لطالما واجهت مصر تحديات في التنمية الحضرية، من بينها التوسع العمراني السريع وغير المتوازن، وتوزيع الخدمات بشكل غير ملائم وتزايد مظاهر العشوائية، وتراجع الرواج الاقتصادي على المستوى الإقليمي. وعلى الرغم من صدور العديد من القوانين وتنفيذ إصلاحات مؤسسية متعددة، فلا يزال التخطيط الحضري في مصر شديد المركزية،&nbsp;الأمر الذي يؤدي إلى ضعف الكفاءة, وتناقض القرارات, وغياب التنسيق بين أطر السياسات وتنفيذها. كما يؤدي غياب المشاركة المحلية الفعالة إلى تفاقم هذه الإشكاليات، مما يسفر عن حلول مكانية وإسكانية غير شاملة ولا تلبى متطلبات المجتمعات المحلية.

تتطلب التحديات العمرانية التي تواجهها مصر تحوّلًا حاسمًا من السيطرة المركزية إلى حوكمة لا مركزية وتشاركية.&nbsp;ويمكن لمصر تعزيز تنمية حضرية أكثر استجابة وفعالية وشمولًا، وذلك من خلال الاستفادة من تجارب الدول التي تغلبت على تحديات مماثلة ومن التجارب المحلية. ويعتمد نجاح هذا الأمر على الإصلاحات القانونية والتمكين المالي والالتزام المؤسسي بإشراك المجتمعات المحلية في عملية التخطيط. وفي غياب هذه الخطوات، ستستمر السياسات المجزأة والممارسات الإقصائية، مما يُقوّض تحقيق النمو المستدام والتنمية العادلة. لقد حان وقت الإصلاحات، لضمان تخطيط مدن مصر من قِبل سكانها ولأجلهم.

Despite numerous laws and institutional reforms, urban planning remains highly centralized, leading to inefficiencies, contradictory interventions, and a disconnect between policy frameworks and implementation. The absence of meaningful local participation exacerbates these issues, resulting in poorly integrated spatial and housing solutions that fail to address community needs.
Egypt&rsquo;s legal and strategic frameworks, such as the Constitution of 2014, Egypt Vision 2030, and the National Strategy for Urban Development 2052, emphasize decentralization and participatory planning. However, implementation has been hindered by overlapping mandates, weak local governance, and fiscal centralization. Key challenges include limited local autonomy, where governors lack financial and administrative independence, relying on central ministries for budgets and approvals. Institutional redundancies further complicate planning, with multiple agencies&mdash;such as the Supreme Council of Planning and Urban Development (SCPUD), the General Organization for Physical Planning (GOPP), and the Supreme Council for Planning and Sustainable Development (SCPSD)&mdash;operating with unclear roles. Additionally, the suspension of Local Popular Councils (LPCs) and weak public consultation mechanisms marginalize citizen input, undermining inclusive development.
Comparative models offer valuable lessons for reform. Kenya&rsquo;s devolved governance system provides a roadmap, with elected county governments managing budgets, planning, and service delivery. Public participation laws mandate consultations, audits, and transparency, while fiscal autonomy allows counties to generate revenue through local taxes and partnerships. Capacity-building programs, such as the UNDP&rsquo;s Strengthening Devolved Governance in Kenya (SDGK), have enhanced local governance through training and digital tools. Colombia&rsquo;s land-based financing model demonstrates how municipalities can capture value increases from urban development to fund infrastructure and housing, with legal frameworks ensuring 30% of revenues support social housing.
In Egypt, pilot initiatives like Local Area Development Plans (LADP) and Participatory and Inclusive Land Readjustment (PILaR) show promise. The LADP model, developed with GIZ, integrates GIS mapping, Sustainable Development Goals (SDGs), and community engagement to bridge gaps between central planning and local needs. PILaR, supported by UN-Habitat, facilitates inclusive urban expansion through negotiated land pooling, offering an alternative to top-down expropriation. However, scaling these models requires addressing systemic barriers, including financial constraints and resistance to decentralization.
To align Egypt&rsquo;s urban governance with constitutional mandates and global best practices, this paper proposes three key reforms. First, institutional redundancies must be streamlined by clarifying the roles of planning bodies in the implementing regulations of Law 18/2022. Second, local governments should be empowered through financial autonomy, allowing them to raise taxes, retain revenues, and approve budgets independently. Elected LPCs should be reinstated with oversight powers, while capacity-building programs&mdash;delivered through national training centers&mdash;should enhance skills in participatory planning and revenue management. Third, citizen participation must be institutionalized through mechanisms such as local development committees, participatory budgeting, and a National Civic Engagement Portal for transparency. Piloting LADP and PILaR in diverse governorates can demonstrate their effectiveness, with value capture mechanisms funding their expansion.
Egypt&rsquo;s urban challenges demand a decisive shift from centralized control to decentralized, participatory governance. By learning from countries that have overcome similar challenges, and local pilots, Egypt can foster more responsive, efficient, and inclusive urban development. Success will depend on legal reforms, fiscal empowerment, and sustained commitment to institutionalizing community voices in planning. Without these steps, disjointed policies and exclusionary practices will persist, undermining sustainable growth and equitable development. The time for reform is now&mdash;to ensure Egypt&rsquo;s cities are planned by and for the people who live in them.
