مع الزيادة المستمرة في اللا مساواة في توزيع الدخل والثروة عالميًّا، صارت مواجهة هذه الظاهرة همَّا أساسيًّا على جداول أعمال الدوائر الأكاديمية والمؤسسات الدولية، بعد أن تفاقمت الأزمات الاقتصادية والاجتماعية والسياسية التي تتسبب فيها، وعلى رأسها إعاقة وتعطيل النمو الاقتصادي.
في مصر، التي تتسم بانخفاض العوائد الضريبية في العموم كنسبة من الناتج المحلي الإجمالي، لا توجد بيانات رسمية عن توزيع الثروة، وتشير البيانات القليلة المتاحة إلى تفاوت متزايد، يضعها في تصنيف إحدى البلدان عالية اللا مساواة التي يتسارع تفاقمها، وهو ما يزيد خطر الاضطرابات الاقتصادية بسبب نمو نشاطات المضاربة والاقتصاد الريعي، وسوء توزيع الفرص بين المواطنين.

Executive Summary
As inequality in the distribution of income and wealth continues to grow on an international level, the importance of countering this phenomenon has become pivotal to academics and international institutions, especially as the aggravating economic, social and political consequences of this phenomenon continue to hinder economic growth. In Egypt, where tax revenues generally represent a minimal percentage of the Gross Domestic Product (GDP), there are no official data on the distribution of wealth. However, the limited available data indicate a growing disparity, positioning Egypt among countries with high levels of inequality, and the growth of inequality continues to accelerate.
This paper presents a framework for imposing a progressive comprehensive wealth tax in Egypt that could generate up to an average of LE28 billion annually, a yield that is equivalent to triple the current property tax revenue, if we adhere to the official definition of the tax. This is achieved by following a progressive scenario that starts with 1 percent for the segment that owns more than US$1 million, and then grows incrementally until it reaches 5 percent for the segment that owns more than a $1 billion. One of the main pillars for the proposed comprehensive wealth tax is the essential reform of the current real estate tax, as the share of immovable assets of total wealth in Egypt is 68 percent. This paper proposes implementing criteria that are more transparent and practical for the valuation of properties, and establishing a unit to resolve disputes over valuations, replace tax exemptions with tax credits, and abolish tax exemptions on unused land. This reform would encourage investments in more productive sectors, limit investment in properties as a rentier economic activity that does not add value to the productive real economy.
This paper recommends re-imposing the inheritance and gifts tax after changing its scheme. The paper also adopts a framework for an inheritance tax that uses income tax rates plus an additional 1 to 5 percent (similar to wealth tax) in accordance to the size of the inheritance.
The paper also recommends restructuring the tabulation of elements in the state budget tabulation in accordance to the latest International Monetary Fund (IMF) standards.
