مقدمة
كشفت جائحة كوفيد - 19 عن الدور المحوري الذي تلعبه سياسات الحماية الاجتماعية في الحد من التداعيات الاجتماعية والاقتصادية الناتجة عن الأزمات غير المتوقعة. حسب التعريف، تُطبق سياسات الحماية الاجتماعية لحماية مجموعات الدخل الهشة في مواجهة الفقر أو الأزمات الصحية أو الإعاقة أو الشيخوخة، وإعانتهم خلال مراحل الإنجاب أو البطالة. ويُنظَر لإجراءات الحماية الاجتماعية باعتبارها التزامًا على الدولة تجاه المواطنين لا على أنها سياسة اختيارية ومن ثَم، فمن الضروري أن يقوم أي نظام للحماية الاجتماعية &ndash; كحد أدنى &ndash; بضمان الدخل الآمن لكل كبار السن وذوي الإعاقة من الأفراد. وفي هذا الصدد، حددت منظمة العمل الدولية أربعة معايير إرشادية تعد جزءًا لا يتجزأ من مخططات الحماية الاجتماعية الفعالة، التي يجب أن تكون شاملة وتصاعدية وتعددية وقائمة على النتائج.

يعمل نظام التأمينات والمعاشات التقاعدية في مصر على أساس الدفع أولًا بأول حيث تُموِل اشتراكات العاملين الحاليين مستحقات معاش التقاعد. وتشكل معدلات الإعالة المرتفعة والمتزايدة إشارة إنذار بالنسبة لهذا النموذج. ففي حال انخفاض الاشتراكات وارتفاع الإنفاق على مستحقات المعاش التقاعدي يصبح النظام أقل استدامة من الناحية المالية في مصر، يبلغ معدل الإعالة 64.2%، فيما بلغت نسبة كبار السن (من 64 فأعلى) مقارنة بالسكان في سن العمل 8.7% وشهد الرقم الأخير ارتفاعًا متواصلًا، إلا أنه بطيء، على مدار السنوات الخمس الأخيرة، مما يشكّل تحديًا ماليًا لنظم التأمين الاجتماعي. ويتم حساب مبلغ المعاشات التقاعدية وفقًا لنظام المدفوعات المحدد مسبقًا، حيث يتم فيه تحديد قيمة معاش التقاعد بناء على حصة ثابتة من متوسط الأجر الشهري.
ونظرًا لتغطيته المنخفضة وغير المتكافئة، يتعرض نظام المعاشات والتأمينات الاجتماعية الحالي لانتقادات شديدة، بالإضافة لعدم كفاية المستحقات، وارتفاع معدلات تهرب العاملين من دفع الاشتراكات وفي محاولة لتصحيح هذه العيوب، تم تمرير قانون جديد ليحل محل جميع قوانين التأمين السابقة والذي أصبح ساريا -نظريا- منذ يناير 2020.

Introduction:
The COVID-19 pandemic revealed the pivotal role of social protection schemes in mitigating the social and economic repercussions of unexpected crises. By definition, social protection measures are designed to protect individuals, including vulnerable income groups, against poverty, health crises, disability, or unemployment, in addition to protecting them during maternity and old age. These programs are widely viewed as a state obligation to citizens, not an optional policy tool (Sieverding &amp; Selwaness, 2012). At the very least, a social protection scheme must ensure and deliver income security to the elderly and those living with disabilities. In addition, he International Labor Organization (ILO) has outlined four key characteristics of effective social protection schemes: they must be universal, progressive, pluralistic, and outcome-focused (ILO, 2009).1
Social protection measures can be divided into two main types: social insurance and social assistance. According to Sieverding and Selwaness (2012), social assistance schemes are non-contributory and take the form of cash transfers to groups of people identified based on a form of deprivation. Social assistance can be onditional (as in conditional cash transfers) or non-conditional. Almost all Middle East and North African (MENA) countries have developed means-tested2 social assistance schemes to expand the reach of social protection. These schemes usually target households without a male member of working age (15&ndash;65), but only 20&ndash; 25% of households are eligible and the payments are low (Loewe, 2017).
In contrast, social insurance is typically employmentbased and funded by workers&rsquo; contributions to insure them against a variety of risks such as work injury, during maternity and old age, and in case of disability. These schemes typically administer monthly pensions to beneficiaries once retirement age is reached. According to the World Bank (MacKellar, 2009), pension systems must be designed to serve two main objectives. First, they must provide a degree of consumption smoothing, to protect individuals from the sudden drop in income that comes with retirement. Second, they must protect individuals from the risks of old-age poverty. Maait et al. (2000) add that retirement income must be guaranteed and predictable. Moreover, according to the World Bank (MacKellar, 2009), effective pension systems have four main design features: adequacy, affordability, sustainability, and robustness.
Egypt&rsquo;s insurance or pension system operates as a typical pay-as-you-go, defined-benefits (PAYG-DB) public pension model, where benefits are determined based on a fixed share of the average monthly wage and current workers&rsquo; contributions finance pension benefits. High and rising dependency ratios3 pose a threat to this model. If contributions are declining and expenditures on pension benefits are on the rise, the system becomes less financially sustainable (Helmy, 2008). In Egypt, the dependency ratio is 64.2%, and the ratio of elderly people (aged 64 and above) to the working age population is 8.7% (World Bank, 2019). The latter figure has been slowly but steadily increasing over the past five years, posing a financial challenge to the social insurance system. Egypt&rsquo;s social insurance and pension system has been strongly criticized due to its low and unequal coverage, inadequate benefits, and the high rate of contribution evasion by workers (Loewe, 2009; Sieverding &amp; Selwaness, 2012). In an effort to rectify these defects, a new law was adopted in 20194 (Law 148/2019) to replace all the old laws5 governing the insurance system.
A large group of workers has been historically excluded from social insurance coverage in Egypt-namely, informal sector workers. The size of the informal sector is huge in Egypt, contributing 30&ndash;40% to aggregate output and employing more than half of Egypt&rsquo;s working population (ECES, 2020). Additionally, the sector is characterized by its marked flexibility and dynamism, which allows it to respond more quickly to emerging market demands and local crises, rendering it more resilient than its formal counterpart (ECES, 2020). Despite the sector&rsquo;s significance, its workers are not given access to social protection schemes that should support them in times of illness, work injury, and unemployment. The 2019 law seeks to extend insurance to certain segments of those workers.
The coronavirus pandemic has caused informal workers to lose earnings6 and jobs. Moreover, these workers are more vulnerable to infection due to the absence of occupational safety standards (ECES, 2020). And finally, the informal sector is projected to grow in light of the COVID-19 pandemic.7 Unless inclusive social protection mechanisms are put in place to accommodate and absorb these workers, they will fall deeper into poverty (ILO, 2020a). This background paper provides an overview of social insurance schemes in Egypt, focusing primarily on the extension of social protection to informal workers. It begins with a brief review and critique of the laws that governed the social insurance system through July 2019, when a new law was passed. The following section explores informality in Egypt and the nature of informal work. The paper will then review the recent emergency grants distributed to informal workers during the COVID-19 pandemic. Next, we examine the basic requirements for social insurance programs that extend coverage to informal workers based on international literature and successful case studies from developing countries. In conclusion, the paper briefly outlines a program tailored to Egypt&rsquo;s circumstances that could be used to extend social insurance coverage to all those not yet protected.
