نظم مشروع حلول السياسات البديلة جلسة تشاورية في&nbsp; يوم الإثنين الموافق 21 أكتوبر 2024، حول إصلاح التعليم والتدريب الفني والمهني (TVET) في مصر. ضمت الجلسة خبراء في هذا المجال من بينهم ممثلون عن الوكالة الألمانية للتعاون الدولي (GIZ)، والوكالة الأمريكية للتنمية الدولية (USAID)، والغرفة الألمانية العربية للصناعة والتجارة (AHK)، ومن القطاع الخاص - مؤسسة السويدي وأكاديمية السويدي الفنية.

وركزت المناقشة على إصلاح مدارس التعليم الفني الثانوي، وعلى وجه الخصوص، التعلم من المشاريع الجارية وتعزيز قصص النجاح في مشهد التعليم والتدريب الفني والمهني في مصر. فإن غالبية طلاب المرحلة الثانوية في مصر هم طلاب ملتحقين بمدارس فنية. وسعت الحكومة إلى تعزيز هذا المجال من خلال إطلاق استراتيجية التعليم الفني 2.0 في عام 2019. وفي الآونة الأخيرة، أعلنت الحكومة المصرية أيضًا أنها تسعى إلى زيادة عدد المدارس الثانوية الفنية بشكل كبير. وعلى وجه الخصوص، تريد الحكومة تعزيز الشراكات بين القطاعين العام والخاص لتوسيع برامج التعلم القائم على العمل، والتي تستخدم نهجًا مختلطًا في التعليم يمنح الطلاب وقتًا للتدريب على العمل داخل المصانع، والباقي داخل الفصول الدراسية.

وأشار الخبراء الميدانيون من الحضور إلى عدة استنتاجات هامة، ورسموا خارطة التحديات التي يعاني منها القطاع، وتدارسوا فعالية توصيات السياسة المقترحة. سلط أصحاب المصلحة الضوء على التحديات الرئيسية التالية: الافتقار إلى مشاركة كافية وفعالة من قبل أولياء الأمور/الأوصياء في عملية التعليم الفني، وتفكك إطار الحوكمة المنظم للتعليم والتدريب المهني والتقني، وقصور آليات الإشراف على الطلاب داخل أماكن التدريب.

تساهم تلك الرؤى المجمعة في تطوير ورقة سياسات يعدها مشروع حلول للسياسات البديلة تدور حول إصلاح التعليم والتدريب المهني والتقني، مع التركيز بشكل أساسي على التعليم الثانوي الفني.

On the 21st of October 2024, Alternative Policy Solutions (APS) organized a consultation session focused on reforming Technical and Vocational Education and Training (TVET) in Egypt. The session gathered experts in the field including representatives from the German Agency For International Cooperation (GIZ), the United States Agency for International Development (USAID), the German-Arab Chamber of Industry and Commerce (AHK), and from the private sector - El Sewedy Foundation and El Sewedy Technical Academy.&nbsp;

The discussion focused on reforming secondary technical education schools, and in particular, on learning from ongoing projects and enhancing success stories in the Egyptian TVET landscape. The majority of secondary students in Egypt are enrolled in technical schools. The government sought to boost this field through the launch of its Technical Education 2.0 strategy in 2019. More recently, the GoE also announced that it seeks to exponentially expand the number of technical secondary schools. In particular, the government wants to enhance Public Private Partnerships (PPPs) to expand Work Based Learning (WBL) programs, which utilize a blended approach to education giving students training time working inside factories, and the rest within classrooms.&nbsp;

The key field experts who attended the session pointed to several conclusions, mapping the challenges plaguing the sector, and exploring the efficacy of the proposed policy recommendations. Stakeholders highlighted the following main challenges: the lack of adequate and effective parental/guardian involvement in technical education, the fragmented governance and regulatory frameworks of TVET, and the absence of adequate supervisory mechanisms over students working within training premises.

The conclusions and recommendations gathered from the session will contribute to an upcoming policy paper by APS revolving around TVET reform, focusing mainly on technical secondary schooling.
