<h2><span style="color: rgb(6, 71, 137);"><strong>تدابير صندوق النقد الدولي: هل ستنجح هذه المرة؟</strong></span></h2>
<p style="text-align: justify;">يتزامن الإعلان الأخير في 10 يناير عن حزمة الشروط التي وافقت عليها مصر نهاية العام الماضي للحصول على قرض من "صندوق النقد الدولي" مع اختلالات كبيرة في وضع الاقتصاد المصري، تتمثل في ارتفاع غير مسبوق في تضخم أسعار جميع السلع. يقدم صندوق النقد الدولي توصيته المعتادة بتحرير سعر صرف الجنيه المصري كـ"حل أوحد" للأزمة الاقتصادية في مصر. لكن تحرير العملة لم يحد من معدل التضخم الذي وصل بدوره إلى 29.1٪ اعتبارًا من ديسمبر 2022، مقارنة بـ6.5٪ في نفس الوقت من العام الماضى حسب الجهاز المركزي للتعبئة العامة والإحصاء.</p>

<h2><span style="color: rgb(6, 71, 137);"><strong>عن تخارج الدولة من النشاط الاقتصادي</strong></span></h2>
<p style="text-align: justify;">أطلقت مصر أخيرًا وثيقة سياسة ملكية الدولة، والتي صدرت بضغط من الصندوق على مصر للحد من دور الدولة في المجال الاقتصادي، وهى عبارة عن خطة وُضعت للسماح للقطاع الخاص بالتوسع، وإفساح المجال الاقتصادي له من خلال انسحاب الدولة كمالك ومستثمر من قطاعات معينة، وتثبيت أو تخفيض حصتها الاستثمارية في قطاعات أخرى.</p>

<h2><span style="color: rgb(6, 71, 137);"><strong>عن تخفيض الإنفاق الحكومي</strong></span></h2>
<p style="text-align: justify;">في سبيل ترشيد الإنفاق العام في ظل الأزمة الحالية، أقرت الحكومة المصرية مطلع هذا الشهر مجموعة من الضوابط لتقييد الصرف الأجنبي، أهمها خفض النفقات التشغيلية للخدمات الحكومية، وتأجيل تنفيذ أية مشروعات جديدة لم يتم البدء في تنفيذها ولها مكون دولاري واضح، بالإضافة إلى اشتراط الحصول على موافقة وزارة المالية لصرف المكون الأجنبي للمشاريع. وصاحب ذلك صدور قرار باستثناء بعض الوزارات - كالصحة والداخلية والدفاع والخارجية والجهات التابعة لها - وكذلك الجهات المسؤولة عن تأمين إمدادات الغذاء والطاقة - من تلك الضوابط الجديدة.</p>

<h2><span style="color: rgb(6, 71, 137);"><strong>عن مرونة سعر الصرف، التضخم، وسعر الفائدة</strong></span></h2>
<p style="text-align: justify;">كان صندوق النقد الدولي قد ربط بين مرونة سعر صرف الجنيه المصري وارتفاع الأسعار المتعاقب، وبين السياسات الضرورية للحد من التضخم الناتج عن طريق تشديد السياسة النقدية ورفع سعر الفائدة. وكمحاولة لتحفيز العملاء المصريين على الاستثمار في الجنيه المصري وتقليل صدمات ارتفاع الدولار أمام الجنيه، طرح بنكا الأهلي ومصر في 4 يناير 2023 شهادة استثمار بسعر فائدة قياسية تصل إلى 25% سنويًّا وهي الأعلى على مستوى الجهاز المصرفي.</p>

<h2><span style="color: rgb(6, 71, 137);"><strong>IMF Measures: Will They Work This Time?</strong></span></h2>
<p style="text-align: justify;">The recent press conference on January 10, 2023 announcing the terms of Egypt&rsquo;s USD3-billion loan from the International Monetary Fund coincided with acute economic turmoil, most significantly unprecedented inflation and steep price hikes for commodities. As usual, the IMF recommended liberalizing the exchange rate, deeming it the &ldquo;only solution&rdquo; to Egypt&rsquo;s economic crisis. But this measure has thus far not curbed inflation, which reached 29.1% as of December 2022, compared to 6.5% the same time in 2021, according to CAPMAS, Egypt&rsquo;s official statistical agency.&nbsp;</p>

<h2><span style="color: rgb(6, 71, 137);"><strong>The State's Withdrawal from Economic Activity</strong></span></h2>
<p style="text-align: justify;">Egypt recently issued the State Ownership Policy Document (SOP) in response to pressure from the IMF to curtail the state&lsquo;s economic footprint. The SOP outlines a plan for the expansion of the private sector, calling for the state to give up its ownership stakes and investments in certain sectors, while maintaining or reducing its investment shares in others.</p>

<h2><span style="color: rgb(6, 71, 137);"><strong>Rationalizing Government Spending</strong></span></h2>
<p style="text-align: justify;">To cope with the current crisis, earlier this month the Egyptian government approved a set of controls to limit foreign expenditure, most importantly reducing the operational expenses of government services and postponing the implementation of any new planned projects with a clear dollar component, while also requiring the approval of the Ministry of Finance to disburse the foreign component of projects already underway. At the same time, the government issued a decree exempting some ministries&mdash;such as health, interior, defense, foreign affairs, and their subordinate bodies, as well as bodies responsible for securing food and energy supplies&mdash;from the new controls.</p>

<h2><span style="color: rgb(6, 71, 137);"><strong>Exchange Rate Flexibility, Inflation &amp; Interest Rates</strong></span></h2>
<p style="text-align: justify;">The IMF recognizes the linkage between a flexible exchange rate and successive price hikes, recommending monetary tightening and higher interest rates as policies necessary to curb inflation. In an attempt to motivate Egyptian customers to invest in the pound and mitigate the shocks of the dollar&rsquo;s appreciation against the pound, on January 4, 2023 the National Bank of Egypt and Banque Misr issued new, one-year maturity saving certificates with a 25% yield, the highest in the Egyptian banking system.</p>
