هل الحماية الاجتماعية حق للجميع؟ أم يجب أن تقتصر على الفقراء؟ هي أسئلة طالما هيمنت على النقاش حول طرق الاستهداف المختلفة لسياسات الحماية الاجتماعية. وتتجلى في هذا النقاش الجذور الأيديولوجية حول دور الدولة في توفير الحد الأدنى من الاحتياجات لمواطنيها.
منذ الثمانينات، وضعت أساليب الحكم النيوليبرالية قيودًا غير مسبوقة على السياسات الاجتماعية، من خلال آليات استهداف انتقائية يبررها ضعف الميزانيات والموارد. وتشمل هذه الآليات نظام استطلاع الموارد المالية أو الـMeans-Testing، وهي الآلية التي تستهدف توصيل المساعدة الاجتماعية للفقراء فقط بناء على دراسة حالتهم الاقتصادية. و لكن، و كما يشير هذا المقال، على الرغم من حسن نوايا تلك الوسائل، إلى أنها تعتمد منهجية انتقاء تأتي بالأثر العكسي، وينتهي بها المطاف، للمفارقة، بإقصاء الكثير من الفقراء.
قد تتعدد وسائل استهداف الفقراء بين استهداف قائم على المنطقة الجغرافية أو دخل المستفيدين أو تقييم مجالس المجتمع المحلي. وتنقسم أخطاء الاستهداف إلى نوعين: الأول هو حصول غير المستحق على المساعدات، و هذا ينذر بتبذير الموارد، والنوع الآخر هو عدم حصول من يستحق على المساعدات، وهذا طبعًا نوع من أنواع الإقصاء. بشكل عام، فحدوث الأخطاء شيء وارد ولا يمكن محو نسبة الأخطاء تمامًا، و لكن تحديد أهمية تلك الأخطاء يتوقف على عدة عناصر أهمها الهدف المرجو من تلك السياسات الاجتماعية القائمة على الاستهداف. فمثلًا، إن كانت الحكومة تستهدف محاربة الفقر، فعليها أن تولي اهتمامًا بخفض أخطاء إقصاء الفقراء. وإن كانت تستهدف خفض تكاليف الحماية الاجتماعية، فعليها أن تلتفت أكثر لخفض معدلات خطأ إدخال الأغنياء.
يحدد نظام استطلاع الموارد المالية الفقراء من خلال حساب دخولهم المنتظمة. فإذا انخفضت معدلات الدخول عن مستوى معين محدد سلفًا، بات الفرد مستحقًا للمساعدة الاجتماعية. تبدو تلك المنهجية بسيطة ومفهومة، إلا أنها تواجه العديد من المصاعب في التنفيذ، نظرًا لقلة البيانات المتاحة عن المستوى الفعلي لدخول الأفراد، خاصةً في الدول النامية.
وهناك طريقة فرعية، انبثقت عن استطلاع الموارد المالية، لتحديد المستهدفين من الفقراء، وهي الاختبار غير المباشر لتقصي الموارد والسجل الاجتماعي، أو Proxy Means-Test (PMT)، الذي يقوم على تقدير الدخل عن طريق قياس أصول وخصائص الأسرة، لتقدير الدخل أو الاستهلاك. ويتم الاختبار غير المباشر لتقصي الموارد على خطوتين؛ بناءً على الدراسات الاستقصائية للأسر، يتم أولًا اختيار الخصائص المرتبطة بالفقر، مثل موقع الأسرة&nbsp; الجغرافي أو عدد السلع المعمرة التي تملكها الأسرة أو مستوى تعليم أفرادها (Del Ninno &amp; Mills, 2015)، وبمجرد تحديد تلك الخصائص، تتم الخطوة الثانية، وهي القيام بزيارات منزلية للأسر للتحقق من أهلية كل أسرة على أساس الخصائص المختارة.
<h3 dir="rtl" style="text-align: justify;">هامش الخطأ في الاختبار غير المباشر لتقصي الموارد (PMT)</h3>
يتضح مما سبق أن الخصائص المستخدمة في الاختبار غير المباشر لتقصي الموارد (PMT) مستمدة بالكامل من مسوحات الدخل والإنفاق القومية. ويزعم غيلدرز، وبايلي-اتياس، وكيد (2017)، أن مثل هذه الاستطلاعات معرضة دائمًا لعدم الدقة في قياساتها وبياناتها. علاوةً على ذلك، فإن الفاصل الزمني بين إجراء الخطوتين يهدد بحدوث اختلافات في المتغيرات المُقاسة في أوقات التقييم. لذلك، هناك حاجة إلى تحديثات دورية للبيانات وأنظمة المسح، وهي بالطبع عملية مكلفة. ووفق العديد من الدراسات، غالبية نماذج PMT قادرة على تحليل 50% فقط من التباين في معدلات الفقر. لذلك، لا يعتبر الاختبار غير المباشر لتقصي الموارد (PMT) أكثر الأدوات فاعلية لتحديد مستوى فقر الأسرة أو الفرد، و بالتالي ليس الأداة الأمثل لتحديد المستهدفين من برامج الإعانة الاجتماعية.
تقنيات منهجية وطرق تنفيذ الاختبار غير المباشر لتقصي الموارد (PMT) تهم الأكاديميين أو الإحصائيين في المقام الأول، إلا أنه يجدر توضيح أنه ليس كما يعتقد كثيرون، لا يعدو أن يكون مسألة "حظ". هذا التصور الخاطئ يعكس عدم إدراك الأفراد لمعايير الأهلية التي يحددها هذا النظام، وبالتالي يبدو الأمر لهم أقرب لعملية اختيار عشوائي (Kidd et al., 2017).
<h3 dir="rtl" style="text-align: justify;">وسائل استهداف المستفيدين من برامج الإعانة الاجتماعية في مصر</h3>
&nbsp;برامج المساعدات الاجتماعية في مصر مكونة من برنامجي تكافل وكرامة، بالإضافة إلى برنامج معاش الضمان الاجتماعي. يستهدف كل برنامج مجموعة من المستفيدين عن طريق استطلاع الموارد المالية. ويقدم معاش الضمان تحويلات نقدية شهرية غير قائمة على الاشتراكات لمن لا يشملهم التأمين الاجتماعي. وللحصول على المعاش، يجب أن يثبت المستفيدون أنهم لا يحصلون على مصدر دخل منتظم، ليكونوا مؤهلين للحصول على مبلغ المعاش الكامل. وإذا كانوا يكسبون دخلًا أقل من الحد الأدنى لقيمة المعاش، يحصلون على الفرق في المبلغ. والحد الأقصى للمعاش الموجّه لأسرة مكونة من أربعة أفراد هو 450 جنيه مصري شهريًا.
&nbsp;بموجب برنامجي تكافل وكرامة، تتم عملية تحديد المستفيدين عن طريق أكثر من أداة استهداف. الخطوة الأولى تتكون من الاستهداف الجغرافي؛ حيث يتم اختيار أكثر المناطق فقرًا، ثم تتقدم الأسر التي تعيش في المنطقة المختارة للتسجيل بالبرنامج (الاستهداف الذاتي). وفي حال استيفاء المعايير، يتم حساب نتيجة الاختبار غير المباشر لتقصي الموارد، ليتم منح التحويلات النقدية للأسر التي تحصل على أقل من الحد الأدنى الذي وضعه الاختبار. وكما يتضح من تحليل الاستهداف الذي أجراه المعهد الدولي لبحوث السياسات الغذائية (IFPRI)، لم تحصل نسبة كبيرة من الفئات الأكثر فقرًا على تحويلات برامج تكافل أو كرامة، مما يشكك في مدى فاعلية وسائل الاستهداف في تحديد المحتاجين.
وشهدت المناطق الأكثر فقرًا&nbsp; في صعيد مصر إطلاق المراحل التمهيدية لبرنامجي تكافل وكرامة، وعلى الرغم من ذلك، لم يتلقى&nbsp; 55٪ من الخُمس الأفقر و75٪ من الخُمس الثاني في ترتيب الأكثر فقرًا تحويلات تكافل في عام 2018.

تتوافق الأرقام المذكورة مع العديد من الدراسات حول فاعلية الاستهداف باستخدام الاختبار غير المباشر لتقصي الموارد (PMT)، مما يثبت أن عدد الفقراء الذين يتم إقاصؤهم من برامج الحماية الاجتماعية أكبر من عدد هؤلاء المشمولين في تلك البرامج. على سبيل المثال، تراوحت أخطاء الإقصاء من 56٪ من المستفيدين المستهدفين في كمبوديا إلى 93٪ في برنامج Keluarga Harapan الإندونيسي (Kidd et al., 2017)، بينما تشير أخطاء الاستهداف أيضًا إلى الاستخدام غير الفعال للموارد. وتعتبر أخطاء الاستبعاد الأكثر إشكالية، خاصةً عندما يكون هدف&nbsp;البرنامج هو الوصول إلى جميع من يحتاجون إليه.
من المهم أيضًا التنبيه إلى أنه لا توجد طريقة استهداف مثالية، وأن الأخطاء لا مفر منها، إلا أنه لا يُنصح باختيار طريقة استهداف ارتبط تطبيقها بأخطاء إقصاء كبيرة،&nbsp;خاصةً في ظل تحديات الفقر الواسعة الانتشار في مصر.
يجب استبدال استخدام استطلاع الموارد المالية (Means-Test) بآلية أكثر فاعلية وكفاءة، مع اعتماد نهج يشمل الجميع. ويمكن أن تتمثل الخطوة الأولى لتحقيق ذلك من خلال اعتماد آلية تصنيفية تستهدف جميع الأفراد داخل فئة محددة، مثل جميع النساء في منطقة جغرافية معينة. حينئذٍ تكون عملية تحديد المستفيدين واضحة وسهلة التطبيق وقابلة للرصد، وبالتالي تنتفي الحاجة إلى الإجراءات الإحصائية البيروقراطية والمكلفة. وبهذه الطريقة فقط سيمكن القول إن مصر بدأت الطريق الطويل نحو تطبيق نظام حماية اجتماعية لا يقصي أحدًا.

Is social protection a right for all? Or should it be restricted to the poor as defined by the government? Such questions govern the debate around social policy targeting. The debate lends itself to ideological roots around the role of the state in providing to its citizens. Since the 1980's, neo-liberal styles of governance have set unprecedented restrictions on social policies, through selective targeting mechanisms justified by limited budgets and resources. Such mechanisms include means-testing and social benefits targeting only the poor. However, as this commentary shows, policies that target only the poor usually use methodologies that-oddly enough-end up excluding the majority of them.
<h3 style="text-align: justify;">Targeting methods explained</h3>
Targeting refers to the range of mechanisms that allow policymakers to identify individuals or households that are eligible for resource transfers (Sabates-Wheeler, Hurell &amp; Devereux, 2015). Targeting criteria may vary, including selection based on geographical region, beneficiaries&rsquo; income, or assessment by local community councils. The design and implementation of targeting methods is never error-free. Exclusion errors or under-coverage (where benefits do not reach those targeted) as well as inclusion errors or leakage (where benefits are received by those not targeted) are inevitable. Yet, depending on their context and intended goals, governments evaluate social policy costs differently. For example, governments aiming to decrease costs would target inclusion error minimization, while governments proposing inclusive social policies typically target exclusion error minimization.
In general, means-testing occurs when an individual's financial resources (income or consumption) are compared to a specified threshold. If the actual level of income or consumption is less than that threshold, the individual is rendered eligible for the assistance program he/she is applying for. Although it seems simple, but the accurate implementation of this methodology is challenged by the lack of quality and consistent data records, especially in developing countries.
Branched from this method is the Proxy Means Test (PMT), which overcomes data collection challenges through proxying or estimating income or consumption through a set of observable characteristics or variables. The process of PMT design comprises two steps; based on national household surveys, variables are first selected according to their correlation with poverty. In that sense, PMT is a statistical tool that predicts poverty based on a set of chosen variables. Examples of these variables can be household location, ownership of durable goods and education (del Ninno &amp; Mills, 2015). Once these variables have been identified, field household visits are then undertaken to verify each household&rsquo;s eligibility based on the chosen characteristics.
<h3 style="text-align: justify;">PMT-related sources of error</h3>
Nonetheless, variables utilized in the PMT analysis are derived from national household surveys. Kidd, Gelders &amp; Bailey-Athias (2017) claim that such surveys are prone to inaccuracies in their measurements and data.&nbsp; Furthermore, the time lapse between conducting the two steps could risk the chosen variables&rsquo; relevance at the time of assessment. For that reason, periodic updates to data collection and survey administration are needed, which is a costly process. According to several studies, the majority of PMT models are able to explain only 50% of the variation in poverty. Therefore, PMT models are not the most effective indicators of a household's or individual's poverty level.<a href="#_edn1" name="_ednref1">[i]</a>
Intricacies of the methodological design and implementation of PMT is of primary concern to academics or statisticians, in comparison to the general public&rsquo;s widely held perception that PMT is based on pure &lsquo;luck&rsquo;. This perception is a byproduct of individuals&rsquo; unawareness of the eligibility criteria dictating the PMT; consequently, comparing it to a process of random selection (Kidd et al., 2017). In the words of a field researcher who was assessing the success of a cash transfer program in Nicaragua:

&ldquo;[...] some people wonder why they weren&rsquo;t targeted even though they live in this same area. So we tell them that the Bible says that many are called but few are chosen.&rdquo; (Brown et al., 2016).

<h3 style="text-align: justify;">Means-Testing social assistance schemes in Egypt</h3>
In the Egyptian context, means-testing methods target social assistance (in the form of cash transfers) to the poor through the social solidarity pension and the Takaful and Karama programs. The social solidarity pension (ma&rsquo;ash el daman) delivers monthly, non-contributory cash transfers to those not covered by social insurance. Eligible beneficiaries must prove that they have no source of income in order to qualify for the full pension amount. If they earn income that is less than the minimum value of the pension, they are paid the difference. The maximum pension amount that is paid to a household of four individuals is 450 EGP per month.
Under the Takaful and Karama programs, cash transfers are administered using not only one, but a combination of targeting methods previously mentioned, including a means-test. During the first step of targeting (geographical), households within a chosen region register for the program (self-targeting). If the individuals satisfy the categorical criteria, a household&rsquo;s PMT score is compared to a set cut-off score. If the household&rsquo;s PMT is lower than the cut-off, then it is rendered eligible for the program&rsquo;s transfer. As shown through the targeting analysis undertaken by the International Food Policy Research Institute (IFPRI)<a href="#_edn1" name="_ednref1">[i]</a> , a significant share of the poor is&nbsp; uncovered. Despite the fact that the rollout phases of the Takaful and Karama programs were in the poorest Upper Egypt areas, yet, 55% of the poorest quintile and 75% of the second poorest quintile did not receive Takaful transfers in 2018.<a href="#_ednref1" name="_edn1"></a>

The numbers displayed are in line with several studies on the effectiveness of targeting with PMT, proving that exclusion errors are more common than the inclusion of non-poor recipients. For example, exclusion errors ranged from 56% of the intended beneficiaries in Cambodia to as high as 93% in Indonesia&rsquo;s Program Keluarga Harapan (Kidd et al., 2017). Whilst inclusion errors also indicate an inefficient use of resources, exclusion errors are deemed the most problematic and concerning, especially when the goal of a transfer program is to reach all those who need it.
While it is also true that no particular targeting method is perfect and that errors are inevitable, it is ill-advised to select a targeting method that is strongly associated with considerable exclusion errors, considering Egypt&rsquo;s widespread poverty challenges.
The usage of means-testing has to be replaced by a more efficient and effective mechanism, adopting a universalist approach. An initial step to achieve this could be through adopting a categorical mechanism that targets all individuals within a specific category, e.g. all females in a particular geographical region. The criteria then could be easily identifiable and observable; thus, eliminating the need for excessive, expensive and bureaucratic procedures and paperwork. Only that way can it be said that Egypt has embarked on a long-term path towards enforcing a social protection system that leaves no one behind.
<a href="#_ednref1" name="_edn1">[i]</a> The predictive power of the selected variables is represented by the R-squared (R2), which reflects the variables&rsquo; association with poverty. The majority of PMT models used in developing countries have R-squared values between 40 and 60%, with a simple average of 52% (Kidd, Gelders &amp; Bailey-Athias, 2017; Brown, Ravaillon, &amp; van de Walle, 2016); thus, they are only successful at predicting around half of the variables correlated to poverty. <a href="#_ednref2" name="_edn1">[ii]</a> In 2018, the World Bank contracted the International Food Policy Research Institute (IFPRI) to carry out an <a href="https://www.ifpri.org/publication/impact-evaluation-study-egypts-takaful-and-karama-cash-transfer-program-part-1">impact evaluation</a> study of both Takaful and Karama programs.
