ناقش مجلس النواب المصري خلال الأسبوع الماضي مقترحات بشأن تطبيق نظام <a href="https://www.almasryalyoum.com/news/details/4189173">"الإنترنت غير المحدود"،</a> وذلك لتعزيز إتاحة خدمات الإنترنت وخفض تكلفتها. تأتي هذه الخطوة بعد <a href="https://www.almasryalyoum.com/news/details/4186926">احتجاج</a> المستخدمين عبر منصات التواصل الاجتماعي لاضطرارهم تجديد باقات الإنترنت بشكل متكرر قبل انتهاء صلاحيتها. وتُعد هذه الحملة الأحدث ضمن سلسلة من الشكاوى المتعلقة بتراجع جودة الإنترنت ومحدودية التغطية وارتفاع تكلفته في مصر. في هذا السياق، يتعين على الدولة منح الأولوية لتحسين تجربة المستخدمين وتوسيع نطاق التغطية دون تمييز، باعتبار الإنترنت خدمة بالغة الأهمية.
<h3 dir="rtl">الإنترنت كمرفق عام: تقليص الفجوة الرقمية في مصر</h3>
تُمثل خدمات الإنترنت وسيلة أساسية <a href="https://www.researchgate.net/publication/325863423_Knowledge_as_global_public_good">لإنتاج ونشر المعرفة</a>، لذا فهي تُعد من <a href="https://academic.oup.com/book/25545">المرافق العامة</a> وتتسم بكونها غير تنافسية وغير إقصائية؛ إذ لا يؤثر استهلاك الفرد فيها على توافرها للآخرين، ويجب إتاحتها للجميع. وتظهر الفجوة الرقمية في مصر من خلال الفوارق الجغرافية؛ فبينما تمثل المناطق الريفية النسبة الأكبر من السكان، تتركز خدمات الإنترنت الأرضي، وخاصةً تقنيات خط المشترك الرقمي غير المُتماثل (ADSL) وخط المشترك الرقمي عالي السرعة (VDSL)، بكثافة في المناطق الحضرية، وفي مقدمتها <a href="https://mcit.gov.eg/Upcont/Documents/Publications_462024000_ar_ICT_Indicators_in_Brief_April_2024_AR.pdf">القاهرة الكبرى ومحافظات الدلتا</a>.

تكتسب إتاحة خدمات الإنترنت الأرضي عالي السرعة أهمية قصوى، وبصفة خاصة لسكان المناطق الريفية التي تعاني من <a href="https://pmc.ncbi.nlm.nih.gov/articles/PMC8810350/">نقص الخدمات</a>. إذ توفر هذه الخدمات مزايا اقتصادية متعددة بفضل سعتها الثابتة التي تتيح استخدامًا واسع النطاق بتكلفة أقل ودون قيود على الاستهلاك. وفي المقابل، تواجه خدمات الهاتف المحمول <a href="https://onlinelibrary.wiley.com/doi/full/10.1111/jems.12622">قيودًا جوهرية</a> في السعة الاستيعابية نظرًا لاعتمادها على طيف ترددي محدود، ما يؤدي إلى فرض قيود على الإستهلاك وارتفاع أسعار الجيجابايت، ويحد من معدلات استهلاك المستخدمين للبيانات. ويجب على الحكومة العمل على ضمان <a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=3418635">تكامل</a> هاتين الخدمتين، مع تعزيز إتاحة الوصول إليهما معًا.

استمرت شركات الإنترنت في مصر (ISPs) &nbsp;في رفع <a href="https://www.elaosboa.com/1320519/">أسعارها</a> على المستهلكين، وذلك بالرغم من اتساع الفجوة الرقمية. فقد ارتفعت تكلفة الباقة الأساسية للإنترنت الأرضي سعة 140 جيجابايت من 120 جنيهًا شهريًا في ديسمبر 2023 إلى 210 جنيهات في يناير 2026.

The Egyptian parliament reviewed proposals for <a href="https://www.egyptindependent.com/egyptian-parliament-to-review-proposals-for-unlimited-internet-amid-rising-data-demands/">&ldquo;unlimited internet&rdquo;</a> last week after users took to social media to <a href="https://www.almasryalyoum.com/news/details/4186926">protest</a> the need to repeatedly renew data packages before their expiration date. This is the latest in a string of complaints about the declining quality, limited availability, and affordability of the internet across Egypt. As an increasingly essential service, the government should prioritize improving internet users&rsquo; experience and making it more available to all without discrimination.&nbsp;
<h3 dir="ltr">The internet as a public utility: Bridging Egypt&rsquo;s digital divide</h3>
The internet is a critical tool for creating and <a href="https://www.researchgate.net/publication/325863423_Knowledge_as_global_public_good">dispersing knowledge</a>, and is therefore a <a href="https://academic.oup.com/book/25545">public good</a> that is both non-rivalrous and non-excludable; one&rsquo;s consumption does not affect availability for others, and everyone should have access to it. Egypt&rsquo;s digital divide manifests itself in geographic discrepancies: while rural residents constitute a majority of the population, fixed-line internet, particularly ADSL and VDSL, is heavily concentrated in urban regions, such as <a href="https://mcit.gov.eg/Upcont/Documents/Publications_462024000_ICT_Indicators_in_Brief_April_2024.pdf">Greater Cairo and the Delta</a>.

Broadband availability is particularly important, especially for rural populations who are already <a href="https://pmc.ncbi.nlm.nih.gov/articles/PMC8810350/">disadvantaged</a>. With its fixed capacity for cheaper, uncapped, high-volume use, it offers several economic benefits. In contrast, mobile services face <a href="https://onlinelibrary.wiley.com/doi/full/10.1111/jems.12622">inherent capacity constraints</a> and rely on a limited radio spectrum, resulting in usage caps and higher prices per gigabyte that limit how much data users can consume. The government should work to ensure that the two services <a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=3418635">complement</a> each other, and that access is enhanced for both.

<h3 dir="ltr">Price hikes without progress</h3>
Despite this digital divide, internet service providers (ISPs) in Egypt have continued to raise&nbsp;<a href="https://www.elaosboa.com/1320519/">prices</a> for consumers. The price of the cheapest 140 GB fixed-wire broadband package increased from EGP 120/month in December 2023 to EGP 210/month in January 2026.&nbsp;

For many households, particularly those relying on a single minimum wage earner, this increase represents a significant burden. The national minimum wage in Egypt is <a href="https://english.ahram.org.eg/News/540106.aspx">EGP 7,000</a> per month, which means that the lowest fixed broadband package would absorb about 3% of a month&rsquo;s wages and constitute more than the average annual household expenditure on all communication services, which stood at&nbsp;<a href="https://www.capmas.gov.eg/publications/166">2.6% in 2021/2022</a>.&nbsp;&nbsp;

The price increases do not reflect better infrastructure. Users consistently report <a href="https://english.ahram.org.eg/NewsContent/1/2/471235/Egypt/Society/Social-media-users-in-Egypt-demand-unlimited-inter.aspx">outages</a> and <a href="https://www.arab-reform.net/ar/publication/%D8%A7%D9%84%D8%AD%D8%B1%D9%83%D8%A7%D8%AA-%D8%A7%D9%84%D9%85%D8%B7%D9%84%D8%A8%D9%8A%D8%A9-%D9%81%D9%8A-%D8%B3%D9%8A%D8%A7%D9%82-%D8%B3%D9%84%D8%B7%D9%88%D9%8A-%D8%AD%D9%85%D9%84%D8%A9-%D8%A5%D9%86/">throttled</a> speeds. In 2025, a major fire at Telecom Egypt&rsquo;s <a href="https://aps.aucegypt.edu/en/articles/1506/ramses-fire-critical-fault-lines">Ramses Central exchange</a>, which carries around <a href="https://www.thenationalnews.com/news/mena/2025/07/07/telecoms-disruptions-to-persist-across-cairo-as-fire-damage-to-main-centre-is-repaired/">40%</a> of the nation&rsquo;s telecom traffic, caused national outages, reducing connectivity to 62% in July. The disruption to government, financial, and broadcasting services extended over several weeks. Telecom Egypt <a href="https://masaar.net/en/from-global-data-corridor-to-control-gateways/">holds</a> a monopoly over the country&rsquo;s core telecommunications infrastructure, forcing other ISPs to lease capacity from it and making it solely responsible for improving international internet connectivity. In addition, as of 2023, Egypt had a mean internet <a href="https://www.statista.com/topics/11396/internet-usage-in-egypt/?srsltid=AfmBOoo4MnHJ2nuUtE4hp0RNGRzmBkTG5Z2ltL3hvQugaAft8U-mc_Ws#topicOverview">speed</a> of 9.75 Mbps, far below the <a href="https://www.statista.com/chart/31075/global-average-internet-download-speed/#:~:text=Communication,-by%20Martin%20Armstrong&amp;text=An%20analysis%20of%20internet%20connections,9.8%20and%2012.1%20Mbps%2C%20respectively.&amp;text=This%20chart%20shows%20the%20global,speed%20from%202020%20to%202023.">global</a> average of 46.8 Mbps, limiting connection quality for activities like streaming and video calls.&nbsp;

<h3 dir="ltr">Not all data is created equally</h3>
Internet users in Egypt also face bias in accessing certain platforms and applications. Many countries uphold the concept of <a href="https://www.wired.com/story/guide-net-neutrality/">net neutrality</a>, meaning non-discrimination in data usage and pricing, which is <a href="https://afteegypt.org/en/research-en/research-papers-en/2022/06/27/31176-afteegypt.html">absent</a> in Egypt. Instead, ISPs prioritize traffic for certain platforms or applications, while other content may be slowed or excluded. Chile, the <a href="https://constitutionnet.org/news/chiles-draft-constitution-looks-future-digital-rights-fundamental-rights#:~:text=The%20regulatory%20landscape%20has%20evolved,traffic%20without%20infringing%20free%20competition.">first country</a> worldwide to enact a comprehensive net neutrality law in 2010, was able to achieve <a href="https://www.statista.com/forecasts/1137819/household-internet-penetration-forecast-in-chile/">100% household internet access in 2024.</a> Although Egypt&rsquo;s internet penetration is accelerating, reaching&nbsp;<a href="https://www.trade.gov/country-commercial-guides/egypt-information-and-communications-technology-and-digital-economy">81.9%</a> by early 2025, in comparison to <a href="https://mcit.gov.eg/Upcont/Documents/Publications_462024000_ICT_Indicators_in_Brief_April_2024.pdf">72.2%</a> in 2022/2023, net neutrality can ensure a more&nbsp;<a href="https://communitytechnetwork.org/blog/net-neutrality-and-the-digital-divide/">equitable</a> delivery of data.&nbsp;
<h3 dir="ltr">Connecting every citizen&nbsp;</h3>
To enhance internet access and make it truly equitable, Egypt must treat connectivity as a public utility and prioritize both regulatory and infrastructure reforms. Expanding fixed-line broadband in underserved rural areas, enforcing net neutrality, and diversifying international connectivity beyond Telecom Egypt&rsquo;s monopoly are essential steps. The government should also implement clear service standards and monitor ISP practices to prevent discrimination in access and ensure reliability. By doing so, Egypt can close the digital divide, improve connection quality, and guarantee that all citizens can fully participate in the digital economy and access essential governmental online services.
