استضاف مشروع &laquo;حلول للسياسات البديلة&raquo; في الجامعة الأمريكية بالقاهرة الاقتصادي البرازيلي البارز د. ألفريدو سعد فيلهو، أستاذ الاقتصاد السياسي والتنمية الدولية في جامعة كينجز لندن والمسؤول الكبير عن الشؤون الاقتصادية في مؤتمر الأمم المتحدة للتجارة والتنمية، لاستعراض مسار التنمية منذ السبعينات، ومحاولة رسم البدائل المتاحة، وذلك مساء الأربعاء الماضي، ١٥ فبراير
وبدأ فيلهو حديثه بالتركيز على آثار التزام عشرات الدول حول العالم بالأجندة النيوليبرالية، من خلال برامج صندوق النقد الدولي وأموَلة الاقتصاد، مشيرًا إلى أنه من ثمانينات القرن الماضي تم الاتفاق على أكثر من 200 برنامج &laquo;لإصلاح الاقتصاد&raquo; حول العالم، لكن هذه البرامج لم تحدث فارقًا، وإنما استحضرت المزيد من الأزمات، مستطردًا: &laquo;لأول مرة منذ عقود لم يعد من الممكن أن تقول لنفسك: أعمل من أجل أبنائي، إذ أن الغالب أن الأجيال القادمة ستعاني أكثر من أثر تلك الأزمات
وأوضح: لم تحقق سياسات صندوق النقد الدولي الازدهار على الإطلاق، ولم يسبق لها أن حققت تقدم في تفسير أسباب الأزمات وفي تنفيذ استراتيجيات التنمية. ما يحدث لا يلبي طموحات أغلبية السكان، وبشكل تراكمي تبدأ الانظمة في فقدان شرعيتها، قد لا تلاحظ ذلك لسنوات لكن تأتي اللحظة التي يتوجب عليك القول فيها إن: هذا لا يعمل، وفي النهاية سنرى أن هذا النهج (نهج صندوق النقد الدولي) لا يعمل
واستطرد فيلهو في الحديث عن آثار اتباع الأجندة الليبرالية، قائلًا: النظام الليبرالي لا يقدم أية نتائج لحل الأزمات الاقتصادية، بل أنه قوض النظام الصناعي وركز الصناعة في مناطق محددة في شرق آسيا، كما قوض الوظائف وخصوصًا في القطاع العام وازدادت الفجوات في الدخول ومستويات اللامساواة، وفي النهاية يؤثر سلبًا على استقرار النظم السياسية نتيجة ارتفاع أصوات القادة والزعماء على حساب أصوات أغلبية السكان. وذكّر فيليو بانتخاب الرئيس الأمريكي السابق دونالد ترامب، حين وعد الناس في حملته الانتخابية بأنه يترشح من أجلهم، صوت له الناخبون وذهبوا، وصل ترامب لرأس الإدارة الأمريكية ولم يتحيز إلا لمصالح الأغنياء مكتفيًا بنشر النزاعات حول العالم، وبالتالي المزيد من الأزمات، والمزيد من السلطوية وعدم الاستقرار السياسي
وانتقل فيلهو بعد ذلك للحديث عن التغيرات المناخية، والتي اعتبرها نتيجة لسياسات الليبرالية، قائلًا إن لا وقت أمام العالم لمواجهة التغير المناخي، السير على النهج الحالي سيرفع درجة حرارة سطح الأرض ولن تنخفض انبعاثات غازات الاحتباس الحراري. وأضاف: وإذا تابعتم النقاشات السياسية الدائرة منذ العام 1992، سنجد أن النظام الاقتصادي والسياسي الحالي لا يريد معالجة هذه المشكلة الملحة. ليس لديهم مصلحة، ولا تصميم، ولا سلطة، ولا دوافع للتعامل مع الأمر
وبسؤال فيلهو عن ظهور حراكات اجتماعية عديدة خلال السنوات الماضية رفعت شعارات تتعلق بحقوق الإنسان والحفاظ على البيئة لكنها عجزت عن تطوير خطاب مكافح لأموَلة الاقتصاد، قال فيلهو، هذا صحيح مع بعض الاستثناءات مثل تلك الخاصة بأقصى اليسار، يمكن التفكير في تجربة بيرني ساندرز في الولايات المتحدة، وحركة &laquo;حياة السود مهمة&raquo; وهي أهم حركة اجتماعية للاندماج في الولايات المتحدة في النصف قرن الماضي على الأقل، وكذا تجربة حزب العمال في البرازيل، القاسم المشترك بين هذه الحركات أنها مُنيت بالهزيمة الشاملة على المدى القصير فيما يتعلق بالأهداف التي حددوها لأنفسهم. لكن هذه الحركات قدمت انجازات كذلك كأنها أظهرت أن هناك طلبًا كبيرًا على السياسة البديلة، وأظهرت أن الحكومات يمكن أن تحدث فارقًا، وكذلك الحياة السياسية والمساهمة في السياسة، مع الوضع في الاعتبار أن تأمل هذه التجارب والفوارق التي تصنعها قد يسهم في خروج حراكات اجتماعية جديدة تنتهج طرق مختلفة
وبسؤاله عن الإمكانيات المتاحة لدى الدول النامية للخروج عن سياسات صندوق النقد، قال فيليو إن تلك الامكانيات بعد اندلاع الأزمات تتراجع بشدة ويصبح الخروج عن سياسات الصندوق صعبًا ومكلفًا،. في النهاية الدول النامية لا تُصدِر عملة عالمية، بعكس الولايات المتحدة أو الاتحاد الأوروبي أو اليابان، تلك الدول الكبيرة لديها قدر أكبر من المرونة فيما يتعلق بالسياسة المالية، ولديها مساحة أكبر للاستهلاك من الإنتاج، لكن بلدان نامية مثل البرازيل أو دول منطقة الشرق الأوسط، فتضيق الفرص لديهم بشدة، إذ تعاني هذه البلدان من العجز الدائم وتضطر إلى بيع الأصول والبحث عن الاستثمار والنقد الأجنبي، وهذه أمور معرضة للتقلب بشدة. بمجرد أن تحدث الأزمة وتفقد النقد الأجنبي، تصبح الخيارات محدودة جدًا والخروج من الأجندة المتبعة صعب للغاية
بالاضافة إلى ذلك، رأى فيليو في المشاركة السياسية ومساهمة أغلبية السكان في صنع السياسات، ومحاولات التجريب لسياسات مغايرة لسلسلة السياسات التي تفرضها المؤسسات المالية الدولية والنظام الاقتصادي الدولي، غير الالتزام بسياسات صارمة ومختلفة مرتبطة بمواجهة آثار التغير المناخي، جميع تلك الأمور قد تشكل فرصة جيدة للخروج من الأزمات الاقتصادية دون الغرق في المزيد منها
ويعد فيليو أحد أبرز الاقتصاديين في البرازيل، وقدم دراسات هامة عن موضوعات التطور السياسي والتنمية الاقتصادية في أمريكا اللاتينية، السياسات الصناعية، السياسات الاقتصادية البديلة، نظرية العمل للقيمة وتطبيقاتها، وذلك على مدار رحلته العملية في جامعات ومعاهد بحثية في البرازيل وبلجيكا وكندا وألمانيا وبريطانيا من بين بلدان أخرى. وله عدد واسع من الكتب والدراسات المنشورة بالإنجليزية، من بينها &laquo;النمو والتغيير في الرأسمالية النيوليبرالية&raquo;، &laquo;السياسات التقدمية للتنمية الاقتصادية&raquo;، &laquo;القيمة والأزمة: عن العمل والمال والرأسمالية المعاصرة&raquo; و&laquo;البرازيل: الليبرالية الجديدة مقابل الديمقراطية&raquo;

&ldquo;Alternative Policy Solutions&rdquo; hosted the renowned Brazilian economist, Dr. Alfredo Saad Filho, on Wednesday the 15 th of February. Dr. Filho is a professor of political economy and international development at King&rsquo;s College, London. The public talk focused on highlighting the international development trajectories since the 1970s, and showcasing alternative, more sustainable development pathways.
Dr. Filho began the discussion by focusing on the impact of the adherence of developed nations to the neoliberal economic system. He pointed out that there have been 200 economic reformprograms since the 1980s, none of which have yielded positive results, only more crises. He noted: &ldquo;For the first time in decades, we have around the world a generation of young people that will do economically worse than what their parents did. It is no longer possible to say: I work and accept a hard life for the prosperity of my children. It is highly likely that upcoming generations will suffer more than we did from these reform programs&rdquo;.
Dr. Filho stated that the IMF&rsquo;s programs and policies did not achieve economic prosperity. They were neither able to provide an explanation to the causes of economic crises, nor succeed in implementing &ldquo;reform&rdquo;. He continued to state that these reform programs do not meet the aspirations of the majority of locals - in developing nations - and would gradually lead to the de-legitimization of political authorities.
Dr. Filho continued his talk stating that the global neoliberal economic system does not present any real solutions for alleviating economic crises, nevertheless, it has limited the global industrial capabilities, and geographically concentrated them in eastern Asia. He also discussed how the neoliberal system has a negative impact on the creation of decent jobs in the private and the public sectors alike, asserting that this system created major income disparities and socioeconomic inequalities. Dr. Filho, reminded the audience of the election of former US President Donald Trump, discussing how Trump promised his supporters that he would run for president to address their needs. Yet, upon becoming president, he became only focused on the interests of the wealthy and powerful, and in order to sustain his political legitimacy, Trump resorted to invoking conflict and controversy across the globe.
Dr. Filho then discussed climate change, in which he asserted that it is a direct result of global neoliberal policies. Dr. Filho asserted that climate change cannot be addressed in concurrence with the continuation of neoliberal policies. He stated: &ldquo;The political debates that have taken place since 1992, have shown that the current economic and political system is not equipped to address this complex problem. They have no interest, no approach, no power, and no incentive to deal with climate change&rdquo;.
Upon discussing the options available for developing countries other than the IMF&rsquo;s reform programs, Dr. Filho said that once an economic crisis materializes, it is exceptionally difficult to avoid the IMF. He asserted that as long as the developing countries do not issue a global currency, like the US, the EU, or Japan, it remains difficult. He said that developed countries have more flexibility in formulating fiscal policies, and have more room to consume more than they produce. On the other hand, developing countries such as Brazil or some Middle Eastern countries suffer from long-term current account deficits, and are forced to liquidate assets and seek foreign investment; putting them in an extremely vulnerable position. Once the economic crisis hits and foreign reserves are depleted, the options become limited.
The renowned economist firmly believes that political participation, inclusion in policy design and implementation, and experimenting with various sets of policies other than those imposed by the international financial institutions - unless they are climate related - will help developing countries come out of their economic crises with lower costs. Dr. Filho, the speaker, is considered as one of the most prominent economists in Brazil, having published and co-edited important studies on the issues of political and economic development in Latin America, industrial policies, alternative economic policies, and the labor theory of value and its applications. He has also worked in universities and research centers in Brazil, Belgium, Canada, Germany and Britain, among others. He is also the author of numerous books and studies including &ldquo;Growth and Change in Neoliberal Capitalism&rdquo;, &ldquo;Progressive Policies for Economic Development&rdquo;, &ldquo;Value and Crisis: Essays on Labour, Money and Contemporary Capitalism,&rdquo; and &ldquo;Brazil: Neoliberalism vs. Democracy&rdquo;
