&nbsp;عقد مشروع حلول للسياسات البديلة البحثي بالجامعة الأمريكية بالقاهرة، لقاءً مفتوحًا مساء الأربعاء 7 فبراير 2024، بعنوان: "دور العمل الأهلي في التنمية الشاملة"، وذلك في القاعة الشرقية بمقر الجامعة الأمريكية بميدان التحرير. واستضاف اللقاء كلًّا من: الاستاذ محسن سرحان - الرئيس التنفيذي لبنك الطعام المصري، والدكتورة هويدا عدلي - أستاذ العلوم السياسية بالمركز القومي للبحوث الاجتماعية والجنائية، وأدار اللقاء الأستاذ عمرو عبدالرحمن - مدير وحدة الحريات المدنية بالمبادرة المصرية للحقوق الشخصية والباحث والمحاضر في القانون الدولي لحقوق الإنسان.

في بداية اللقاء شدد الاستاذ عمرو عبدالرحمن، على أن صدور القانون رقم 171 لسنة 2023 بشأن التحالف الوطني للعمل الأهلي التنموي بدعمٍ من رئيس الجمهورية عبدالفتاح السيسي، يعد دفعة كبيرة للعمل الأهلي في مصر، لافتًا إلى أنه يجب أن يشارك المواطنون في التخطيط للعمل الأهلي.

العمل الخيري والتنموي وجهان لعملة واحدة
من جانبه قال الأستاذ محسن سرحانإن العمل الخيري والتنموي وجهان لعملة واحدة مشيرًا إلى أن الجمعيات الأهلية تستخدم الأموال في العمل العام بخلاف القطاع الخاص، الذي يعمل لصالح المستثمرين والاستثمار بهدف الربح، بينما تستهدف الحكومة على الجانب الثالث رضا المواطنين، مشيرًا إلى أن العمل التنموي يجب أن يسير وفق أطر علمية يتم الالتزام بها، إذ أصبحت بعض الجامعات حاليًّا تنشئ تخصصات دراسية في مجال العمل التنموي.

وتابع سرحان: إنه من الحتمي أن نعمل في التنمية المستدامة وليس التنمية على العموم، حيث إن تلبية حاجات الحاضر دون تهديد مستقبل الأجيال القادمة في تلبية احتياجاتها ليست رفاهية، لكنها أمانة على كل إنسان بحكم إعمارنا للأرض، مشددًا على أن الفقراء ليسوا كسالى ولا يريدون العمل بل القصور في هذه المسألة يكون من الجمعيات التنموية وليس الفقراء.
التبرعات تزداد في مصر رغم الأزمة الاقتصادية
وأكد سرحان على أن التبرعات تزداد في مصر، وتأتي من خلال طبقة لا تتأثر بالضغوط الاقتصادية، مشيرًا إلى أنه لا يمكن إجبار الناس على المشاركة في العمل التنموي، لافتًا إلى أن القطاع الأهلي في مصر لا يملك الموارد الكافية للقضاء على المشاكل من جذورها.
وشدد سرحان على ضرورة عدم التلاعب بأحلام البسطاء ولا يجب أن نَعِدَهم بآمال وطموحات نحن غير قادرين على تحقيقها.
ببينما قالت الدكتورة هويدا عدلي إن تاريخ الجمعيات في مصر بدأ بالجمعيات الثقافية، مثل: جمعية المعارف 1868، تلاها جمعيات خيرية دينية مثل: الجمعية الخيرية الإسلامية 1878، وجمعية المساعي الخيرية القبطية 1881.
وأوضحت عدلي أن العلاقة بين الدولة والجمعيات الأهلية انتقائية، حيث تفضل الدولة العمل مع بعض الجمعيات دون غيرها، مشيرة إلى أن مساهمة الجمعيات الأهلية في إجمالي الناتج المحلي المصري غير معروف قيمتها بالضبط، خاصة أن هناك بعض الجمعيات الأهلية التي تعمل في مجال المشروعات الصغيرة ومتناهية الصغر ومنح القروض، وغير معلوم مساهمتها.
السياسات المنتجة للفقر لا تزال مستمرة
وأضافت عدلي أنه لا يمكن أن يكون العمل الأهلي بديلًا من دور الدولة في التنمية الشاملة، حيث تمتلك الدولة مؤسسات تمكنها من القيام بدورها في هذا المجال، متسائلة: لماذا تزداد معدلات الفقر في مصر رغم وجود العمل الأهلي؟ مجيبة: إن السبب يرجع إلى أن السياسات المنتجة للفقر لا تزال مستمرة، كما أن معدلات الفقر تزداد رغم عمل الحكومة والمؤسسات الأهلية لمواجهته، لأن الفقر في مصر مشكلة مركبة ليس فقط في مستوى مادي أو نقص مال، لكن الخدمات الأساسية وجودتها وأسعارها من صحة وتعليم تزيد من تعقيد المشكلة.

الشراكة في التخطيط والقرارات المؤثرة
كما اعتبرت عدلي أن الشراكة بين الجمعيات الأهلية والدولة تعني أنه لا بد من الشراكة أيضًا في التخطيط والقرارات المؤثرة في العمل التنموي، فضلًا عن ضرورة التفكير فيما يسمى الاقتصاد التضامني.
وردًّا على أسئلة الجمهور المشارك في اللقاء، قالتعدلي: إنه لا بد من تقييم عمل جهاز المشروعات الصغيرة والمتوسطة ومتناهية الصغر والذي كان يسمى في السابق الصندوق الاجتماعي للتنمية، حيث يحصل على تمويلات ضخمة ومعظم تجاربه فاشلة لافتة إلى أن هناك فجوة بين الجمعيات الأهلية والمواطنين حيث أصبحت العلاقة قائمة فقط على المنفعة وبالتالي لا بد من تنظيم الأمور بناء على أساس مصالح الناس الاقتصادية.

Alternative Policy Solutions, a research project at The American University in Cairo, hosted a public talk on Wednesday, February 7th, 2024, focusing on the evolving role of the civic sector in Egypt&rsquo;s development path. The discussion featured Mr. Mohsen Sarhan, CEO of the Egyptian Food Bank, and Dr. Howaida Adly, Professor of Political Science at the National Center for Social and Criminological Research. The event was moderated by Mr. Amr Abdelrahman, Director of the Civil Liberties Unit at the Egyptian Initiative for Personal Rights, who is also known for his work as a researcher and lecturer in international human rights law.

In his introductory remarks, Abdelrahman stressed the significant impact of Law No. 171 of 2023 on the National Alliance for Civil Development. Supported by President Abdel Fattah El-Sisi, this law marks a major advancement for civil society work in Egypt. Abdelrahman emphasized the crucial role of citizen involvement in planning civil society initiatives.&nbsp;

Charitable and Developmental Work: Two Sides of the Same Coin
In his remarks Sarhan pointed out that, "charitable and developmental work are two sides of the same coin." He further emphasized the distinct roles of the different sectors: civil society organizations allocate funds for public service, in contrast with the private sector's focus on investor profits. Governments, on the other hand, aim at achieving citizen satisfaction. Sarhan underlined that developmental work must be grounded in scientific frameworks and noted that some universities are now establishing academic programs in the field of developmental work.

Sarhan further explained that non-governmental charitable spending amounts to around 20 billion Egyptian pounds. He pointed out that the total budget of the civic sector represents 85% of the Takaful and Karama program's budget, 19% of the subsidy support budget, 40% of the bread subsidy budget, 6% of the Decent Life Initiative budget, or 20% of the Official Development Assistance (ODA) budget.
Sarhan continued, "Focusing our efforts on sustainable development, rather than on development in a general sense, is imperative. Addressing today's needs without compromising the ability of future generations to meet their own is not merely a luxury; it's a critical responsibility for all of us as caretakers of our planet." He further asserted that the challenge with poverty does not lie in the poor being lazy or reluctant to work. The true shortfall is within the developmental organizations themselves, not the impoverished individuals.
Donations Increase in Egypt Despite Economic Crisis
In his remarks, Sarhan emphasized that there has been a notable increase in charitable donations within Egypt, predominantly originating from segments of society that remain unaffected by the prevailing economic pressures. He pointed out that compelling individuals to engage in developmental activities is impractical, further highlighting the insufficiency of resources within Egypt's civic sector to fundamentally address and resolve deep-rooted issues. Sarhan also cautioned against exploiting the hopes of the underprivileged, advocating for setting realistic and achievable goals instead of making unattainable promises.
Dr. Howaida Adly, a professor of political science at the National Center for Social and Criminological Research, provided historical context: "The history of [civic] organizations in Egypt began with cultural ones, such as the Ma'aref Association in 1868, followed by religious charitable organizations like the Islamic Charitable Society in 1878 and the Coptic Charitable Endeavors Association in 1881."
She explained that the state's relationship with the civic sector is selective, preferring to work with certain associations over others. Adly remarked on the ambiguity surrounding the contribution of civic organizations to Egypt's total GDP, especially those involved in small and micro-projects and loans, whose impact remains unclear.
Ongoing Policies Continue to Fuel Poverty in Egypt
Adly stated that civic work cannot substitute the state's role in inclusive development, given the state's institutional capabilities in this area. She raised a critical question: "Why do poverty rates continue to rise in Egypt despite the existence of civil initiatives?" She stated in response, "The root cause is the continuation of poverty-producing policies. Poverty is escalating despite government and civic organization&rsquo;s efforts, as it's a multifaceted issue in Egypt, not just in terms of financial deficiency but also due to challenges in accessing and the quality of vital services like healthcare and education, which add to its complexity."

The political science professor further highlighted that one-third of Egypt's population endures persistent poverty, a condition perpetuated across generations. She advocates for a focus on human capital and emphasizes the importance of implementing policies aimed at the redistribution of wealth and income in society.&nbsp;
Effective Collaboration in Planning and Decision-Making
Adly stressed the importance of a meaningful partnership between the civic sector and the state, involving joint efforts in planning and making impactful decisions in developmental projects. In response to audience questions, Adly stated, "There is an essential need to evaluate the work of the Small and Medium Enterprises (SMEs) Development Agency, formerly known as the Social Fund for Development. Despite significant funding, most of its initiatives have not been successful."&nbsp;
Adly underscored the expanding gap between the civic sector and citizens, noting that their relationship has increasingly shifted towards a transactional nature. She emphasized the necessity of reorienting activities to better align with and serve the economic interests of the populace.
