بدأت الجلسة بالتركيز على التنمية الحضرية الشاملة، حيث شدد الحضور على ضرورة أن تتكامل التنمية الحضرية&nbsp; مع الأهداف الوطنية وخطط المناطق والمحافظات. ناقش الخبراء دور الوحدات والمجالس المحلية المعنية بالتنمية، مشيرين إلى أن النظام الحالي يفتقر إلى آليات واضحة للمشاركة الفعالة. وقد أكد النقاش على أهمية النظر في المدن القائمة وليس فقط في المشاريع الحضرية الجديدة.
كما أثار الخبراء القلق بشأن لوائح استخدام الأراضي، التي تظل قضية مستمرة. وأكدوا على ضرورة اتباع نهج مرن وشامل في التخطيط لاستخدام الأراضي، يتكيف مع الأنشطة الاقتصادية والاجتماعية المتنوعة.

ركز الموضوع الثاني الرئيسي في الجلسة على إتاحة الإسكان، وهي قضية حاسمة في ضوء التحضر السريع في مصر. تناولت الجلسة استمرار أسعار الإسكان في الارتفاع بشكل يفوق نمو دخل غالبية المصريين. وأشار الحضور إلى أن ارتفاع تكاليف الإسكان والأراضي، خصوصًا في المدن الجديدة، جعل من الصعب على الأسر منخفضة ومتوسطة الدخل تحمل تكاليف المنازل.&nbsp;
وكان من النقاط الهامة التي أشار إليها العديد من الخبراء أن الإسكان في مصر أصبح يُنظر إليه بشكل متزايد كاستثمار ومخزن للقيمة بدلاً من كونه مأوى فقط. يسهم هذا التحول في التصور في الممارسات الاستثمارية المضاربة التي شوهت سوق الإسكان. وشدد الخبراء على ضرورة وجود نهج شامل في سياسة الإسكان يركز على الوظيفة الأساسية للإسكان، وهي توفير مأوى آمن ومتاح للجميع.

On Wednesday, January 22nd, Alternative Policy Solutions (APS) held a consultation session titled &ldquo;Toward Sustainable Urban Planning and Affordable Housing in Egypt.&rdquo; The session aimed to guide the development of two critical policy papers for APS, one focusing on urban planning and the other on housing affordability in Egypt.&nbsp;

The session brought together a diverse group of experts from various government and international organizations, including representatives from UN-Habitat, the Social Housing and Mortgage Finance Fund (SHMFF), the World Bank, Cairo University, and the General Authority for Physical Planning. These experts discussed pressing issues related to urban development, the challenges facing Egypt&rsquo;s housing market, and potential solutions for fostering sustainable growth and affordability in urban spaces.

The session began with a focus on holistic urban development, where attendees emphasized the need for urban planning that integrates national goals with regional and local plans. The experts discussed the role of local development actors, pointing out that the current system lacks clear mechanisms for effective participation. The discussion underscored the importance of considering not only new urban developments but also existing cities.&nbsp;
The attendees also raised concerns about land-use regulations, which continue to be a persistent issue. They emphasized the need for a more flexible, comprehensive approach to land-use planning that accommodates various socioeconomic activities.&nbsp;

The second major topic of discussion centered on housing affordability, with a focus on the evolution of Egypt&rsquo;s social housing policies. The session highlighted that housing prices continue to outpace the income growth of most Egyptians. The attendees noted that the rising cost of housing and land, especially in new cities, is making it increasingly difficult for low- and middle-income families to afford homes.&nbsp;
An important point made by several experts was that housing in Egypt is increasingly seen as an investment and store of value rather than simply shelter. This shift in perception contributes to speculative investment practices, which have distorted the housing market. The attendees stressed the need for a more holistic approach to housing policy&mdash;one that focuses on the basic function of housing, namely, providing affordable, secure shelter for all.
