ملخص تنفيذي
لا يرتبـط بنـاء المـدارس فـي مصر حاليًا بوجود احتياج لمدارس جديـدة بالضـرورة. فكثيـراً مـا تُبنى مدارس فـي مناطق لا توجد فيهـا حاجـة حقيقيـة إليهـا، بينمـا يتـم تجاهـل المناطـق التـي تحتـاج فعـلا إلـى سـعة أكبـر. هنـاك أيضـا مشـكلة أساسـية متعلقـة بازدحـام الفصـول، حيـث يبلـغ متوسـط عـدد الطـلاب فـي الفصـل 5,47 ً تلميـذا. يُعيق كبـر حجـم الفصـول خبـرات الطـلاب فـي التعلـم، ويثبـط مـن حافزهـم للدراسـة، مـا يزيـد مـن معـدلات التسـرب مـن التعليـم.
تحتـاج مصـر لبنـاء مـا يقـدر بــ250 ألـف فصل جديـد بتكلفة 130 مليــار جنيــه مصــري. ولضمـان أن تـؤدي حملـة البنـاء هـذه إلـى أفضـل النتائـج، يجـب أن تقـوم مصـر بتعديـل منظومـة بنـاء المـدارس الحاليـة لضمـان جـودة أفضـل وتكاليـف أقـل. إصـلاح منظومـة البنـاء أمـر أساسـي حيـث إن البنيـة التحتيـة للمـدارس تؤثـر بشـكل مباشــر علــى خبــرات الطــلاب فــي التعلــم وتحفيزهــم علــى الذهـاب للمدرسـة بشـكل عـام.
يقـدم هـذا الموجـز سـت توصيـات بسياسـات موجهـة للهيئـة العامـة لل أبنيـة التعليميـة، تتنـاول قضايـا مثـل تقليـل تكلفـة بنـاء المـدارس، ووضـع مؤشـرات جديـدة لتقييـم إن كانـت احتياجـات الطـلاب تتـم تلبيتهـا، ووضـع معاييـر دنيـا للمباني المدرســية الجديــدة، وتشــجيع المرونــة فــي البنــاء لمراعــاة الاختلافــات بيــن المجتمعــات الحضريــة والريفيــة، ووضــع بروتوكــولات جديــدة تنظــم حصــول المجتمعــات المحليــة علـى ال أراضـي اللازمـة لبنـاء المـدارس.

Executive Summary&nbsp;
At present, there is a mismatch between the need for and&nbsp; construction of new schools in Egypt. Schools are frequently built in areas where there is no real demand for them, while areas that do need extra ca- pacity are passed over. There is also a major issue of overcrowding in classrooms, with an average prima- ry class size of 47.5 pupils. Larger class sizes impair the learning experience of students and lead to de- motivation, increasing school dropout levels.&nbsp;
Egypt needs to construct an estimated 250,000 new classrooms at a cost of 130 billion Egyptian pounds ($7.3 billion). To ensure that this construction cam- paign gets the best results, Egypt must overhaul its current school construction system to ensure better quality and lower costs. Reforming the construction system is essential, as school infrastructure directly impacts students&rsquo; learning experience and overall motivation.&nbsp;This brief provides six policy recommendations for the General Authority for Educational Building (GAEB), addressing issues such as reducing the cost of school construction, creating new indicators that would better assess whether students&rsquo; needs are be- ing met, setting minimum standards for new school buildings, encouraging flexibility in construction, to take into account the differences between urban and rural communities, and generating new protocols for the acquisition of land for schools by local communities.&nbsp;
