<p dir="rtl" style="text-align: justify;">نظم مشروع حلول للسياسات البديلة بمشاركة برنامج دراسات الشرق الأوسط بالجامعة الأمريكية بالقاهرة في يوم الإثنين ١٤ أكتوبر ٢٠٢٤ ويبينار بعنوان "فلسطين الماضي والحاضر" مع "رشيد خالدي"، مؤرخ فلسطيني أمريكي وأستاذ كرسي إدوارد سعيد للدراسات العربية الحديثة في جامعة كولومبيا ومحرر مشارك في مجلة الدراسات الفلسطينية باستضافة د. رباب المهدي مدير مشروع حلول للسياسات البديلة وأستاذ مشارك بقسم العلوم السياسية بالجامعة الأمريكية بالقاهرة. بعد مرور عام على بداية حرب الإبادة الأخيرة التي شنتها إسرائيل على شعب غزة، دار الحوار في إطار ما جاء في كتاب "حرب المائة عام على فلسطين: قصة الاستعمار الاستيطاني والمقاومة ١٩١٧-٢٠١٧" وهو أحدث منشورات رشيد خالدي. كما ذكر خالدي، هذه الحرب هي حلقة واحدة من سلسلة العنف الإمبريالي على العالم العربي، وعلى فلسطين على وجه الخصوص.</p>
<p dir="rtl" style="text-align: justify;">وأشار رشيد خالدي أن مشروع اغتنام أرض فلسطين وقمع شعبها كان ولا يزال مشروع استعماري تسعى إليه القوى العظمى. وتناقلت أدوات تنفيذه من الأيادي البريطانية إلى المجموعات الصهيونية ومن ثم إلى دولة إسرائيل بعد إقامتها. واجهت فلسطين وغيرها من دول العالم العربي حروبًا فعلية ولكن كما عرض رشيد خالدي، فإن الدعم البريطاني للمشروع الصهيوني المتمثل في "وعد بلفور" هو أيضًا إعلان حرب مشترك على فلسطين. لا طالما أديرت غرف عمليات الحروب الإسرائيلية بالتنسيق والدعم الأمريكي، لذا علينا أن نعرف العدوان الجاري بأنه حرب إسرائيلية-أمريكية على فلسطين.&nbsp;</p>
<p dir="rtl" style="text-align: justify;">وعن مستقبل القضية الفلسطينية، تحدث خالدي عن استحالة إقامة دولة فلسطينية ذات سيادة واستقلال إلى جانب دولة إسرائيل في الوقت الحالي. بالرغم من مشاركته كمستشار في مؤتمر مدريد وعملية حل الدولتين، أضاف رشيد خالدي أن ما عملت عليه إسرائيل في العقود الماضية قد أحال دون تحقيق هذه الرؤية على أرض الواقع. بالإضافة إلى استمرار توسع المستوطنات الإسرائيلية في الضفة الغربية وسرقة البيوت في القدس الشرقية المحتلة، لم يبدِ أي رئيس وزراء إسرائيلي منذ إقامة الدولة استعدادًا لتحقيق حلول واقعية، بل لم يتجاوز أي منهم التفكير في المفاوضات. وأشار رشيد خالدي إلى أن هذا الواقع القائم على الاستعمار الاستيطاني والسياسات الإبادية يولد، حتميًا، مجموعات المقاومة والبيئة الحاضنة لها. هذه هي الحقيقة التي نستقيها من تاريخ الشعوب المستعمرة حول العالم والتي لم تقبل بسيناريو الرضوخ إلى المستعمر في أي سياق.</p>

<p dir="rtl" style="text-align: justify;">خلال الحوار، ناشد رشيد خالدي الدول العربية بمختلف أوضاعها أن تزيد من وتيرة الضغط الحالية على إسرائيل والتحرك من أجل مصالحهم الوطنية. وأضاف خالدي أنه يجب على الدول العربية أن تفرض أثمانًا على الجانب الإسرائيلي والأمريكي، مثل تجميد العلاقات الديبلوماسية أو قطعها كليًا كحد أدنى. كما أشار خالدي إلى الضغط المتزايد على دول العالم من أجل وقف العنف الإسرائيلي والذي جاء نتيجة التغير الملحوظ في الرأي العام العالمي. هذا التغير لا يزال في بدايته في المجتمعات الغربية، لذى علينا التحلي بالصبر والمثابرة حتى يتم تفكيك أثار عقود من سيادة السردية الإسرائيلية على الوعي الغربي.</p>
<p dir="rtl" style="text-align: justify;">وتلقى خالدي الكثير من التساؤلات حول خطر الحرب الإقليمية مع توسع الحرب الإسرائيلية إلى أراضي لبنان وتدخل إيران بشكل مباشر. عنها، أجاب خالدي آسفًا بأنه لا يرى حتى الآن تغير في السياسة الخارجية الأمريكية، ولا يتوقع غير ذلك من الإدارة القادمة سواء بقيادة ترامب أو هاريس. ويتوقع خالدي أن تعنت إسرائيل ودعم أمريكا الدائم لها قد يؤدي إلى استمرار هذه الحرب إلى أجل غير مسمى. وهو ما يملي علينا باختلاف السياقات أن نعمل على إقصاء إسرائيل ووضع حدود لعنفها بكل الوسائل المتاحة لدينا.</p>

<p dir="ltr" style="text-align: justify;">On the 14th of October 2024, Alternative Policy Solutions and the Middle East Studies Program (MESP) hosted Rashid Khalidi&mdash;Palestinian-American historian, co-editor of the Journal of Palestine Studies, and the Edward Said Professor of Modern Arab Studies at Columbia University in a webinar titled &ldquo;Past and Present&rdquo;. Khalidi joined Dr. Rabab El Mahdi&mdash;APS Director and Associate Professor at the AUC Department of Political Science in commemoration of the one year anniversary of the most recent Israeli war on Gaza. Khalidi&rsquo;s newest critically-acclaimed book, &ldquo;The Hundred Years' War on Palestine: A History of Settler-Colonialism and Resistance&rdquo; helped situate the discussion about the ongoing genocide in Gaza in the long history of imperial aggression on the Arab world, and Palestine in particular.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">The plunder and repression of Palestine, has long been a colonial project of the world&rsquo;s so-called Great Powers, executed by the British, Zionist groups and later the Israeli state itself, remarked Khalidi. It is true that Palestine has been subjected to brutal physical wars. However, as Khalidi describes, acts of aggression such as the British support for the Zionist movement through the Balfour Declaration of 1917, should be considered a comparable declaration of war on Palestine. Throughout their history, Israeli war room decisions have been aided and abetted by the political and military establishments in Washington. Therefore, the ongoing genocide in Gaza should be correctly identified as an &ldquo;Israeli-American&rdquo; war, noted Khalidi.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">When asked about the state and future of the Palestinian question, Khalidi cast doubts about the current viability of the two-state solution initiative which he advised on in the late 1990s. In the decades since, Israel has taken every measure to ensure that the creation of a sovereign, independent Palestinian state is de facto impossible. Not only does Israel continue to expand its illegal settlements in the West Bank and steal Palestinian homes in Occupied East Jerusalem, but also no Israeli prime minister has ever expressed more than tepid sentiments to the mere idea of negotiating with Palestinians, added Khalidi. This settler-colonial and genocidal project inevitably breeds resistance as long as it remains the status quo. This is not only true for Palestine. History teaches us that no colonized and oppressed people have accepted the scenario of subjugation offered by the colonizer without putting up a strong fight, recalled Khalidi.&nbsp;</p>

<p dir="ltr" style="text-align: justify;">Khalidi implored Arab states to do more than what they are currently doing in order to exact consequences on the Israeli-American side. Freezing diplomatic relations, or suspending them altogether should be the bare-minimum in the face of the current Israeli threat, commented Khalidi. Pressuring heads of state and representatives around the world to act has been growing as a result of the shift in global public opinion on Israel and its actions. A pro-Palestinian narrative, though gaining ground rapidly, is still pretty nascent in the West. It will take time to undo decades of unwavering support for the Zionist narrative, which should not discourage pro-Palestinian activists and academics in the West, explained Khalidi.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">Now with Israel&rsquo;s expanding aggression into Lebanon and Iran&rsquo;s more direct involvement, the threat of regional war is further inflamed. U.S. policy regarding this war seems to be unchanging, regardless of the upcoming ascension of a Trump or Harris administration in the next election, remarked Khalidi. Israel&rsquo;s unwillingness to back down, even for its own internal interests, with the U.S. backing its project to the hilt will likely prolong this war for the foreseeable future, lamented Khalidi. However, despite the different contexts we all have the responsibility to pressure Israel to stop its aggression and concede.</p>
