<p dir="rtl" style="text-align: justify;">نظم مشروع حلول للسياسات البديلة التابع للجامعة الأمريكية بالقاهرة جلسة نقاشية بعنوان "الإصلاح الضربيبي بين النمو والعدالة" الثلاثاء، 30 يناير، بمناسبة إصدار أول ورقتين للسياسات في المشروع عن الإصلاح الضريبي في مصر. واستضافت الجلسة السيد عبد الفتاح الجبالي، الخبير الإقتصادي ورئيس مجلس إدارة جريدة الوطن، والدكتور مصطفى عبد القادر، مستشار الضرائب الدولية بلجنة الأمم المتحدة الاقتصادية والاجتماعية لغرب آسيا (ESCWA) ورئيس مصلحة الضرائب الأسبق، وأدار الجلسة الدكتور سامر عطالله أستاذ الإقتصاد بالجامعة الأمريكية بالقاهرة واستشاري مشروع حلول لسياسات البديلة.</p>
<p dir="rtl" style="text-align: justify;">دار النقاش حول فرص استخدام النظام الضريبي كأداة لتحقيق النمو ووسيلة لتخفيف آثار الأزمة الاقتصادية الحالية، واستعراض التحديات التي تواجهها الدولة من أجل الوصول إلى نظام ضريبي أكثر كفاءة. وفي هذا السياق، ناقش المتحدثون عدالة النظام الضريبي القائم، وضرورة النظر للسياسة الضريبية بشكل شامل يضع النظام الضريبي في إطار السياسة المالية للدولة وأهداف وتوجهات التنمية الاقتصادية.</p>
<p dir="rtl" style="text-align: justify;">وصرح الجبالي أن: "السياسة الضريبية الكفؤ هي التي توفر الإيرادات التي تمكن الدولة من تحقيق أهدافها التنموية، وفي نفس الوقت تحقق العدالة الضريبية سواء عن طريق توسيع قاعدة الضريبة أو تحسين الإدارة الضريبية." وأضاف الجبالي: "عند الحديث عن الإصلاح الضريبي فإن المشكلة الأكبر تتمثل في أن سعر الضريبية سواء تم رفعه أو خفضه فإنه في النهاية يطبق على الشريحة الملتزمة بالفعل في دفع الضرائب وهي شريحة ضيقة من المجتمع، ولذلك عند وضع السياسات يجب التركيز على السبل المثلى التي تشجع غير الملتزمين والذين يمثلون الشريحة الأكبر لضمهم إلى القاعدة الضريبية وبالتالي توسيعها."</p>

<p dir="rtl" style="text-align: justify;">وامتد النقاش ليشمل موضوعات مهمة مثل مكافحة التهرب الضريبي، وإصلاح الإدارة الضريبية، وتقييم أثر الضرائب غير المباشرة مثل الضريبة على القيمة المضافة على عدالة النظام الضريبي ككل. وفي هذا السياق، صرح د. مصطفى عبد القادر: "أن في حالة الاعتماد بصفة عامة على الضريبة غير المباشرة، وبصفة خاصة على ضريبة القيمة المضافة في تمويل الموازنة العامة، فإن نجاحها مرتبط دائمًا بمتوسط دخول المجتمع، وبالتالي فهي قد تعد سياسة واقعية في المجتمعات ذات متوسط الدخول العالية." وأضاف د. عبد القادر: "أكبر خطأ ترتكبه هو فرض ضريبة غير مباشرة في وقت تضخم." منوهًا عن أهمية الربط بين ضريبة الدخل والضريبة على القيمة المضافة بما يحقق الالتزام الضريبي.</p>

<p dir="rtl" style="text-align: justify;">واختتم الحديث بمناقشة بعض من التحديات التي تواجه صناع القرار وموظفي الدولة المتخصصين في موضوع الضرائب، وتحدث د. عبد القادر عن خبرته التي استمرت لـ40 عام في مصلحة الضرائب، كما دعا للاستثمار في إصلاح الإدارة الضريبية التي تعمل كـ"جندي بلا سلاح" بحسب تعبيره لحاجتها للتدريب والتمكين وغيرها من الإجراءات. كما استدعى الجبالي خبرته كجزء من دوائر صنع القرار المالي حيث عمل كمستشار سابق بوزارة المالية وقيادي برلماني، وشدد على ضرورة تفهم الوضع المالي "المعقد" لمصر والذي يضغط بشدة على صناع القرار المصريين في ظل تصاعد خطر عجز الموازنة وازدياد عبء الديون. ودعا المتحدثان للتفكير المجتمعي في قضايا الضرائب وغيرها من القضايا عن طريق مشروعات ومراكز بحثية مثل مشروع حلول للسياسات البديلة.</p>
<p dir="rtl" style="text-align: justify;">ونظم مشروع حلول للسياسات البديلة الجلسة النقاشية باعتبارها الأولى في سلسلة من الفعاليات التي تبحث كيفية تحقيق التوازن بين النمو والعدالة في مختلف المجالات في إطار رؤية المشروع التشاركية. وتزامنت الجلسة النقاشية مع إصدار أول ورقتين للسياسات للمشروع. تحت عنوان "ضرائب البورصة: كفاءة وعدالة"، ركزت الورقة الأولى على مقترح لضرائب البورصة لتشجيع الاستثمارات طويلة المدى في مقابل المضاربات السريعة لرفع الحصيلة الكلية للإيرادات الضريبية. واقترحت الورقة الثانية، بعنوان "نحو ضريبة على الثروة في مصر" عدة إجراءت لاستحداث وتفعيل أنواع مختلفة من الضرائب بهدف زيادة الحصيلة، وتوجيه الاستثمارات نحو الإنتاج بالإضافة لرفع مستوى العدالة الضريبية بنقل العبء الأكبر للضريبة على الفئات الأكثر تحملاً له.</p>
<p dir="rtl" style="text-align: justify;">جدير بالذكر أن مشروع حلول لساياسات البديلة هو مشروع بحثي تابع للجامعة الأمريكية معني بتقديم مقترحات سياسات عامة تتعامل مع التحديات التي تواجه الدولة المصرية في عدة مجالات منها التنمية الاقتصادية وإدارة الموارد الطبيعية والإصلاح المؤسسي من منظور يوازن بين متطلبات النمو من جهة، وبين مبادئ التنمية العادلة من جهة أخرى.</p>

<p style="text-align: justify;">Alternative Policy Solutions organized a discussion under the title of "Tax Reform between Growth and Equitability" on Tuesday, January 30, in light the launch of the project's first two policy papers on of tax reform in Egypt.</p>
<p style="text-align: justify;">The event hosted Mr. Abdel Fattah el-Gebali, the economic expert and the Head of El Watan Newspaper's Board of Directors, and Dr. Mostafa Abdel Kader, the consultant of international taxation at ESCWA and the former Director of the Egyptian Tax Authority. The session was moderated by Dr. Samer Atallah, Economics Professor at the American University in Cairo and an Advisor to Alternative Policy Solutions.&nbsp;&nbsp;</p>
<p style="text-align: justify;">"An efficient tax policy provides the revenues that enable the government to achieve its developmental goals, while also achieving tax justice whether by expanding the tax base or by reforming the tax administration," said Mr. Gebali, "The problem with tax reform is that, whether you raise or cut the tax price, the tax is still collected from the group that is already committed to paying taxes which is a very small group. Therefore, when formulating policies, there should be focus on the best ways to encourage those who are not committed and to include them in an expanding tax base as this group represent the majority of the society."</p>
<p style="text-align: justify;">The discussion addressed taxes as a tool to achieve growth and to alleviate the burden of the ongoing economic crisis. The subjects covered also extended to include the challenges faced by the government in its attempt to reach a more efficient tax system. In this context, the speakers discussed the equitability of the existing tax system and stressed the necessity of reconsidering the Egyptian tax policy in a comprehensive way that places the tax system within the framework of the state's fiscal policy and the priorities of economic development.</p>

<p style="text-align: justify;">The discussion extended to include important themes including fighting tax evasion, reforming of tax administration, as well as the impact of indirect taxes, like the added value tax, on the justice of the tax system.&nbsp;Dr. Abdel Kader emphasized the importance of connecting income tax to added value tax in a way that encourages tax payers' commitment.</p>
<p style="text-align: justify;">"The success of systems that rely on added value tax in financing the state budget is dependent on average incomes in the country. Therefore, such systems are more successful in higher-than-average income countries," said Dr. Abdel Kader, "The most considerable mistake to make in this regard is to enforce an indirect tax in times of inflation."&nbsp;</p>

<p><span style="font-size: 12pt;">T</span>he discussion concluded with an overview of the challenges facing decision makers and officials when it comes in taxation. Dr. Abdel Kader referenced his 40-year experience in the Egyptian Tax Authority to call for investing in reforming the Tax Authority which works as a "soldier without a weapon" because of its need for training and empowerment. Mr. el-Gebali also invoked his experience as part of the decision-making circles when he used to serve as an advisor to the Minister of Finance and a leading Parliamentarian. In this context, he stressed the necessity of understanding the "complex" fiscal condition of Egypt in light of the increasing threat of budget deficit and the accumulating burden of debt interests. The speakers called for a process of societal engagement with tax problems and other pressing matters including through research projects and centers like Alternative Policy Solutions.&nbsp;</p>
<p>The discussion session comes as the first in a series of similar events designed to investigate ways of achieving balance between growth and justice in different fields within the project's participatory approach. The event also marked the launch of Solutions' first two policy papers that outline a proposed tax system with the goal of increasing revenue, improving tax justice and boosting the efficiency of the tax system in directing investments towards the productive real economy.&nbsp;</p>
