أشاد رئيس الوزراء مصطفى مدبولي مؤخرًا <a href="https://shorturl.at/QLM6U">بالاستثمارات الأجنبية</a> في المنطقة الاقتصادية لقناة السويس (SCEZ) بوصفها دليلًا على نجاح السياسة الصناعية المصرية. وتقدم الحكومة هذه الأرقام باعتبارها تأكيدًا على فاعلية نهجها التنموي القائم على المشروعات الكبرى في البنية التحتية، مُشيدةً بالمنطقة الاقتصادية كمركز حيوي لجذب الاستثمار الأجنبي المباشر (FDI). إلا أن هذا الاحتفاء يُغفل حقيقة&nbsp; تستحق التدقيق تتمثل في أن تدفّق الاستثمار الأجنبي المباشر لا يؤدي بالضرورة إلى تحقيق النمو الاقتصادي.

<h3 dir="rtl">مأزق الاستثمار الأجنبي المباشر: تدفقات رأس المال دون تحقيق نمو ملموس</h3>
يمكن للاستثمار الأجنبي أن <a href="https://www.elibrary.imf.org/display/book/9781589061781/ch006.xml#:~:text=Contribution%20to%20Capital,and%20inland%20provinces.">يساهم في دفع عجلة النمو الاقتصادي</a> من خلال إنشاء مصانع جديدة، ونقل التكنولوجيا والمعرفة الحديثة. وفي الاقتصادات التي تشهد تحولًا بفضل تدفق الاستثمارات الأجنبية، يُفترض ارتفاع إجمالي تكوين رأس المال كنسبة من الناتج المحلي الإجمالي. إذ يُعد هذا المؤشر مقياسًا لمدى قدرة رأس المال الأجنبي على زيادة القدرة الإنتاجية للدولة.

لم يشهد <a href="https://data.albankaldawli.org/indicator/NE.GDI.TOTL.ZS?locations=EG&amp;view=chart">إجمالي تكوين رأس المال</a> كنسبة من الناتج المحلي الإجمالي في مصر نموًّا ثابتًا خلال السنوات الأخيرة. فعلى الرغم من تدفق رؤوس الأموال الأجنبية إلى البلاد، إلا أنه لم يُسهم في رفع الطاقة الإنتاجية بشكل كافٍ ما يؤثر على النمو الاقتصادي الكُلي للدولة. فقد بلغ معدل إجمالي تكوين رأس المال 13% فقط من الناتج المحلي الإجمالي في عام 2024، ما يُعد أقل كثيرًا من المتوسط للدول المماثلة في فئة الدخل المتوسط الأدنى، الذي بلغ 31% في العام نفسه.

كما لم تنجح مصر في بناء مسار صناعي للاستثمار الأجنبي المباشر، بل شهدت طفرة مؤقتة في تدفقات رأس المال. ففي السنة المالية 2024/2023، ارتفع حجم الاستثمار الأجنبي المباشر إلى مستوى قياسي بلغ <a href="https://tinyurl.com/5b22wjta">46.1 مليار دولار أمريكي</a>، إلا أن ثلاثة أرباع هذا المبلغ نتج من اتفاق واحد لتطوير الأراضي في رأس الحكمة، بدلًا من مشروعات إنتاجية متنوّعة. وبالتالي، تراجعت التدفقات إلى <a href="https://tinyurl.com/58v936wr">12.2 مليار دولار أمريكي في السنة المالية 2025/2024.</a>

<h3 dir="rtl">الاعتماد على الواردات والمناطق الاقتصادية المعزولة</h3>
اعتماد مصر المُزمن على المُدخلات المستوردة أحد أوجه القصور الهيكلية في القاعدة الصناعية المصرية. وقد تؤدي إستراتيجية الحكومة الحالية لجذب الاستثمارات الأجنبية من خلال إنشاء مناطق اقتصادية خاصة إلى تفاقم هذه المشكلة بدلًا من حلها، إذ يستفيد المستثمرون في هذه المناطق من <a href="https://www.pwc.com/m1/en/tax/documents/doing-business-guides/dbie.pdf">إعفاءات على الرسوم الجمركية</a> تشمل المعدات والمواد الخام وقطع الغيار، والسيارات المستخدمة في عملية الإنتاج. وبينما تهدف هذه الحوافز إلى جذب رأس المال وتشجيع الصناعات، فإنها لا تُعالج السبب الرئيسي للمشكلة.

ويرى المسؤولون أن هذه الحوافز من شأنها تعزيز قدرة مصر التنافسية ضمن سلاسل القيمة العالمية، وزيادة الصادرات الصناعية التي تُدرّ العملات الأجنبية وتوفر فرص العمل. لكن من الناحية العملية لم تُحقق هذه السياسات حتى الآن <a href="https://data.albankaldawli.org/indicator/NE.EXP.GNFS.ZS?locations=EG">نموًّا مستدامًا في الصادرات.</a>

قد يؤدي تركّز <a href="https://assets.publishing.service.gov.uk/media/586f9727e5274a130700012d/PEDL_Synthesis_Paper_Piece_No_1.pdf">الاستثمار الأجنبي المباشر في مناطق اقتصادية متخصصة</a> إلى خلق جُزر اقتصادية معزولة لا تنعكس فوائدها على الاقتصاد الوطني ككل. وبينما ساعدت بعض التجارب الدولية في تعزيز الصادرات من خلال المناطق الصناعية، فإن تحقيق الاستفادة القصوى من الاستثمارات الأجنبية المباشرة لتؤدي إلى نمو اقتصادي يعتمد على بناء روابط قوية مع سلاسل التوريد المحلية. وفي <a href="https://www.gafi.gov.eg/arabic/StartaBusiness/InvestmentZones/Pages/Special-Economic-Zones.aspx">الحالة المصرية</a>، <a href="https://carnegieendowment.org/posts/2025/02/understanding-chinese-industrial-zone-practices-from-a-local-perspective?lang=en">تعتمد</a> هذه المناطق الصناعية إلى حد كبير على مدخلات مستوردة ومتعاقدين أجانب بدلًا من دمج الشركات المحلية ضمن شبكاتها الإنتاجية. وفي ظل غياب هذه الروابط الإنتاجية المحلية، تظل الاستثمارات داخل هذه المناطق شبه معزولة في نطاقها الضيق إلى حد كبير. كما أن هذه العُزلة تعني أن فرص العمل الناتجة داخل هذه المناطق تبقى حبيسة حدودها، إذ إن انفصالها عن سلاسل التوريد المحلية يحول دون تكوين <a href="https://www.sciencedirect.com/science/article/pii/S2110701715000141#:~:text=Third%2C%20beyond%20the,et%20al.%2C%202011).">الروابط الإنتاجية التي يمكن أن تحفز خلق وظائف إضافية</a> في الصناعات المرتبطة بها.
<h3 dir="rtl">تعزيز فاعلية الاستثمار الأجنبي المباشر لصالح الاقتصاد المصري</h3>
في المرحلة المقبلة، ينبغي تغيير سياسات الاستثمار الأجنبي في مصر من السعي نحو تدفقات مالية ضخمة وقصيرة الأجل إلى بناء منظومة استثمارية إنتاجية مستدامة ومتكاملة محليًّا. كما ينبغي أن ترتبط الحوافز الاستثمارية بمساهمات ملموسة في الاقتصاد المحلي، على سبيل المثال: نسب المكوّن المحلي في الإنتاج ومؤشرات خلق فرص العمل والالتزام بنقل التكنولوجيا والمعرفة، بدلًا من منح إعفاءات شاملة تكافئ مجرد وجود رأس المال دون أثر حقيقي على الإنتاج. والأهم من ذلك، يجب على مصر قياس نجاح الاستثمار الأجنبي المباشر بشكل مختلف. فالنهج الحالي يركّز على حجم الإعلانات عن الاستثمارات، بدلًا من تحقيق تحسن فعلي في نسبة الاستثمار إلى الناتج المحلي الإجمالي أو زيادة إجمالي تكوين رأس المال أو نمو حصة الصادرات.

The government presents these figures as vindication of its infrastructure-led development approach, celebrating the SCEZ as a hub for foreign direct investment (FDI). Yet this celebration obscures a fundamental reality that deserves scrutiny: FDI inflows do not automatically generate economic growth.

<h3 dir="ltr">The FDI paradox: Capital inflows without growth&nbsp;</h3>
Foreign investment <a href="https://www.elibrary.imf.org/display/book/9781589061781/ch006.xml#:~:text=Contribution%20to%20Capital,and%20inland%20provinces.">can help an economy grow</a> by adding new factories and introducing cutting edge technologies and know-how. In economies being transformed by foreign investment, gross capital formation as a percentage of GDP should be rising. This metric captures whether foreign capital is actually serving to expand a nation&rsquo;s productive capacity.

In Egypt, <a href="https://data.worldbank.org/indicator/NE.GDI.TOTL.ZS?locations=EG&amp;view=chart">gross capital formation</a> as a percentage of GDP has not been growing consistently. Despite foreign capital flowing into Egypt, it has not expanded productive capacity sufficiently to move national growth aggregates. In fact, Egypt&rsquo;s gross capital formation as a percentage of GDP stood at 13% in 2024, far below the average for lower middle-income countries (31%) in the same year.&nbsp;

Egypt has not built an industrial FDI pipeline that finances diversified, production-oriented ventures; rather, it has experienced capital windfalls. In 2023/2024, FDI surged to a record <a href="https://www.cbe.org.eg/-/media/project/cbe/page-content/rich-text/bop/october-2024/press-release-balance-of-payments-performance-of-fy-2023-2024.pdf">USD 46.1 billion</a>, but nearly three-quarters of that amount stemmed from a single land development agreement in Ras Al Hekma. Accordingly, inflows collapsed to <a href="https://www.cbe.org.eg/-/media/project/cbe/page-content/rich-text/bop/fy-2024-2025/press-release-balance-of-payments-performance-of-fy-2024-2025.pdf">USD 12.2 billion in 2024/2025</a>.&nbsp;

<h3 dir="ltr">Import dependence and enclaves</h3>
Egypt&rsquo;s long-standing dependence on imported inputs remains one of the structural weaknesses of its industrial base, which may be exacerbated by the government&rsquo;s current FDI strategy. In a bid to attract investors to special economic zones, the government offers <a href="https://www.pwc.com/m1/en/tax/documents/doing-business-guides/dbie.pdf">exemptions on customs duties</a> for machinery, raw materials, spare parts, and even vehicles used in production. While these incentives aim to attract capital and boost industries, they do not address the root problem.

Officials argue that such incentives will make Egypt more competitive within global value chains and help expand manufactured exports that generate foreign exchange and employment. In practice, however, these measures have yet to deliver <a href="https://data.worldbank.org/indicator/NE.EXP.GNFS.ZS?locations=EG">sustained export growth</a>.

The concentration of <a href="https://assets.publishing.service.gov.uk/media/586f9727e5274a130700012d/PEDL_Synthesis_Paper_Piece_No_1.pdf">FDI in specialized zones</a> may also create islands whose benefits are not felt across the wider economy. While other countries have used economic zones to boost exports, maximizing the benefit of FDI to generate national growth depends on building linkages with domestic supply chains. In <a href="https://www.gafi.gov.eg/English/StartaBusiness/InvestmentZones/Pages/Special-Economic-Zones.aspx">Egypt&rsquo;s case</a>, zones also <a href="https://carnegieendowment.org/posts/2025/02/understanding-chinese-industrial-zone-practices-from-a-local-perspective?lang=en">rely</a> on foreign contractors rather than integrating local firms into their production networks. Without such backward and forward linkages, investment within these zones remains largely self-contained. The isolation of these enclaves also means that employment generated within them remains there: cut off from domestic supply chains, they do not develop the kind of <a href="https://www.sciencedirect.com/science/article/pii/S2110701715000141#:~:text=Third%2C%20beyond%20the,et%20al.%2C%202011).">linkages that would spur job creation</a> in associated industries.&nbsp;
<h3 dir="ltr">Making FDI work for Egypt</h3>
Moving forward, Egypt&rsquo;s FDI policy must shift from chasing large, short-term inflows to building a sustainable ecosystem of productive, locally integrated investment. The government should condition incentives on tangible contributions to the domestic economy&mdash;such as local content requirements, job creation benchmarks, and technology transfer commitments&mdash;rather than offering across-the-board exemptions that reward capital regardless of its productive impact. Most fundamentally, Egypt must measure FDI success differently. The current strategy optimizes for the announcement of headline-grabbing volumes rather than investment-to-GDP ratio, gross capital formation, or export share growth.
