<p dir="rtl" style="text-align: justify;">وتتخبط تصريحات الحكومة حول هذا الشأن. أعلن <a href="https://www.zawya.com/ar/%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF/%D9%85%D8%B5%D8%B1/%D9%85%D8%B5%D8%B1-%D8%AA%D8%B1%D9%81%D8%B9-%D8%A3%D8%B3%D8%B9%D8%A7%D8%B1-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D9%84%D8%AE%D9%81%D8%B6-%D8%AA%D9%83%D9%84%D9%81%D8%A9-%D8%A7%D9%84%D8%AF%D8%B9%D9%85-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D9%8A-lzoy4p10">رئيس مجلس الوزراء</a> في يناير 2024 أن الزيادات الأخيرة في أسعار الكهرباء تأتي لتقليل الدعم الحكومي وخفض عجز الموازنة، في حين أن بند دعمها لا يظهر في <a href="https://mof.gov.eg/ar/posts/stateGeneralBudget/627bb3136b2340000aca3b95/%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9%20%D8%B9%D8%A7%D9%85%D8%A9%202022%2023">البيانات المالية</a> المتتالية منذ 2020/2019، ولا في بنود الدعم والمزايا الاجتماعية بالموازنة.&nbsp;</p>
<h3 dir="rtl"><strong>هل ساعد تصفير دعم الكهرباء؟</strong></h3>
<p dir="rtl" style="text-align: justify;">لا تتحمل الوزارة الآن أية مصروفات خاصة بالكهرباء بعد إلغاء <a href="https://www.asharqbusiness.com/article/36410/%D9%88%D8%AB%D9%8A%D9%82%D8%A9-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%A3%D9%84%D8%BA%D8%AA-%D8%AF%D8%B9%D9%85-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D8%A8%D8%B4%D9%83%D9%84-%D9%83%D8%A7%D9%85%D9%84-%D9%85%D9%86%D8%B0-%D8%B9%D8%A7%D9%85%D9%8A%D9%86/">الدعم</a>. تدخل <a href="https://www.newarab.com/features/commodification-electricity-cash-strapped-egypt">القطاع الخاص</a> بعد إدخال نظام الشرائح ذات الدعم التبادلي واستخدمت الحكومة هذه الأموال للاستثمار في البنى التحتية. جاءت خطة ترشيد الاستهلاك الكهربائي بعد مرور سنوات من تحسين حالة المحطات الكهربائية وبناء محطات جديدة لاستيعاب الطلب المحلي. تتضمن خطة الحكومة لتوفير موارد دولارية عن طريق ترشيد الكهرباء - وكأنه حل مساهم في تخفيف آثار الأزمة الاقتصادية المستمرة - الآتي:</p>

<h3 dir="rtl"><strong>طموحات تصدير الطاقة</strong></h3>
<p dir="rtl" style="text-align: justify;">تخطط الحكومة لتحويل مصر إلى مركز إقليمي <a href="https://www.alhurra.com/egypt/2024/03/20/%D9%85%D8%B5%D8%B1-%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D9%84%D9%84%D8%AA%D8%B5%D8%AF%D9%8A%D8%B1-%D9%88%D8%AA%D8%AD%D8%AF%D9%8A%D8%A7%D8%AA-%D8%A7%D9%86%D9%82%D8%B7%D8%A7%D8%B9-%D9%85%D8%AD%D9%84%D9%8A%D8%A9-%D8%AA%D9%86%D8%AA%D8%B8%D8%B1-%D8%A7%D9%84%D8%AD%D9%84#:~:text=%D9%86%D8%AC%D8%AD%D8%AA%20%D9%85%D8%B5%D8%B1%20%D8%AE%D9%84%D8%A7%D9%84%20%D8%A7%D9%84%D8%B9%D9%82%D8%AF%20%D8%A7%D9%84%D9%85%D8%A7%D8%B6%D9%8A,%D8%B9%D8%A7%D9%85%202014%20%D8%AD%D8%AA%D9%89%20%D9%86%D9%87%D8%A7%D9%8A%D8%A9%202021.">لتصدير الطاقة</a> إلى أوروبا من خلال مشاريع <a href="https://aps.aucegypt.edu/ar/articles/1010/haya-karima-and-electrical-interconnection-projects">ربط كهربائي</a>، واستيراد الغاز ثم تسييله وبيعه. ورغم تأكيد الحكومة أنها تتوقف عن تصدير الغاز خلال أشهر الذروة، حققت الصادرات حوالي 2.86 مليار دولار في <a href="https://aps.aucegypt.edu/ar/articles/1153/egyptian-natural-gas-sizable-investments-uncertain-returns">صيف</a> الأعوام السابقة ووصلت معدلات مرتفعة خلال سنة 2023 مقارنة بـ 2022.</p>

<p dir="rtl" style="text-align: justify;">رهنت الحكومة توافر <a href="https://www.dw.com/ar/%D9%85%D8%B5%D8%B1-%D9%82%D8%B7%D8%B9-%D8%A7%D9%84%D8%AA%D9%8A%D8%A7%D8%B1-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D9%8A-%D8%A8%D9%8A%D9%86-%D8%AA%D8%A8%D8%B1%D9%8A%D8%B1-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D9%88%D8%BA%D8%B6%D8%A8-%D8%A7%D9%84%D8%B4%D8%B9%D8%A8/a-68899708">الكهرباء</a> بخططها المستقبلية لزيادة السيولة الدولارية، ما يعنى أن خطط تخفيف الأحمال قد لا تتوقف إلا بتوفير عملة صعبة بشكل يغطي الاحتياجات الأساسية ومن ثم التوجه إلى استيراد مزيد من الغاز الطبيعي والمازوت لسد احتياجات شهور الذروة في الصيف.</p>

<h2 dir="rtl"><span style="color: rgb(6, 71, 137);"><strong>الإيرادات الضريبية تنخفض في الحقيقة وتزداد في التصريحات</strong></span></h2>
<p dir="rtl" style="text-align: justify;">قال <a href="https://www.alarabiya.net/aswaq/economy/2024/04/01/%D9%88%D8%B2%D9%8A%D8%B1-%D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%8A%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D9%86%D9%85%D9%88-%D8%A7%D9%84%D8%A7%D9%8A%D8%B1%D8%A7%D8%AF%D8%A7%D8%AA-%D8%A7%D9%84%D8%B6%D8%B1%D9%8A%D8%A8%D9%8A%D8%A9-%D9%8A%D8%AA%D8%AC%D8%A7%D9%88%D8%B2-38-%D9%85%D9%86%D8%B0-%D9%85%D8%B7%D9%84%D8%B9-2023-2024">وزير المالية</a> محمد معيط، إن الإيرادات الضريبية نمت بنسبة 38% بداية العام المالي 2024/2023 مقارنة بنفس الفترة من العام المالي السابق. ولكن مع الأخذ في الاعتبار <a href="https://www.alarabiya.net/aswaq/economy/2023/04/10/%D8%A7%D9%84%D9%85%D8%B1%D9%83%D8%B2%D9%8A-%D8%A7%D9%84%D8%AA%D8%B6%D8%AE%D9%85-%D8%A7%D9%84%D8%A3%D8%B3%D8%A7%D8%B3%D9%8A-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1-%D9%8A%D9%86%D8%AE%D9%81%D8%B6-%D8%A7%D9%84%D9%89-39-5-%D9%81%D9%8A-%D9%85%D8%A7%D8%B1%D8%B3-">معدلات التضخم</a> التي وصلت إلى 39.5% هذا العام، فإن القيمة الحقيقة للضرائب ثابتة أو تقل، خصوصًا إذا ما قورنت بالناتج المحلي الإجمالي في سنوات التضخم المرتفع (من 2017 إلى الآن).</p>
<h3 dir="rtl"><strong>ضرائب تنخفض مع تضخم مرتفع</strong></h3>
<p dir="rtl" style="text-align: justify;">وفقًا لحسابات "عدسة"، توجد علاقة عكسية بين معدلات التضخم ومعدلات التحصيل الضريبي كنسبة من الناتج المحلي الإجمالي، وبالتالي، فكل زيادة في معدل التضخم تعني انخفاضًا في القيمة النسبية للضرائب حتى لو ظهرت زيادات كبيرة كرقم مطلق. كانت نسبة الضرائب للإنتاج المحلي الإجمالي 13% قبل 2017، في حين أصبحت 12.6% في 2022/2021 (آخر سنة مالية متاح لها حسابات ختامية).</p>

<p dir="rtl" style="text-align: justify;">وتقل نسبة الضرائب إلى الناتج المحلي حتى 9% إذا ما استثنينا الأرباح من قطاع البترول وقناة السويس من الموازنة والتي تشكل مجتمعة نحو <a href="https://www.shorouknews.com/columns/view.aspx?cdate=31032014&amp;id=9066f8aa-6fa7-4d92-9e00-accfe9f1ad76">ربع الحصيلة الضريبية</a>.&nbsp;</p>

<p dir="rtl" style="text-align: justify;">تدرج الحكومة هذه المكاسب كضرائب للتغطية على عدم القدرة على تحقيق زيادات حقيقية في الحصيلة الضريبية. وفي حين زادت القيمة الاسمية للإنتاج المحلي منذ عام&nbsp; 2016/2015 حتى عام 2022/2021 بنسبة 289%، ارتفعت القيمة الاسمية للضرائب بنسبة 281% فقط.</p>

<h3 dir="rtl"><strong>لماذا يحدث الانخفاض؟&nbsp;</strong></h3>
<p dir="rtl" style="text-align: justify;">حصلت الحكومة على جزء كبير من الضرائب المستحقة حاليًّا بناء على أرباح ما قبل 2017، وبالتالي فهي أنشطة لم تكن قد تأثرت بموجات التضخم المتتالية. وجاء الانخفاض الحقيقي نتيجة ما تبع التضخم من رفع لأسعار الفائدة، الذي يشجع الأفراد على الادخار، بدلًا من الاستهلاك والاستثمار الذي ستخضع أرباحه للضرائب.&nbsp;<a href="https://www.almasryalyoum.com/news/details/3007638">تشكل الضرائب</a> على الاستهلاك نحو نصف الحصيلة الضريبية الإجمالية.</p>
<p dir="rtl" style="text-align: justify;">وإجمالًا، تسهم في ذلك الانخفاض مشكلات هيكلية تواجه الحكومة في القدرة على التحصيل الضريبي الفعال، مثل: الأنشطة الاقتصادية غير المسجلة، ونقص البيانات اللازمة لجمع الضرائب.</p>
<h3 dir="rtl" style="text-align: justify;"><strong>فجوات التحصيل الضريبي.. سدها واجب</strong></h3>
<p dir="rtl" style="text-align: justify;">إذا كانت الحكومة راغبة في تحسين تمويل الخدمات العامة وبرامج الحماية الاجتماعية بزيادة الضرائب، فيجب تنفيذ <a href="https://aps.aucegypt.edu/ar/articles/778/fighting-inflation-fiscally">سياسات فعّالة</a> لمحاربة التضخم، والتعامل مع البيانات المالية كنسبة من الناتج المحلي الإجمالي أو بالقيمة الحقيقية بعد خصم معدلات التضخم. كما يمكن&nbsp; تنفيذ إجراءات حقيقية تسد فجوات التحصيل الضريبي.&nbsp;</p>

<h2 dir="ltr"><span style="color: rgb(6, 71, 137);"><strong>Zero Subsidies for Electricity, So Why the Blackouts?</strong></span></h2>
<p dir="ltr" style="text-align: justify;">The government <a href="https://arabic.cnn.com/middle-east/article/2024/04/05/egyptian-government-electricity">announced</a> it would resume its program of easing electricity, much to people&rsquo;s dismay. <a href="https://aps.aucegypt.edu/en/articles/1335/how-is-government-planning-on-bringing-prices-down-and-increasing-electricity">Last summer</a>, the state began to reduce electricity consumption to make more gas available for export, despite the <a href="https://www.asharqbusiness.com/article/36410/%D9%88%D8%AB%D9%8A%D9%82%D8%A9-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%A3%D9%84%D8%BA%D8%AA-%D8%AF%D8%B9%D9%85-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D8%A8%D8%B4%D9%83%D9%84-%D9%83%D8%A7%D9%85%D9%84-%D9%85%D9%86%D8%B0-%D8%B9%D8%A7%D9%85%D9%8A%D9%86/">lifting</a> of all household energy subsidies in 2019 and citizens now bearing the full cost of energy.</p>

<h3 dir="ltr"><strong>Heavy users subsidize the cost for the rest</strong></h3>
<p dir="ltr" style="text-align: justify;">The government adopted a program to <a href="https://www.youm7.com/story/2020/6/11/%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D9%85%D8%AF-%D8%AE%D8%B7%D8%A9-%D8%B1%D9%81%D8%B9-%D8%A7%D9%84%D8%AF%D8%B9%D9%85-%D8%AD%D8%AA%D9%89-2025-%D8%B3%D8%A7%D9%87%D9%85-%D9%81%D9%89-%D8%AE%D9%81%D8%B6/4817738#:~:text=%D8%A3%D9%83%D8%AF%20%D8%A7%D9%84%D8%AF%D9%83%D8%AA%D9%88%D8%B1%20%D8%A3%D9%8A%D9%85%D9%86%20%D8%AD%D9%85%D8%B2%D8%A9%D8%8C%20%D8%A7%D9%84%D9%85%D8%AA%D8%AD%D8%AF%D8%AB,%D8%A7%D9%84%D8%AC%D8%AF%D9%8A%D8%AF%D8%A9%20%D9%84%D9%84%D8%B9%D8%A7%D9%85%20%D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%89%202020%2F2021.">gradually phase out electricity subsidies</a> in 2014. Subsidies were zeroed out in 2018/19, despite calls to postpone the end of the phase-out to provide relief to citizens during the COVID-19 pandemic. The <a href="https://almalnews.com/%d9%86%d9%88%d8%a7%d8%a8-%d8%a7%d9%84%d8%a8%d8%b1%d9%84%d9%85%d8%a7%d9%86-%d9%8a%d8%b7%d8%a7%d9%84%d8%a8%d9%88%d9%86-%d8%a8%d9%88%d9%82%d9%81-%d8%aa%d8%b7%d8%a8%d9%8a%d9%82-%d8%b2%d9%8a%d8%a7%d8%af/">minister of electricity</a> confirmed that the mutual support between high energy-consumption and those who consume less is continuing, thereby effectively subsidizing lower income households.&nbsp;</p>
<p dir="ltr">The government&rsquo;s statements on subsidies are inconsistent and confusing. In January 2024, the <a href="https://www.zawya.com/ar/%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF/%D9%85%D8%B5%D8%B1/%D9%85%D8%B5%D8%B1-%D8%AA%D8%B1%D9%81%D8%B9-%D8%A3%D8%B3%D8%B9%D8%A7%D8%B1-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D9%84%D8%AE%D9%81%D8%B6-%D8%AA%D9%83%D9%84%D9%81%D8%A9-%D8%A7%D9%84%D8%AF%D8%B9%D9%85-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D9%8A-lzoy4p10">prime minister</a> declared that the aim of the recent increases in electricity prices was to reduce government subsidies and therefore the budget deficit. Yet, there has been no line item for electricity in the successive <a href="https://mof.gov.eg/ar/posts/stateGeneralBudget/627bb3136b2340000aca3b95/%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9%20%D8%B9%D8%A7%D9%85%D8%A9%202022%2023">financial statements</a> since 2019/20. Nor in the subsidy and social benefits section of public budget statements.</p>
<h3 dir="ltr"><strong>Did nulling electricity subsidies help?</strong></h3>
<p style="text-align: justify;">The Ministry of Electricity does not bear any additional expenses for electricity after the abolition of <a href="https://www.asharqbusiness.com/article/36410/%D9%88%D8%AB%D9%8A%D9%82%D8%A9-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%A3%D9%84%D8%BA%D8%AA-%D8%AF%D8%B9%D9%85-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D8%A8%D8%B4%D9%83%D9%84-%D9%83%D8%A7%D9%85%D9%84-%D9%85%D9%86%D8%B0-%D8%B9%D8%A7%D9%85%D9%8A%D9%86/">electricity subsidies</a>. The <a href="https://www.newarab.com/features/commodification-electricity-cash-strapped-egypt">private sector</a> stepped in to contribute as well after the introduction of the cross-subsidizing rate structure, and the government used electricity subsidy funds to invest in infrastructure. In an attempt to grape an additional dollar and mitigate the impact of the ongoing economic crisis, the government uses electricity cuts as follows:</p>

<li dir="ltr" style="text-align: justify;" role="presentation">To compensate for the difference between the price of <a href="https://www.masrawy.com/news/news-videos/details/2022/8/9/2272395/-10-%D8%AC%D9%86%D9%8A%D9%87-%D9%84%D9%84%D9%83%D9%8A%D9%84%D9%88-%D9%88%D8%A7%D8%AA-%D9%85%D8%AA%D8%AD%D8%AF%D8%AB-%D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1-%D9%8A%D9%83%D8%B4%D9%81-%D8%A7%D9%84%D8%B3%D8%B9%D8%B1-%D8%A7%D9%84%D8%AD%D9%82%D9%8A%D9%82%D9%8A-%D9%84%D8%AA%D9%83%D9%84%D9%81%D8%A9-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1">supplying</a> gas to <a href="https://manshurat.org/node/68174">power plants</a> and exporting it, by raising <a href="https://www.facebook.com/mada.masr/photos/a.564476860276121/5480658715324553/?type=3">electricity prices</a> to offset the <a href="https://matsda2sh.com/details/12938/%D8%B9%D9%86-%D8%AF%D8%B9%D9%85-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D9%88%D8%A7%D9%84%D8%A8%D8%AA%D8%B1%D9%88%D9%84-%D9%88%D8%A7%D9%84%D8%AD%D9%85%D8%A7%D9%8A%D8%A9-%D8%A7%D9%84%D8%A7%D8%AC%D8%AA%D9%85%D8%A7%D8%B9%D9%8A%D8%A9..-%D8%A3%D8%B1%D9%82%D8%A7%D9%85-%D8%AE%D8%A7%D8%B7%D8%A6%D8%A9-%D9%85%D9%86-%D9%88%D9%83%D9%8A%D9%84-%D9%84%D8%AC%D9%86%D8%A9-%D8%A7%D9%84%D8%AE%D8%B7%D8%A9-%D9%88%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9-%D9%81%D9%8A-%D9%85%D8%AC%D9%84%D8%B3-%D8%A7%D9%84%D9%86%D9%88%D8%A7%D8%A8">opportunity cost</a>.</li>
<li dir="ltr" style="text-align: justify;" role="presentation">To cover the cost of some&nbsp;<a href="https://www.shorouknews.com/news/view.aspx?cdate=16042024&amp;id=783db23e-30ae-4a94-abb3-b29c858432d5">food and medicine imports</a> by avoiding the import of additional quantities of diesel and gas during peak consumption seasons.</li>

<p>The lifting of electricity subsidies does not appear to have helped the government reduce the&nbsp;<a style="font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen, Ubuntu, Cantarell, 'Open Sans', 'Helvetica Neue', sans-serif;" href="https://www.cnbcarabia.com/116858/2023/05/12/%D9%84%D9%85%D8%A7%D8%B0%D8%A7-%D8%AA%D9%81%D8%A7%D9%82%D9%85-%D8%B9%D8%AC%D8%B2-%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D9%81%D9%8A-%D8%A7%D9%84%D8%B1%D8%A8%D8%B9-%D8%A7%D9%84%D8%A3%D9%88%D9%84-2023-2024%D8%9F-">budget deficit</a><span style="font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen, Ubuntu, Cantarell, 'Open Sans', 'Helvetica Neue', sans-serif;"> in the long term, which increased to 3.8% of GDP in the first quarter of 2023/24, up from 2.5% in the same period </span><a style="font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen, Ubuntu, Cantarell, 'Open Sans', 'Helvetica Neue', sans-serif;" href="https://hapijournal.com/2023/12/05/%D9%81%D9%88%D8%A7%D8%A6%D8%AF-%D8%AF%D9%8A%D9%88%D9%86-%D9%85%D8%B5%D8%B1-%D8%AA%D8%B6%D8%A7%D8%B9%D9%81-%D8%B9%D8%AC%D8%B2-%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9-%D9%81%D9%8A-%D8%A7%D9%84/">last year</a><span style="font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen, Ubuntu, Cantarell, 'Open Sans', 'Helvetica Neue', sans-serif;"> as a result of debt service pressures.&nbsp;</span></p>
<h3 dir="ltr"><strong>Energy export ambitions&nbsp;</strong></h3>
<p dir="ltr">The government hopes to transform Egypt into a regional hub for <a href="https://www.alhurra.com/egypt/2024/03/20/%D9%85%D8%B5%D8%B1-%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D9%84%D9%84%D8%AA%D8%B5%D8%AF%D9%8A%D8%B1-%D9%88%D8%AA%D8%AD%D8%AF%D9%8A%D8%A7%D8%AA-%D8%A7%D9%86%D9%82%D8%B7%D8%A7%D8%B9-%D9%85%D8%AD%D9%84%D9%8A%D8%A9-%D8%AA%D9%86%D8%AA%D8%B8%D8%B1-%D8%A7%D9%84%D8%AD%D9%84#:~:text=%D9%86%D8%AC%D8%AD%D8%AA%20%D9%85%D8%B5%D8%B1%20%D8%AE%D9%84%D8%A7%D9%84%20%D8%A7%D9%84%D8%B9%D9%82%D8%AF%20%D8%A7%D9%84%D9%85%D8%A7%D8%B6%D9%8A,%D8%B9%D8%A7%D9%85%202014%20%D8%AD%D8%AA%D9%89%20%D9%86%D9%87%D8%A7%D9%8A%D8%A9%202021.">energy exports</a> to Europe through multiple <a href="https://aps.aucegypt.edu/en/articles/1010/haya-karima-and-electrical-interconnection-projects">electrical interconnection projects</a> and the liquefaction and resale of imported gas. Although the government announced that it completely suspends gas exports in peak consumption months, exports brought in USD2.86 billion in <a href="https://aps.aucegypt.edu/en/articles/1153/egyptian-natural-gas-sizable-investments-uncertain-returns">previous summers</a>. And reached higher rates during the year 2023 compared to 2022.&nbsp;</p>

<p dir="ltr" style="text-align: justify;">Furthermore, Egypt has signed several electrical interconnection agreements and memorandums of understanding to <a href="https://aawsat.com/%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF/4916641-%D9%85%D8%B5%D8%B1-%D8%B7%D8%B1%D8%AD-%D9%85%D9%86%D8%A7%D9%82%D8%B5%D8%A9-%D9%84%D8%A5%D8%B9%D8%AF%D8%A7%D8%AF-%D8%AF%D8%B1%D8%A7%D8%B3%D8%A9-%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D8%A7%D9%84%D8%B1%D8%A8%D8%B7-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A6%D9%8A-%D9%85%D8%B9-%D8%A7%D9%84%D8%A7%D8%AA%D8%AD%D8%A7%D8%AF-%D8%A7%D9%84%D8%A3%D9%88%D8%B1%D9%88%D8%A8%D9%8A">export energy</a> to Europe, and the electrical interconnection project with <a href="https://aawsat.com/%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF/4916641-%D9%85%D8%B5%D8%B1-%D8%B7%D8%B1%D8%AD-%D9%85%D9%86%D8%A7%D9%82%D8%B5%D8%A9-%D9%84%D8%A5%D8%B9%D8%AF%D8%A7%D8%AF-%D8%AF%D8%B1%D8%A7%D8%B3%D8%A9-%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D8%A7%D9%84%D8%B1%D8%A8%D8%B7-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A6%D9%8A-%D9%85%D8%B9-%D8%A7%D9%84%D8%A7%D8%AA%D8%AD%D8%A7%D8%AF-%D8%A7%D9%84%D8%A3%D9%88%D8%B1%D9%88%D8%A8%D9%8A">Saudi Arabia</a> is expected to begin formally in 2026.</p>
<p dir="ltr" style="text-align: justify;">The availability of <a href="https://www.dw.com/ar/%D9%85%D8%B5%D8%B1-%D9%82%D8%B7%D8%B9-%D8%A7%D9%84%D8%AA%D9%8A%D8%A7%D8%B1-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D9%8A-%D8%A8%D9%8A%D9%86-%D8%AA%D8%A8%D8%B1%D9%8A%D8%B1-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D9%88%D8%BA%D8%B6%D8%A8-%D8%A7%D9%84%D8%B4%D8%B9%D8%A8/a-68899708">electricity</a> depends on the government&rsquo;s future plans for increasing dollar liquidity. This means that plans of controlled blackouts may only end when there is enough hard currency to cover basic needs and then import more natural gas and diesel to meet the needs of the peak summer months.&nbsp;</p>

<h2 dir="ltr"><span style="color: rgb(6, 71, 137);"><strong>Tax Revenues Down in Fact, Up in Statements</strong></span></h2>
<p dir="ltr" style="text-align: justify;">Minister of Finance Mohamed Maait <a href="about:blank">said</a> that tax revenues had seen a year-on-year increase of 38% at the beginning of fiscal year 2023/24. But taking into account <a href="https://www.alarabiya.net/aswaq/economy/2023/04/10/%D8%A7%D9%84%D9%85%D8%B1%D9%83%D8%B2%D9%8A-%D8%A7%D9%84%D8%AA%D8%B6%D8%AE%D9%85-%D8%A7%D9%84%D8%A3%D8%B3%D8%A7%D8%B3%D9%8A-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1-%D9%8A%D9%86%D8%AE%D9%81%D8%B6-%D8%A7%D9%84%D9%89-39-5-%D9%81%D9%8A-%D9%85%D8%A7%D8%B1%D8%B3-">inflation</a>, which hit 39.5% this year, the real value of taxes collected remains steady or lower than last year, and particularly if compared to GDP in high inflation years (from 2017 to the present).&nbsp;</p>
<h3 dir="ltr"><strong>Tax revenues decline with rising inflation</strong></h3>
<p style="text-align: justify;">According to Adasa&rsquo;s calculations, there is an inverse correlation between inflation and tax revenue as a percentage of GDP: every increase in the inflation rate means a decrease in the relative value of revenues, even if in nominal terms, revenues seem substantially higher. Before 2017, the tax-to-GDP ratio was 13%, while it stood at 12.6% in 2021/22 (the last fiscal year for which closing accounts are available).</p>

<p style="text-align: justify;">Excluding profits from the petroleum sector and the Suez Canal from the budget&mdash;which together constitute&nbsp;<a href="https://www.shorouknews.com/columns/view.aspx?cdate=31032014&amp;id=9066f8aa-6fa7-4d92-9e00-accfe9f1ad76">one-fourth</a> of tax revenue&mdash;the tax-to-GDP ratio falls to 9%.&nbsp;</p>

<p dir="ltr" style="text-align: justify;">The government lists these gains as tax revenue to cover up its inability to achieve real increases in tax receipts. While the nominal value of GDP increased by 289% from 2015/16 to 2021/22, the nominal value of tax revenue rose just 281% in the same period.</p>

<h3 dir="ltr"><strong>What is the cause of the decline?</strong></h3>
<p dir="ltr" style="text-align: justify;">The government received a large portion of the taxes currently due based on pre-2017 profits, which were not affected by successive waves of inflation. The real decline came as a result of the inflation that followed from raising interest rates. High interest rates encourage individuals to save rather than consume and invest their money in profit-generating activities that are subject to taxes. Taxes on consumption <a href="https://www.almasryalyoum.com/news/details/3007638">constitute</a> about half of total tax revenue.</p>
<p dir="ltr" style="text-align: justify;">Falling tax revenues are also attributable to structural issues that affect the government&rsquo;s ability to effectively collect taxes, such as unregistered economic activities and the lack of data needed to collect taxes.</p>
<h3 dir="ltr"><strong>Collection gaps must be filled</strong></h3>
<p dir="ltr" style="text-align: justify;">If the government wishes to fund public services and social protection programs with higher taxes, <a href="https://aps.aucegypt.edu/en/articles/778/fighting-inflation-fiscally">effective policies</a> to fight inflation must be implemented. It should also treat financial data as a percentage of GDP or in real terms after accounting for inflation. Moreover, genuine measures could be pursued to close the gap in tax collection.</p>
