نظّم مشروع حلول للسياسات البديلة بالجامعة الأمريكية بالقاهرة ندوة بعنوان "أرقام الفقر الجديدة في مصر؛ لماذا تزداد أعداد الفقراء؟ وما العمل؟" يوم الأربعاء 16 أكتوبر 2019، بالمبنى الرئيسي للجامعة الأمريكية بالتحرير، تحدثت فيها د. هبة الليثي، أستاذة الإحصاء بجامعة القاهرة ومستشار الجهاز المركزي للتعبئة العامة والإحصاء، ود. عالية المهدي، أستاذة الاقتصاد والعميدة السابقة لكلية الاقتصاد والعلوم السياسية بجامعة القاهرة. وأدارت النقاش سلمى حسين، الصحفية الاقتصادية والباحثة في مجال السياسات العامة.&nbsp;

افتتحت الندوة د. رباب المهدي، مديرة المشروع، بالتنويه إلى تزامن الندوة مع اليوم العالمي لمكافحة الفقر، في 17 أكتوبر، كما تتزامن مع حصول ثلاثة خبراء على جائزة نوبل للاقتصاد لأبحاثهم المتعلقة بوسائل الحد من الفقر. وقالت المهدي إن مشروع حلول للسياسات البديلة خصص شهر أكتوبر للحديث عن الفقر وتقديم تحليلات لأسبابه ومقترحات لمعالجته.&nbsp;
في كلمتها عرضت د. الليثي نتائج بحث الدخل والإنفاق والاستهلاك لعام 2017/2018 الذي أشرفت على تنفيذه في الجهاز المركزي للتعبئة العامة والإحصاء. ويقيس البحث، الذي يتم إجراؤه كل عامين، مستوى معيشة السكان ويحلل أنماط الدخل والإنفاق.&nbsp;&nbsp;
&nbsp;وقالت د. الليثي إن الشرائح الأكثر فقرًا شهدت تدهورًا أكثر حدة في مستويات الإنفاق عن الشرائح الأعلى، وإن معدلات الفقر زادت بنسب أكبر في المحافظات الحضرية (القاهرة والإسكندرية وبورسعيد والسويس) عن المناطق الريفية. ويفيد المسح، بأن ثُلث سكان القاهرة هم من الفقراء.
وكذلك أشارت د. الليثي إلى أن "55% من العاملين بأجر، من الفقراء وغير الفقراء، ليس لديهم عقود عمل، وبالتالي ليس لديهم تأمين اجتماعي أو تأمين صحي. أما نسبة المستفيدين من التأمينات الاجتماعية فهم حوالي 21.3% من السكان، لكن 13% فقط من الفقراء يتمتعون بالتأمينات الاجتماعية." بينما تتلقى&nbsp; 75% من الأسر التي ترأسها إناث معاشات تأمينية، "وهي معاشات ثابتة القيمة، لا تواكب ارتفاع الأسعار وبالتالي تعاني تلك الأسر من تدهور في مستوى المعيشة"، بحسب د. الليثي.&nbsp;

من جانبها أجرت د. عالية المهدي مقارنة في الإنفاق على بندي الغذاء والسكن بين الأسر الـ10% الأكثر فقرًا على مستوى مصر، و الـ10% الأعلى دخلًا، لتجد أن إنفاق المجموعة الأولى يقدّر بـ71% من الدخل، بينما لا يمثل هذان البندان أكثر من 46% من إنفاق الشرائح الأكثر غنى. وأشارت إلى أن أسعار الغذاء شهدت بين عامي 2010 و 2018 زيادة تقدّر بـ360%.
وأضافت د. المهدي أن "متوسط دخل الأسرة المصرية قُدِّر في عام 2015 بـ44 ألف جنيه ووصل إلى 59 ألف جنيه عام 2017؛ إلا أن الرقم الأخير مقوّم بأسعار عام 2015 يجعل دخل الأسرة 36 ألف جنيه"، وأضافت "فإذًا مستوى دخل الأسرة انخفض انخفاض كبير."
ولفتت د. المهدي إلى أن أعداد المشتغلين، بحسب بيانات الجهاز المركزي للتعبئة العامة والإحصاء، توقفت من 2015 إلى 2018 عند 26 مليون فرد، ومع هذا تفيد البيانات الرسمية بانخفاض معدلات البطالة.&nbsp;&nbsp;
وأكدت كل من د. الليثي ود. المهدي على أن ارتفاع معدل النمو هو عامل مهم ولكنه غير كافي لمواجهة الفقر، في حال انعدام المساواة في توزيع عوائد الدخل.
وتضمنت الندوة تقديم مقترحات لمواجهة ارتفاع معدلات الفقر في مصر. حيث أوصت د. المهدي بأهمية إعادة النظر في القطاعات المُهملة، وتشجيع المستثمرين والمنتجين على التوجه لقطاعات الزراعة والصناعة والتعليم، "فهي القطاعات الأهم لتقدم أي دولة". كما أكدت أهمية تطوير منظومة المواصلات وشبكات الطرق، لما يسببه انعدامها من زيادة التسرب من التعليم ومعدلات البطالة بسبب صعوبة التنقل والوصول لأماكن بعيدة من أجل العمل أو التعليم. وأضافت "وبعد ذلك تأتي السياسات الاجتماعية الحمائية، لأنها ليست كافية، والأهم رفع قدرات وإمكانيات الناس، وإتاحة التعليم والرعاية الصحية لهم، ما سيجعلهم أكثر قدرة على العمل."&nbsp;
بينما أكدت د. الليثي أهمية "الحفاظ على الأصول المادية والبشرية للفقراء، وعدم تخفيض الإنفاق العام بدعوى نقص الموارد لأن تخفيض الإنفاق العام يعني أن رأس المال البشري للفقراء سوف ينهار"، ودعت إلى وضع سياسات اقتصادية تأخذ في الاعتبار "حق الأجيال القادمة في الموارد."&nbsp;

Alternative Policy Solutions (APS) hosted a panel on October 16, 2019, entitled &ldquo;Explaining Egypt&rsquo;s New Poverty figures: Why Poverty Keeps Increasing and What to do about it'. Held at the AUC Tahrir Campus, the panel featured Heba el-Leithy, professor of statistics at Cairo University and senior adviser to the Central Authority for Public Mobilization and Statistics (CAPMAS); and Alia el-Mahdi, professor of economics and former dean of Cairo University&rsquo;s Faculty of Economics and Political Science. The discussion was moderated by business&nbsp; journalist and public policy researcher Salma Hussein.&nbsp;

In her opening remarks, APS directos Prof. Rabab el-Mahdi noted that the panel coincides with the United Nations&rsquo; International Day for the Eradication of Poverty (October 17th), and with the Nobel Prize in Economics recently awarded to research on understanding and tackling poverty. El-Mahdi said APS launched a campaign on poverty throughout the month of October with online and offline activities aimed at analyzing causes and drivers of poverty in Egypt and propose solutions.&nbsp;&nbsp;&nbsp;&nbsp;
El-Leithy kicked off the panel by reviewing the outcomes of the Households&rsquo; Income, Expenditure and Consumption Survey (HIECS 2017/2018), which she supervised within CAPMAS. The survey examines people&rsquo;s standard of living and their patterns of income and expenditure.&nbsp;
She noted that the survey showed the poorest segment of Egyptians have seen the sharpest plunge in expenditure levels and that poverty has increased more in urban governorates (Greater Cairo, Alexandria, Suez and Port Said) than rural ones. The survey also revealed that one third of the Egyptian population now live in poverty.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
El-Leithy also said that &ldquo;55% of paid labor, either poor or non-poor, work without contracts, and hence are deprived of all kinds of social and health insurance. She added that only 21.3% of the population receive social insurance benefits, and only 13% of the poor have access to them.
Meanwhile, 75% of female-led households receive social solidarity pensions, &ldquo;which are fixed figures and do not take in consideration the price increases,&rdquo; according to el-Leithy. &ldquo;Those families end up suffering from deteriorating living standards.&rdquo;&nbsp;&nbsp;&nbsp;

Prof. el-Mahdi then attempted to further analyse the findings of the CAPMAS survey. She started by comparing the expenditure of the poorest 10% of Egyptians to that of the richest 10% on both food and housing. The former currently spend 71% of its income on these two items, while the latter spend no more than 46%.

According to el-Mahdi, the average income of Egyptian families in 2015 stood at 44,000 EGP. In 2017 it was estimated at 59,000 EGP. However, calculated against the prices of 2015, the income has in reality fallen to 36,000 EGP. &ldquo;This shows family incomes have seen a steep descent in the last three years,&rdquo; she said.&nbsp;
El-Mahdi&nbsp; wondered why CAPMAS data indicates a freeze in the number of workers at 26 million since 2015, and yet official numbers claim that unemployment has decreased during the same period.&nbsp;&nbsp;&nbsp;
Both el-Leithy and el-Mahdi agreed that while the increase in growth rates is an important factor, it remains insufficient to eradicate poverty should there be inequality in growth benefits distribution.&nbsp;&nbsp;&nbsp;
The speakers concluded by offering some policy recommendations for tackling Egypt&rsquo;s rising poverty. El-Mahdi suggested reconsidering the sectors that are neglected in Egyptian economy and encouraging investors to spend on agricultural, industrial and educational activities. &ldquo;Those are the most vital sectors for the development of any country,&rdquo; she said. She reiterated the importance of a developed transportation system and roads&rsquo; network, for the lack of both contributes to school drop-outs and unemployment due to the difficulties of movement to and from faraway places for work or education.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
&ldquo;Social security policies must only come after those public investments in social sectors, because they are not enough. What is important is to enhance people&rsquo;s capabilities. Having access to education and healthcare is what will make them more productive,&rdquo; she added.&nbsp;
El-Leithy highlighted the importance of &ldquo;protecting the poor&rsquo;s human and material assets. Public spending should not be cut in the name of lack of resources because public spending cuts mean further reduction of the poor&rsquo;s human capital.&rdquo; She called for economic policies that take into consideration &ldquo;the future generations&rsquo; right to resources.&rdquo;&nbsp;&nbsp;
