في ٥ يوليو، ٢٠٢٢، قام مشروع حلول السياسة البديلة (APS) باستضافة اجتماع بعنوان "الطريق إلى شرم الشيخ: اجتماع للمجتمع المدني حول مؤتمر المناخ COP27"، والذي عُقد بالتعاون مع مؤسسة فريدريش إيبرت - مصر في الجامعة الأمريكية بالقاهرة، حرم التحرير. هدف الاجتماع، الذي جاء قبل مؤتمر الأمم المتحدة المعني بتغير المناخ (COP27) إلى تنظيم حوار عن تحديات وفرص تغير المناخ لمصر والجنوب العالمي.
رحب الاجتماع بمجموعة متنوعة من ممثلي المجتمع المدني من جميع أنحاء مصر والمنطقة، المعنيين بمجموعة واسعة من القضايا المتعلقة بتغير المناخ. وشهد الاجتماع أيضًا حضور عدد من كبار ممثلي الحكومة المصرية، بمن فيهم الدكتور محمود محيي الدين، رائد المناخ للرئاسة المصرية لمؤتمر أطراف اتفاقية الأمم المتحدة للتغير المناخي والمدير التنفيذي لصندوق النقد الدولي، والسفير محمد نصر مدير إدارة البيئة والتنمية المستدامة بوزارة الخارجية المصرية. بالإضافة إلى السيدة بوغولو كينويندو، المستشارة الخاصة بفريق أبطال العمل المناخي في أفريقيا؛ السفير الألماني بالقاهرة فرانك هارتمان، والدكتورة لما الحتو، خبيرة المناخ والبيئة، والسيد آرني ليتز، العضو السابق في برلمان الاتحاد الأوروبي (SPD) والمبادر الرئيسي للبرلمان الأوروبي حول دبلوماسية المناخ. تم إلقاء كلمة ترحيب من قبل المضيفين، المدير التنفيذي لمشروع حلول وأستاذة العلوم السياسية بالجامعة الأمريكية بالقاهرة، الدكتورة رباب المهدي، وريتشارد بروبست، الممثل المقيم لمؤسسة فريدريش إيبرت في القاهرة.

أدى الاجتماع إلى نقاش شيّق بين العديد من أصحاب المصلحة حول قدرة مصر على الاستعداد لتحديات تغير المناخ في عدد من المجالات، بما في ذلك: تمويل المناخ والشفافية والاستثمار العادل؛ الأمن الغذائي والزراعة والتغذية؛ الأمن المائي وندرة المياه والمناطق الساحلية؛ النقل الأخضر والعادل؛ التخطيط الحضري والاستدامة وإدارة النفايات؛ الانتقال العادل للطاقة؛ التنوع البيولوجي والنهج القائم على النظام الإيكولوجي؛ والمساواة بين الجنسين. أكد كل من ممثلو الحكومة والمجتمع المدني على أهمية اتباع نهج شامل وتشاركي للتعامل مع تغير المناخ، فضلاً عن الحاجة الملحة المتزايدة لأن يتخطى المجتمع الدولي مرحلة التعهدات ويتجه نحو التنفيذ في مؤتمر المناخ المقبل.

On July 5, 2022, Alternative Policy Solutions (APS) hosted The Road to Sharm El Sheikh, a civil society meeting held in collaboration with Friedrich-Ebert-Stiftung (FES) Egypt at the Tahrir Campus of The American University in Cairo. Taking place ahead of the highly anticipated United Nations Climate Change Conference (COP27), the meeting aimed to start a conversation about climate change challenges and opportunities for Egypt and the Global South.
The meeting welcomed a diverse group of civil society representatives from across Egypt and the region, concerned with a wide array of issues relating to climate change. The meeting also saw the attendance of a number of high-level government representatives, including Dr. Mahmoud Mohieldin, UN Climate Change High-Level Champion for Egypt and executive director of the International Monetary Fund; Ambassador Mohamed Nasr, Director of the Environment and Sustainable Development Department at the Egyptian Ministry of Foreign Affairs; in addition to Ms. Bogolo Kenewendo, UN Climate Champions&rsquo; Special Adviser, Africa Director; German Ambassador to Cairo Frank Hartmann; Dr. Lama El Hatow, Climate and Environmental Expert, and Mr. Arne Lietz, Former Member of EU Parliament (SPD) and Initiator of the Report of the European Parliament on Climate Diplomacy.&nbsp;
Welcoming remarks were given by co-hosts APS Executive Director and Associate Professor of Political Science at AUC, Dr. Rabab El-Mahdi, and Richard Probst, Resident Representative at FES. Dr. El Mahdi thanked Ambassador Nasr for taking time out of his busy schedule preparing for the COP27 conference and FES for cooperating with APS to host this event. She then handed the floor to Probst who explained FES&rsquo; connection to the Social Democratic Party in Germany and their goals in addressing the intersection of social and climate questions.

Former member of the EU Parliament Arne Lietze then took the stand and affirmed Probst&rsquo;s remarks regarding the importance of including civil society, government, and private sector actors.
he common theme amongst speakers was the importance of interaction between government, civil society, and other stakeholders within and beyond the conference in November. Ambassador Mohamed Nasr, Director of the Environment and Sustainable Development Department at the Egyptian Ministry of Foreign Affairs, also emphasized this and the necessity of this conference to transition from commitments and pledges to concrete action and specific deliverables. He cited the Intergovernmental Panel on Climate Change (IPCC) reports that show the urgent need to speed and upscale efforts for mitigation ambition. In addition to this, he suggested that the role of Egypt as host of COP provides a unique opportunity to emphasize African priorities. One of these priorities includes appropriate financing of developing countries that aligns with their needs and circumstances while maintaining their contributions to the global effort.&nbsp;
Nasr further emphasized the goal to include all stakeholders from youth and women to parliamentarians and farmers who can bring in energy and real-world perspectives to the deliberations. The Presidency&rsquo;s Action Agenda will be hosting several thematic days throughout COP in order to hear views of civil society actors. In another attempt to improve the quality and scale of the COP Presidency&rsquo;s outreach, UN Climate Change High-Level Champion for Egypt and executive director of the IMF, Mahmoud Mohieldin has been working to link the formal and informal tracks under the Marrakech Partnership and its Action Agenda.&nbsp;
