The acquiring company paid for the firm in Egyptian pounds despite the severe dollar shortage, which was one of the original justifications for the sale of assets. The prime minister announced end of last month that stakes in more than ten <a href="https://www.zawya.com/ar/%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF/10-p793zy2l">unnamed</a>&nbsp;military-owned companies were&nbsp;<a href="https://www.skynewsarabia.com/business/1616740-%D8%B1%D9%8A%D9%94%D9%8A%D8%B3-%D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D8%B3%D9%86%D9%85%D8%B6%D9%8A-%D9%82%D8%AF%D9%85%D8%A7-%D8%A8%D8%B1%D9%86%D8%A7%D9%85%D8%AC-%D8%A7%D9%84%D8%AE%D8%B5%D8%AE%D8%B5%D8%A9">being readied</a>&nbsp;for offering on the Egyptian stock exchange, in addition to Safi and Wataniya, which were named on the initial list of 32 companies earmarked for sale. Both firms&nbsp;<a href="https://enterprise.news/news/edition?id=6fac136e-0200-4777-8014-7d734e12ffac&amp;prev=false">began</a>&nbsp;receiving serious offers this month, after the&nbsp;<a href="https://attaqa.net/2023/05/01/%D8%A7%D9%84%D8%A5%D9%85%D8%A7%D8%B1%D8%A7%D8%AA-%D9%82%D8%AF-%D8%AA%D9%84%D8%BA%D9%8A-%D8%B5%D9%81%D9%82%D8%A9-%D8%B4%D8%B1%D8%A7%D8%A1-%D8%B4%D8%B1%D9%83%D8%A9-%D9%88%D9%82%D9%88%D8%AF-%D9%88%D8%B7/">sale</a>&nbsp;of Wataniya to the UAE faltered last month following a price dispute. In December 2020, the CEO of the Sovereign Fund of Egypt (TSFE) had&nbsp;<a href="https://arabi21.com/story/1509817/%D8%B7%D8%B1%D8%AD-%D8%BA%D9%8A%D8%B1-%D9%85%D8%B3%D8%A8%D9%88%D9%82-%D9%85%D8%A7%D8%B0%D8%A7-%D9%8A%D8%B9%D9%86%D9%8A-%D8%AA%D9%86%D8%A7%D8%B2%D9%84-%D8%A7%D9%84%D8%AC%D9%8A%D8%B4-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D8%B9%D9%86-%D9%85%D9%84%D9%83%D9%8A%D8%A9-10-%D8%B4%D8%B1%D9%83%D8%A7%D8%AA">announced</a>&nbsp;a plan to float 100% of ten military-owned companies, but no progress was made at the time.
The government&nbsp;<a href="https://enterprise.news/news/story?storyId=31cf3ff3-bba7-4e97-8ec5-005da6b87f72">is also considering</a>&nbsp;expanding its IPO program by selling secondary shares in Abu Qir Fertilizers and Sidi Kerir Petrochemicals Company (Sidpec) &ndash; in which Gulf investors already have stakes &ndash;&nbsp;<a href="https://almalnews.com/premium/%d8%a7%d9%84%d8%ad%d9%83%d9%88%d9%85%d8%a9-%d8%aa%d8%af%d8%b1%d8%b3-%d8%b6%d9%85-%d8%b3%d9%8a%d8%af%d9%89-%d9%83%d8%b1%d9%8a%d8%b1-%d9%88%d8%a3%d8%a8%d9%88%d9%82%d9%8a%d8%b1/">given</a>&nbsp;the sector&rsquo;s substantial attractiveness and profitability, as well as&nbsp;<a href="http://shorturl.at/buKZ7">preparing</a>&nbsp;the Export Development Bank of Egypt and&nbsp;<a href="https://capitalnewseg.com/107768/">Nasr Company</a>&nbsp;for Intermediate Chemicals for sale.
<h3 dir="ltr">Delays and concerns</h3>
The slow pace of the IPO program and the fixed exchange rate of the Egyptian pound &ndash; expected to decline in light of the severe dollar shortage &ndash; have sparked investor concerns and criticism from the international community. Credit rating agencies <a href="https://www.fitchratings.com/research/sovereigns/fitch-downgrades-egypt-to-b-outlook-negative-05-05-2023">Fitch</a>,&nbsp;<a href="https://enterprise.news/news/story?storyId=1180e838-be2d-4297-ac4d-4f179c21b3c1&amp;title=S%26P%20Global%20Ratings%20lowers%20Egypt%E2%80%99s%20debt%20outlook">Standard and Poor&rsquo;s</a>, and&nbsp;<a href="https://www.forbes.com/sites/dominicdudley/2023/02/07/moodys-downgrades-egypt-pushing-bonds-further-into-junk-status/?sh=53bb424727c1">Moody&rsquo;s</a>&nbsp;and investment banks&nbsp;<a href="https://enterprise.news/news/story?storyId=aaa5e218-d9a7-46ed-84fb-9dacc1708254&amp;title=%E2%80%9CLarge-scale%E2%80%9D%20privatization%20key%20to%20ending%20our%20FX%20crisis%20-Morgan%20Stanley">Morgan Stanley</a>&nbsp;and&nbsp;<a href="https://enterprise.news/news/story?storyId=8597dac1-86e1-4e5e-b647-170fc1c72810&amp;title=JPMorgan%20expects%20an%20IMF%20review%20in%20June%20but%20warns%20on%20medium-term%20debt%20outlook">JP Morgan</a>&nbsp;have repeatedly downgraded Egypt&rsquo;s credit rating and future outlook due to external financing pressures and the risk of a currency devaluation, prompting the finance minister to&nbsp;<a href="https://sa.investing.com/news/stock-market-news/article-2410764">accuse them</a>&nbsp;of bias against Egypt. Although the government has remained mum about its potential currency policy, the fact that the pound has maintained a steady price even as it depreciates on the domestic black market and the international bond market has raised concerns about the authorities&rsquo; commitment to a flexible exchange rate, the IMF&rsquo;s biggest condition. Against this backdrop, the first review of the IMF program, scheduled for mid-March, was&nbsp;<a href="https://www.alarabiya.net/aswaq/economy/2023/05/06/%D8%A8%D9%85%D8%A7%D8%B0%D8%A7-%D8%B9%D9%84%D9%82%D8%AA-%D9%88%D8%B2%D8%A7%D8%B1%D8%A9-%D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%8A%D8%A9-%D8%B9%D9%84%D9%89-%D8%AE%D9%81%D8%B6-%D9%81%D9%8A%D8%AA%D8%B4-%D9%84%D8%AA%D8%B5%D9%86%D9%8A%D9%81-%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%9F">postponed</a>, and with it, the second tranche of the loan.
<h3 dir="ltr">Messages from Investors</h3>
The new steps taken by the government in the IPO program coincide with the decisions of a number of local and Gulf investors to take a pause or withdraw from the Egyptian market. Aldar Properties <a href="https://www.reuters.com/world/middle-east/uaes-aldar-properties-hold-off-further-egypt-investments-now-2023-05-03/">exited</a>&nbsp;early this month, while eXtra, the Saudi electronics company,&nbsp;<a href="https://www.alquds.co.uk/%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D9%85%D8%B1%D9%8A%D8%B6-%D9%8A%D8%B3%D8%AA%D8%AC%D9%8A%D8%A8-%D9%84%D9%84%D8%B9%D9%84%D8%A7%D8%AC-%D9%84%D9%83/">halted</a>&nbsp;its expansion plans due to the high cost of local financing and the difficulty of obtaining the hard currency needed to operate in the local market. In the wake of the decision, eXtra laid off more than 75% of its Egyptian workforce. The Abu Dhabi sovereign fund ADQ Holding, the UAE&rsquo;s main investment vehicle in Egypt, temporarily&nbsp;<a href="https://www.ft.com/content/4875b0b6-3a75-47fc-879e-36c0046fe952">suspended</a>&nbsp;its in-country projects in April 2023, according to the Financial Times. While these decisions dealt a severe blow to the government&rsquo;s efforts to market and implement the IPO program, they spotlight barriers to investment that the government should take the initiative to remove.

<h3 dir="ltr">Are IPOs and a pound devaluation the solution?</h3>
In a <a href="https://sa.investing.com/news/forex-news/article-2408889">report</a>&nbsp;issued on May 1, Bank of America said that the asset sales announced so far, whose delay makes a sharp adjustment in the exchange rate more likely, may not be enough to solve the country&rsquo;s economic crisis. A fourth devaluation of the pound &ndash; which has lost more than half its value in a year &ndash; could accelerate privatization, but it would have only a temporary impact on asset sales. This would not be enough to fill the financing gap as both the state and the IMF hope, or ease pressure on dollar sources, based on Egypt&rsquo;s past privatization experiences and revenues. Standard and Poor&rsquo;s&nbsp;<a href="https://disclosure.spglobal.com/ratings/en/regulatory/org-details/sectorCode/SOV/entityId/309863">estimated</a>&nbsp;the financing gap at USD37 billion in fiscal years 2022/23 (USD17 billion) and 2023/24 (USD20 billion).

Moreover, the external debt burden reached USD162 billion at the end of 2022, and depositors continue to shy away from banks, preferring to convert their money into dollars in fear of the depreciating pound.

Experts therefore believe that economic reform should focus on improving the efficiency of government institutions and gearing economic policies toward a reduction of the trade deficit. A better balance of imports and exports would stabilize the currency and restore confidence among investors and businessmen looking to operate in the Egyptian market. Specialist&nbsp;<a href="https://carnegie-mec.org/2023/05/08/crowding-egypt-s-private-sector-in-not-out-pub-89640">reports</a>&nbsp;propose expanding the national manufacture of some intermediate goods &ndash; which account for about 30% of Egypt&rsquo;s total import bill &ndash; such as petrochemicals, plastics, and iron and steel. Producing such goods locally would provide an alternative, generate export opportunities that could take advantage of the low price of the pound, and achieve sustainable growth based on production instead of debt.
