ldquo;when the young people in attendance here today grow up.&rdquo; But, he added, even the UN system itself needed to be revisited. Soueif asked what might make the US administration take a better position on the Palestinian issue than it currently does. Moussa replied that it would happen if the US administration felt that it was losing because of its pro-Israel policies, deeming international public opinion no longer supportive of Israel.
In speaking of Israel, Moussa wondered whether its citizens would remain in the cave that Benjamin Netanyahu and Ben Gvir have led them into. Israel is an unnatural state, he said, because it was &ldquo;founded on massacres and confiscation, and even today they see themselves in a defensive posture.&rdquo; Most of Israel&rsquo;s supporters are from Western countries, he said. He also explained that the current composition of the Israeli government is not one fit for negotiating peace. We cannot imagine peace, progress, or development without a resolution to the Palestinian issue, but he explained what is happening by noting that Tel Aviv has &ldquo;major support from the great powers.&rdquo;&nbsp;

Amre Moussa said that Egypt&rsquo;s connection to the Palestinian cause is very old, predating 1952, and he pointed to the pressure that has been exerted on Egypt recently to accept the forced displacement of Palestinians. Speaking of our immediate neighbors&mdash;meaning in Gaza&mdash;he said that &ldquo;if they live the way that Israel dictates to them,&rdquo; there will be another explosion at regular intervals, cautioning Israel that not changing the current situation in Palestine will lead to &ldquo;an October 8 and October 9 under different circumstances.&rdquo;&nbsp;
In response to a question from the audience about whether the two-state solution is the best solution to date, Moussa said that it was the best for Palestinian factions if they united. It also enjoys international support, and the world, including the US, can be convinced to accept it. Moussa said that the so-called deal of the century was both laughable and sad: if the state of Palestine were established within its parameters, it would be similar in size to the AUC campus in Tahrir and the Fifth Settlement.
Another audience member asked about Arab normalization with Israel and if it could be used to pressure Israel for the sake of the Palestinian cause. Moussa responded that the Arab community has basically accepted the idea of full normalization and recognition of Israel since 2001, but with the important conditions that Israeli withdraw from the occupied territories and recognize Palestinians&rsquo; right to self-determination. He added that it is very unlikely that Saudi Arabia is prepared to normalize relations with Tel Aviv without getting anything in return. He told attendees that if the late Palestinian President Yasser Arafat had agreed to join the Egyptian peace agreement with the late Egyptian President Anwar Sadat, there would have been a great chance for peace. Moussa cautioned the Arabs against engaging in &ldquo;any open-ended negotiation, because it would entail a substantial concession,&rdquo; adding that the point of his words is always to &ldquo;warn,&rdquo; not to reassure.
Asked by a member of the audiencewhat he would do if he were currently the secretary-general of the Arab League, Moussa said that the League is simply a reflection of the Arab position. He suggested to Dr. Ahmad Dallal, the president of AUC, that the university establish a working group to monitor the changes taking place in the international order.
