نحاول هنا الإشارة إلى سياسة الدخل الأساسي الشامل، والتي يتم طرحها للتعامل مع عدد من المشاكل التي تعاني منها منظومة الحماية الاجتماعية القائمة بالفعل في مصر. فمن الجدير بالذكر أن تلك المنظومة تعاني من حالة من التفكك تنعكس في صورة ارتفاع مستمر في معدلات الفقر وعدم المساواة. ونحاول هنا طرح أفكار مبدئية حول تطبيق سياسة بديلة في الحالة المصرية، حيث نقترح اتباع منهج تدريجي في تطبيق سياسة الدخل الأساسي الشامل، وذلك نظرًا لبعض الصعوبات التي قد تواجه تبني سياسة تقوم على توفير دخل أساسي شامل للجميع داخل المجتمع المصري. وبالتالي نقترح سيناريوهين للتدرج في تطبيق الدخل الأساسي الشامل، يقوم&nbsp;الأول&nbsp;منهما على توفير الدخل الأساسي الشامل في الريف كخطوة أولية، بينما يقوم&nbsp;الثاني&nbsp;على توفير الدخل الأساسي لبعض الفئات كالأطفال و/ أو كبار السن كخطوة أولية.

Executive Summary
This piece aims at introducing and discussing the Universal Basic Income (UBI) as one of the new policy recommendations, which have floated to the surface during recent years. This policy is being recommended as a solution to the shortcomings of the already existing social protection and welfare systems. The social protection system in Egypt is suffering from a state of dissociation, reflected in the continuous increase in poverty and inequality rates. We are trying here to offer initial ideas about the implementation of such an alternative policy in the Egyptian context.
Given the difficulties that stand in the face of a full-fledged UBI in Egypt, we recommend a gradual implementation process. We propose two main scenarios. In the first, the basic income is to be phased in rural areas as a first step. In the second, the basic income is to be applied to some segments of the population such as children and elders as a first step.
