بالتقسيط يمكن دفع مصروفات: التعليم، العلاج، السفر، الرحلات الترفيهية، اشتراك النادي، العقارات، السيارات، المجوهرات، الملابس، مستحضرات التجميل، وحتى البقالة اليومية. كل السلع والخدمات أصبح شراؤها متاحًا بالتقسيط، ولكن ما هي المشكلة؟&nbsp;
المشكلة ليست في إتاحة السلع والخدمات بالتقسيط من خلال التمويل/ الائتمان الاستهلاكي، ولكن في تحول "التقسيط" إلى آلية أساسية لتلبية الاحتياجات في ضوء ارتفاع الأسعار المتواصل. يؤدي هذا بدوره إلى رهن الدخول المستقبلية للأفراد. ويؤثر الأمر في عدة جوانب، بعضها خاص بالأفراد، والبعض الآخر خاص بالاقتصاد الكلي. يؤدي اللجوء المستمر إلى التمويل/ الائتمان الاستهلاكي إلى التأثير في مستوى معيشة الفرد. أما على المستوى العام فاللجوء إلى التمويلات الاستهلاكية يشجع العامة على الاستهلاك وبالتالي يؤدي إلى نقص معدلات الادخار، ومن ثم إلى نقص في الاستثمار، وهو ما يعني إفقارًا على المستويين العام والخاص.&nbsp;
ويختلف التمويل الاستهلاكي عن الائتمان الاستهلاكي في الجهة المانحة، حيث يمكن الحصول على التمويل الاستهلاكي من خلال شركات مالية مرخصة من هيئة الرقابة المالية، وقد ارتفعت قيمة التمويل لديها بقيمة 3.6 مليار جنيه خلال النصف الأول من 2024، بينما تقوم البنوك بمنح الائتمان الاستهلاكي لعملائها، ويخضع كلا النوعين لسعر الفائدة المتداول في القطاع المصرفي، وقد ارتفع الائتمان الاستهلاكي الممنوح من البنوك بنحو 34 مليار جنيه خلال الـ4 شهور الأولى من العام الجاري (يناير/ إبريل).
<h3 dir="rtl" style="text-align: justify;">واقع التمويل/ الائتمان الاستهلاكي في مصر&nbsp;</h3>
سجلت معدلات التمويل الاستهلاكي من قنواتها المختلفة المصرفية وغير المصرفية ارتفاعًا ملحوظًا خلال 2024، رغم استقرار سعر الفائدة عند معدلاته المرتفعة 28.25% (البنك المركزي المصري، ٢٠٢٤). وشهد النصف الأول من العام الجاري ارتفاعًا في التمويل الاستهلاكي غير المصرفي المقدم من شركات التمويل المعتمدة من هيئة الرقابة المالية بنحو 17.7% خلال يناير/ يونيو 2024. بينما سجلت معدلات الائتمان الاستهلاكي (قروض القطاع العائلي) المقدمة من البنوك إلى عملائها الأفراد بهدف شراء السلع نموًّا بلغ نحو 3.6% خلال الفترة من يناير/ إبريل 2024 (Trading Economy, n.d).&nbsp;
تعبر الزيادات التي سجلتها أرصدة التمويل الاستهلاكي المصرفية وغير المصرفية خلال 2024 عن استمرار المنحنى الصاعد لهذا النوع من التمويل خلال السنوات الماضية بالتزامن مع ما سببته معدلات التضخم المرتفعة من ضعف القوة الشرائية للعملة المحلية، وهو ما جعل الشراء بالتقسيط آلية أساسية لتلبية احتياجات المواطنين.

وقد ارتفع متوسط معدل التضخم العام في الجمهورية من 9.6% عام 2021/2022 إلى 25.2% لعام 2022/2023 (وزارة التخطيط والتنمية الاقتصادية، بدون تاريخ). وتصل نسبة الإنفاق الاستهلاكي التي تم تمويلها بالاقتراض من قنواته المختلفة إلى نحو 12.8% من إجمالي الإنفاق الاستهلاكي الخاص، الذي بلغ نحو 6.7 تريليون جنيه عام 2022/2023 أي بنهاية يونيو 2023. تم تمويل 837 مليار جنيه من الرقم السابق عن طريق الائتمان الاستهلاكي من البنوك، بالإضافة إلى 20.6 مليار جنيه تمويلات غير مصرفية. وبلغ الإنفاق الاستهلاكي النهائي 89.4% من الناتج الإجمالي المحلي خلال عام 2022/2023. ويمثل الإنفاق الاستهلاكي الخاص غير الحكومي 92.4% من الإنفاق الاستهلاكي النهائي خلال نفس العام. وارتفع الائتمان الاستهلاكي 295% في السنوات التي أعقبت تطبيق برنامج الإصلاح الاقتصادي الذي شهد تخفيضًا لسعر العملة المحلية في نوفمبر 2016، حيث ارتفع الائتمان الاستهلاكي المصرفي من 234 مليار في يناير 2017 إلى 925 مليار جنيه بنهاية 2023 (وزارة التخطيط والتنمية الاقتصادية، بدون تاريخ، الهيئة العامة للرقابة المالية، 2023; Trading Economy, n.d).

<h3 dir="rtl" style="text-align: justify;">ديون ممتدة وفقر محتمل&nbsp;</h3>
تلبية الاحتياجات الحالية من خلال رهن نسبة من الدخول المستقبلية لصالح أقساط الديون، يدفع المستهلك نحو دائرة مغلقة من الفقر والتضخم. تؤدي معدلات التضخم المرتفعة إلى تآكل القوة الشرائية للدخول. ويدفع ذلك المستهلكين إلى اللجوء إلى الشراء بالتقسيط لتلبية احتياجاتهم مع تحمل تكلفة إضافية تتمثل في سعر الفائدة، ما يمثل ضغطًا إضافيًّا على الدخل. ويخلق طلبًا على السلع، يؤدي إلى ارتفاع أسعارها المرتفعة بالفعل، ما يؤثر في معدلات الاستهلاك المستقبلية سلبيًّا، إلا إذا تم تلبية الاحتياجات بنفس الطريقة، وهو ما يجعل المستهلك يدور في دائرة التضخم والفقر لمدة طويلة، وهي الدائرة التي تمثل أرباحًا للمؤسسات المقرِضة وأصحاب رؤوس الأموال لأنها تضمن استمرارية الاستهلاك.&nbsp;
&nbsp;تزيد هذه الدائرة الاستهلاكية من الفقر وتعيد ترسيخه من خلال الإفراط في الديون، نظرًا إلى أن خلق علاقة بين الائتمان والأجور، يسهم في دخول أصحاب الدخول المنخفضة في نطاق الشمول المالي وبالتالي إمكان الاستدانة بدون ضمانات (غزال، 2022).
المفارقة أن ارتفاع أرصدة الائتمان الاستهلاكي من قنواته المختلفة، في ضوء زيادة قيمة الاستهلاك الخاص النهائي، لا تعبر عن زيادة حقيقية في معدلات الاستهلاك التي تمثل حجر الأساس للناتج الإجمالي المحلي وإنما هي نتاج لزيادة التضخم، بينما تظل معدلات الاستهلاك الحقيقية ثابتة وهو ما لا يمثل عائدًا حقيقيًّا بالنسبة إلى معدلات الإنتاج والنمو (عبدالحميد، 2021).
<h3 dir="rtl" style="text-align: justify;">الائتمان الاستهلاكي يساوي الادخار السلبي</h3>
الشراء بالتقسيط هو نفسه الادخار السلبي (أن يستهلك الفرد بقيم أعلى من دخله) (هندواي، بدون تاريخ). والادخار السلبي لا يؤثر فقط في مستوى معيشة الفرد وإنما يلعب دورًا في معدلات الادخار العام والاستثمار بالتبعية. حيث توجد علاقة عكسية بين حجم الائتمان الاستهلاكي ومعدل الادخار إلى الدخل القومي، لأن الائتمان الاستهلاكي يسهم في زيادة الاستهلاك العام، الذي يؤدي بدوره إلى انخفاض معدل الادخار إلى الناتج المحلي الإجمالي، وبالتالي معدلات الاستثمار (محمد، 2022).
يؤدي ارتفاع معدلات الادخار إلى توفير مصادر تمويل كبيرة للاستثمار، بالإضافة إلى أن الادخار يعتبر أحد عناصر تكوين رأس المال، ويقوم بدور رئيسي في زيادة الطاقة الإنتاجية والتنمية الاقتصادية. لذا فالعلاقة طردية بين النمو والادخار، وبالتبعية زيادة معدلات التشغيل وخفض نسب البطالة بالإضافة إلى زيادة الطلب على السلع والخدمات ومن ثم تسريع عجلة الإنتاجية واستمرارية دوران رأس المال (حلول للسياسات البديلة، 2023).

<h3 dir="rtl" style="text-align: justify;">خاتمة</h3>
نظرًا إلى هذه الزيادة في معدلات الائتمان الاستهلاكي وخطورتها على رفع نسب الفقر تزامنًا مع ارتفاع معدلات التضخم، فقد يكون الحل في زيادة برامج العدالة الاجتماعية وتخفيض الفوارق بين الطبقات ما يؤدي إلى تلبية الاحتياجات من الدخول الحالية لا المستقبلية (عبد الحميد، 2021). كذلك خفض معدلات التضخم العام عن طريق زيادة المعروض السلعي بزيادة الإنتاج وإعادة توجيه الإيرادات الضريبية للإنفاق على نشاطات إنتاجية تضمن زيادة معدلات الإنتاج والحد من الإنفاق الحكومي وتوجيهه إلى المجالات المحفزة للاستثمار أو النشاطات الإنتاجية، لخلق أثر تعويضي عمَّا يخلِّفه الإنفاق الحكومي من آثار تضخمية. ومراعاة اتباع نظام ضريبي تصاعدي وضمان عدم نقل العبء الضريبي على الفئات الأكثر فقرًا، واستهداف الفئات الأعلى في مستوى الدخل، فيما يتعلق بضريبة القيمة المضافة (حجاج، 2022). وضرورة أن يكون الشمول المالي مصحوبًا بتوعية مالية عن تداعيات الائتمان الاستهلاكي والادخار في المقابل (محمد، 2022).

Individuals can pay for a myriad of things in installments including school tuition, medical expenses, travel and recreational trips, club membership, real estate, cars, jewelry, clothes, cosmetics, and even daily groceries. All goods and services have become available for purchase in installments, but what is the problem?
The problem lies not in availing a buy now pay later option for goods and services, but rather it is the fact that these credit facilities and installment options have become a necessary mechanism to meet the day-to-day needs of people amid a continuous rise in the cost of living. This results in the mortgaging of individuals&rsquo; future income which in turn affects the individuals&rsquo; financial future and the economy overall. The continuous reliance on consumer credit and consumer finance impacts an individual's standard of living. Broadly speaking, resorting to consumer finance encourages the public to consume and thus reduces savings rates, and the investment rate, which leads to impoverishment at the public and private levels.
Consumer finance can be obtained through financial companies licensed by the Egyptian Financial Supervisory Authority whereas consumer credit is available through banks. During the first half of 2024, consumer financing values ​​increase by 3.6% (Egypt Financial Supervisory Authority, 2024). Meanwhile, consumer credit granted by banks increased by about EGP 34 billion during the first 4 months of this year (January - April) (Trading Economy, n.d). It is important to note that both consumer finance and consumer credit are subject to the interest rate prevailing in the banking sector.
<h3 dir="ltr" style="text-align: justify;">The reality of consumer finance and consumer credit in Egypt</h3>
Consumer finance rates from various banking and non-banking entities recorded a significant increase during 2024, despite the Central Bank of Egypt maintaining the interest rate at 28.25% (Central Bank of Egypt, 2024). The first half 2024 of witnessed an increase in non-bank consumer financing provided by financing companies approved by the Egyptian Financial Supervisory Authority by about 17.7% between January - June. On the other hand, consumer credit rates (family loans) provided by banks to customers to purchase goods recorded a growth of about 3.6% during the period from January- April 2024 (Trading Economy, n.d).
The increase seen in banking and non-bank consumer financing balances during 2024 reflects a continued upward trend of this type of financing which began a few years ago as high inflation rates dampened local purchasing power. This made purchasing in installments a key mechanism for citizens to meet their basic needs.

Egypt&rsquo;s average inflation rate increased from 9.6% in 2021/2022 to 25.2% in 2022/2023 (Ministry of Planning and Economic Development, no date). The percentage of consumer spending financed by borrowing from various channels amounts to about 12.8% of total private consumer spending, a sum of about EGP 6.7 trillion during the fiscal year 2022/2023 which ended June 2023. Roughly EGP 837 billion was financed through consumer credit from banks, in addition to EGP 20.6 billion in non-bank financing. &nbsp;Final consumption expenditure amounted to 89.4% of GDP during 2022/2023. Private non-governmental consumer spending constitutes 92.4% of final consumption expenditure for the same year. Consumer credit increased by 295% in the years following the implementation of the economic reform program that led to the devaluation of the Egyptian Pound in November 2016. This translated into an increase in consumer credit from EGP 234 billion in January 2017 to EGP 925 billion by the end of 2023 (Ministry of Planning and Economic Development, n d; Egypt Financial Supervisory Authority, 2023; Trading Economy, n.d).

<h3 dir="ltr" style="text-align: justify;">Extended debt and potential poverty</h3>
Meeting current needs by mortgaging a percentage of future income for debt installments is pushing consumers into a closed cycle of poverty and inflation. High inflation rates minimize the purchasing power of income. This prompts consumers to resort to buying in installments to meet their needs while bearing an additional cost of interest rates, which increases financial pressures. Moreover, it feeds high demand for goods that leads to an increase in their already high prices. This could negatively affect future consumption rates unless needs are met. In essence, the consumer revolves in a cycle of inflation and poverty, a cycle that lending institutions and capital owners profit from as it ensures the continuity of consumption.
This cycle of installment buying and consumption creates poverty and re-establishes it through excessive debt. By creating a relationship between credit and wages, as well as increasing financial inclusion efforts, more low-income individuals have been able to borrow without guarantees (Ghazal, 2022).
Despite the increase in consumer credit balance across various channels, the value of final consumption expenditure does not indicate a rise in consumption rates, which would typically boost the gross domestic product. Instead, the rise in consumer credit balance reflects high inflation, with real consumer spending remaining unchanged, which leaves production and growth rates unchanged (Abdul Hamid, 2021).
<h3 dir="ltr" style="text-align: justify;">Consumer credit is equivalent to negative savings</h3>
Buying through installments is the same as dissaving (meaning an individual consumes/spends more than his/her income) (Hindway, nd). Negative savings not only affect the individual's standard of living but also play a role in the savings rate and investment accordingly. There is an inverse relationship between the amount of consumer credit and the savings rate to income because consumer credit contributes to increasing general consumption. This translates into a dip in savings in relation to the gross domestic product, and by extension affects investment rates (Muhammad, 2022).
High saving rates provide a source of financing for investments. Savings are considered one of the elements of capital formation and play a major role in increasing productive capacity and boosting economic development. Therefore, the relationship between growth and savings is symbiotic, and consequently, increasing employment rates reduces unemployment rates, which in turn increases demand for goods and services. Ultimately, this accelerates productivity and ensures the continuity of capital turnover (Alternative Policy Solutions, 2023).

<h3 dir="ltr" style="text-align: justify;">Conclusion</h3>
Given the increase in consumer credit rates and the danger it presents to poverty rates, especially amid high inflation. It is possible to address this issue by increasing programs aimed at boosting social justice and reducing disparities between classes. This would allow individuals to meet their current needs, but not future ones (Abdul Hamid, 2021). Also, reducing general inflation rates by increasing the supply of goods through a production boost could ease financial pressures. Furthermore, redirecting tax revenues towards increasing industrious activities that ensure higher production rates, while reducing government spending, and directing it to areas that stimulate investment can compensate for the inflationary effects of government spending. Another strategy to be considered is adopting a progressive tax system and ensuring that the tax burden is not transferred to the poorest groups. Instead, taxes should target the highest income groups, especially value-added tax (Hajjaj, 2022). Finally, financial inclusion must be accompanied by financial awareness of the implications of consumer credit and savings (Muhammad, 2022).
