الملخص التنفيذي
حولت جائحة كوفيد-19 اهتمام صناع السياسات نحو خلق فرص العمل وذلك بسبب الأثر السلبي الذي خلفته الجائحة على التشغيل. ويجب ألا تقلل أهمية خلق فرص العمل من أهمية جودة العمل فيما يتعلق بالرفاه والاستدامة الاقتصادية. ولا تزال جودة العمل موضوعاً ذو أهمية كبيرة في مصر والبلدان النامية بشكل عام بسبب ظروف أسواق العمل مثل ارتفاع مستوى اللارسمية، والافتقار إلى تغطية الضمان الاجتماعي وانخفاض الدخول. ويعد قياس جودة التشغيل خطوة ضرورية لوضع السياسات التي تحسن رفاه العمال ومستواهم المعيشي.
ولم تشهد مصر توفير فرص عمل كافية في السنوات الأخيرة، وذلك على الرغم من معدلات النمو الاقتصادي المرتفعة نسبياً. وإضافة إلى ذلك، استمرت حصة العمل غير الرسمي في إجمالي التشغيل في الارتفاع من 24% في
2006 إلى 31% في 2012 وإلى 39% في 2018. كما تبين هذه الورقة أن الجودة الرديئة للعمل يمكن أن تكون أيضاً إحدى سمات العمل الرسمي في القطاعين العام والخاص على حد سواء.
وتستخدم هذه الورقة منهجية ألكاير/فوستر لقياس جودة التشغيل. وهي تتبع نهج (2020 ,.Sehnbruch et al) الذين قاموا بتطبيق هذه المنهجية على البلدان النامية
في أمريكا اللاتينية. كما تقوم هذه الورقة بتكرار هذه المنهجية وتكييفها مع السياق المصري من خلال استخدام بيانات المسوحات التتبعية لسوق العمل في مصر(Egypt Labor Market Survey-ELMPS). ويتكون هذا المؤشر من خمس عوامل متغيرة: الدخل من العمل، والوضع المهني، وتغطية الضمان الاجتماعي، وساعات العمل الزائدة عن الحد، والعمل في مؤسسات غير مستقرة.
تشير نتائج الورقة إلى انخفاض جودة التشغيل في مصر بشكل ملحوظ خلال الـ12 سنة التي تمت دراستها، حيث ارتفعت نسبة العمال الذين يعانون من حالات حرمان شديدفي سوق العمل من 71% في 2006 إلى 90% في 2018. وتتخطى معدلات الحرمان هذه إلى حد كبير نسبة العمل غير الرسمي في مصر، مما يدل على عدم استقرار العديد من الوظائف الرسمية. وفيما يتعلق بالعوامل المتغيرة التي شملها المؤشر، كان التراجع الأكبر من نصيب مستوى الدخل وتغطية الضمان الاجتماعي فيما يأتي الوضع المهني بعد ذلك.
وتبعاً للتحليل الذي تقدمه هذه الورقة فإننا نوصي بإجراء أربعة تغييرات أساسية على صعيد السياسات العامة.وهي تتمثل في تحسين تنظيم الحد الأدنى&nbsp;للأجور؛ وتشجيع تنظيم علاقات التشغيل التعاقدية وتشريعات العمل لخفض نسبة العمل غير الرسمي ضمن القطاع الرسمي (أي العمال الذين يحصلون على أجر ويعملون بدون عقود)، علاوة على تثبيت علاقات التشغيل؛ وتوسيع نطاق مساهمات وتغطية التأمين الاجتماعي، في كل من القطاعين الرسمي وغير الرسمي من الاقتصاد؛ والاستثمار في الترتيبات والقدرات المؤسسية التي تنظم علاقة التشغيل وإنفاذ هذه الأنظمة.

Executive Summary
The COVID-19 pandemic has shifted the&nbsp;attention of policy makers to job creation given the pandemic&rsquo;s negative impact on employment. The importance of job creation should not reduce the importance of job quality to wellbeing and economic sustainability. Job quality remains a&nbsp;very relevant issue in Egypt and in developing countries in general due to the conditions of&nbsp;its labor markets, such as high informality, lack&nbsp;of social security coverage and low earnings. Measuring employment quality is a necessary step to guide and develop policies that improve workers wellbeing and standard of living.
In Egypt, not enough jobs have been created in recent years, despite relatively high economic growth rates. In addition, the share of informal work in total employment has been increasing continuously from 24% in 2006, to 31% in 2012, to 39% in 2018. This paper also shows that poor job quality can also be a characteristic of formal work, both in the public and private sectors.
This paper uses the Alkire/Foster (AF) method&nbsp;to measure the Quality of Employment (QoE).&nbsp;It follows Sehnbruch et al. (2020), which applied this methodology to Latin American developing countries. Using data from the Egyptian Labour Market Panel Survey (ELMPS), this paper replicates this method and adapts it to the Egyptian context. The variables included in this index are earnings from work, occupational status, social security coverage, excessive working hours and working in a precarious establishment.
Its results indicate that QoE in Egypt has declined significantly during the 12-year period studied. The proportion of workers suffering severe deprivations in the labor market has increased from 71% in 2006 to 90% in 2018. These rates of deprivation&nbsp;by far exceed the proportion of informal work in Egypt, which illustrates that many formal jobs are also precarious. Of the variables included in&nbsp;&nbsp;the index, the most significant deterioration was experienced by income levels and social security coverage followed by occupational status.&nbsp;As a result of the analysis presented in this paper, we recommend four key policy changes. These consist of improving minimum wage regulation; encouraging the regulation of contractual employment relationships and labor legislation to reduce the proportion of informal work within the formal sector (i.e. salaried workers employed without contracts), as well as stabilize employment relationships; expanding social insurance contributions and coverage, in both the formal and informal sectors of the economy; and investing in institutional arrangements and capacities that regulate employment relationships and enforce these regulations.
