يتطلب تحقيق العدالة الاجتماعية السير في مسارات متعددة ومتكاملة ومتتابعة، وفقًا لرؤية كلية واضحة عن المستهدف تحقيقه من مؤشرات اجتماعية واقتصادية عبر فترة زمنية. فقد تكون الحماية الاجتماعية بمفهومها الضيق والذي يركز على مساعدة الفقراء والفئات الهشة في المجتمع مطلوبًا كسياسة إنقاذ سريعة على المدى القصير، ولكن دون أن يتواكب معها تبني سياسات تتعامل مع أسباب الفقر وجذوره وتهدف إلى تمكين البشر، فإن العدالة الاجتماعية لن تتحقق.&nbsp;
يوجد عدة مداخل ومقاربات متكاملة لتحقيق العدالة الاجتماعية، يتمثل أولها في الارتقاء بالخدمات الأساسية في مجالات الصحة والتعليم والبنية الأساسية (المياه الصالحة للشرب &ndash; الصرف الصحي الآمن، وغيرها) من حيث الإتاحة والجودة باعتبارها مداخل أساسية لتنمية قدرات المواطنين كأحد عناصر التمكين الرئيسة، والتي بوجودها، يستطيع المواطن إدارة ما لديه من موارد وأصول بما يحسّن من نوعية حياته. والثاني يتعلق بالحماية الاجتماعية بالمفهوم الواسع والتي لا تقتصر على مجرد حماية الفئات الأفقر في المجتمع، بل تمتد لتشمل حماية كافة فئات المجتمع من خلال نظم التأمينات الاجتماعية واسعة التغطية سواء التي تعتمد أو لا تعتمد على اشتراكات أعضائها، وكذلك نظم التأمين الصحي الشامل والتي تغطي كل المواطنين. ثالث الاقترابات يركز على مدى توافر فرص العمل اللائقة، وفى هذا الإطار تبرز سياسات التشغيل وعلاقاتها بفتح أسواق للعمل، وأيضا علاقاتها بمخرجات التعليم ومدى توافقها مع احتياجات سوق العمل. والحقيقة أن سياسة التشغيل كسياسة اجتماعية تتقاطع بشكل كبير مع سياسات التعليم وباقي سياسات الحماية الاجتماعية بالمعنى الواسع. ومن المهم ألا تنعزل مثل هذه النوعية من السياسات عن عملية صنع السياسات الاقتصادية، تجنبًا لعدم مراعاة السياسات الاقتصادية لكثير من الآثار الاجتماعية السلبية المترتبة عليها، وتقلص دور السياسات الاجتماعية في حماية من يتأثر سلبًا بالسياسات الاقتصادية. ورابع الاقترابات وهو ربما الأكثر جذرية يتعلق بتوزيع الدخل والثروة عبر نظم الأجور ونظام الضرائب.
وتعد أوروجواي من أكثر بلدان أمريكا اللاتينية تحقيقًا للمساواة والعدالة الاجتماعية، فلديها أعلى نصيب للفرد من الدخل القومي. كما أن مستوى دخول أفقر 40% من السكان زاد بمعدلات أسرع من معدل نمو دخول باقي السكان. فضلًا عن غياب شبه كامل للفقر المدقع حيث انخفض من 2.5% في 2006 الى 0.1% في 2018، وكذلك انخفضت نسبة الفقر من 32.5% في 2006 الى 8.1% في 2018. وبالنسبة لمعدل البطالة، فقد انخفض إلى 6.3% في 2011، ثم عاود الارتفاع قليلا بسبب تباطؤ النمو في 2018 ليصل إلى 7.9%.
وعلى صعيد آخر، توجد في أوروجواي طبقة وسطى واسعة، تضم 60% من السكان، بسبب التوسع في التغطية التي حققتها السياسات الاجتماعية ذات الطابع الاحتوائي. فمجمل الأوضاع يشير إلى تحقيق تقدم في مؤشرات التنمية البشرية، مع قدر من الاستقرار المؤسسي وانخفاض مستويات الفساد، ما انعكس على نمو ثقة المواطنين في الحكومة. كما حققت أوروجواي مستوى عال من تكافؤ الفرص في إتاحة الخدمات الأساسية للمواطنين، كالتعليم والصحة والمياه الصالحة للشرب والكهرباء والصرف الصحي. فوفقًا <a href="http://hdr.undp.org/en/countries/profiles/URY">لمؤشرات </a>التنمية البشرية لعام 2019، فإن سنوات البقاء في المدارس بلغت 16.3 سنة، ووصل معدل الالتحاق بالتعليم الابتدائي إلى 105% وفى الثانوى إلى 115%، كما بلغت نسبة السكان التي&nbsp; تصل للمياه الصالحة للشرب 99%، والتي تصل إلى الصرف الصحي الآمن 97%. وجدير بالذكر أن مؤشر التنمية البشرية التابع للأمم المتحدة لعام 2019 وضع أوروجواي ضمن البلدان مرتفعة الدخل، وبلغ المؤشر 0.808.
<h3 dir="rtl" style="text-align: justify;">أوروجواي: التمكين جزء أساسي من الحماية</h3>
أدت تجربة أوروجواي مع الإصلاح النيوليبرالي في الثمانينيات والتسعينيات لمزيد من تدهور الأوضاع الاقتصادية والاجتماعية لشرائح واسعة من المجتمع، وارتبط التحول في النموذج التنموي بوصول تحالف اليسار إلى سدة الحكم في عام 2004.
كان مسار أوروجواي لتحقيق العدالة الاجتماعية من المسارات المركبة إلى حد كبير، والتي تضمنت إجراءات متعددة، متزامنة ومتتابعة، بناءً على عملية تقييم مستمرة. وكان أبرز برامج الحماية الاجتماعية في الألفية الثانية هو خطة الطوارئ الاجتماعية بين عامي 2005 و2007 (National Social Emergency Response plan - PANES)، وهي خطة كان هدفها تقديم مساعدات مباشرة للأسر التي تدهورت أوضاعها المعيشية نتيجة ارتفاع معدلات الفقر في الثمانينيات والتسعينيات من القرن الماضي. كما زادت الأوضاع الاقتصادية والاجتماعية تدهورًا منذ عام 1998 بسبب الأزمة المالية والاقتصادية، حيث قفزت معدلات البطالة من 11.3% عام 1999 إلى 17% عام 2002، وفي نفس الفترة ارتفعت معدلات الفقر من 15.3% إلى 38.9%. وكان معروفًا من البداية أن الخطة مؤقتة وهدفها مواجهة الظروف المتردية لقطاعات كبيرة من السكان.
شملت خطة الطوارئ عددًا من برامج الحماية الفرعية، أهمها برنامج التحويلات النقدية (IC) وهو برنامج تحويلات نقدية مباشرة للأسر الأكثر فقراً، والتي تعاني من الفقر المدقع، مشروط بانتظام الأسرة في متابعة أوضاعها الصحية واستمرار الأطفال في التعليم. وكذلك برنامج كروت الغذاء للأسر التي لديها أطفال أقل من 18 سنة والحوامل، مع قصر الاستفادة على أربعة أفراد من الأسرة.
نجح برنامج التحويلات النقدية في استهداف 75% من الربع الأفقر من السكان، ولكن كانت من أهم نقاط ضعف خطة الطوارئ ككل إنها تضم برامج عديدة، وفى الغالب كانت تستفيد الكثير من الأسر من أكثر من برنامج، فضلًا عن ارتفاع تكلفة إدارة الخطة. وأخيرًا لابد من الإشارة إلى أن خطة الطوارئ كانت جزءًا من جيل من برامج الحماية الاجتماعية التي تسعى لدمج الدعم النقدي مع إجراءات تنشيطية تمهد الطريق للتمكين (المرجع السابق).
<h3 dir="rtl" style="text-align: justify;">أورجواي&nbsp;من الحماية إلى العدالة الاجتماعية</h3>
تبنت الحكومة عام 2008 خطة جديدة من أجل تحقيق العدالة الاجتماعية والإنصاف Social Equity (PE) استهدفت الأسباب الهيكلية للفقر واللامساواة من خلال العمل على مسارين؛ الأول إدخال تعديلات هيكلية على السياسات العامة : الضرائب &ndash; الرعاية الصحية &ndash; التعليم &ndash; التشغيل، في حين كان المسار الثاني معني بالتركيز على دعم نظم الحماية الاجتماعية القائمة مع توجيه مزيد من الاهتمام لآليات الدمج. بمقتضى هذه الخطة تم إدخال عديد من الإصلاحات في هياكل وآليات الحماية الاجتماعية وتحسين الخدمات الاجتماعية المقدمة وإنشاء أنظمة قادرة على الرصد والمتابعة.
شملت الخطة الجديدة إجراءات قصيرة الأجل، استهدفت إعادة صياغة شبكات مساعدة ودعم الفئات الفقيرة اعتمادًا على نتائج تقييم خطة الطوارئ بين 2005-2007، كما شملت الخطة الجديدة إجراءات طويلة الأجل في مجالات الإصلاح الضريبي وسياسات الصحة والتعليم والتشغيل. فبالنسبة للصحة، تم تقنين إتاحة الخدمات الصحية لكل المواطنين بحكم الدستور، وتَشكّل بالفعل نظام تأمين صحي شامل، أتاح الخدمات الصحية للفقراء كما خفف العبء المالي للرعاية الصحية على الطبقة الوسطى التي كانت تعتمد فيها على الإنفاق الخاص.وكذلك تم تطوير التعليم وضخ مزيد من الإنفاق الاجتماعي عليه، فقد بلغت نسبة الإنفاق على التعليم 4.5% من الناتج المحلي الإجمالي في 2010، وتزامن ذلك مع ارتفاع معدلات الالتحاق بالتعليم من 72% عام 1992 إلى 91% عام 2011.
&nbsp;وفيما يتعلق بإصلاح النظام الضريبي، تم تطبيق الضرائب التصاعدية في عام 2006 والعمل على الموازنة بين الضرائب المباشرة وغير المباشرة مع تقليل ضريبة القيمة المضافة كنوع من أنواع الضرائب غير المباشرة الذي يتحيز ضد الفقراء. وقد وَضح أن الهدف من هذه الإصلاحات هو المساهمة في إعادة توزيع الثروة والدخل، حيث تم الإعلان وقتها أن جزء من الضرائب سيتوجه إلى تغطية الإنفاق الاجتماعي. وبالفعل نجح الإصلاح الضريبي في خفض معدلات التفاوت بمقدار نقطتين لمعامل جيني.
وبالنسبة لمسار تطوير شبكة الحماية الاجتماعية، فقد انطلق من هدف أساسي وهو حماية المواطن من المخاطر المختلفة طوال حياته وتضمين بُعد التمكين بشكل واضح، مع وضع ما يُطلق عليه استراتيجيات الخروج exit strategies وهي استراتيجيات تسعى لاتخاذ عدد من التدخلات من أجل إخراج الشباب من مظلة الحماية بعد تمكينهم وتأهيلهم لسوق العمل. وعليه، تم تصميم برنامج التدريب من أجل سوق العمل ليستهدف الشباب من أبناء الأسر التي تتلقى المساعدات لإدماجهم في سوق العمل. وكانت المؤسسات الحكومية المسؤولة عن الشباب والسلطات المحلية والمجتمع المدني هي المسؤولة عن تنفيذه بغية دقة الاستهداف وسهولة المتابعة. وتبنت الخطة رؤية واضحة للتشغيل باعتباره أحد أهم مكونات التمكين والغاية النهائية له. وانقسم مكون التشغيل إلى أربعة مسارات، الأول خلق فرص عمل في إطار برنامج الأشغال العامة Uruguay Works Program مع تضمين جزء تدريبي على المهارات التي يحتاجها سوق العمل، والمسار الثاني، والذي كان أكبر التحديات، هو كيفية إدماج القطاع الخاص في مكون التشغيل من خلال تشجيعه على توفير فرص عمل للشباب، وقد تبنت الخطة برنامج حوافز التشغيل في القطاع الخاص Private Sector Hiring Incentives Program for وذلك لتغطية نسبة من أجور من يتم تشغيلهم في القطاع الخاص من الرجال والنساء، بعد تدريبهم مع تغطية جزء أعلى من أجور النساء تشجيعًا لتشغيلهن. أما المسار الثالث فكان مرتبط بدعم المشروعات متناهية الصغر. وأخيرًا المسار المتعلق بتطوير منهجية التدريب، فقد كان تركيز برنامج PANES منصبًا على التدريب على مهارات محددة مطلوبة في سوق العمل المرتبطة بمهن محددة وهو ما يعرف بالمهارات غير القابلة للتحويل non-transferable skills. هذه المهارات رغم أهميتها لا تتسم بالمرونة المطلوبة لتحرك العامل من مكان إلى آخر، ولهذا السبب أدخلت خطة تحقيق العدالة والإنصاف نوعًا آخر من المهارات وهي&nbsp; transferable skills ،وهي المهارات التي تتيح للباحث عن العمل فرص أكثر تنوعًا.
<h3 dir="rtl" style="text-align: justify;">النتائج</h3>
يتضح مما سبق أن الدرس الأساسي المستفاد من تجربة أوروجواي أنه لابد من تعدد وتكامل الاقترابات المؤدية للعدالة الاجتماعية كما أشير سابقًا، فالمطلوب تغييرات جوهرية في منهجية صنع السياسات ومضامينها بما يؤدى إلى إعادة توزيع الدخل والثروة بشكل أكثر عدالة في المجتمع. وأخيرًا، لابد من الإشارة إلى أن فهم كل ما سبق يجب أن يتم في إطار فهم السياق السياسي الحاكم والذي يحدد الاختيارات السياسية إلى حد كبير.&nbsp;

Achieving social justice requires multiple interrelated and consecutive interventions based on a holistic vision with clearly articulated and time-bound economic and social objectives. Social protection in the narrow sense&mdash;meaning assistance to the poor and vulnerable social groups&mdash;may be necessary as a rapid rescue policy in the short term, but unless it is coupled with policies that address the root causes of poverty and empowers people, social justice will not be achieved.
There are numerous, complementary approaches to achieving social justice. The first seeks to improve the accessibility and quality of health and education services, as well as basic infrastructure (potable water, safe sanitation, etc.), as fundamental gateways to developing citizens&rsquo; capacities. In turn, this will empower citizens to manage their own resources and assets to improve their quality of life. The second approach is related to social welfare in the broad sense: not as protection given exclusively to the poorest groups, but protection for all segments of society, offered through contributory or non-contributory cash-based transfers, as well as universal health insurance systems. The third approach focuses on the provision of adequate and decent jobs, by reviewing employment policies and their relationship to education policies, their outcomes and the needs of the labor market. If, however, economic policy is designed without regard for its adverse social impacts, the role of social policies will be reduced to protecting those most adversely affected by the economic policy. The fourth, and perhaps most radical, approach involves the redistribution of income and wealth through wage schemes and tax systems.
Uruguay has made the biggest strides toward equality and social justice in Latin America. It enjoys the highest per capita GDP in the region, and the income of the poorest 40 percent of the population has increased more rapidly than the rest of the population. Extreme poverty is virtually nonexistent, falling from 2.5 percent in 2006 to 0.1 percent in 2018, in tandem with a decline in the poverty rate from 32.5 percent to 8.1 percent in the same period. Unemployment reached 6.3 percent in 2011, rising slightly to 7.9 percent in 2018 due to sluggish growth. The middle class is also growing and now includes 60 percent of the population, due to expanded coverage of inclusive social policies.
Overall, human development indicators have improved and the country enjoys a measure of institutional stability and lower levels of corruption, reflecting citizens&rsquo; greater trust in the government. Uruguay has also achieved a high level of equal access to basic services like education, health, potable water, electricity, and sanitation. According to human development <a href="http://hdr.undp.org/en/countries/profiles/URY">indicators</a> for 2019, expected years of schooling have reached 16.3 and gross enrollment is 105 percent for primary school and 115 percent for secondary school. Ninety-nine (99) percent of the population has drinking water and 97 percent has access to sanitation facilities. Uruguay&rsquo;s human development index was 0.808 in 2019, placing it in the ranks of high-income countries.
<h3 style="text-align: justify;">Uruguay: Empowerment at the heart of protection</h3>
Uruguay&rsquo;s experience with neoliberal reform in the 1980s and 90s led to deteriorating economic and social conditions for broad swathes of the population. The shift in the country&rsquo;s development model is associated with the leftist coalition attaining power in 2004.
In moving toward social justice, Uruguay pursued a composite approach that entailed multiple measures, both concurrent and consecutive, grounded in a process of ongoing assessment. The most significant social welfare program in the third millennium was the National Social Emergency Response Plan (PANES) 2005&ndash;2007. The goal of the plan was to provide direct assistance to families whose standard of living had deteriorated due to rising poverty levels in the 1980s and 90s, as well as the fiscal and economic crisis in 1998. In 2002, unemployment stood at 17 percent, up from 11.3 percent in 1999; poverty rose from 15.3 percent to 38.9 percent in the same period. The plan was identified as temporary from the outset, and its objective was to address the declining conditions of a broad swath of the population.
PANES included several subsidiary welfare programs, most importantly the cash transfers program to the poorest families on the condition of regular health checkups, continued enrollment of children in school, and the food card program, which targeted families with children under age 18 and pregnant women, while limiting the benefit to four members of the family. The cash transfers program reached 75 percent of the poorest quintile of the population. Overall, a weak point of PANES was that it included multiple programs, and many families benefited from more than one program; high administrative costs were another weak point. Finally, it should be noted that PANES was part of a generation of social welfare programs that sought to integrate cash support with stimulus measures to promote empowerment.
<h3 style="text-align: justify;">Uruguay from social protection to social justice </h3>
In 2008, the government adopted a new plan to achieve social justice and equity, the Plan de Equidad. The plan sought to address the structural causes of poverty and inequality by working on two levels: introducing structural changes to public policies (taxes, health care, education, and employment), coupled with support for existing social protection schemes and greater attention to integration mechanisms. Under the program, social protection structures and mechanisms were retooled, and the provision of social services, monitoring and follow-up systems were improved.
The new program included short-term measures aimed at redesigning the support and assistance networks for the poor based on the findings of the assessment of PANES. It also included long-term measures in the fields of tax reform, health, education, and employment policy. Universal access to health services for all citizens was codified in the constitution and a universal health insurance system was established. This gave the poor access to health services while reducing the financial burden of health care on the middle class, which had previously relied on private expenditure for health care. Education was developed and more social spending geared toward it. By 2010, expenditure on education constituted 4.5 percent of the GDP, which coincided with an increase in enrollment levels from 72 percent in 1992 to 91 percent in 2011.
In 2006, a progressive tax system was introduced and efforts were made to balance direct and indirect taxes while reducing the value added tax (VAT), an indirect tax that disproportionately burdens the poor. It was made clear that the goal of the reforms was to redistribute wealth and income, and it was announced at the time that a portion of tax revenue would be directed to covering social spending. In fact, tax reform was able to reduce inequality to the tune of two points in the Gini index.
In developing the social safety net, the plan sought to achieve a primary objective&mdash;offering lifelong protection against various threats to citizens&mdash;and included a clear focus on empowerment. It established &lsquo;exit strategies&rsquo; for various interventions to remove young people from the protection umbrella after they were educated and trained for the labor market. A labor-market training program was designed to target youth from families receiving assistance, in order to integrate them into the labor market. The program was implemented by government institutions responsible for youth, local authorities, and civil society, with the goal of accurate targeting and more efficient monitoring. The plan adopted a clear employment vision, seeing it as both a major component of and the end goal of empowerment.
The employment component was a four-pronged program. The first created jobs in the Uruguay works program while including a training section on skills needed in the labor market. The second prong addressed a challenge: how can the private sector be brought into the employment program by encouraging it to provide jobs for youth? The answer was a private-sector hiring incentives program to cover part of the wages of people employed by the private sector after training, while offering greater wage coverage for women to encourage private employers to hire them. The third prong offered support for micro-enterprises while the fourth was aimed at developing a training methodology. In PANES, training had been focused on non-transferable skills&mdash;that is, specific skills linked with specific professions. Although important, these skills do not have the flexibility necessary for labor mobility. The social equality plan therefore introduced training for transferable skills, which would open up more opportunities for those looking for jobs (Reuben et al, 2012).
<h3 style="text-align: justify;">Conclusion</h3>
The primary lesson to be learned from Uruguay&rsquo;s experience is that, as noted at the outset here, multiple, integrated approaches geared to social justice are required. Fundamental changes to the process of policymaking and policy content are required to redistribute income and wealth in a more equitable way. Finally, all of this must take place with a keen understanding of the prevailing political context, which largely determines available political options.
