<p dir="rtl" style="text-align: justify;">نظم مشروع حلول للسياسات البديلة بالجامعة الأمريكية بالقاهرة مساء الاثنين 30 سبتمبر لقاء مفتوحا حول فلسفة التعليم في مصر حيث شارك في اللقاء الدكتور حسام بدراوي، رئيس الجمعية المصرية لنشر الثقافة والمعرفة ورئيس المجلس الاستشاري لمؤسسة "التعليم أولاً"، وهو أيضًا طبيب بارز درس إصلاح التعليم على مستوى الدراسات العليا في جامعة بوسطن، والدكتور كمال مغيث الكاتب والخبير بالمركز القومي للبحوث التربوية ورئيس مجلس أمناء مركز الحق في التعليم، وأدارت اللقاء سهى عبد العاطي نائب مدير مشروع حلول للسياسات البديلة.</p>

<p dir="rtl" style="text-align: justify;">من جانبه قال الدكتور حسام بدراوي، خلال اللقاء إن مصر بلد مليئة بالموارد والإمكانات التي تؤهلها لتكون دولة عظمى، لكننا في مصر تائهين في الاهتمام بالهوامش حيث ننسى حقيقة أن المدرسة والجامعة وسيلة، وأن قضيتنا في مصر ليست في التعليم لكن القضية في الحصول على المعرفة لكن المجتمع لدينا يسعى لتحقيق هدف الحصول على الشهادة الأكاديمية، مضيفًا أننا نحتاج إلى أن نفيق من هذا الفكر.</p>

<p dir="rtl" style="text-align: justify;">وأوضح بدراوي، الذي استعرض خلال اللقاء تاريخ فلسفة التعليم حول العالم لعدة حضارات والتي تتمحور جميعها حول دور المعلم، وهدف العملية التعليمية حيث يعد المعلم هو أساس العملية التعليمية.</p>

<p dir="rtl" style="text-align: justify;">ونوه بدراوي، إلى أن حل أزمة التعليم في مصر تحتاج إلى إرادة سياسية مشيرا إلى أن الحلول موجودة، حيث تم وضع رؤية للتعليم في مصر&nbsp; عام 2015، شارك هو نفسه بها، فضلا عن 70 خبيرًا، حيث استغرق وضع هذه الرؤية نحو عامين، ورغم ذلك لم ينفذ من هذه الرؤية سوى 15%، مشيرا إلى أنه توجد حاليًا أزمة ثقة بين المجتمع والدولة، وبين المجتمع والمدرسين.</p>
<h3 dir="rtl"><strong>المدرسة مكان صناعة الشخصية</strong></h3>
<p dir="rtl" style="text-align: justify;">وأكد بدراوي، على أن المدرسة مكان لصناعة شخصية الطالب، مشيرا إلى أنه ينبغي أن يكون مرتب المعلم هو أعلى مرتب في مصر، منتقدًا قيام بعض المدرسين الذين يعملون سائقي توكتوك بعد انتهاء اليوم الدراسي لأن ذلك يفقدهم المصداقية أمام طلابهم، منوهًا إلى أن ما ينفق على طلابنا في العملية التعليمية يقدر بـ"ملاليم" مشددا على أن مصر بلد غنية ومن ثم يمكن تحقيق النسبة الدستورية المخصصة للتعليم والتي تصل إلى 4% من إجمالي الناتج المحلي.</p>
<p dir="rtl" style="text-align: justify;">وتابع بدراوي: "لا تعليم بدون مشروع وطني بمعنى أن يكون هناك أهداف مجتمعية يتوافق عليها الجميع"</p>
<h3 dir="rtl"><strong>ضرورة صياغة مشروع وطني للتعليم في مصر</strong></h3>
<p dir="rtl" style="text-align: justify;">بينما قال الدكتور كمال مغيث خلال اللقاء إن هناك تدهور في الإنفاق على التعليم حيث وصلت القيمة المخصصة للتعليم بالموازنة عام 2024 &ndash; 2025 لنحو 294,6 مليار جنيه وهو ما يمثل 60% فقط من القيمة التي من المفترض أن تنفق على التعليم في مصر والتي أقرها دستور مصر عام 2014 في مادته الـ 19.</p>

<p dir="rtl" style="text-align: justify;">واستعرض مغيث بعض الإحصائيات عن التعليم في مصر حيث بلغ عدد الطلاب بالتعليم الحكومي 22 مليون و591 ألف و13 طالب، في حين بلغ عدد الطلاب بالتعليم الخاص 3 مليون و66 ألف و935 طالب، وفي التعليم الأزهري بلغ عدد الطلاب 2 مليون و536 ألف، أما التعليم الفني فقد بلغ عدد الطلاب فيه 2 مليون و199 ألف و383 طالب.</p>
<p dir="rtl" style="text-align: justify;">وقال مغيث إن استمرار غياب المشروع الوطني هو سبب تراجع التعليم في عهد الرئيس عبد الفتاح السيسي مطالبًا بضرورة صياغة مشروع وطني للتعليم في مصر مع تعظيم موازنة التعليم وكذلك تعزيز دور الأنشطة بمختلف أنواعها من مسرح وموسيقى وأنشطة أخرى مشيرا إلى أن فلسفة التعليم تقوم على الثقافة والمعرفة والمنهج العلمي والمواطنة.</p>

Joining APS Deputy Director Soha Abdelaty to speak was Dr. Hossam Badrawi&mdash;prominent physician, Boston University alum, Chairman of both EsDuck and the &ldquo;Education First&rdquo; foundation and a learned scholar of educational reform, as well as Dr. Kamal Mougheeth&mdash;writer, National Center for Educational Research expert, and Egyptian Center for Education Right Board of Trustees Chairman.&nbsp;</p>

<p dir="ltr" style="text-align: justify;">During the discussion Dr. Badrawi lamented Egypt&rsquo;s misdirected focus on marginal issues, despite teeming with sufficient resources and potential to develop into an advanced country. We often forget that schools and universities are a means to an end, and that the pressing issue in Egypt is the access to knowledge, Dr. Badrawi remarked. Egyptian society must abandon the pursuit of academic diplomas as the ultimate goal of education, he continued.&nbsp;</p>

<h3 dir="ltr" style="text-align: justify;"><strong>Educators are the pillars of the education system</strong></h3>
<p dir="ltr" style="text-align: justify;">Following an overview of the historical evolution of education philosophies&nbsp; across cultures and time, which have always revolved around the role of educators and their central contributions to the educational process, Dr. Badrawi stressed the importance of reinforcing support for Egyptian teachers. He also pointed to the lack of political will to implement a different vision for the education system, despite existing policy alternatives such as those proposed in the Vision for Education in Egypt. Along with 70 experts, Dr. Badrawi spent two years formulating this vision, finally releasing it in 2015. However, all but 15% of the vision is yet to be implemented. The reluctance to reform the educational system in Egypt has provoked a crisis of confidence between society and state as well as society and teachers.&nbsp;</p>

<h3 dir="ltr" style="text-align: justify;"><strong>Schools lay the building blocks for students&rsquo; character development</strong></h3>
<p dir="ltr" style="text-align: justify;">Schools play an essential role in the personal development of students, therefore as pointed out by Dr. Badrawi teachers should be among the highest-salaried public servants in Egypt. Absent this job security, some teachers are forced to moonlight as rickshaw drivers which undermines their credibility among their students, noted Dr. Badrawi. What the government actually spends on the education system in Egypt can be considered &ldquo;peanuts&rdquo; compared to Egypt&rsquo;s wealth and the constitutionally required budget for education, which amounts to 4% of GDP.</p>
<p dir="ltr" style="text-align: justify;">&nbsp;&ldquo;An effective education system cannot come to be without societal consensus on the country&rsquo;s national project&rdquo; concluded Dr. Badrawi.&nbsp;</p>
<h3 dir="ltr" style="text-align: justify;"><strong>Formulating a national vision for education is essential</strong></h3>
<p dir="ltr" style="text-align: justify;">Dr. Kamal Mougheeth raised the issue of dwindling expenditure on education in Egypt during the discussion. In the 2024/2025 general budget, around EGP294.6 billion was allocated to education, which represents only 60% of the amount required by Article 19 of the Egyptian constitution. In his presentation, Dr. Mougheeth demonstrated statistical data surrounding the education sector in Egypt. The public education sector accommodates 22,591,013 students, while 3,066,935 students are enrolled in private schools. Additionally, 2,536,000 students receive their education in Azhari schools compared to 2,199,383 students in technical schools.&nbsp;</p>

<p dir="ltr" style="text-align: justify;">Dr. Mougheeth attributed the deterioration of Egypt&rsquo;s education system under the leadership of President Abdelfattah El-Sisi to the absence of a national project. Increasing the budget for education, reformulating a national vision, and enhancing the role of cultural activities in Egypt are necessary steps for improving the country&rsquo;s education system, stated Dr. Mougheeth. Finally, he stressed the importance of building Egypt&rsquo;s education system around a philosophy that is strengthened by cultural richness, knowledge-seeking, the scientific method, and civic duty.</p>
