<h3 dir="rtl">أسباب الأزمة: ضعف الإنفاق</h3>
<a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099445409262223752/p175907102b76b3f1151214e6c1b11e13937b12503fb">يرجع</a> العجز الشديد للمعلمين إلى تجميد التعيينات، وقد <a href="https://emis.gov.eg/Site%20Content/book/2023-2024/main_book2023.html">تناقص</a> بالفعل إجمالي معلمي المدارس الحكومية على مدار العشر سنوات الأخيرة بنحو 97 ألف معلم ومعلمة، فى مقابل زيادة فى أعداد طلاب بلغت 5 ملايين تلميذ خلال نفس الفترة.&nbsp;

ويرجع <a href="https://www.researchgate.net/publication/333965390_Precarity_and_the_Precaritization_of_Teaching">تقليص</a> <a href="https://aps.aucegypt.edu/ar/articles/1318/education-for-some-implications-of-government-spending-for-access-to-education">الدعم الحكومي</a> لقطاع التعليم إلى السياسات التقشفية، وهي من أهم عوامل تفشي ظاهرة عدم الاستقرار الوظيفي للمعلمين، التي تفاقمت في مصر في السنوات الأخيرة. حيث <a href="https://www.ilo.org/sites/default/files/wcmsp5/groups/public/@ed_emp/documents/publication/wcms_735169.pdf">تزامنت</a> الزيادة الكبيرة في العمل غير المستقر في جميع القطاعات مع تطبيق الحكومة لشروط صندوق النقد الدولي التقشفية التي تتضمن تخفيضات في الإنفاق العام.
و<a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099445409262223752/p175907102b76b3f1151214e6c1b11e13937b12503fb">تسبب</a> عدم التزام الحكومة بالنص الدستوري بالإنفاق على التعليم قبل الجامعي بنسبة 4% من الناتج المحلي الإجمالي في توقف وزارة التربية والتعليم عن تكليف الخريجين وسد العجز بشكل مؤقت وغير كافٍ عبر التعاقد مع بعض المدرسين بالحصة.

يحرم نظام التدريس بالحصة المعلمين من الحق في <a href="https://aps.aucegypt.edu/en/articles/1420/unemployment-lowering-its-rates-doesnt-resolve-labor-deprivations">التشغيل العادل</a> ويدفعهم إلى التركيز على الدروس الخصوصية حتى يستطيعوا الحصول على الحد الأدنى من مقومات الحياة الكريمة. كما <a href="https://www.researchgate.net/publication/333965390_Precarity_and_the_Precaritization_of_Teaching">يجعل</a> نظام التعاقد بالحصة مهنةَ التدريس مجالًا غير محبب للخريجين ما يدفعهم إلى العمل في وظائف أخرى.

<h3 dir="rtl">استقرار المدرس صمام أمان التعليم</h3>

Cuts in public spending on education, manifested in the government&rsquo;s hiring freeze, are the main culprits of the crisis. In response to the deficit, the government employs part-time teachers on temporary contracts&mdash;a form of precarious employment that <a href="https://files.eric.ed.gov/fulltext/EJ1220132.pdf">turns educators into</a> seasonal wage-seeking earners instead of stable professionals and partners in educational reform.&nbsp;

<h3 dir="ltr">Magnitude of teaching profession degradation</h3>
The shortage of teachers has ballooned in the last two years, with the deficit <a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099445109262219336/p17590704b392c0de0be310ab2c8407e779">increasing by</a> 170,800 teachers between 2022 and 2024. The government currently <a href="https://www.unicef.org/egypt/media/11856/file/Education.pdf">needs</a> to employ 398,300 teachers to keep pace with the growing number of schoolchildren and meet the targeted ratio of 22.6 students per teacher, as set forth in its 2027 <a href="https://mof.gov.eg/ar/posts/stateGeneralBudget/66d0246de76a4f00088a57bc/%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9%20%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B7%D9%86%20%D9%84%D9%84%D8%B9%D8%A7%D9%85%20%D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%8A%202024-%202025">plan</a> for improving the educational system.

The <a href="https://www.unicef.org/egypt/media/11856/file/Education.pdf">decline</a> in reading skills at the primary level in public schools reflects how the shortage of teachers is <a href="https://enterprise.press/stories/2022/10/03/world-bank-report-puts-focus-on-egypts-public-education-system-82793/">weighing down</a> on educational equality. In 2021, Egypt <a href="https://pirls2021.org/results/achievement/">came</a> second to last among 43 countries in reading achievement in primary stage education. It also <a href="https://documents1.worldbank.org/curated/en/099445109262219336/pdf/P17590704b392c0de0be310ab2c8407e779.pdf?_gl=1*1oz8tzp*_gcl_au*NjY2OTQ5MDQzLjE3MjcwODU4NDA.">score</a>d poorly in mathematics and science learning outcomes in the intermediate level.
Due to classroom overcrowding, teachers cannot <a href="https://pirls2021.org/results/achievement/">perform </a>their jobs and create a healthy learning environment, especially at the primary school level, where 43% of all teachers <a href="https://emis.gov.eg/Site%20Content/book/2023-2024/main_book2023.html">are employed</a> this year.

<h3 dir="ltr">Roots of the crisis: Insufficient government spending</h3>
The catastrophic teacher shortage is a direct <a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099445109262219336/p17590704b392c0de0be310ab2c8407e779">result</a> of the hiring freeze. Over the past decade, the public educational system <a href="https://emis.gov.eg/Site%20Content/book/2023-2024/main_book2023.html">has lost</a> a staggering 97,000 teachers while the student population has grown by 5 million.

<a href="https://www.researchgate.net/publication/333965390_Precarity_and_the_Precaritization_of_Teaching">Reduced</a> <a href="https://aps.aucegypt.edu/en/articles/1318/education-for-some-implications-of-government-spending-for-access-to-education">government support</a> for the educational sector due to austerity policies is a critical factor in the spread of teacher job precarity, which has worsened in Egypt in recent years. The significant increase in precarious employment in all sectors <a href="https://www.ilo.org/sites/default/files/wcmsp5/groups/public/@ed_emp/documents/publication/wcms_735169.pdf">coincided</a> with the government&rsquo;s application of austerity measures that the International Monetary Fund laid down.
In light of the government's <a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099445109262219336/p17590704b392c0de0be310ab2c8407e779">failure</a> to fulfill the constitutional provision requiring it to spend 4% of GDP on pre-university education, the Ministry of Education instituted a hiring freeze. It then filled the gap by hiring &ldquo;contract teachers&rdquo; per class on an ad hoc basis, which is an inadequate solution with devastating effects on the quality of education.

<h3 dir="ltr">Precarious teaching jobs are not a solution</h3>
The Ministry of Education recently <a href="https://www.youm7.com/story/2024/3/2/%D9%88%D8%B2%D8%A7%D8%B1%D8%A9-%D8%A7%D9%84%D8%AA%D8%B9%D9%84%D9%8A%D9%85-%D8%A7%D9%84%D8%AA%D8%B9%D8%A7%D9%82%D8%AF-%D9%85%D8%B9-50-%D8%A3%D9%84%D9%81-%D9%85%D8%B9%D9%84%D9%85-%D8%A8%D8%A7%D9%84%D8%AD%D8%B5%D8%A9-%D8%A7%D9%84%D8%B9%D8%A7%D9%85-%D8%A7%D9%84%D9%85%D9%82%D8%A8%D9%84/6495851">announced</a> that it contracted 50,000 teachers per class for the 2024/25 academic year. This cap means that, at most, contract teachers can earn EGP4,800 a month, which falls significantly short of the official monthly minimum wage of EGP6,000.
This piecework teaching system denies teachers their right to <a href="https://aps.aucegypt.edu/en/articles/1420/unemployment-lowering-its-rates-doesnt-resolve-labor-deprivations">fair employment</a> and incentivizes them to offer private lessons to make ends meet. In addition, the temporary <a href="https://www.researchgate.net/publication/333965390_Precarity_and_the_Precaritization_of_Teaching">contracting system</a> makes teaching an unattractive career prospect for graduates, thus pushing them into other fields.
Teachers on temporary contracts in Egypt <a href="https://www.youm7.com/story/2024/3/2/%D9%88%D8%B2%D8%A7%D8%B1%D8%A9-%D8%A7%D9%84%D8%AA%D8%B9%D9%84%D9%8A%D9%85-%D8%A7%D9%84%D8%AA%D8%B9%D8%A7%D9%82%D8%AF-%D9%85%D8%B9-50-%D8%A3%D9%84%D9%81-%D9%85%D8%B9%D9%84%D9%85-%D8%A8%D8%A7%D9%84%D8%AD%D8%B5%D8%A9-%D8%A7%D9%84%D8%B9%D8%A7%D9%85-%D8%A7%D9%84%D9%85%D9%82%D8%A8%D9%84/6495851">work</a> in conditions of severe precarity, as the ministry compels them to cede any claim to a permanent job in their contracts. In general, teachers in precarious employment <a href="https://mail.google.com/mail/u/0/?tab=rm&amp;ogbl#inbox/FMfcgzQVzFWkzcLdHTHQZkdNlkSmPjNr?projector=1&amp;messagePartId=0.1">suffer</a> from a sense of ill-treatment, discrimination, job insecurity, and instability and are constantly chasing a stable job or another contract. Educational systems that <a href="https://www.researchgate.net/publication/333965390_Precarity_and_the_Precaritization_of_Teaching">rely</a> on contract teachers are <a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099445109262219336/p17590704b392c0de0be310ab2c8407e779">overstretched</a> and fragile since the educators, the main pillars of the educational system, are insecure.
<h3 dir="ltr">Teacher stability is the safety valve for education</h3>
Teachers <a href="https://www.unesco.org/en/articles/global-report-teachers-what-you-need-know">play</a> a key role in shaping young people and fulfilling their right to an equitable, quality education for all, which is a crucial sustainable development goal. The <a href="https://enterprise.press/stories/2022/10/03/world-bank-report-puts-focus-on-egypts-public-education-system-82793/">ongoing teacher shortage</a> threatens to undermine the <a href="https://mof.gov.eg/ar/posts/stateGeneralBudget/66d0246de76a4f00088a57bc/%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9%20%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B7%D9%86%20%D9%84%D9%84%D8%B9%D8%A7%D9%85%20%D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%8A%202024-%202025">state plan to improve education</a>. The government must therefore <a href="https://files.eric.ed.gov/fulltext/EJ1220132.pdf">provide jobs</a> that ensure <a href="https://www.journals.uchicago.edu/doi/abs/10.1086/667414?journalCode=cer">stable working conditions</a> for teachers.
Hiring teachers on temporary contracts degrades the profession and weighs down on education. This is because per-class contracted instruction <a href="https://files.eric.ed.gov/fulltext/EJ1220132.pdf">turns teachers</a> into temporary workers who are constantly preoccupied with making a living, which prevents them from making positive contributions to the development of the educational system. Accordingly, the government must increase public spending on education and hire teachers on permanent contracts to <a href="https://www.journals.uchicago.edu/doi/abs/10.1086/667414?journalCode=cer">stabilize the teaching profession</a> and positively reform the entire educational sector.&nbsp;
