الملخص التنفيذي بدأ الاهتمام بتحسين الرفاه البشري مع الحفاظ على الحدود البيئية يتخذ زَخَمًا كبيرًا على الصعيد العالمي. فعلى مدار عشرات السنوات ركزت بلدان العالم قاطبةً في دفع عجلة التنمية المستدامة ورفاه الأفراد، إلا أن هذا جاء على حساب رأس المال الطبيعي المحيط؛ الأمرُ الذي أفضى إلى أضرار بيئية جسيمة. والآن، وبداعي السعي وراء تحقيق أهداف التنمية المستدامة للأمم المتحدة، انتقل التركيز إلى الموازنة بين التنمية الاقتصادية وانبعاثات الكربون ومتطلبات الرفاه البشرية بُغْيَةَ تحقيقِ الاستدامة الشاملة. ومع ذلك، فلا يزال قياس الاستدامة أمرًا تشوبه كثيرٌ من الصعوبات. وقد طرح الباحثون أخيرًا مؤشِّر كثافة الكربون للرفاهة البشرية (CIWB)، وهو مؤشر يقيس نسبة انبعاثات ثاني أكسيد الكربون مِن صنع البشر إلى قياسٍ موضوعيٍّ للرفاه البشري، كوسيلةٍ مُحتملة لقياس الاستدامة. ويقيس هذا المؤشِّر التنمية المستدامة بناءً على أداء البيئة فيما يتعلق بالرفاه البشري. لطالما كانت ثنائيةُ البيئة-التنمية موضوعَ كثيرٍ من النقاشات الشائكة، ومع هذا فقد انصبَّ التركيز الأساسي للعمل البحثي على العلاقة بين النتاج المحلي الإجمالي وانبعاثات ثاني أكسيد الكربون، دون اهتمامٍ كافٍ ببنية النتاج المحلي الإجمالي.
تقع منطقة الشرق الأوسط وشمال إفريقيا تحت وطأة ضغطٍ كبيرٍ لتحقيق أهداف التنمية المستدامة، وبخاصة فيما يتعلق بالتوفيق بين متطلبات التنمية فيها وبين الرفاه البشري والبيئي. فبلدان منطقة الشرق الأوسط وشمال إفريقيا عُرضةٌ إلى حدٍّ كبيرٍ لتغير المناخ بتبِعاته واسعةِ النطاق التي تتجاوز مجرَّدَ زعزعةِ الاقتصاد، إذ تصل إلى الانقسامات الاجتماعية والاقتصادية التي من شأنها أن تُفْضِيَ إلى تآكل النسيج المجتمعي وتقويضِ الثقة بالكيانات الحكومية. علاوة على ذلك، تتسم البِنَى الإنتاجيةُ في هذه المنطقة بكثافة العمالة واعتمادها الكبير على الطاقة وإنتاجها الهائل للملوثات، الأمرُ الذي يؤدي بدوره إلى تفاقُم الآثار البيئية الكبيرة بالفعل. ولهذا فمن شأن المراجعة المتعمقة للتفاعلات بين عناصر الرفاه والتكامل البيئي والبنية الإنتاجية أن يقدِّمَ إلينا رؤًى وأفكارًا حول الموقف الإقليمي عامةً فيما يتعلق بالتنمية المستدامة.&nbsp;
تجدر الإشارة هنا إلى أن ورقة السياسات التي بين أيدينا تسعى إلى النظر في مسار الاستدامة في منطقة الشرق الأوسط وشمال إفريقيا عبر استكشاف التفاعُل بين التنمية الاقتصادية وتطور البنية الإنتاجية والاستدامة البيئية والرفاه. ويشير البحثُ التجريبيُّ المستنِدُ إلى البيانات المجمعة من 14 بلدًا من بلدان منطقة الشرق الأوسط وشمال إفريقيا في الفترة ما بين 1998 و2019 إلى وجود ارتباطٍ عكسيٍّ بين مؤشِّر التعقيد الاقتصادي (ECI) -كوسيلةٍ لقياس تطور البنية الإنتاجية- ومؤشر كثافة الكربون للرفاه البشري -كوسيلةٍ لقياس الاستدامة- الأمر الذي يشير إلى أن ارتفاع مستويات التعقيد يمكنه المسارعةُ في تقدم بلدان منطقة الشرق الأوسط وشمال إفريقيا نحو التنمية المستدامة. يُمكننا أيضًا ملاحظة وجود ارتباطٍ عكسيٍّ بين الانفتاح التِّجاري والتمدد العمراني وكثافة السكان ومؤشر كثافة الكربون للرفاه البشري. على الناحية الأخرى، تشير الإحصاءات إلى وجود علاقة طردية بين استهلاك الطاقة والمكون الصناعي من النتاج المحلي الإجمالي وبين مؤشر كثافة الكربون للرفاه البشري، الأمر الذي يشير إلى الضرر البيئي الذي يسببه الاعتماد على المصادر غيرِ المتجددة، علاوة على هشاشة التقنيات الصناعية وقِدَمِها، ما يؤكد على الحاجة إلى إحداث تحوُّلٍ هيكلي. وبناءً على النتائج التي توصلت إليها هذه الورقةُ، فإن هناك عددًا من التوصيات الفعالة والمتماسكة، منها: &nbsp;
1- تحسين درجة تعقيد الاقتصاد وتطوُّره عن طريق إسراعِ تحوُّلِهِ الهيكلي من اقتصاد معتمِد على الطاقة إلى اقتصاد مدفوع بالتكنولوجيا. 2- المشاركة في إستراتيجيات مبتكرة لتخفيف الآثار السلبية، مثل: تقنيةِ احتجاز ِالكربون وتخزينِهِ. 3- توطين العمل المناخي من خلال مراجعة المساهمات المحددة وطنيًّا وتطويرها، وطرح سبُل تمويل عادلة وفعالة ومناسبة للسلطات المحلية، ودعم دور الأطراف غير الحكومية وشبه الوطنية الفعالة. 4- دعم كفاءة استهلاك الطاقة والاستثمارات الخضراء من خلال تقديم قروض ومنح خضراء إلى مشروعات ومبادرات كفاءة استهلاك الطاقة.

 Executive Summary Improving human well-being while preserving ecological boundaries has emerged as a critical global concern. Countries worldwide have focused for decades on boosting economic development and individuals&rsquo; well-being at the expense of surrounding natural capital, which has resulted in severe environmental damage. Now, due to the pursuit of the United Nations&rsquo; Sustainable Development Goals (SDGs), emphasis has shifted to balancing economic development, carbon emissions, and the requirements of human well-being to achieve overall sustainability. Nevertheless, quantifying sustainability remains challenging. Recently, researchers have proposed the Carbon Intensity of Human Well-being (CIWB) index - the ratio of anthropogenic CO2 emissions to an objective measure of human well-being- as a potentially beneficial measuring sustainability. The index gauges sustainable development based on the performance of the environment in relation to human well-being. The environment-development nexus has long been a subject of thorny debate. Nonetheless, research has primarily focused on the relationship between Gross Domestic Product (GDP) and CO2 emissions, without enough emphasis placed on the structure of GDP. The Middle East and North Africa (MENA) region is under immense pressure to meet the SDGs, specifically to align its development requirements with human and environmental well-being. MENA countries are extremely susceptible to climate change, which has far-reaching consequences that will transcend economic disruption, as socioeconomic divisions fray the very fabric of society while subverting confidence in government entities. Furthermore, the region&rsquo;s productive structures are labor-intensive, highly energy-dependent and pollutant-producing which exacerbates - already significant - ecological pressures. Thus, an in-depth examination of the dynamics between well-being, ecological integration, and production structure can provide insight and perspective on the overall regional situation as regards sustainable development. This paper seeks to consider the trajectory of sustainability in the MENA region through exploring the interplay between economic development, sophistication of production structure, environmental sustainability, and well-being. An empirical investigation based on panel data on 14 MENA countries from 1998- 2019 indicates a negative correlation between the Economic Complexity Index (ECI), as a proxy of production structure sophistication, and CIWB, as a measure of sustainability, which indicates that high levels of complexity can help accelerate the MENA region&rsquo;s progress toward sustainable development. A negative correlation between trade openness, urbanization, population density and CIWB can also be seen. Energy use and industrial share, on the other hand, are both reported to hold a positive relation with CIWB, reflecting the environmental harm induced by reliance on non-renewable sources, as well as the fragile and obsolete industrial techniques which underscore the need for structural transformation. Robust and cohesive recommendations are provided based on the paper&rsquo;s results, including: 1. Improving the complexity and sophistication of the economy by accelerating its structural transformation from energy-based to technology-driven. 2. Engaging in innovative mitigation strategies, such as Carbon Capture and Storage (CCS). 3. Localizing climate action through revising the Nationally Determined Contributions (NDCs) and developing &laquo;local determined contributions&raquo;; providing equitable, effective and appropriate finance for local authorities; and supporting the role of non-state and subnational actors. 4. Supporting energy efficiency and green investments through providing green loans and grants to energy efficiency projects and initiatives.

The Just Transition Green Bridge is a newborn project, funded by the European Commission, that aims to strengthen civil society organisations towards just environmental transition. The project links a diverse pool of stakeholders in the MENA to be able to meaningfully participate in public policies and to influence policy dialogues in and about the region. 
The Just Transition Green Bridge is being implemented by the Arab Reform Initiative in partnership with Alternative Policy Solutions (APS) at the American University in Cairo, and The Moroccan Institute for Policy Analysis (MIPA). The coalition will address challenges in environmental policy faced by CSOs and by the population at large and specifically communities that are already feeling the impact of climate change and environmental degradation.

Executive Summary
This policy paper explores alternative sustainability pathways towards climate adaptation in preparation for &lsquo;climate-water&rsquo; risks and their potential socio-economic and environmental impacts in Egypt. It takes as a starting point the existing policy framework, then discusses the importance of inclusive, green adaptation pathways to complement technical and infrastructural interventions in water-related sectors. The proposed adaptation pathways advocate for targeted and context-specific interventions taking into consideration that &lsquo;climate-water&rsquo; risks (i) transcend multiple geographic scales from the transboundary to the local, (ii) extend across various sectors and institutions, (iii) are geographically context-specific. They therefore need polycentric, multi-stakeholder pathways. The policy paper recognizes that agriculture is the largest consumer of water and explores adaptation pathways in relation to Integrated Water Resources Management (IWRM) and the &lsquo;Climate-Water-Agriculture&rsquo; Nexus. It highlights the importance of complementing existing grey infrastructure with green infrastructure and Nature-based Solutions. It considers the potential of climate finance to support adaptation projects. The policy recommendations proposed are: (i) promote Nature-based Solutions to complement existing infrastructure, (ii) support inclusive smart agriculture approaches to strengthen resilience, (iii) mobilize and promote private sector engagement and access to climate finance for adaptation programs - especially for vulnerable communities, (iv) develop transboundary adaptation measures across the Nile Basin. The policy recommendations are for cross-sectoral and institutional arrangements that require coordination between a range of key players to support Egypt&rsquo;s climate adaptation efforts.
