<p dir="rtl" style="text-align: justify;">وحل الدكتور بول سالم نائب رئيس معهد الشرق الأوسط في واشنطن، ضيفا على اللقاء، الذي أدارته الدكتورة رباب المهدي، أستاذة العلوم السياسية المشاركة في الجامعة الأمريكية بالقاهرة ومديرة مشروع "حلول للسياسات البديلة".</p>
<p dir="rtl" style="text-align: justify;">وناقش اللقاء، نتائج الانتخابات الأمريكية وسياسة الإدارة الجديدة تجاه الصراع العربي الإسرائيلي، وطرح تساؤلات حول دور المؤثرين الإقليميين بما في ذلك دول الخليج، في صياغة هذه السياسة وما إذا كان من الممكن تعديل هذه السياسة في ظل التطورات الأخيرة.</p>

<p dir="rtl" style="text-align: justify;">وخلال حديثه، قال الدكتور بول سالم، أن تصاعد العنف في غزة والتوترات المتزايدة مع إيران دفع الولايات المتحدة إلى إعادة ترتيب أولوياتها، واضعةً الشرق الأوسط على رأس قائمة اهتمامها لافتا إلى أن المصلحة الرئيسية لأمريكا هى الطاقة وعلاقتها بدول الخليج تتمحور حول النفط والغاز بينما تتمثل المصلحة&nbsp;</p>
<p dir="rtl" style="text-align: justify;">الثانية للولايات المتحدة الأمريكية في المصالح الاقتصادية فيما يتعلق بمستوى المشتريات من جانب دول الخليج وهو ما يعني خلق مزيد من الوظائف في أمريكا.</p>
<p dir="rtl" style="text-align: justify;">وأوضح سالم أن الولايات المتحدة الأمريكية تسيطر على مفاتيح التجارة الدولية حاليا خاصة بمنطقة الشرق الأوسط التي تتمتع بحيوية بالغة لافتا إلى أن كلا الحزبين سواء الديمقراطي أو الجمهوري لديهم التزام تجاه أمن إسرائيل لحمايتها مشيرا إلى أن ذلك يرجع إلى قوة اللوبي اليهودي في أمريكا؛ إذ يلعب دورا كبيرا في صياغة وتوجيه السياسة الأمريكية مشددا على أن الالتزام الأمريكي تجاه أمن إسرائيل قديم وعميق منذ الستينيات خاصة الماكينة الإعلامية للوبي اليهودي المؤيد لإسرائيل.</p>
<p dir="rtl" style="text-align: justify;">وأشار سالم، إلى التغيرات التي طرأت مؤخرا على المشهد السياسي في الولايات المتحدة الأمريكية، مؤكدا أن هناك تحولا ملحوظا في مواقف الشباب الأمريكيين، حيث يظهر تعاطفا واضحا متزايدا من الجيل الأمريكي الجديد مع القضية الفلسطينية.</p>

<p dir="rtl" style="text-align: justify;">وتابع سالم، أن الجاليات العربية في الولايات المتحدة أظهرت نفوذها في الانتخابات الأخيرة، وكان للناخب العربي دورا كبيرا في حسم بعض الولايات، منها على سبيل المثال ولاية ميتشجان.</p>
<p dir="rtl" style="text-align: justify;">وواصل سالم بأن فوز ترامب يعد مؤشرا على توجه النظام العالمي، الذي بات يعتمد على أقطاب كل منها تعنيه مصلحته الخاصة.</p>
<p dir="rtl" style="text-align: justify;">وشدد على ضرورة عدم اتكال قيادات الدول العربية على الأطراف الخارجية لحل مشكلات المنطقة، فقد يكون للقوى العالمية كأمريكا والصين دور في الحل؛ لكن التحرك والجهد الداخلي للدول العربية يبقى له الدور والأهمية الأكبر.</p>

<h3 dir="rtl" style="text-align: justify;"><strong>السياسات العالمية تجاه الشرق الأوسط</strong></h3>
<p dir="rtl" style="text-align: justify;">وأوضح رؤيته حول السياسات العالمية تجاه منطقة الشرق الأوسط، مشيرا إلى أن الصين تسلك نهجا مختلفا في تعاملها مع المنطقة؛ فسياسة الصين في الشرق الأوسط لا تتعارض بشكل مباشر مع سياسة الولايات المتحدة، حيث تدرك بكين صعوبة تواجدها العسكري أو الاستراتيجي في المنطقة، وتسعى بشكل أساسي لتعزيز مصالحها الاقتصادية في الشرق الأوسط.</p>
<h3 dir="rtl" style="text-align: justify;"><strong>&nbsp;ترامب علاقته ليست الأفضل مع نتنياهو</strong></h3>
<p dir="rtl" style="text-align: justify;">وفي سياق الحديث عن الشرق الأوسط ومستقبله، لفت سالم إلى أن ترامب علاقته ليست الأفضل مع نتنياهو، وقد يسعى لعقد صفقة مع إيران، تماشيا مع شعاره المستمر بأنه رجل الصفقات منوها بأن ترامب لديه نزعة إنعزالية تركز على الداخل الأمريكي فضلا عن أنه شخصية قاسية في ذات الوقت.</p>
<p dir="rtl" style="text-align: justify;">وتطرق سالم إلى تأثير اللوبي الإسرائيلي في السياسة الأمريكية، مشددا على أن قوته لا تكمن فقط في عدد الناخبين بل في التمويل الكبير الذي يحظى به، والذي يقدر بمليارات الدولارات؛ مما يجعله قادرا على التأثير في نتائج الانتخابات والسياسات الحكومية.</p>
<h3 dir="rtl" style="text-align: justify;"><strong>احتمالات التوصل إلى تهدئة باتت ممكنة</strong></h3>
<p dir="rtl" style="text-align: justify;">وتحدث سالم، عن وجود جهود عربية مكثفة قد تقود إلى وقف إطلاق النار قريبا في غزة، وأن احتمالات التوصل إلى تهدئة باتت ممكنة، مع احتمالية دخول قوات عسكرية متعددة الجنسيات إلى المنطقة.</p>
<p dir="rtl" style="text-align: justify;">وأكد نائب رئيس معهد الشرق الأوسط في واشنطن، أن الموقف المصري من القضية الفلسطينية صلب وواضح وقوي وصامد بوجه مخطط تهجير الفلسطينين؛ لكنه أبدى تخوفه من تزايد الضغوط على مصر.</p>
<p dir="rtl" style="text-align: justify;">وأوضح سالم أن إسرائيل تنتظر من أمريكا دعمها في ضم أراضي جديدة من المستوطنات بالضفة الغربية إذ يعد ترامب داعم لليمين الإسرائيلي واحتلال إسرائيل لغزة.</p>
<h3 dir="rtl" style="text-align: justify;"><strong>طموح ترامب لعقد اتفاقية بين السعودية وإسرائيل</strong></h3>
<p dir="rtl" style="text-align: justify;">ونوه سالم بأن الرئيس الأمريكي دونالد ترامب لديه طموح بعقد اتفاقية بين السعودية وإسرائيل خاصة مع اهتمامه بدول الخليج كما أن الموقف الأمريكي منفتح كذلك لعقد اتفاقية مع إيران.</p>
<p dir="rtl" style="text-align: justify;">وحول الدور التركي في المنطقة أكد سالم على أن تركيا تتطلع للعب دور أكبر بعد تراجع الدور الإيراني في المنطقة خاصة تراجع دوره في سوريا والعراق.</p>

<p dir="rtl" style="text-align: justify;">كما نوه سالم إلى القضاء على قيادات حزب الله في لبنان بعد التخلص من القيادة التقليدية الممثلة في حسن نصر الله مشيرا إلى أن حزب الله ربما يستطيع بناء قيادات جديدة للحزب خلال الأربعة سنوات المقبلة على الأرجح لافتا إلى أن الوضع في لبنان مأساوي خاصة في الجنوب والبقاع الشمالي وذلك مع نزوح نحو أكثر من مليون و200 ألف شخص في لبنان متوقعا اتفاق الأحزاب في لبنان على انتخاب رئيس جمهورية بعد فراغ المنصب منذ نحو عامين.</p>
<p dir="rtl" style="text-align: justify;">ويرى سالم أنه كلما كانت المنطقة العربية مشرذمة ومنقسمة كلما استفادت من ذلك أمريكا وهكذا الصين.</p>
<p dir="rtl" style="text-align: justify;">واستبعد سالم أن تلعب الولايات المتحدة الأمريكية دورا في ملف مياه النيل خاصة قضية سد النهضة كما لا يوجد اهتمام منها بالكارثة السودانية الحاصلة حاليا مشددا على أن ترامب أصبح أكثر فهما للسياسة والشؤون الدولية من السابق وهو يميني مؤيد لإسرائيل ومناوئ لإيران.&nbsp;</p>

Salem joined APS in conversation with Dr. Rabab El Mahdi, APS Director and Associate Professor at the AUC Department of Political Science surrounding the impact of the 2024 U.S. election results on the region.</p>

<p dir="ltr" style="text-align: justify;">On the heels of a Donald Trump victory, Salem discussed the new administration&rsquo;s policy toward the Arab-Israeli conflict and how it would interact with regional players such as GCC countries in light of the recent escalations. The U.S. has been pushed to reconsider its order of priorities due to the intensification of violence and increasingly strained tensions with Iran. Its relationship with GCC countries hinges on the oil and gas trade which is responsible for many jobs in the U.S. economy, Salem remarked.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">The U.S. controls the keys to international trade, especially in the Middle East. The U.S. also enjoys great vitality, with Israel&rsquo;s security on the agenda of both Democratic and Republican parties. This, Salem argued, is due to the strength of the Israeli lobby in the U.S which plays a major role in formulating and redirecting American policy. This has deep rooted connotations with the American commitment to Israel's security dating back to the sixties, where U.S. media remains steadfast in its bias towards the Israeli narrative. Moreover, Salem pointed to recent notable changes in the U.S. political scene with American youth exhibiting a clear and increasing sympathy for the Palestinian cause.&nbsp;&nbsp;&nbsp;</p>

<h3 dir="ltr" style="text-align: justify;"><strong>Arab voters play a major role</strong></h3>
<p dir="ltr" style="text-align: justify;">Arab communities in the U.S. appeared to demonstrate their influence in the recent elections, with the Arab voter playing a significant role in deciding outcomes of some states, like that of Michigan, commented Salem.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">Trump&rsquo;s victory appears to be indicative of the broader direction of the global system to a multipolar one with diverging interests. Salem stressed the need for Arab self-fulfillment, withholding the need to rely on external parties for solutions to the region&rsquo;s problems. While world powers like the U.S or China may have roles to play in formulating the solution, this should not overshadow and undermine the internal efforts and movements of Arab countries.&nbsp;</p>

<h3 dir="ltr" style="text-align: justify;"><strong>Global policies toward the Middle East</strong></h3>
<p dir="ltr" style="text-align: justify;">China&rsquo;s policies towards the Middle East region do not directly contradict U.S. policies, allowing China to approach the region differently. Beijing is aware that building a strong military and strategic presence in the Middle East is a tall order, therefore it relies heavily on promoting its economic interests instead, argued Salem.&nbsp;</p>
<h3 dir="ltr" style="text-align: justify;"><strong>Stormy relations between Trump and Netenyahu</strong></h3>
<p dir="ltr" style="text-align: justify;">Salem also pointed to the tenuous relationship between the Trump Whitehouse and Netenyahu, on the account of the former&rsquo;s isolationist bent, which might encourage a U.S. deal with Iran.</p>
<p dir="ltr" style="text-align: justify;">He also noted that the Israeli lobby&rsquo;s influence on U.S. elections is not fuelled by the sheer number of affiliated voters, but through its massive bankrolling efforts, noted Salem.&nbsp;</p>
<h3 dir="ltr" style="text-align: justify;"><strong>Possible ceasefire in the chamber</strong></h3>
<p dir="ltr" style="text-align: justify;">There are ongoing Arab efforts towards negotiating a successful ceasefire deal in Gaza soon, with a possibility of deploying a cohort of multinational troops to the strip. The Egyptian state&rsquo;s position towards the Palestinian conflict is firmly opposed to the displacement of Palestinians. However, Salem noted that he fears that Egypt might waver under extreme external pressure.</p>
<p dir="ltr" style="text-align: justify;">The Vice President of the Middle East Institute in Washington emphasized that Egypt&rsquo;s position on the Palestinian issue is solid, clear, strong, and steadfast in the face of plans to displace Palestinians. However, he expressed concern about the increasing pressures facing Egypt. He explained that Israel expects the U.S. to support its annexation of new lands from settlements in the West Bank, given that Trump is a supporter of the Israeli right-wing and Israel&rsquo;s occupation of Gaza.</p>
<h3 dir="ltr" style="text-align: justify;"><strong>Trump&rsquo;s ambitions of facilitating an agreement between Saudi Arabia and Israel</strong></h3>
<p dir="ltr" style="text-align: justify;">Furthermore, Salem noted that the U.S. President Donald Trump has an ambition to conclude an agreement between Saudi Arabia and Israel, especially given his interest in the Gulf states. Additionally, the U.S. position remains open to a potential agreement with Iran. Regarding Turkey&rsquo;s role in the region, Salem highlighted that Turkey seeks to increase its influence following the decline of Iran&rsquo;s presence, particularly in Syria and Iraq.&nbsp;</p>

<p dir="ltr" style="text-align: justify;">Salem also pointed out the elimination of Hezbollah&rsquo;s leadership in Lebanon, especially after the removal of traditional figures like Hassan Nasrallah. He indicated that Hezbollah could potentially build new leaders for the party in the next four years. Salem described the situation in Lebanon as tragic, particularly in the southern regions and northern Bekaa, where more than 1.2 million people have fled their homes. He expects the various political parties in Lebanon to reach an agreement and elect a president, as the position has remained vacant for nearly two years.</p>
<p dir="ltr" style="text-align: justify;">Salem argued that the greater the fragmentation and division in the Arab region, the more China and the U.S. will benefit. He also dismissed the possibility of the United States playing a role in the Nile waters dispute, especially the Renaissance Dam issue. He noted that there is also a lack of concern from the U.S. regarding the current crisis in Sudan, emphasizing that Trump has become more knowledgeable about politics and international affairs than before and is right-wing, pro-Israeli and anti-Iranian.&nbsp;</p>
