<h3 dir="rtl" style="text-align: justify;">السياحة التراثية.. نهج متوازن</h3>
يعد الحفاظ على التراث رصيدًا اقتصاديًّا قيّمًا للسياحة المستدامة، هذا بالإضافة إلى قيمته الثقافية والتاريخية كجزء من ثروة مصر عبر الأجيال.

يقدم القطاع الخاص المغرب كنموذج ناجحًا للتنمية السياحية. نجحت مدينة فاس المغربية في دمج السكان في مبادرات الحفاظ على التراث، ما أدى إلى خلق أكثر من 200 مليون دولار من الاستثمارات العامة والخاصة. قامت مبادرة&nbsp; "<a href="https://www.ziyaratesfes.com/en/spirit.html">زيارات فاس</a>"&nbsp; بترميم وإعادة استخدام المنازل التقليدية في المنطقة لأغراض الإقامة السياحية دون تشريد السكان المحليين، على عكس <a href="https://www.middleeasteye.net/news/egypt-mummies-parade-hundreds-families-evicted-make-way-regeneration">النهج</a> المُتَّبَع في أجزاء من القاهرة التاريخية. وفي عام 2024، فضّل عدد أكبر من السياح زيارة المغرب على مصر.

The Council of Ministers invited some of Egypt&rsquo;s business leaders recently to discuss Egypt&rsquo;s tourism potential, where they <a href="https://www.youtube.com/watch?v=LcOewa18oSk">highlighted</a> regulatory reforms, financial incentives, and subsidies to support investment in the sector. This comes after Egypt&rsquo;s prime minister appointed an advisory committee on <a href="https://sis.gov.eg/Story/204455/PM-issues-decision-to-form-specialised-advisory-committees?lang=en-us">tourism</a> to encourage <a href="https://www.egypttoday.com/Article/1/137293/Egypt%E2%80%99s-PM-receives-proposals-of-tourism-opportunities-in-vicinity-of">communication</a> with the private sector. However, as Egypt seeks to reach 30 million visitors by 2030, all government plans for this sector should not alienate local communities and threaten cultural heritage.&nbsp;
<h3 dir="ltr" style="text-align: justify;">Development versus conservation: A dilemma?</h3>
The tourism sector has long been vital for the Egyptian economy, <a href="https://www.sis.gov.eg/Story/202338/Egypt-unveils-plans-to-transform-pyramids-area-into-tourist-hub#:~:text=Despite%20these%20challenges%2C%20the%20government,from%20an%20estimated%20%2412%20billion">bringing</a> in USD14 billion in revenues in 2024. Nevertheless, it has yet to reach its full potential.

Egypt continues to lag behind regional peers in tourism numbers. Some of the more significant <a href="https://www.mdpi.com/2571-9408/7/2/36">challenges</a> facing the industry include insufficient management and oversight, overcrowding and poor conservation of touristic sites.&nbsp;

At the same time, in recent years, Egypt&rsquo;s development efforts have often led to the erosion of historical sites. In 2023, Egypt even asked the United Nations Educational, Scientific, and Cultural Organizations (UNESCO) to reduce the protected area of Historic Cairo, in line with broader national trends that favor economic expansion over conservation.&nbsp;
<a href="https://www.sis.gov.eg/Story/202338/Egypt-unveils-plans-to-transform-pyramids-area-into-tourist-hub#:~:text=Despite%20these%20challenges%2C%20the%20government,from%20an%20estimated%20%2412%20billion">Projects</a> such as the Giza Plateau redevelopment exemplify this tension. The plan aims to <a href="https://english.ahram.org.eg/NewsContentP/1/536081/Egypt/Orascom-to-invest-additional-EGP--mln-to-develop-P.aspx?utm_source=chatgpt.com">double</a> tourist visits from 2.5 million to 5 million annually, at a <a href="https://english.ahram.org.eg/News/536824.aspx?utm_source=chatgpt.com">cost</a> of approximately EGP1 billion. Covering a vast area extending 45 km north of the Giza Plateau to Sphinx Airport and 33 km south to the UNESCO-listed Dahshur necropolis (also encompassing the UNESCO site of Saqqara), the project has raised <a href="https://www.newarab.com/news/archaeologists-wary-over-egypts-giza-plateau-upgrade-plans">concerns</a> among archaeologists, who warn that construction within this 78-km stretch risks &ldquo;irreversible harm&rdquo; to these antiquities and their historical environment.&nbsp;
The plan also threatens the nearby local community, Nazlet El-Semman. This <a href="https://www.masrawy.com/howa_w_hya/relationship/details/2024/4/15/2567747/%D9%84%D9%85%D8%A7%D8%B0%D8%A7-%D8%B3%D9%85%D9%8A%D8%AA-%D9%86%D8%B2%D9%84%D8%A9-%D8%A7%D9%84%D8%B3%D9%85%D8%A7%D9%86-%D8%A8%D9%87%D8%B0%D8%A7-%D8%A7%D9%84%D8%A7%D8%B3%D9%85-%D8%A7%D8%B9%D8%B1%D9%81-%D8%A7%D9%84%D8%B3%D8%B1-">neighborhood</a>, home to 4,800 <a href="https://ecesr.org/en/evictions-in-nazlet-el-semman-justice-experts-to-conduct-on-site-inspection-on-august-15/">families</a> with historical ties to the Pyramids, faces displacement under urban renewal initiatives. Compensation for affected families and businesses is <a href="https://almalnews.com/%D8%AA%D8%B9%D8%B1%D9%81-%D8%B9%D9%84%D9%89-%D9%85%D9%88%D8%B9%D8%AF-%D9%83%D8%B4%D9%88%D9%81-%D8%AA%D8%B9%D9%88%D9%8A%D8%B6%D8%A7%D8%AA-%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D8%B7%D8%B1%D9%8A%D9%82-%D9%86/">projected</a> at EGP1.76 billion, covering 2,114 housing units and 100 shops. Similar demolition patterns have reshaped Historic Cairo, with over 1,400 housing units <a href="https://fount.aucegypt.edu/cgi/viewcontent.cgi?article=6168&amp;context=faculty_journal_articles">removed</a> in the Fustat area since 2016.
<h3 dir="ltr" style="text-align: justify;">Heritage tourism: A balanced approach</h3>
In addition to its cultural and historical value as part of Egypt&rsquo;s trans-generational wealth, heritage conservation can be a valuable economic asset for sustainable tourism.&nbsp;

Highlighted by private actors as a success story, Morocco&rsquo;s Medina of Fez is an object lesson in how heritage and development can coexist. Fez integrated residents into preservation initiatives, generating over USD200 million in public and private investment.&nbsp;<a href="https://www.ziyaratesfes.com/en/spirit.html">Ziyarates Fez</a> rehabilitated and reused traditional houses in the area for tourism accommodation without displacing the local occupants, contrasting with the <a href="https://www.middleeasteye.net/news/egypt-mummies-parade-hundreds-families-evicted-make-way-regeneration">approach</a> taken in parts of Historic Cairo. In 2024, more tourists chose to visit Morocco than Egypt.&nbsp;

Furthermore, government initiatives <a href="https://www.moroccoworldnews.com/2016/06/190360/the-captivating-characters-of-fez-moroccos-timeless-city">maintain</a> Berber herbalist traditions while ensuring that products made drawing on this knowledge, such as oils, soaps, and scents, meet global safety standards. Tourists flock to shops selling these and other artisanal goods, thus strengthening local communities&rsquo; livelihoods.&nbsp;

Drawing from successful models like Fez, Egypt can pursue sustainable growth that preserves its rich history while promoting long-term economic resilience. To make this shift, development plans should prioritize community participation, economic engagement, and adaptive reuse, while also investing in upgrading locals&rsquo; skills. Without prioritizing preservation and community engagement, the nation&rsquo;s priceless cultural and historical heritage will continue to erode.&nbsp;
