شهدت مصر توجهًا لإنشاء وتطوير مدن ومجتمعات عمرانية جديدة لاستيعاب الزيادة السكانية، وإيجاد محفزات للتنمية الاقتصادية والاجتماعية. ولا شك أن منظومة النقل تلعب دورًا أساسيًا في ذلك، من حيث إنها تؤثر وتتأثر بالنمو الاقتصادي والاجتماعي والبيئي لتلك المدن. ويعتمد عدد رحلات الأفراد وأنماطها، وتوزيعها على وسائل النقل المختلفة، على نوعية استخدامات الأراضي وكثافتها وتوزيعها الجغرافي. مع ذلك، يمكن التأثير على عدد ونمط الرحلات الناتجة من استخدامات الأراضي، من خلال مجموعة من الآليات (السياسات والإجراءات والتدابير) الهادفة لترشيد/تنظيم الطلب على التنقل. وتندرج هذه الآليات تحت ما يعرف باستراتيجية إدارة وتنظيم استخدامات الأراضي Land Use Management.
<h3>مدى توافر/تطبيق سياسات إدارة وتنظيم استخدامات الأراضي بالمدن الجديدة في مصر</h3>
إذا ما أجرينا تقييمًا عامًا لمدى توافر\تطبيق آليات إدارة وتنظيم استخدامات الأراضي بالمدن الجديدة بمصر وتأثيرها على منظومة التنقل، سنجد أولاً أن هناك تكاملاً وتجانسًا بين تخطيط وتطوير المدن والمجتمعات العمرانية الجديدة من جهة، ومنظومة النقل من جهة أخرى؛ حيث توجد مراكز حضرية متعددة ومتكاملة في أنشطة استخدامات الأراضي؛ مما يقلل من الحاجة للانتقال من مركز إلى آخر. كما يوجد تقنين لحدودها بحيث لا يسمح بأي نمو حضري خارج هذه الحدود، مع المحافظة على التدرج والهيكل الوظيفي لشبكة الطرق.
ولكن إذا تطرقنا إلى آليات تحسين التفاعل بين استخدامات الأراضي وشبكات الطرق في تلك المدن، سنجد أنها محدودة. فمن المفترض أن يُجري المطوِّرون دراسات عن التأثيرات المرورية لاستخدامات الأراضي الخاصة بـمشروعاتهم، مع إلزامهم بإيجاد حلول مرورية وتنفيذها، ولكن حاليًا لا يتم العمل بذلك. كما نجد بعض التجاوزات في ارتفاعات استخدامات الأراضي الحالية، التي يتم السماح بها أو التصالح عليها نظير مقابل مالي. وبالمقابل توجد تشريعات لا تسمح بحركة مركبات نقل البضائع أثناء فترات الذروة داخل المدن، ويتم إنفاذها إلى حد كبير.
ومن المتعارف عليه في التخطيط العمراني أن يتم التخطيط لاستخدامات الأراضي لتتضمن مناطق سكنية وإدارية وتجارية متجاورة، وكذلك يتم تشجيع السكان على استخدام التسهيلات المحلية بمناطقهم السكنية مثل المتاجر/ المخابز/البقالات لتقليل الانتقال لمناطق أخرى. كما يتضمن التخطيط العمراني تشجيع إنشاء التجمعات التجارية على حدود المدن، مع نقل مواقع تجارة الجملة خارج المدن وربطها بخطوط نقل جماعي متميزة. وإذا طبقنا تلك المعايير على المدن الجديدة، سنجد أنه تم تخطيطها بحيث توجد وسط غالبية المناطق السكنية مراكز تجارية وإدارية وطبية. كما نلاحظ عدم وجود تمركز لمحلات/منافذ تجارة الجملة بالمدن الجديدة، ولكن توجد بعض المنافذ المتفرقة لتجارة الجملة التي يُخشى أن تجذب مثيلاتها، وتشكل تمركزًا لتجارة الجملة على المدى الطويل؛ مما يكون له آثار سلبية على المنظومة المرورية ومنظومة التنقل بشكل عام.
كما ينقص المدن الجديدة وجود مبادرات لإنشاء مجتمعات عمرانية ذات توجه لاستخدام النقل الجماعي Transit Oriented Development، حيث يتم من خلالها تشجيع الزيادة في كثافة استخدامات الأراضي وتنوعها، لتكون بالقرب من تسهيلات وسائل النقل الجماعي، مع وضع محطات ومواقف وسائل النقل الجماعي في مواقع متميزة، حتى يسهل التعرف عليها والوصول إليها في الأحياء والمناطق والتجمعات التي تخدمها. كما يلاحظ محدودية وسائل وخدمات النقل الجماعي المنظم بالمدن الجديدة؛ مما يؤدى إلى ظهور الميكروباص كبديل، مع كثافة حركته، بصورة عشوائية، تؤدي إلى تشويه شبكة الطرق الرئيسية (الشريانية والتجميعية).
كما أدى القصور في توافر منظومة النقل الجماعي المنظم إلى عدم إنشاء محطات متكاملة تتيح دمج عدد من الرحلات في رحلة واحدة، وهو ما يعرف بتواصل الرحلات Trip Chaining؛ وبالتالي يصعب على الركاب تحقيق أكثر من غرض (التسهيلات المصرفية - محلات البقالة - سداد الفواتير - إصلاح الأحذية - تنظيف الملابس - شراء الجرائد والمجلات إلخ..) من خلال رحلة واحدة. وفي جميع الأحوال من المفترض أن يتم التركيز على تصميم محطات ومواقف وسائل النقل الجماعي بشكل جذاب وآمن، لتصبح مركزًا حيويًا لأهالي المناطق والتجمعات السكنية.
كما يلاحظ بالمدن الجديدة محدودية وجود مسارات للمشاة على طول استخدامات الأراضي التي تتيح الاحتياجات الضرورية، وغالبًا ما يتم التعدي على مسارات المشاة، إن وُجِدت، من قبل المحلات والسيارات المنتظرة. كما لا توجد اشتراطات بنائية تنظم مواد ومكونات واجهات المباني، بما يضمن مستوًى مريحًا واستمراريةً وتنوعًا بصريًا للمشاة. أيضًا لا توجد بالمدن الجديدة مسارات ومواقع انتظار للدارجات الهوائية، مع محدودية إتاحة مساحات فارغة بين الأبنية تتوافر بها تسهيلات للدراجات. وعليه يجب تشجيع أنماط استخدامات الأراضي الداعمة لاستخدام الدراجات والسير على الأقدام، من خلال إيجاد مسارات للمشاة على طول استخدامات الأراضي التي تتيح الاحتياجات الضرورية لهم. وذلك مع وجود تنوع في استخدامات الأراضي داخل المباني المطلة على مسارات المشاة، لاجتذاب وزيادة أحجام حركتهم، التي تستخدم هذه الأنشطة.
<h3>التوصيات</h3>
بناء على ما سبق، يمكن استنباط حزمة من التوصيات الهادفة إلى إيجاد / تطوير السياسات والإجراءات والتدابير الخاصة بتنظيم استخدامات الأراضي، وذلك في سياق توليد تأثير إيجابي على منظومة التنقل بالمدن الجديدة في مصر، وهي كالتالي:

<li style="direction: rtl; text-align: justify;">التوجه السريع إلى استحداث منظومات للنقل الجماعي داخل المدن الجديدة لإتاحة التنقل داخلها، وبينها وبين القاهرة الكبرى، علاوة على مراعاة التخطيط والتصميم والتنفيذ الجيد لهذه المنظومات، مع وضع معايير التكامل والاستدامة في الاعتبار.</li>
<li style="direction: rtl; text-align: justify;">مراعاة اختيار مسارات أنظمة النقل الجماعي وخطوطها، بحيث تكون على مسافات من التجمعات السكنية تتيح الوصول إليها سيرًا على الأقدام.</li>
<li style="direction: rtl; text-align: justify;">تصميم محطات النقل الجماعي الرئيسية لتتيح مفهوم تواصل الرحلات Trip Chaining، وذلك بتوفير مساحات كافية لشغلها بالمتاجر والمحلات الخدمية المناسبة.</li>
<li style="direction: rtl; text-align: justify;">تحديد وحصر مداخل / مخارج المناطق السكنية وترشيدها بما يضمن سهولة الوصول وعدم إعاقة الطرق الشريانية، ودراسة وضع مناطق انتظار السيارات خلف/ بجانب المباني المطلة على مسارات المشاة.</li>
<li style="direction: rtl; text-align: justify;">تسمية مناطقTransit Oriented Development (TOD) مع استصدار تشريع بإلزام المطورين بتوفير محطات ومواقف وسائل النقل الجماعي في مواقع متميزة.</li>

<li style="direction: rtl; text-align: justify;">إيجاد تنوع في استخدامات الأراضي داخل المباني المطلة على مسارات المشاة، مع توافر أنشطة موجهة للمشاة في الطابق الأرضي للمباني التي تقع على مسارات المشاة.</li>
<li style="direction: rtl; text-align: justify;">مراعاة الاستمرارية البصرية في اختيار مواد ومكونات واجهات المباني لتقديم مستوى مريح من التنوع البصري للمشاة.</li>
<li style="direction: rtl; text-align: justify;">توفير العناصر الحضرية اللازمة لتشجيع المشاة، مثل المقاعد الخارجية والتشجير على طول استخدامات الأراضي التي تتيح الاحتياجات الضرورية للسكان.</li>

To accommodate rapid population growth, Egypt has recently witnessed a trend towards the establishment of new cities, acting as an incentive for economic and social development. It is well known that the transport system plays a crucial role in the economic, social and environmental growth of these cities. The frequency, pattern of individuals&rsquo; trips, and their distribution on transport modes depend on the type, density and geographical distribution of land uses. Nonetheless, individuals&rsquo; trip numbers, patterns and preferences can be influenced by a range of mechanisms (policies, procedures and measures) aimed at streamlining and regulating the demand for mobility. Such mechanisms fall under the so-called Land Use Management (LUM) strategy.
<h3>Assessing land use management policies in new cities in Egypt</h3>
If we conduct an overall assessment of the availability and implementation of land use management mechanisms in new cities in Egypt and its impact on the transport mobility system, we notice that there is integration and harmonisation in the planning and development of cities and new urban communities with the transport system. This is due to the availability of various urban centres that have integrated land use activities; hence, decreasing the need to move from one urban centre to the other. Additionally, outlining strict borderlines for new cities curbs urban growth beyond such borders while maintaining the hierarchy and functional structure of the road network within these cities.
Nonetheless, mechanisms to improve land use integration with existing road networks in these cities are limited. While developers should commit to conducting studies to assess the traffic impacts of their land use development projects, and to find and implement traffic solutions relieving problems induced by such projects, they currently fall short in conducting such studies. We also find some violations in the permissible height of existing buildings and excesses in land gains. Such violations are usually ignored or reconciled in exchange for monetary compensations. In contrast, other laws, such as the impermissibility of cargo vehicles&rsquo; movement within cities during peak periods, are largely enforced.
It is a common urban planning practice to plan land use by incorporating adjacent residential, administrative and commercial areas. Residents are accordingly encouraged to use local facilities in their surroundings (such as shops, bakeries and grocery stores); thus, decreasing their transportation needs to other areas. Land use management also encourages the establishment of commercial centres on the outskirts of new cities, while relocating wholesale trade sites outside the cities and linking them by premium mass transit lines. If we apply these standards to new cities, we find that they have been planned so that most of the residential areas have nearby commercial, administrative and medical centres. Moreover, there are no concentrations of wholesale shops or outlets in new cities. However, the existing few sporadic outlets are feared to attract each other and form a concentration of wholesale trade markets in the long-run, which could negatively impact traffic and the mobility system in general.
New cities also lack initiatives that aim to establish transit-oriented urban communities. Transit-oriented developments (TOD) encourage the intensification and diversification of land usage and its connectivity to public transportation services. Moreover, it ensures the implantation of stations in distinct locations for easy identification and access within the neighbourhoods they serve. Limited availability of organized and coordinated mass transport services in new cities instigated the emergence of microbuses as an alternative that overcrowds and distorts the road network (arterials/collectors).
Furthermore, the lack of availability of organized mass transit systems led to limited implementation of integrated stations that allow the merge of several trips together, or what is known as &ldquo;trip chaining&rdquo;. Consequently, it became difficult for passengers to complete more than one trip purpose (banking facilities, grocery, bill payments, repairing shoes, laundry, purchase of newspapers or magazines, etc.) during a single journey.
Moreover, it is also noted that within new cities, pedestrian pathways are of limited existence. In fact, if and when they are present, they are often overcrowded or encroached upon by the activity of shops and randomly parked cars. Regarding building aesthetics, there are no structural requirements specifying the materials and textures used for building facades that can cater to pedestrians&rsquo; comfort, continuity and diversification of visual appearances. New cities also neither have specified tracks for cycling nor empty spaces between buildings that have cycling facilities. Hence, land use patterns that support using bicycles and walking should be encouraged. This could take place through dedicating specific routes for pedestrians and cyclists along land use serving necessary requirements. Additionally, it is important to ensure diversification of land use activities within buildings facing pedestrian routes so as to attract high volumes of pedestrians to use such activities
<h3>Recommendations</h3>
Based on the above, it is possible to devise a set of recommendations aimed at initiating/developing policies, procedures and measures related to the regulation of land use hence generating a positive impact on the mobility system in new Egyptian cities. These recommendations are as follows:
<ul>
<li style="text-align: justify;">Accelerate the development of efficient mass transit systems within new cities as well as connecting new cities with each other and with Greater Cairo. This is to be done while considering integration and sustainability criteria in all the planning, design and implementation stages of such transit systems.</li>
<li style="text-align: justify;">Take acceptable walking distance into account during the planning of mass transit routes to facilitate convenient pedestrian access for neighbouring residential communities.</li>
<li style="text-align: justify;">Design main mass transit stations that encourage &lsquo;Trip Chaining&rsquo; by allotting sufficient spaces to be occupied by shops and service centres.</li>
<li style="text-align: justify;">Identify the entrances/exits of residential areas to ensure rationalisation of such access/egress points, ensuring accessibility and non-obstruction of arterial roads. Additionally, allocating parking areas behind/next to buildings overlooking pedestrian pathways.</li>
<li style="text-align: justify;">Identify areas to be planned as Transit Oriented Development (TOD) areas and issue legislations necessitating developers to allocate public transport stations and stops in distinct premium locations.</li>
<li style="text-align: justify;">Situate wholesale and commercial trade sites on the external urban borders of the new cities, while connecting them by premium mass transit routes.</li>
<li style="text-align: justify;">Speedy orientation towards implementing pedestrian and cycling paths and facilities, while ensuring integration and sustainability criteria during the planning, design and implementation phases.</li>
<li style="text-align: justify;">Increases in existing building heights should be limited, especially in congested areas.</li>
<li style="text-align: justify;">Determine the requirements of the rebound of buildings and their relation to the width of streets and pedestrian environment.</li>
<li style="text-align: justify;">Diversify land use within buildings overlooking pedestrian paths while developing pedestrian-oriented activities on the ground floor of buildings facing pedestrians.</li>
<li style="text-align: justify;">Ensure that the design, material and components of exterior fa&ccedil;ades of buildings maintain a comforting level of visual appearance for pedestrians.</li>
<li style="text-align: justify;">Ensure the necessary urban components that can encourage pedestrian outdoor activities, such as providing seating arrangements, trees and essential services along land uses.</li>
<li style="text-align: justify;">Develop standards for acceptable walking distances around public transport facilities</li>
</ul>
