الملخص التنفيذي
تستعرض ورقة السياسات هذه السياسات العامة التي تحدد شكل الشوارع في مصر. كما توضح المخاطر الكبيرة الكامنة في تلك السياسات، وتقارن بين التجارب والسرديات الدولية، وتحلل وضع الحوكمة والتمويل في مصر، وتقترح مجموعة من التوصيات في مجال السياسات العامة لوضع تصور جديد لشوارعنا.&nbsp;دأبت مصر على بناء مدن جديدة تتمركز شوارعها حول السيارات، بالإضافة إلى إعادة تصميم الشوارع القائمة بشكل يعطي السيارات الأولوية. وتتصف الشوارع المتمركزة حول السيارات داخل المناطق الحضرية بأنها محفوفة بالمخاطر، كما أنها تنتقص من قدرة المواطنين على المشي وتسلب حقهم فيه. فهي لا تحسن من إمكانية التنقل على المدى الطويل، بل إنها تُسهم أيضًا في تغير المناخ وتلوث الهواء.&nbsp;
كما أن الشوارع المتمحورة حول السيارات تزيد من استخدام المركبات وترسخ أنماط الحياة المتمركزة حول السيارات، الأمر الذي يتنافى مع أهداف سياسة التنمية المستدامة، وسياسة النقل المستدام، وأهداف السياسة المناخية. فجميع السياسات سابقة الذكر تلتزم بخفض مستويات استخدام المركبات الخاصة.&nbsp;
وتعتبر "الشوارع المتكاملة" (Complete Streets) بديلًا فعّالًا، كما أنها تحظى بقبول على مستوى العالم. فهي تتميز بأرصفة أوسع للمشاة وحارات منفصلة للدراجات وأماكن وقوف منظمة للمركبات وحارات مخصصة للنقل العام ومناطق مخصصة للباعة الجائلين مع تدابير لتهدئة السرعة. ونستعرض في الورقة تجربة "الشوارع الصحية" (Healthy Street) في لندن بالمملكة المتحدة، وتجربة "الشوارع المتكاملة" في الهند كدراسات حالة للتنقل المستدام.
يتخذ التنقل المستدام ثلاثة أشكال: تقليل الحاجة إلى التنقل وخلق مجتمع قليل التنقل، والتحول من السيارات إلى السفر النشط ووسائل النقل العام الجماعي، والتحول من الوقود الأحفوري إلى الكهرباء. وليس لدى مصر سياسة للتنقل المستدام. حيث تتم إدارة الشوارع من خلال منظومة يمكن وصفها بالحوكمة الهرمية. فيما يتسم تمويل الشوارع بأنه شديد المركزية ويهيئ أجواءً تدفع إلى الاعتماد على السيارات.
وتسلط الورقة الضوء على الآتي: قوة الدولة المركزية على صعيد إنجاز المشروعات؛ وضعفها فيما يتعلق بالتركيز على السيارات وإهمال السفر النشط، مما يضر بشكل غير مقصود بالنقل العام؛ والتهديد الناجم عن التركيز على السيارات؛ وفرصة تحديث أكواد الشوارع وآليات التمويل التي عفا عليها الزمن؛ ووضع استراتيجية للتنقل المستدام.&nbsp;وتخلص هذه الورقة إلى اقتراح 15 أداة لتنفيذ السياسات العامة؛ تتعلق عشرة منها بـ &ldquo;الشوارع المتكاملة"، والخمسة الآخرون هم سياسات تمكينية.&nbsp;ويمكن الاستعانة ببرامج تمويل المناخ الأخضر لبدء العملية بسرعة وفاعلية من حيث التكلفة، على أن يتم أولًا تحديث كود الطرق، ووضع استراتيجية وطنية، وتحفيز تخطيط التنقل المستدام في المناطق الحضرية. ومن ثم يمكن إعادة توجيه جزء كبير من الاستثمارات العامة نحو "الشوارع المتكاملة"، والاستفادة من مصادر مبتكرة جديدة للتمويل لإعادة تصميم الشوارع القائمة.

Executive Summary&nbsp;
This policy paper looks at the current policies shaping streets in Egypt, presents significant policy risks, compares international narratives and experiences, analyses governance and financing in Egypt, and proposes a set of policy recommendations to reimagine our streets.
Egypt has been building new cities around car-centric streets and redesigning existing streets around cars. Car-centric streets within urban areas are dangerous and take away citizens&rsquo; ability and right to walk. They don&rsquo;t improve mobility on the long run, and instead contribute to climate change and air pollution.&nbsp;
Car-centric streets increase motorisation and lock in car-centric lifestyles, which conflicts with sustainable development policy goals, transport policy and climate policy goals; all of which are committed to reducing levels of private motorisation.
Complete Streets (CS) are an effective and globally accepted alternative. They feature wider footpaths, segregated bicycle lanes, managed parking spaces, dedicated public transport lanes, dedicated street vendor areas, speed calming measures, and access barriers. We present Healthy Street policies from London, and Complete Street policies from India as case studies of sustainable mobility.
Sustainable mobility takes three shapes: travelling less, achieving a low-mobility society; shifting from cars to active travel and collective public transport, and shifting from fossil fuels to electricity. Egypt does not have a sustainable mobility policy. Streets are governed in a system we describe and call trickle-down governance. Financing of streets is overly centralised and creates car dependency.&nbsp;
We identify the following: the strength of the central state in getting things done; its weakness of focusing on cars and neglecting active travel inadvertently hurting public transport; the threat of car-centricity; the opportunity of updating outdated street codes, financing mechanisms and developing a sustainable mobility strategy.
This paper ends by proposing 15 policy instruments: ten Complete Street policies, and five enabling policies.&nbsp;
Green climate finance can be leveraged to start the process quickly and cost-effectively, and first update the road code, create a national strategy and incentivize sustainable mobility planning in urban areas. Significant public investments in streets can then be redirected towards Complete Streets, and new innovative sources of financing utilized to redesign existing streets.
