في ثاني فعالياتنا أونلاين، عقد مشروع حلول للسياسات البديلة لقاء بعنوان "السياسة والاقتصاد ما بعد الوباء"، لايف على فيسبوك، تحدثت فيه د. رباب المهدي، رئيس قسم العلوم السياسية في الجامعة الأمريكية بالقاهرة ومدير "حلول للسياسات البديلة"، ود. سامر عطا الله، الأستاذ المشارك في قسم الاقتصاد في الجامعة الأمريكية بالقاهرة ورئيس وحدة الأبحاث في المشروع.
انعقد اللقاء مساء الثلاثاء 21 أبريل 2020 على صفحة المشروع على فيسبوك.
ناقش اللقاء التغيرات الاقتصادية والسياسية في مصر والعالم تحت تأثير أزمة انتشار فيروس كورونا (كوفيد-19)، التي تضعنا أمام لحظة غير مسبوقة في حياتنا كأفراد ومجتمعات، ولا يُتوقع أن تمر دون أثر.

في كلمتها، لفتت د. المهدي إلى أنه في ظل انتشار فيروس كورونا، ظهرت سياسات اليمين الشعبوي في الكثير من الدول، مثل المملكة المتحدة والبرازيل والمجر، التي يتم الحكم فيها الآن بقرارات جمهورية دون الرجوع للسلطة التشريعية، والولايات المتحدة التي تتجه نحو وقف تام لاستقبال المهاجرين، بدعوى الأزمة الاقتصادية والضغط على النظام الصحي.
وأشارت كذلك إلى "الهجمة على الصحافة وحرية تداول المعلومات في عدد من البلدان، بزعم أنها تثير البلبلة، مثل قوانين الرقابة التي تم إقرارها في تايلاند والمجر، وإجراءات التعقب التي تتبعها الشركات العالمية مثل جوجل و آبل"، ما يضع قيودًا على حرية التعبير وحرية الحركة وينتهك مبادئ الحكم الجيد، ومنها الشفافية وحرية تداول المعلومات ورقابة السلطة التشريعية على السلطة التنفيذية، بحسب المهدي.&nbsp;
وأكدت المهدي على أهمية الالتزام بمبادئ الديمقراطية في مواجهة انتشار وباء كوفيد 19، التي تتطلب التزام مجتمعي بإجراءات مثل التباعد الاجتماعي وحظر التجول، "ما يتطلب شعور المواطنين بأنهم مشاركين في اتخاذ القرار وأن هناك شفافية في تداول المعلومات"، مشددةً على أن ذلك لا ينفي الحاجة لاتخاذ الحكومات قرارات صارمة وفورية "ولكن يمكن أن تكون تلك القرارات لمدد محددة وأن يتم تفعيل الجهات الرقابية."
وأوضحت أن بعض الدول قدمت نماذج في إمكانية الالتزام بالديمقراطية والنجاح في مواجهة الوباء معًا، ومنها ألمانيا وكوريا الجنوبية.
ورأى د. سامر عطا الله أن أحد أسباب تفاقم الأزمة الاقتصادية العالمية في ظل انتشار وباء كوفيد 19 هو أن الاقتصاد العالمي لا يعتبر الفرد واحتياجاته الأساسية هدف النشاط الاقتصادي، لافتًا إلى أن مصر تعاني من أزمة خاصة لأن جزء كبير من القوة العاملة يعمل في القطاع غير الرسمي، الذي لا يضمن أي نوع من أنواع الحماية في حال توقف النشاط الاقتصادي.&nbsp;

وقال عطا الله إن الأزمة الحالية أثبتت أن "قوة أي اقتصاد لا تُقدر بما ينتجه من سلع أو خدمات للسوق العالمي، ولكنها تتوقف على قوة أضعف فرد فيه، لأن غياب الخدمات المقدمة للفئات المهمشة تؤثر سلبًا على المجتمع كله"، وأشار إلى أن النشاط الاقتصادي في مصر لا يستهدف الحاجات الأساسية للفرد، مثل التعليم والصحة، بل تتوجه الاستثمارات لمشروعات أقل حيوية، كالإنشاءات والتسليح.
ورأى عطا الله أن الظرف الحالي فرصة مناسبة لإعادة النظر في السياسات الاقتصادية في مصر لتتحول لخدمة أغلبية المواطنين، "مثلما حدث عالميًا بعد الكساد الكبير في الثلاثينيات، حيث توسعت الكثير من الدول في برامج الحماية والمساعدة الاجتماعية بأنواعها للفئات الأكثر هشاشة."
واتفق عطا الله والمهدي على أهمية تبني سياسة "الدخل الأساسي المعمم"، وهو تحويل مالي من الحكومة لجميع المواطنين، يكفي لتغطية احتياجاتهم الأساسية، وعلى أهمية وجود برنامج تأمين صحي شامل، يغطي جميع الخدمات الصحية لكافة المواطنين بلا استثناء.&nbsp;

On the 21st of April, Alternative Policy Solutions held its second online talk titled "The Political and Economic Landscape in a Post- Covid-19 World", featured Dr. Rabab El-Mahdi, APS Director and Chair of the Political Science Department at the American University in Cairo and dr. Samer Atallah, our head of the research unit and Associate Professor of Economics at the American University in Cairo.
They discussed possible impacts of the novel coronavirus on our lives as individuals, societies, and nation-states and how it might change the economy and politics both on the national and global levels.
According to dr. El-Mahdi, coinciding with the pandemic, right-wing populist policies have also rose to the surface in many countries such as the United Kingdom, Thailand, Hungary, which recently passed a law that allows the president to rule by decree and the USA, where the administration is talking about a complete migration ban.&nbsp;
<img src="http://api.aps-t.aucegypt.edu/uploads/tinymce/1596703432imageCapture 2.jpg" alt="">She reiterated the importance of adhering to democratic practices in the fight against Covid-19 and mentioned that some countries, such as Germany and South Korea, gave examples of successfully battling the pandemic while maintaining democracy.&nbsp;
Dr. Atallah said that the coronavirus pandemic showed that an economy&rsquo;s strength is not measured by the commodities or services it produces, rather by the strength of the weakest individuals, as depriving the marginalized from their basic needs negatively impacts the entire society.&rdquo;
Atallah believed that the time is opportune for Egypt to revise its economic policies and gear it towards serving the majority of the people, &ldquo;as happened after the great depression in the 1930s, when many countries introduced more expansive social assistance and protection schemes.&rdquo;
One of the policies he recommended was the Universal Basic Income (UBI); a social protection system of cash transfers from the government to all citizens, without exceptions, enough to cover their basic needs such as food and housing.
