أدى توسع مصر في البنية الأساسية للطاقة والمشاريع الصناعية إلى زيادة الطلب على الكهرباء بشكل كبير حتى وصل&nbsp; إلى 27.6 جيجاوات عام 2019، ومن المتوقع أن يصل إلى 67 جيجاوات بحلول 2030،&nbsp; مما دفع الحكومة إلى بناء محطات كبيرة لتوليد الطاقة لزيادة القدرات المُركّبة وضمان النمو الاقتصادي من خلال الطاقة التقليدية والطاقات المتجددة مثل طاقة الرياح والطاقة الشمسية (MESIA, 2020).
ومن هذه المشاريع مجمع بنبان للخلايا الشمسية، في محافظة أسوان، الذي تم ربطه بشبكة الكهرباء<a href="#_ftn1" name="_ftnref1">[1]</a> بشكل رسمي في سبتمبر 2019 بقدرات مُركبّة تبلغ 1,465 ميجاوات. ويتماشى المشروع مع استراتيجية التنمية للبلاد، كما أنه يستخدم تكنولوجيا صديقة للبيئة؛ ما يعني أنه يتماشى مع معايير التنمية المستدامة. غير أنه، وفيما يتعلق بالأثر، فلمساهمته الكبيرة من الطاقات المتجددة المتغيرة<a href="#_ftn2" name="_ftnref2">[2]</a> المربوطة بالشبكة أثرًا هامًا على استقرارها. وهذا يتطلب قيام المؤسسات الحكومية وصناع السياسات والمستثمرين والمشغلين بذل المزيد من الجهود لترسيخ الشبكة والتركيز على عمليات التخطيط والتحليل ووضع السياسات طويلة الأمد.
<h3 dir="rtl" style="text-align: justify;">هدف مصر الطموح على صعيد تحقيق الطاقة المتجددة</h3>
وضعت مصر هدفًا طموحًا يتمثل في زيادة إنتاج الطاقات المتجددة لتصل إلى 20% من مزيج الكهرباء بحلول عام 2022 و42% بحلول 2035، إضافة إلى 52 جيجاوات لكل من الطاقة المتجددة واسعة النطاق والمتصلة بالشبكة بحلول 2035 (هيئة الطاقة الجديدة والمتجددة، التقرير السنوي، 2019). وتتماشى سياسات وتشريعات الطاقة المتجددة الحالية مع الأهداف التي تمت الإشارة إليها عن طريق تعريفة التغذية،<a href="#_ftn3" name="_ftnref3">[3]</a> وصافي القياس، وشروط الربط بشبكة الكهرباء، إضافةً إلى الحوافز التي نص عليها قانون الاستثمار رقم 72 لسنة 2017، مثل التخفيضات الضريبية لتعزيز الطاقة المتجددة (MESIA, 2020).
وفي سبيل تحقيق أهدافها في مجال الطاقة المتجددة قامت الحكومة المصرية بإنشاء أكبر مجمع خلايا شمسية في العالم، ألا وهو مجمع بنبان للطاقة الشمسية، الذي يتألف من 41 محطة لتوليد الطاقة تقوم بتوليد 1,465 ميجاوات من القدرة، بإجمالي استثمارات 4 مليار دولار أمريكي في إطار برنامج تعريفة التغذية (NERA, BENBAN 1.8GW PV SLOLAR, 2016)

تم الإعلان عن أول برنامج لتعريفة التغذية في سبتمبر 2014 تماشيًا مع استراتيجية الحكومة المصرية للطاقة المستدامة 2035. ومنذ ذلك الحين، تم تركيب 100 ميجاوات في 2018، كما تم تركيب 1,365 ميجاوات في 2019 إثر الانتهاء من جميع محطات بنبان وربطها بشبكة الكهرباء (NERA, BENBAN 1.8GW PV SLOLAR, 2016).
<h3 dir="rtl" style="text-align: justify;">الآثار الاجتماعية-الاقتصادية لمشروع بنبان&nbsp;</h3>
تتسق رؤية مصر 2030 مع هدفين من أهداف الأمم المتحدة للتنمية المستدامة وهما الأهداف 13 و7، ويأتي هذا من خلال اعتماد التقنيات الصديقة للبيئة، التي تركز على الحد من انبعاثات غازات الدفيئة. وارتفعت القدرة الإجمالية للطاقة الشمسية بأكثر من 9 أضعاف بين عامي 2018 و2019؛ من 172 ميجاوات في بداية 2018 إلى 1,597 ميجاوات بنهاية 2019. وأدى هذا إلى انخفاض أكبر لانبعاثات غازات الدفيئة من 8.4 مليون طن من انبعاثات غاز ثاني أوكسيد الكربون إلى 11.4 مليون طن في 2019&mdash; ويعتبر مشروع بنبان وحده مسؤولًا عن تجنب مليونيْ طن منها (NERA, BENBAN 1.8GW PV SLOLAR, 2016).&nbsp;
كما أن خلق فرص العمل أحد النتائج الإيجابية لمشروع بنبان، من خلال فرص العمل المباشرة وغير المباشرة في قريتي بنبان وفارس، ما أدى إلى تحسين جودة الحياة بالنسبة للأهالي. وخلال مرحلة الإنشاء مثلًا وصل متوسط العدد اليومي للعمال في أوقات الذروة إلى 500 عامل لكل محطة و18,000 عامل في جميع أنشطة الإنشاء. ويصل هذا المتوسط، خلال التشغيل العادي، إلى حوالي 10 عمال بالإضافة إلى العمال المسؤولين عن تنظيف الشرائح.
كما تم تبني استراتيجية المشروع التعليمية لزيادة فرص العمل في المجتمعات المحلية، وذلك من خلال البرامج المهنية التي تركز على الطاقة الشمسية إضافة إلى التدريب أثناء العمل في بنبان للعمال غير المهرة. وساعد هذا على خفض معدل البطالة والنهوض بحوكمة العدالة الاجتماعية (NERA, BENBAN 1.8GW PV SLOLAR, 2016.

يتطلب تطوير قطاع الطاقة تحولًا نوعيًا نحو نظام طاقة شديد المرونة<a href="#_ftn4" name="_ftnref4">[4]</a> بحيث يستجيب بسرعة للتغيرات في أنماط إنتاج الطاقة المتجددة وبحيث يضمن توازن واستقرار الشبكة الكهربائية، من خلال تحقيق توازن بين العرض والطلب. فعلى سبيل المثال، تشهد ألمانيا تباينات متكررة بين العرض والطلب، مع ارتفاع حصة الطاقة المتجددة المتغيرة، التي يتم إنتاج معظمها من الطاقة الشمسية وطاقة الرياح، من الاستهلاك الإجمالي للكهرباء من 16% في 2016 إلى 46.3% في 2019 (ISE, 2020). وهذا يتطلب تسهيلات مرنة والحفاظ على توازن النظام من خلال: تحفيز سريع (استجابة سريعة) لزيادة وخفض إنتاج الطاقة وأوقات بدء تشغيل قصيرة لاعتماد وتفعيل مصادر الطاقة.

وفي الاتحاد الأوروبي، جاء الاعتماد الكبير على الطاقة المتجددة نتيجة للاستراتيجيات التي اعتمدتها كل دولة على حدة فيما يخص التحول في مجال الطاقة. حيث يتم تداول الكهرباء فى سوق لا مركزى للطاقة، ويتم تنظيم السوق عن طريق مشغلي نظام نقل الكهرباء، على أن تتوارد محددات السوق لجميع عطاءات المشترين والبائعين على أساس العرض و الطلب على مدار الساعة، وعليه يقوم مشغلو النظام بإعادة تنظيم اختناقات<a href="#_ftn5" name="_ftnref5">[5]</a> الشبكة. ويتم ذلك من خلال معرفة احتياجات السوق ووضع خطط للتحكم فى محطات الطاقة التقليدية والمتجددة. ويجب أن يحترم مشغلو النظام حدود الشبكة من خلال إعادة إرسال جدول محطات الطاقة القائم وخيارات استقرار الشبكة المتاحة (Redl, 2018).
<h3 dir="rtl" style="text-align: justify;">خيارات استقرار الشبكة</h3>
يمكن ضمان استقرار الشبكة من خلال بروتوكولات مختلفة، تشمل:
<ul dir="rtl" style="text-align: justify;">
<li>إدارة شبكة الكهرباء من خلال توقعات إنتاج الطاقة المتجددة وتوزيع الطاقة في الوقت الفعلي. ويتطلب ذلك تنبؤات دقيقة بخصوص إنتاج جميع أنواع الطاقة المتجددة المتغيرة، وتوقع حالة الطقس والتنبؤ بحالة الجو وتحديث المعلومات الخاصة بتدفق الأحمال مسبقًا. بالإضافة إلى ضمان مرونة الشبكة، وخفض التكاليف التشغيلية لأنظمة الطاقة، وإدماج مركز رصد لإدارة تدفق الكهرباء في الاتجاهين وتذبذب أحمال الطاقة. ويجب أن تأخذ هذه الخيارات في عين الاعتبار شرطين هامين: الاستجابة العاجلة والسريعة لضبط إنتاج الطاقة، وأوقات بدء تشغيل قصيرة لتفعيل موارد بديلة للطاقة (Energiewende, 2019; Renac, 2018).</li>
<li>بنية تحتية قوية للشبكة، بما فيها تعزيز الشبكة، وتوسيع نطاقها. ولتعزيز الشبكة فائدة كبيرة لتنظيم اختناقات الشبكة في نفس المنطقة من خلال زيادة قدرات التحميل وتعزيز قدرات التحكم من خلال أنظمة الشبكة الذكية، والتي ستؤدي في نهاية المطاف إلى استقرار الشبكة.</li>
<li>نظم تخزين الطاقة، التى تمثل جميع التقنيات التي يمكنها تخزين الطاقة الكهربائية في وقت معين ليمكن استخدامها في وقت لاحق، مما يضمن مرونة نظم الطاقة. ويمكن أن تستند المقارنة بين التقنيات المختلفة إلى العديد من الجوانب التي تشمل، على سبيل المثال لا الحصر: حجم وموقع نظام الطاقة، ومدة الشحن والتفريغ ومبدأ التخزين (Renac, 2018).</li>
<li>إدارة الاستهلاك الكهربى، الذي يتمثل في تعديل أحمال المستهلكين بأنفسهم لتجنب فترة التحميل القصوى عن طريق بعض الضوابط التسعيرية (Energiewende, 2019; Renac, 2018).</li>

<h3 dir="rtl" style="text-align: justify;">إجراءات التعزيز في مصر&nbsp;</h3>
تجري الحكومة المصرية عمليات تخطيط وتعزيز للشبكة [1] لضمان مرونة الشبكة وقدرتها على التعامل مع الحصة العالية من الطاقة المتجددة المتغيرة. وإلى هذا، تم ربط المشاريع في مُجمّع بنبان للطاقة الشمسية بالشبكة من خلال أربع محطات فرعية جديدة سيتم ربطها بخط قائم بجهد 220 كيلوفولت على أن يتم التحكم فيها من خلال مركز تحكم محلي. والهدف من ذلك هو التحكم في تذبذب أحمال الطاقة باستخدام الطاقة المائية؛ وبهذا تتم الاستفادة من السد العالي في أسوان لتحقيق استقرار الشبكة (NERA, BENBAN 1.8GW PV SLOLAR, 2016)
كما تعمل الحكومة المصرية على تعزيز الشبكة من خلال تعاون مدته خمس سنوات مع شركة سيمنز بهدف التركيز على دراسات الشبكة وشبكة نقل الكهرباء. وسوف يتناول هذا المشروع التحديات والجوانب التي تحتاج إلى تحسين في الشبكة الوطنية لاستيعاب التوسعات في مشاريع الطاقة المتجددة وسوف يركز على الربط مع شبكة بنبان (Siemens, 2019).
<h3 dir="rtl" style="text-align: justify;">التوصيات</h3>
تسعى الحكومة المصرية إلى تحقيق أهداف استراتيجية الطاقة المتجددة 2035، غير أن البلاد تحتاج إلى مزيد من عمليات التخطيط والتحسين لتكوين فهم أفضل لقطاع الكهرباء، وكود الشبكة القائمة، والجوانب الرئيسية لتطوير الربط مع الشبكة، وكيفية قيام الشبكات الذكية بدعم نشر الطاقة المتجددة المتغيرة، بالإضافة إلى إيجاد الطريقة المناسبة لتعزيز البنية التحتية للشبكة وتوسيع نطاقها، وزيادة مرونة الشبكة بحيث تتواءم مع الخطة المستقبلية الطموحة للطاقة المتجددة. كما ترى الحكومة المصرية إمكانية كبيرة لبدء استخدام 700,000 سيارة كهربائية في شوارع البلاد بحلول 2030، الأمر الذي يتطلب خطة طويلة الأمد لتحسين البنية التحتية للشبكة مع مراعاة الدور الرئيسي لشركات توزيع السيارات في عمليات التوزيع والتشغيل (IRENA, 2018).

The demand for electricity in Egypt has seen a significant rise, due to the country&rsquo;s expansion in energy infrastructure and industrial projects. It reached 27.6 gigawatt (GW) in 2019 and is expected to reach 67 GW by 2030. This led the government to build large combined-cycle power plants and adopt renewable energy projects, wind and solar, in order to increase the installed capacity, fulfill demand, and ensure economic growth (MESIA, 2020).
One of the huge projects that have been connected to the electricity grid<a href="#_edn1" name="_ednref1">[i]</a> officially in September 2019 is Benban solar photovoltaic (PV) park with 1,465 megawatt (MW) installed capacity. The biggest solar PV park in the world, the Benban project, located in Aswan governorate in Upper Egypt, is in-line with the country&rsquo;s development strategy and uses environment-friendly technology; thus, meeting the criteria for sustainable development on the long term. With regards to impact, however, the large share of variable renewable energy<a href="#_edn2" name="_ednref2">[ii]</a> connected to the grid has had a significant impact on the grid&rsquo;s stability. This requires extra efforts from governmental institutions, policy-makers, investors and the operators to reinforce the grid and focus on long-term planning, analysis and policies.
<h3 style="text-align: justify;">Egypt&rsquo;s ambitious renewable energy target</h3>
Egypt set an ambitious target to supply 20% of its electricity mix from renewable energy by 2022 and 42% by 2035, in addition to 52 GW of both large-scale and distributed on-grid renewable energy by 2035 (NREA, 2019). Renewable energy policies and regulations are in-line with the indicated targets through Feed-In-Tariff schemes,<a href="#_edn3" name="_ednref3">[iii]</a> net metering and grid connection conditions, in addition to the incentives under the Investment Law No 72/2017, such as tax reductions to boost renewable energy (MESIA, 2020).
The government has set to achieve its renewable energy targets through commissioning the Benban Solar Park. Benban is a power complex of 41 solar power plants, which currently generate 1,465 MW capacity with a total investment of $4bn under the Feed-in-Tariff (FiT) program (NREA, 2016).&nbsp; &nbsp; &nbsp;

The first Feed-in Tariff (FiT) program was announced in September 2014 in line with the Egyptian Government&rsquo;s Sustainable Energy Strategy 2035. Since then, 100 MW have been installed in 2018 and 1,365 MW were installed in 2019 when all the Benban plants were completed and connected to the grid (NREA, 2016).
<h3 style="text-align: justify;">Socio-economic impacts of Benban&nbsp; </h3>
Egypt&rsquo;s 2030 vision aligns with the United Nations&rsquo; Sustainable Development Goals 13 and 7 through ambitious implementations of environment-friendly technologies that focus on reducing greenhouse gas emissions. The total solar power capacity increased by more than 9 times between 2018 and 2019, from 172 MW at the beginning of 2018 to 1,597 MW by the end of 2019. This increased the reduction in greenhouse gas emissions from 8.4 million tons of CO2 emission to 11.4 million tons CO2 emission in 2019--2 million tons of which were solely avoided thanks to&nbsp; the Benban project (NREA, 2016).
One of the positive consequences of the Benban project is employment generation through the creation of direct and indirect jobs in both Benban and Fares communities; thus, improving residents&rsquo; quality of life. During the construction phase, for example, the average daily number of workers during peak time was&nbsp; 500 workers per plot and 18,000 workers across all construction activities. During normal operations, the average ranges around 10 workers, in addition to those responsible for cleaning the panels.
The project&rsquo;s educational strategy for maximizing employment opportunities in the local communities was also taken into consideration through vocational programs focused on solar energy in addition to on-the-job training in Benban for unskilled workers. This helped curtail unemployment rates and advance&nbsp; social justice&nbsp; governance (NREA, 2016).

<h3 style="text-align: justify;">Grid stability, challenges and options</h3>
Developing the energy sector requires a paradigm shift towards a highly flexible power system,<a href="http://aps.aucegypt.edu/en/commentary-post/impact-of-benban-solar-pv-park-on-renewable-energy-and-grid-parity-in-egypt/#_edn4" name="_ednref4">[iv]</a>&nbsp;to rapidly respond to changes in supply of the variable renewable energy sources and ensure balance and stability of the power grid (achieved by an equilibrium between supply and demand). Germany, for example, experiences frequent imbalances between supply and demand as the variable renewable energy share from the gross electricity consumption increased from 16% in 2016 to 46.3% in 2019, mostly generated from solar and wind power (ISE, 2020). This requires flexible facilitations and system balancing through fast ramping (rapid response) to increase and decrease power output and short start-up times to adopt and activate power sources.

In the European Union, high reliance on renewable energy was an outcome of countries&rsquo; individual energy transition strategies. Electricity is traded through decentralized or bilateral power market transactions. The market outcome of all buyers and sellers&rsquo; bids takes place on an hourly or sub hourly basis where congestion<a href="#_edn5" name="_ednref5">[v]</a> management is typically organized by the transmission system operators (TSOs). It is performed through market-based arrangements or command-and-control schemes through orders for conventional power plants or renewable energy sources. Congestion management respects the network&rsquo;s limits by redispatching the wholesale market-based schedule of power plants and available grid stability options (Redl, 2018).
<h3 style="text-align: justify;">Grid stability options</h3>
&nbsp;Grid stability can be ensured through different protocols, including:&nbsp;
Grid management incorporating renewable energy production forecast and real time dispatch. The dispatchable power generation option needs accurate forecasts for all variable renewable energy production, weather forecast, weather prediction and updated information on load flow ahead of time. This is in addition to enhancing flexibility, reducing operational costs of the power systems and integrating a monitoring center to manage the two-way flow of electricity and fluctuation of the energy load. These options should consider two important requirements: fast rapid response (ramping) to adjust power output and the short start-up times to activate alternative power resources (Energiewende, 2019; Renac, 2018).
A strong grid infrastructure including grid reinforcement, expansion and use of interconnections. Grid reinforcement is highly beneficial for managing the congestion at the same area by increasing the hosting capacity and enhancing control abilities through smart grid systems, eventually leading to the stability of the grid.
Energy storage systems, which refer to all technologies that can save electrical energy at a given time for later use, thus providing flexibility for power systems. Comparison between different technologies could be based on many aspects including, but not limited to: the scale and location of the power system, the durations of charging and discharging and the storage principle (Renac, 2018).
Demand side integration (DSI) is the adjustment of consumers&rsquo; load to avoid the peak load time (Energiewende, 2019; Renac, 2018)
<h3 style="text-align: justify;">Egyptian enhancement actions&nbsp; </h3>
The Egyptian government conducts grid planning and enhancement to ensure the flexibility of the grid and handle the high share of variable renewable energy. At Benban solar park, projects have been connected to the grid through four new substations that will connect to an existing 220 kilovolt (kV) line and will be controlled through a local monitoring center (LMC). The LMC is a monitoring center currently under construction to control the fluctuation of energy load using hydro energy; thus, making use of the Aswan high dam to stabilize the grid (NREA, 2016).
The Egyptian government is also working on the grid reinforcement through a 5-year cooperation with Siemens focusing on grid studies and the energy transmission network. This project will delve into the challenges and areas for improvement in the national grid to accommodate expansions in renewable energy projects and will focus on the interconnections of the Benban network (Siemens, 2019).
<h3 style="text-align: justify;">Recommendations </h3>
The Egyptian government is working towards achieving the targets set in its renewable energy strategy for 2035. However, the country needs more planning and improvement that address a better understanding of the electricity sector, the existing grid codes, the main aspects of grid connection development, how&nbsp; smart grids can support the deployment of variable renewable energy, the suitable way to strengthen and expand the grid infrastructure, and methods of increasing grid flexibility to match the ambitious renewable energy future plan. The Egyptian government also identifies a significant potential of 700,000 Electric vehicles (EVs) by 2030. This calls for&nbsp; a long-term plan to enhance the grid infrastructure, taking in consideration the key role of&nbsp; distribution companies in the deployment and operation (IRENA, 2018).

It includes generator stations, transmission lines and towers, and individual consumer distribution lines. <a href="#_ednref2" name="_edn2">[ii]</a> Variable renewable energy is the kind of energy depending on a specific variable (time of day or weather condition), such as solar and wind energy, in comparison to other constant forms of renewable energy such as hydro-energy. <a href="#_ednref3" name="_edn3">[iii]</a> Feed-in-Tariff (FIT) is an incentive method made for households or businesses generating their own electricity through renewable sources like solar energy and wind energy. <a href="#_ednref4" name="_edn4">[iv]</a> A highly flexible power system is one that efficiently balances between the supply and demand of energy on clock, to avoid consequences such as a total black-out. It is highly needed while using renewable energy. <a href="#_ednref5" name="_edn5">[v]</a> Congestion of electricity occurs when the electricity supply exceeds the grid capacity.
